Criteria for entry to senior high school (SHS) tracks/strands
As stated in DO 55, s. 2016 - Policy Guidelines on the National Assessment of Student Learning for the K to 12 Basic Education Program -DOWNLOAD THIS DEPED ORDER
Prior to entering SHS, the aptitude of students in select programs shall be measured in order to ensure that they have the potential to complete the program.
There will be a required cut-off score for students who wish to enroll in the Science, Technology, Engineering, and Mathematics (STEM) Strand. The Final Grade both in Science and Math in Grade 10 should be 85 and above. Learners should also have at least a percentile rank of 86 and above in the STEM subtest in the career assessment exam.
There will be two screenings for students who wish to enroll in the Sports and Arts and Design Tracks. The first screening will be the results of the career assessment in the corresponding sub-tests. Aptitude should be at least a percentile rank of 51 and above.
The second screening for the Sports Track will be done through skills-related fitness tests which will be administered by the accepting schools. For the Arts and Design Track, the second screening will be through a performance and skills assessment which will also be administered by the accepting schools.
There will be no prescribed cut-off for scholastic grades and scores in any subtest for those who desire to enter into the Humanities and Social Science (HUMSS) Strand, the Accountancy, Business and Management (ABM) Strand, and the Technical-Vocational and Livelihood (TVL) Track.

Following several pronouncements that the salaries of uniformed men will be doubled under the Duterte administration, a group of teachers on Thursday expressed hope that their proposed P10,000-pay increase will likewise be granted.
The 30,000-strong Teachers’ Dignity Coalition (TDC), reiterated their proposal for a P10,000 across-the-board salary for public school teachers and urged President Duterte to grant their request.

“We are anticipating an announcement from the palace that it is now ready to grant the P10,000 across-the-board increase for the salaries of public school teachers,” said TDC National Chairperson Benjo Basas.
Basas noted that the teachers are happy for the police and military personnel because “they are almost assured of the enhancement on their pay.”
He also recognized that “the uniformed personnel will be at the center of the administration’s foremost concern – crime prevention and the path to peace… thus, it is understood that the President would prioritize them.”
Public school teachers, however, continue to push for a P10,000 additional compensation for teachers and education personnel above the Salary Standardization Law (SSL).
The proposal, Basas said, is based on the original bill filed by Sen. Alan Cayetano during the 14th Congress in 2008.
Basas noted that former President Gloria Macapagal-Arroyo, instead of considering Cayetano’s proposal, preferred the amendment to SSL which granted the entry-level position of teachers an increase of P6,523 over a period of four years from 2009 to 2012.
While TDC acknowledged the pay increase, Basas noted that they “want something that is founded on historical, moral and legal bases.”
He noted that “what Arroyo did was just a perpetuation of the flawed salary scheme for government personnel committed by Congress when it enacted the SSL in 1989.”
Then, Basas lamented that the succeeding administration of former President Aquino “did not end the suffering of teachers” and just waited for the law to lapse in 2012. “Worse, the Aquino administration never considered raising the salaries of teachers and government employees until its last months in office when it pursued the SSL 2015 which further amended the existing SSL,” he added.

DepEd stresses no collection policy

The Department of Education yesterday reminded all personnel in public elementary and secondary schools nationwide to refrain from imposing and collecting compulsory contributions among their students.
In an official statement, Education Secretary Leonor Briones reiterated that the DepEd is “firm on its goal to provide all Filipino learners with free basic education in public elementary and secondary schools.”
Thus, Briones said, the concerned school personnel must ensure that “collection of authorized contributions must remain voluntary, not compulsory.”
Briones maintained that “contributions should not become monetary constraints for parents and learners, and acknowledges the many expenses they incur just to send their children to school.” (Ina Hernando Malipot)

Briones urged to reduce teachers’ clerical tasks

A group of teachers urged Education Secretary Leonor Briones to reduce the “clerical tasks” that are being required by the Department of Education (DepEd) from teachers so they can concentrate on their students and improve their teaching.
The Teachers Dignity Coalition said that the new leadership of DepEd under Briones should review the existing tasks required for teachers – especially in public schools – so they can spend more time in engaging their students during class hours and they can focus on their teaching.
TDC National Chairperson Benjo Basas said that the reduction of teachers’ clerical tasks will help them focus on the improvement of their teaching.
Earlier, another teachers group also criticized the DepEd for implementing reforms particularly the Results-based Performance Management System (RPMS) and Learners’ Information System (LIS). The Alliance of Concerned Teachers (ACT) urged DepEd to scrap the implementation of both programs citing that these are “dehumanizing for teachers due to additional workload.” Both programs were implemented under the term of former DepEd Secretary Armin Luistro.
ACT stressed that “quality of education in the country is not solely dependent upon the teachers but is more dependent upon the learning environment, learning materials and facilities.” The RPMS, the group claimed, is “designed to squeeze us to do more beyond our limits” by obliging teachers to have an output of more than 100 percent.
Aside from RPMS, teachers are also against the implementation of the LIS. The program, teachers claim, “makes their lives more difficult.”
Basas said that the DepEd – under Briones – should also release “clear-cut policy on teachers’ working hours” and institutionalize measures that will help the “improvement of merit and promotion system in the DepEd.”

Teachers salary for public school teachers to increase from Salary Grade 11 to SG 20 pushed
A re-elected lawmaker has appealed to his colleagues in Congress to support the country’s public school teachers by increasing their basic monthly salary to at least P36,000.
Rep. Raul Del Mar (1st District, Cebu City) said public school teachers are among underpaid workers in society. Despite the fact that they are heralded as molders of children’s future, they receive only less than twenty thousand a month each for their basic salary.
Del Mar filed a bill that seeks to upgrade the salary grade level of teachers in public elementary and secondary schools from the present Salary Grade (SG) 11 to SG 20.
“Teachers are considered to be the prime mover of the education system; hence, the government needs to give priority to their interest and welfare,” Del Mar said.
Del Mar said that, based on the third phase of the Salary Standardization Law (SSL 3), public school educators currently receive a minimum salary of P18,549. Government employees under SG 20, meanwhile, have a basic monthly rate of P36,567.
Del Mar pushed for the measure, citing Article XIV, Section 4 [1] of the Constitution, which provides that the State recognizes the complementary roles of public and private institutions in the educational system and shall exercise reasonable supervision and regulation of education institutions.
Article XIV, Section 5 [5] of the Constitution also states that The State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through the adequate remuneration and other means of job satisfaction and fulfillment.
Under Del Mar’s measure, the upgrade in the teachers’ salary shall be adjusted in accordance with their qualifications and length of service and shall not be prejudiced by across the board adjustments.
The bill mandates the national government to allocate the necessary amount to fund the salary increase of educators, provided, that the salary increase of public school teachers shall take priority over other non-educational and non-agricultural budgetary allocations.
It also requires the Department of Education (DepEd) to immediately come up with the specific programmed budget needed to cover the expenses for the upgrading in salary levels for all the corresponding teacher plantilla positions over a period of five years.
This is to allow the Department of Budget and Management (DBM) to make the necessary budgetary adjustments to facilitate the smooth implementation of the proposed law.
“To give meaning to the spirit and intent of the above mentioned constitutional provisions, there has been a compelling need to upgrade the salary grade of our public school teachers,” Del Mar said.

Here is the full text of the 100-minute-long speech of President Rodrigo Duterte delivered on Monday, July 25, his first State of the Nation Address (SONA), making major policy pronouncements on the peace negotiations, the anti-drug war, income tax reform, and transportation, among others.as provided by the Malacañang.
Duterte delivered it in English, punctuated by ad-libs in Filipino and a bit of Bisaya.
