DepEd Clarifies: NSO Birth Certificate is not a requirement for enrolment
Department of Education (DepEd ) clarified that NSO or PSA birth certificate is not a requirement for the enrollment of a learner to a school.



As announced in Enclosure No. 2 of DepEd Order (DO) No. 25, s. 2018 entitled School Calendar for School Year 2018-2019, the End of School Year Rites (EOSY) 2018-2019 should be scheduled not earlier than April 1, 2019, but not later than April 5, 2019.

The opening of another school year, Beginning of School Year (BOSY) 2019-2020 is fast approaching.

Meanwhile, it seems that there are many parents who are into taking a PSA birth certificate certified by the Philippine Statistics Authority (PSA) for the enrollment of their child at school. The DepEd has recently made a clarification regarding the requiring of birth certificate in schools.

As posted in Facebook page of 102.9 Brigada News Fm Daet Camarines Norte, the DepEd has made a clarification that the students are not obliged to submit a PSA-certified birth certificate during the enrollment. 

The Department of Education has clarified that learners are not obliged to submit a birth certificate from the Philippine Statistics Authority for the enrollment of children.




Based on the post, parents need to go to Naga or Legaspi City to be able to have it and the fee has increased following the implementation of the TRAIN Law.

Amad stressed that birth certificate from the Local Civil Registrar is already enough and there is no need for the parents to take PSA Certified Birth Certificates of their children for the enrollment.


DepEd also made it clear that there is really no enrollment this year (referring to school year break), as the students are automatically enrolled that is why teachers are encouraged to post the list of the names of students during the ‘Brigada Eskwela’ period.

Upgrading of Salary Grade Level of Teachers from 11 to 19 pushed

Re-electionist Senator Juan Edgardo “Sonny” Angara stressed the need for government to increase the take home pay of public school teachers if it wants to improve the quality of education in the country.

Angara hopes the teacher’s pay adjustment would be equivalent or close to the rate he has been pushing since 2016 when he filed Senate Bill No. 135.




Upgrading of Salary Grade Level of Teachers from 11 to 19 pushed

The bill seeks to adjust the minimum salary grade level of teachers from Salary Grade 11 to 19, or double their current monthly base pay of ay of P20,754 will be raised to P45, 269 based on Fourth Final Tranche 2019, Salary Standardization Law of 2015 (SSL 2015) Salary Grade Table / Schedule.
HSB Explanatory Note:Public school teachers are among the most underpaid workers, given their workload and role in the society. Despite the fact that they are heralded as molders of our children’s future and second parents to our children, public school teachers receive a basic salary that does not equate to their contribution. Our teachers are considered to be the heart of the educational system. Hence, the government needs to give priority to their welfare and interests. The low salaries received by our public school teachers have been a major disincentive for them to improve their skills in teaching and pursue further education and training. More so, our public schools have failed to attract the best and the brightest graduates from the top colleges and universities because of low salary levels, preventing our public education system from benefiting from the knowledge and expertise of outstanding teachers. Especially with the recent implementation of the K-12 law, having inspired and capable teachers is probably one of the best investments our government could make. In this regard, this bill seeks to raise the minimum salary grade level of teachers from the current Salary Grade 11 to 19. With this increase in salaries, more qualified and competent educators will be attracted to teach in public schools. Definitely, this will greatly help in motivating our teachers to strive for excellence in their field and thus, improve the quality of education in the public school system.

“Our teachers are considered to be the heart of the educational system. The government needs to give priority to their welfare and interests,” Angara reiterated.


Likewise, the senator expects that such a move would improve the quality of teaching and the overall education system in the country.

We need to reinforce use of 2018 Indicators to remedy the issues and concerns on the RPMS 2018. The use of RPMS 2018 tools / first 12 PPST indicators for SY 2019-2020 is in view of the concerns of the late roll-out during the SY 2018-2019 and other issues that teachers and school heads have encountered during their respective division/school roll-out. 

The repeat of the indicators for SY 2019-2020 will now allow schools and divisions to follow the RPMS Cycle and all its activities and schedules.

This will also ensure that divisions an schools are immersed well in the PPST-based RPMS tools and other associated tools.

End of School Year (EOSY) 2018-2019 Forms for Class Advisers

At the beginning of the school year, the class adviser shall collect supporting documents to establish the identity of each learner assigned to his/her advisory class.

As the school year proceeds, all the needed documents/reports/forms shall be accomplished cordially and be prepared before the checking forms is conducted at the year end. The School Checking Committee is expected to conduct a pre-checking activity involving the thorough review of all learner’s records for all classes.

The SCC is also tasked to communicate with the DCC regarding the schedule for the checking of forms and other necessary arrangements.

Class advisers experiencing difficulty’ in downloading of SFs from the LIS may use SFs available through direct download in the DepEd website under the School and ALS Forms section of the Resources tab (http://deped.gov.ph/resources/downloads/school-forms). Class advisers are likewise allowed to adjust/correct the LIS downloaded SFs for the current school year.

The instruction for the school system administrator to sign/initial on tire SFs shall remain in effect In addition, he/she must also affix a notation on each record with discrepancy’ in the system vis-a-vis manually-prepared/adjusted SFs. The school head, being the official accountable for all learners’ records in the school, shall ensure all necessary’ adjustment will be done once LIS normalizes.

All other provisions of DO 11, s.2018 shall remain in effect and shall be implemented in full beginning SY 2018-2019.

End of School Year (EOSY) 2018-2019 Forms for Class Advisers

The Department of Education (DepEd) issues the enclosed Guidelines on the Preparation and Checking of School Forms for the preparation, updating and evaluation of school forms in basic education starting end of School Year 2017-2018.

The mechanisms and simplified procedures prescribed by these guidelines are anchored on the principles of accountability, accuracy and reliability of data, and efficiency. They shall reduce the time and effort of school personnel spent for clerical tasks and records management without  compromising the accuracy of the learners’ information and quality of school forms.

Upon the completion of all requirements and relevant documents, class advisers and school heads shall perform the following:

DBM: Gov’t workers can get salary hike without new budge


MANILA, Philippines — Government employees whose fourth tranche of salary increase was delayed by the impasse in the approval of the P3.757-trillion national budget may receive their much-awaited pay hike through an executive order (EO) by President Rodrigo Duterte, said Acting Budget Secretary Janet B. Abuel




The officer-in-charge of the Department of Budget and Management (DBM) told a press conference after Wednesday’s Development Budget Coordination Committee (DBCC) meeting that an EO would allow the government to disburse the salary adjustments in case the reenacted budget drags

This was in contrast to an earlier pronouncement of former DBM chief and now Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno that only with the 2019 appropriations could the government implement the salary hike mandated under Executive Order (EO) No. 201 issued by former President Benigno Aquino III in 2016.

But Abuel said the DBM was still hopeful that the 2019 general appropriations act would be approved ahead of an issuance of the EO they recommended to implement the fourth tranche of salary adjustment.

To recall, House appropriations committee chair Rolando Andaya Jr. in February told the Inquirer that a draft EO providing funding for the pay increase under last year’s Miscellaneous Personnel Benefits Fund (MPBF) was already “on the President’s desk for them to give the fourth tranche using the funding source which I actually said.”

Diokno had said Andaya’s claim that the salary hike can be implemented without the 2019 budget in place had “no legal basis.”


Himself a former budget secretary under former president and now House Speaker Gloria Arroyo, Andaya had said DBM employees earlier confirmed to him the forthcoming EO.

Also, Diokno had claimed that the MPBF could only cover salaries in 2018.

Instead of a DBM circular, which had implemented the previous three tranches of salary increases, this year’s hike will be green-lighted through an EO “para naman hindi mapahiya, para mukhang inutusan siya [Diokno] ng Presidente,” Andaya had claimed.

Andaya had said Diokno submitted the EO to correct his earlier wrong decision, which the former DBM chief supposedly blamed on “wrong information given by one of his undersecretaries.” /cbb

Brigada Eskwela 2019 Manual, Forms and Banner for Tarp

Over the years, the Brigada Eskwela effort has evolved from a week-long cleaning-up and beautification exercise to a festive coming together of students, teachers, school officials, parents, community members, local government officials, non-government organizations, church groups and the private sector.

 It, too, has become one of DepEd’s major initiatives in enjoining local communities to respond to the needs of public schools and be part of a nationwide effort towards improving Philippine basic education.



This was made possible by the hard work and determination of school heads in finding innovative ways to bring children to school, keep them there, and ensure that they will learn. Brigada Eskwela will not be what it is today, if it were not for the strong leadership in our public schools.

DepEd rolls out enhanced curriculum for ALS

The Department of Education (DepEd) will soon roll out the enhanced Alternative Learning System (ALS) curriculum. This is in line with its efforts to improve the quality of non-formal education in the country,

Education Secretary Leonor Briones announced the roll out of the “ALS Version 2.0” which will be “substantially different from the existing ALS Program through , in DepEd Order No. 003, 2019.


Briones also announced the creation of the ALS Task Force and its members led by DepEd Assistant Secretary G.H. Ambat with Dr. Marillete Almayda as the Task Force Head.

DepEd noted that a “strengthened and expanded” ALS is identified “as one of the major enhancements” to the K to 12 Basic Education Program of the government. It is also included in the 10-point agenda of DepEd under Briones’ leadership entitled “Quality, Accessible, Relevant and Liberating Basic Education for All” which was released in November 2016.

Briones noted that the “starting point” of “strengthening” the ALS is the development of the ALS K to 12 Basic Education Curriculum aligned to the formal K to 12 curriculum. “As the blueprint for the design of the ALS programming, the new ALS curriculum requires substantive changes to the other system components of ALS,” she explained.

These changes will also be applied to the learning materials, learning delivery system, learning environment, and learner assessment and certification system. Briones explained that there will also be changes in the system support components of ALS which include capacity building, financial management, advocacy, social mobilization, and partnership strategy.

Currently, Briones said that DepEd “is now engaged in rolling out” a new version of the ALS curriculum. Apart from this, she noted that “a comprehensive five-year ALS Roadmap has been developed” under the supervision of Ambat, who has been assigned to oversee the ALS Program.

In 2018, the amount of the clothing allowance was P6,000.00 per qualified employee. For this year, the same amount may be granted unless a higher or lower amount is provided under the FY 2019 GAA.

For the succeeding years, the uniform/clothing allowance (U/CA) “shall not exceed the amount authorized under the pertinent general provision in the annual GAA (General Appropriations Act), the Department of Budget and Management (DBM) said in a Budget Circular issued on March 8,2018.

The following rules and regulations on the grant of uniform and clothing allowance (U/CA) to civilian government personnel are based on Budget Circular No. 2018-1 dated March 8, 2018.

This Circular is issued to prescribe the updated rules and regulations on the grant of the U/CA to civilian personnel.

Under the said Circular, “civilian government personnel occupying regular, contractual, or casual positions; appointive or elective, rendering services on full-time or part-time basis” will receive clothing allowance.

The allowance will be given to those “who are already in government service and are to render services for at least six months in a particular fiscal year, including leaves of absence with pay.”

The Circular explained that the U/CA may be granted in the form of uniforms procured through a bidding process, in the form of textile materials and cash to cover sewing/tailing costs, and in cash form for those who are not required to wear the prescribed uniforms.

“As far as practicable, such uniform/clothing shall use Philippine tropical fibers pursuant to R.A. No. 9242, s.2004,” it said,

House Bill seeks to provide 30GB mobile data allowance for public school teachers

In order to provide our school children quality education and to ensure that our teachers are given the support they need in the undertaking of their profession, the State shall provide mobile data allowance for every public school teacher to facilitate decent and portable access to internet connection thereby improving learning instruction.

Mobile Data Allowance for Public School Teachers Act'





Virgilio S. Lacson, Manila Teachers Representative, initiated the filing of House Bill No. 8639  also known as the “Mobile Data Allowance for Public School Teachers Act'.”

Lacson believes that in order to provide our school children quality education and to ensure that our teachers are given the support they need in the undertaking of their profession, the State shall provide mobile data allowance for every public school teacher to facilitate decent and portable access to internet connection thereby improving learning instruction.

A number of local government units called off classes for Tuesday, March 19, 2019 as their areas brace for Tropical Depression Chedeng.

The state weather bureau said Chedeng may make landfall over the eastern coast of Davao Oriental on Tuesday morning and is expected to weaken into a low pressure area while crossing Mindanao.

It also advised the public of scattered to at times widespread moderate to heavy rains on Tuesday over some parts of Davao, Soccsksargen, Bangsamoro and Zamboanga Peninsula.

According to the automatic class suspension guideline by DepEd, LGUs have the authority to declare local suspensions in areas where there is no storm signal.
When there is a storm signal in a particular area as declared by PAGASA, classes are automatically suspended. However, in cases where there is no storm signal, but a calamity is present; the local government unit (LGU) and not DepEd would decide and announce the class suspensions.

Meanwhile, LGU officials are expected to announce suspension of classes not later than 4:30 AM for whole-day cancellation and not later than 11:00 AM for afternoon cancellation.

Classes for SY 2019-2020 will start June 3



The Department of Education (DepEd) opening of classes for School Year (SY) 2019-2020 in public schools nationwide is on June 3.

In preparation for the opening of classes for SY 2019-2020, the schools shall conduct the following activities:
  • Early Registration of learners, beginning on Saturday, January 26, 2019 until February 22 in the schools where they wish to study;
  • Brigada Eskwela, to enable the community and the school to prepare their facilities before the start of the school year;
  • Oplan Balik Eskwela from May 27 to June 7, 2019, to facilitate the enrolment of learners; and
  • In-Service Training (INSET) activities for teachers from May 27 to May 31, 2019, a week before the opening of classes.
While the DepEd has not yet released the official school calendar for SY 2019-2020, the opening of classes for next school year has already been confirmed based on a recent social media post on the Twitter page of Manila Bulletin.

1. Only School and Division levels checking is allowed.
2. There will be NO District Level checking of forms.
3. Only SF1, SF4, SF5 and SF10 will be subjected to checking.
4. NO additional forms shall be required for checking.
5. Only LIS Generated forms are acceptable. Commercialized forms is not allowed.
6. Source of Funds: School MOOE or school canteen funds for SCC and SDO MOOE for DCC.

School Forms Checking Report (SFCRs) Form 

New Form for Checking of Forms 2018-2019

School Form Checking Report (SFCR) per Adviser will be used or filled up by the School Checking Committee (SCC) for consolidation and to determine level of accuracy of the adviser and school and by the DCC for the final and official level of accuracy of the school. 

It is the SCC who will use or fill up the SFCR per adviser and not the adviser. Advisers are not going to prepare SFCR. The school will print SFCR for adviser to be used and filled up by the SCC to be consolidated in SFCR1 annexed to DO11,s.2018.

School Checking Committee

Ang School Checking Committee ay mag read/check ng school forms sa lahat ng sections ng lahat ng grade levels. Gamit ang SFCR1, ilalagay sa Table 1 ang total ng records na examined/reviewed per class. 

Sa sumunod na column, ilalagay naman ang total ng record na mayroong discrepancies (ex.: hindi matched ang spelling ng name/date of birth/gender na nalakagay sa birth certificate or equivalent document compare sa LIS Generated SF1 o kaya naman, sa SF10/Form 137 ay promoted pero sa LIS Generated SF5 ay retained or conditionally promoted.)

Kasama sa bibilangin ang record or SF10 na walang attachment tulad ng ECD Checklist /Kinder Certification or other certificate sa Grade 1, Form 137 ng elementary sa Grade 7 or other applicable certificate.

Para sa accuracy level, ideal kung ang bawat class ay makakuha ng 100% accuracy, para ang school level accuracy ay 100% din.

Sa bawat “inconsistency” or kulang na supporting document, magbabawas ito sa accuracy level ng school (40 records reviewed/checked less 4 records with error/inconsistency is equal to 90 % accuracy level).

Kung ang 10 classes ay pare-parehong naka 90%, ang school level accuracy ay 90% din.

Ang Table 2 ay breakdown ng Table 1 para sa inconsistency/incomplete document. Maaring lagyan ng SCC ang column na ‘Observation” kung kailangan pero hindi required.

Sa Table 3,
para lang ito sa mga Moved In/Transferred In learners. Kung wala naman moved in/ transferred in, hindi kailangan lagyan ng data. Kung mayroong “temporarily enrolled” ilagay ang total per class sa column na “Without SF10”.

Para naman sa Table 4, listahan ito ng mga learners na “Temporarily Enrolled”.

I-check ng SCC ang Committee Type at pipirmahan ng SCC. Maari ding gumawa ng summary report ang SCC para sa mga issues na nakita nila during sa kanilang checking at ang mga possible reasons o kaya ay solutions.


Division Checking Committee

Pagdating sa school, hihingin ng DCC ang complete and signed copy ng SFCR na ginawa ng SCC kasama ang SF4 at SF6 na pirmado naman ng School Head.

Dapat na matched ang total of classes (sections/grade level) at ang total enrolment ng SFCR, SF4 at SF6.

Pagkatapos ilalalagay ang name ng bawat section per grade level sa kapirasong papel para sa Draw Lot.

Sundin ang suggested minium no.s of classes per category or ang percentage estimate which ever is higher.

Dapat na sa araw na iyon ng checking gawin ang draw lot kaharap ang SCC.

Gagamit ang DCC ng bagong SFCR1 at ilalagay dito ang mga nabunot na Classes lamang para I rereview ng DCC.

Susundin ng DCC ang instructions sa Flow Chart 1 para sa classes na irereview nila.
Sa bawat class, maglalagay ng accuracy level and DCC hangang makuha ang average ng School Level Accuracy. Ito na ang magiging Offical Accuracy Level Ng school para sa SY2018-2019.

Tandaan na ang SFCR1 na ginawa ng DCC ang official at final report ng accuracy level ng school.

Bago umalis ang DCC, dapat munang i-meeting ang SCC at i-discuss ang kanilang findings. Hilingin din na pirmahan ng School Head ang SFCR1 na ginawa ng DCC bilang conforme.

Kapag natapos na ang checking sa lahat ng schools, gagawa ng consolidated report ang PSDS sa lahat ng SFCR1 na ginawa ng DCC para ma compute naman ang District/Cluster Level Accuracy or SFCR2.

Pag ang lahat ng districts/clusters ay mayroon ng SFCR2, ang DCC naman ang gagawa ng consolidated report gamit ang SFCR3 para macompute ang Division Level Accuracy.

DepEd eyes insurance for teachers, learners in public, private schools nationwide

The Department of Education (DepEd) is looking at the possibility of providing year-round insurance to learners and teachers in all public and private schools nationwide.

Education Secretary Leonor Briones noted the death of five learners – one Grade 7 and four Grade 11 students – of Basay National High School in a vehicular mishap last March 1 in Zamboanguita, Negros Oriental, as well as the brutal killing of a Grade 9 learner of Maribago High School in Lapu-Lapu, Cebu.

“If we cannot protect them from the society where they fall as victims and if we cannot convince our vehicle operators to enforce circulars on the safety of children, then all the children in both public and private schools would have to be insured,” Briones said.

DepEd Undersecretary Annalyn Sevilla explained that given the student population in all schools – around 23 million in public schools and over four million in private schools – around two to three billion pesos (Php 2-3 billion) would be needed for insurance in a year to cover about 27 million children who are in school.

Initially, Sevilla said that the DepEd is “looking at accident insurance” but remains “open to offers and better proposals.” In the coming months, DepEd will meet with experts and other members of the community to get better feedback on the proposed insurance which will not only cover learners but teachers as well.

Briones said that the funds for insurance ‏of learners and teachers will be included in the 2020 budget proposal of DepEd to the Department of Budget and Management (DBM). Based on the outcome of the meeting with various stakeholders, she noted that the proposed insurance may cover not only school-related activities but also to aid learners and teachers who might be victims of “horrific crimes” as well as those who are involved in “accidents beyond our control.”

Briones continued to appeal for donation to the survivors of the so-called “Basay11.”

Based on latest report, DepEd said that four learners involved in the accident greatly need medical attention. The victims also need continued medication, physical rehabilitation, surgery or replacement of body parts, and psycho-social intervention, among many others – which all “entail exorbitant amount.”

As soon as news on the Basay11 broke out, Briones said that many members of the DepEd community – members of the existing organizations and cooperatives –immediately responded to the DepEd’s call for assistance through voluntary contributions. “So far, the fund campaign generated P1.5 million, all proceeds went to the hospital bills of the survivors,” DepEd said.

DepEd noted that that the projected cost of hospitalization and rehabilitation for the survivors “will likely reach the P10-million mark” thus, the agency continues to appeal for support and donations. Earlier, Briones visited the survivors personally at the Silliman University Medical Center and Negros Oriental Provincial Hospital.

Solo Parents' Welfare Act of 2000

AN ACT PROVIDING FOR BENEFITS AND PRIVILEGES TO SOLO PARENTS AND THEIR CHILDREN, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES.

Section 1. Title. - This Act shall be known as the "Solo Parents' Welfare Act of 2000."

Section 2. Declaration of Policy. - It is the policy of the State to promote the family as the foundation of the nation, strengthen its solidarity and ensure its total development. Towards this end, it shall develop a comprehensive program of services for solo parents and their children to be carried out by the Department of Social Welfare and Development (DSWD), the Department of Health (DOH), the Department of Education, Culture and Sports (DECS), the Department of the Interior and Local Government (DILG), the Commission on Higher Education (CHED), the Technical Education and Skills Development Authority (TESDA), the National Housing Authority (NHA), the Department of Labor and Employment (DOLE) and other related government and nongovernment agencies.


Section 3. Definition of Terms. - Whenever used in this Act, the following terms shall mean as follows:

(a) "Solo parent"- any individual who falls under any of the following categories:


  1. A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender: Provided, That the mother keeps and raises the child;
  2. Parent left solo or alone with the responsibility of parenthood due to death of spouse;
  3. Parent left solo or alone with the responsibility of parenthood while the spouse is detained or is serving sentence for a criminal conviction for at least one (1) year;
  4. Parent left solo or alone with the responsibility of parenthood due to physical and/or mental incapacity of spouse as certified by a public medical practitioner;
  5. Parent left solo or alone with the responsibility of parenthood due to legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is entrusted with the custody of the children;
  6. Parent left solo or alone with the responsibility of parenthood due to declaration of 'ity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children;
  7. Parent left solo or alone with the responsibility of parenthood due to abandonment of spouse for at least one (1) year;
  8. Unmarried mother/father who has preferred to keep and rear her/his child/children instead of having others care for them or give them up to a welfare institution;
  9. Any other person who solely provides parental care and support to a child or children;
  10. Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent.


A change in the status or circumstance of the parent claiming benefits under this Act, such that he/she is no longer left alone with the responsibility of parenthood, shall terminate his/her eligibility for these benefits.

(b) "Children" - refer to those living with and dependent upon the solo parent for support who are unmarried, unemployed and not more than eighteen (18) years of age, or even over eighteen (18) years but are incapable of self-support because of mental and/or physical defect/disability.

(c) "Parental responsibility"- with respect to their minor children shall refer to the rights and duties of the parents as defined in Article 220 of Executive Order No. 209, as amended, otherwise known as the "Family Code of the Philippines."

(d) "Parental leave" - shall mean leave benefits granted to a solo parent to enable him/her to perform parental duties and responsibilities where physical presence is required.

(e) "Flexible work schedule" - is the right granted to a solo parent employee to vary his/her arrival and departure time without affecting the core work hours as defined by the employer.

Section 4. Criteria for Support. - Any solo parent whose income in the place of domicile falls below the poverty threshold as set by the National Economic and Development Authority (NEDA) and subject to the assessment of the DSWD worker in the area shall be eligible for assistance: Provided, however, That any solo parent whose income is above the poverty threshold shall enjoy the benefits mentioned in Sections 6, 7 and 8 of this Act.
Section 5. Comprehensive Package of Social Development and Welfare Services. - A comprehensive package of social development and welfare services for solo parents and their families will be developed by the DSWD, DOH, DECS, CHED, TESDA, DOLE, NHA and DILG, in coordination with local government units and a nongovernmental organization with proven track record in providing services for solo parents.

The DSWD shall coordinate with concerned agencies the implementation of the comprehensive package of social development and welfare services for solo parents and their families. The package will initially include:

(a) Livelihood development services which include trainings on livelihood skills, basic business management, value orientation and the provision of seed capital or job placement.

(b) Counseling services which include individual, peer group or family counseling. This will focus on the resolution of personal relationship and role conflicts.

(c) Parent effectiveness services which include the provision and expansion of knowledge and skills of the solo parent on early childhood development, behavior management, health care, rights and duties of parents and children.

(d) Critical incidence stress debriefing which includes preventive stress management strategy designed to assist solo parents in coping with crisis situations and cases of abuse.

(e) Special projects for individuals in need of protection which include temporary shelter, counseling, legal assistance, medical care, self-concept or ego-building, crisis management and spiritual enrichment.

Section 6. Flexible Work Schedule. - The employer shall provide for a flexible working schedule for solo parents: Provided, That the same shall not affect individual and company productivity: Provided, further, That any employer may request exemption from the above requirements from the DOLE on certain meritorious grounds.

Section 7. Work Discrimination. - No employer shall discriminate against any solo parent employee with respect to terms and conditions of employment on account of his/her status.


Section 8. Parental Leave. - In addition to leave privileges under existing laws, parental leave of not more than seven (7) working days every year shall be granted to any solo parent employee who has rendered service of at least one (1) year.

Section 9. Educational Benefits. - The DECS, CHED and TESDA shall provide the following benefits and privileges:
(1) Scholarship programs for qualified solo parents and their children in institutions of basic, tertiary and technical/skills education; and

(2) Nonformal education programs appropriate for solo parents and their children.
The DECS, CHED and TESDA shall promulgate rules and regulations for the proper implementation of this program.

Section 10. Housing Benefits. - Solo parents shall be given allocation in housing projects and shall be provided with liberal terms of payment on said government low-cost housing projects in accordance with housing law provisions prioritizing applicants below the poverty line as declared by the NEDA.

Section 11. Medical Assistance. - The DOH shall develop a comprehensive health care program for solo parents and their children. The program shall be implemented by the DOH through their retained hospitals and medical centers and the local government units (LGUs) through their provincial/district/city/municipal hospitals and rural health units (RHUs).

Section 12. Additional Powers and Functions of the DSWD.— The DSWD shall perform the following additional powers and functions relative to the welfare of solo parents and their families:
(a) Conduct research necessary to: (1) develop a new body of knowledge on solo parents; (2) define executive and legislative measures needed to promote and protect the interest of solo parents and their children; and (3) assess the effectiveness of programs designed for disadvantaged solo parents and their children;

(b) Coordinate the activities of various governmental and nongovernmental organizations engaged in promoting and protecting the interests of solo parents and their children; and

(c) Monitor the implementation of the provisions of this Act and suggest mechanisms by which such provisions are effectively implemented.


Section 13. Implementing Rules and Regulations. - An interagency committee headed by the DSWD, in coordination with the DOH, DECS, CHED, TESDA, DOLE, NHA, and DILG is hereby established which shall formulate, within ninety (90) days upon the effectivity of this Act, the implementing rules and regulations in consultation with the local government units, nongovernment organizations and people's organizations.

Section 14. Appropriations. - The amount necessary to carry out the provisions of this Act shall be included in the budget of concerned government agencies in the General Appropriations Act of the year following its enactment into law and thereafter.

Section 15. Repealing Clause. - All laws, decrees, executive orders, administrative orders or parts thereof inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.

Section 16. Separability Clause. - If any provision of this Act is held invalid or unconstitutional, other provisions not affected thereby shall continue to be in full force and effect.

Section 17. Effectivity Clause. - This Act shall take effect fifteen (15) days following its complete publication in the Official Gazette or in at least two (2) newspaper of general circulation.

Duterte issues order to fund gov't workers' pay hike as 2019 budget remains pending

President Rodrigo Duterte has issued an executive order that would ensure government workers would get the last and fourth tranche of their salary hike despite the stalled 2019 national budget.




EO No. 76, which Duterte signed on March 15, amends a portion of EO No. 201 to state that the funding requirements for the compensation adjustment for this year shall be charged against “any available appropriations” under the 2018 budget, pending the enactment of the 2019 budget.

Under EO No. 201, issued by former president Benigno Aquino III, government workers were supposed to have started receiving the fourth and last tranche of the salary increase in January.

“There is a need to identify an appropriate funding source to cover the requirements for the implementation of the fourth tranche compensation adjustment for civilian government personnel scheduled in 2019 under EO No. 201,” the EO reads.


The impasse between the House of Representatives and the Senate have delayed the passage of the 2019 national budget.

The government is now on its third month operating on a reenacted budget.
