According to Mckninsey and Co., 2007 “the quality of an education system cannot exceed the quality of its teachers.” With this in mind, we, in the Department of Education, have made it our priority to develop and nurture our teachers. Thus, we give premium to our teachers’ welfare and professional development by continuously introducing human resource interventions such as the alignment of the Results-based Performance Management System (RPMS) with the PPST. With an agency as big as ours, we are no stranger to challenges and difficulties, but our commitment to both our learners and teachers has pulled us through.

Benefits of PPST-RPMS alignment to teachers.


This initiative is allowing them to focus on teaching, resolve past issues and problems of our teachers with RPMS having difficulty coming up with IPCRF and compiling voluminous and irrelevant MOVs.

Also, this simplified the process for our teachers in understanding PPST and RPMS because they can now understand and appreciate PPST and RPMS in just one document (RPMS Manual).
It also engages teachers to embrace ongoing professional learning for their professional development to enhance their own teaching; and now provide a framework of uniform measures to assess teacher performance; a basis for a more objective and fair dialogue about performance, development and 
career related issues.


Purpose for using RPMS Year 1 Tools for SY 2019-2020


We need to reinforce use of 2018 Indicators to remedy the issues and concerns on the RPMS 2018. The use of RPMS 2018 tools / first 12 PPST indicators for SY 2019-2020 is in view of the concerns of the late roll-out during the SY 2018-2019 and other issues that teachers and school heads have encountered during their respective division/school roll-out. 

The repeat of the indicators for SY 2019-2020 will now allow schools and divisions to follow the RPMS Cycle and all its activities and schedules.

This will also ensure that divisions an schools are immersed well in the PPST-based RPMS tools and other associated tools.

Public school teachers to get salary increases; asked to wait a bit


President Duterte has appealed to public school teachers to “wait a little” longer for the increase in their salaries he proposed this year.
The President admitted that there was no sufficient budget yet to bankroll his plan to double the wages of public school teachers.

“For the teachers, just wait a little because we don’t have the budget for that yet. But your salaries will be doubled just like with the police. My mother was a teacher too,” Duterte said in Bisaya during the campaign rally in Cebu City last Sunday.


Last January, the President pledged to raise the salaries of public school teachers this year after approving the pay hike to soldiers and policemen.

Duterte said he talked to Budget Secretary Benjamin Diokno about the funds needed for the proposed salary adjustment for public school teachers. He explained that he gave priority to doubling the pay of government troops since they were in the frontline in addressing national security threats.
Diokno earlier reportedly said government workers are expected to get a pay increase as part of the fourth tranche of the Salary Standardization Law. The salary adjustment will be applied retroactively from January 2019 once the budget bill is signed into law.

Only senior high schools will have graduation ceremonies – DepEd

Only Senior High Schools (SHSs) will conduct graduation ceremonies for its qualified students thus there will be no graduation rites for Grade 6 pupils in both public and private schools for School Year (SY) 2018-2019, The Department of Education (DepEd) announced Thursday.

For public schools, she reminded the existing “no collection policy” of the department, thus, no DepEd personnel is allowed to “collect any kind of contribution or fee” for graduation/moving up/closing ceremony.

Education Secretary Leonor Briones said that for this school year, only Grade 12 learners from schools with DepEd-approved K to 12 transition plan; schools with permit to operate Senior High School since 2014, and international schools with K to 12 Program can hold graduation ceremonies.

The announcement is recorded in DepEd Order 002 series of 2019, or the SY 2018-2019 K to 12 Basic Education Program End of School Year (EOSY) Rites, issued to DepEd key officials, bureau and service directors, regional directors, schools division superintendents and school heads of public and private elementary and secondary school heads.

Meanwhile, Briones noted that Kindergarten, Grades 6 and 10 undergo “moving up” or “completion” exercises. Kindergarten learners will receive Kindergarten Certificate; Grade 6 learners will receive Elementary Certificate; Grade 10 learners will receive Junior High School (JHS) Certificate and the SHS graduates will get SHS Diploma.

Undersecretary and Spokesperson Annalyn Sevilla, citing inputs from the office of Curriculum and Instruction, told the Manila Bulletin that “there is only one basic education curriculum or program offered by DepEd” – which is the K to 12 Program. Thus, “there is only one graduation at basic education” and that is also from the K to 12 Program.

“Hence, only SHSs will conduct graduation rites for qualified grade 12 students,” she added.

Furthermore, Sevilla noted that the DepEd Order covers not only public schools but also private schools “offering the K to 12 Program of the DepEd [and] that includes Philippine schools overseas.” She noted that a “clarificatory” memorandum will soon be issued to “explain the change.”

Additional information from DepEd’s Bureau of Learning Delivery-Teaching and Learning Division (BLD-TLD) also confirmed that this is the first time that there will be no graduation rites for Grade 6 pupils.

Prior to the implementation of the K to 12 curriculum, the grade levels were grades 1 to 6 (Elementary) and first year to fourth year high school (Secondary). When the basic education was reformed through the K to 12 Program, grade levels were categorized to Elementary (Kindergarten, Grades 1 to 6); JHS (Grades 7 to 10), and SHS (Grades 11 to 12). Given this, the DepEd’s BLD-TLD said that the “promotion” of learners from one grade level to another is highlighted through the completion or moving up exercises.

Both public and private schools are scheduled to hold their respective end of school year rites not earlier than April 1, 2019 but not later than April 5, 2019 based on DO No. 25, s. 2018 or the “School Calendar for School Year 2018-2019.” Briones said that schools, divisions, or regions with an extended school year “will have to be guided by their approved revised school calendar.”

Briones also reiterated that Moving Up or Closing Ceremonies should be “simple involving only the learners, their parents and the school” in line with the government’s austerity program.

For public schools, she reminded the existing “no collection policy” of the department, thus, no DepEd personnel is allowed to “collect any kind of contribution or fee” for graduation/moving up/closing ceremony.

Clarification: Only the Senior High School Shall Conduct the Graduation Rites

Clarification on DepEd Order No. 2, s. 2019 entitled School Year 2018-2019 K to 12 Basic Education Program End of School Year Rites

This is to inform all public school heads and all concerned that only the Senior High School shall conduct the graduation rites for qualified Grade 12 students. This means that instead of a graduation ceremony, Grade 6 completers shall be recognized in a moving up/completion ceremony.

Please refer to the attached Memorandum, dated 26 February 2019, from Lorna Dig Dino, Undersecretary for Curriculum and Instruction for details of this clarification.
In response to the queries and concerns that the Department has received concerning DepEd Order No. 2, s. 2019 entitled School Year Rites dated February 18, 2019, this Memorandum clarifies that the DepEd Order currently uploaded in the DepEd website is the corrected version. This means that instead of a graduation ceremony, Grade 6 completers shall be recognized in a moving up/completion ceremony.
There is only one basic education curriculum offered by the Department of Education, hence, there shall only be one graduation at basic education from the K to 12 Program. Only the Senior High School shall conduct the graduation rites for qualified Grade 12 students.
Immediate dissemination of this Memorandum is desired.

Dissemination of the Memorandum of Agreement Between the Department of Education and the Commission on Elections on the Honoraria Benefits and Allowances of Electoral Board Members for the 2019 National and Local Elections

1. The COMELEC shall pay all persons rendering election service their corresponding honoraria:
  • Chairperson - Php 6,000.00
  • Poll Clerk - Php 5,000.00
  • Third Member - Php 5,000.00
  • DESO - Php 4,000.00
  • Support Staff - Php 2,000.00

2. The Electoral Board, DESO and their respective Support Staff shall likewise be entitled to travel allowance of Php 1,000.00 each;

3. The honoraria and additional travel allowance shall be paid within fifteen (15) days from May 13, 2019;

4. The Electoral Board participating in the training shall be entitled to additional travel allowance of Php 2,000.00


5. All government officials and employees serving as Electoral Boards, DESO and their respective Support Staff shall be given a minimum of five (5) days service credits for services rendered in connection with the May 13, 2019 NLE;

JUST IN: DepEd clarifies order, says Grade 6 completers to have graduation

Contrary to its earlier announcement, the Department of Education (DepEd) on Saturday clarified that graduation ceremonies will not just cover qualified Senior High School (SHS) students but Grade 6 pupils as well.

Education Secretary Leonor Briones issued DepEd Memorandum No. 25 series of 2019 dated March 1, 2019 on graduation ceremonies for grade 6 completers in School Year (SY) 2018-2019.



The new memorandum, Briones said, “clarifies that the end of school year rites for Grade 6 completers this school year 2018-2019 shall be a graduation ceremony” as stated in DepEd Order No. 2 series of 2019 issued last February 18.

Briones explained that the “moving-up ceremony instead of graduation ceremony for Grade 6 is under discussion” by DepEd’s Executive Committee. “Should this be approved, DepEd assured all concerned that this will be announced with sufficient lead time,” she added.

Meanwhile, Briones extended apologies ”for any inconvenience or confusion this may have caused.”

Thus, “there is only one graduation at basic education” and that is also from the K to 12 Program. “Hence, only SHSs will conduct graduation rites for qualified grade 12 students,” she added.

Sevilla also noted that the DepEd Order covers not only public schools but also private schools. The offering the K to 12 Program of the DepEd, she added, includes Philippine schools overseas. She noted that a “clarificatory” memorandum will soon be issued to “explain the change.”

Additional information coming from DepEd’s Bureau of Learning Delivery-Teaching and Learning Division (BLD-TLD) also confirmed that this is the first time that there will be no graduation rites for Grade 6 pupils.

However, DepEd recently issued a department order on EOSY rites for SY 2018-2019 citing that graduation ceremonies are now for Grade 6 and Grade 12 qualified learners. Moving-up or completion exercises are still applicable to Kinder and Grade 10 completers.

With theme, “Pagkakaisa sa Pagkakaiba-iba: Kalidad na Edukasyon para sa Lahat” (Unity in Diversity: Quality Education for All), both public and private schools are scheduled to hold their respective end of school year rites not earlier than April 1, 2019 but not later than April 5, 2019 based on DO No. 25, s. 2018 or the “School Calendar for School Year 2018-2019.”

Briones said that schools, divisions, or regions with an extended school year “will have to be guided by their approved revised school calendar.”

Government on 3rd month without current budget

Government on 3rd month without current budget

The national government is now on its third month of operating without a current budget.

It is running on the basis of the 2018 spending law which, by operation of the Constitution, was deemed automatically reenacted on Jan. 1 with the failure of Congress to pass the proposed P3.757-trillion budget for this year.

Since early last month, there has been no word from Malacañang about the budget enactment delay.

Meanwhile, the Department of Budget and Management (DBM) has issued guidelines on the release and use of funds from the recycled outlay.

The DBM told other government agencies that for the first quarter of this year, they could disburse only 25 percent of money intended for salaries, maintenance and other operating expenses and capital outlay.


For salaries, DBM said, disbursements should not include the fourth and last annual installment of the four-year salary increase of the more than one million government officials and employees, from President Duterte down to the lowest-paid utility worker.

Budget Secretary Benjamin Diokno has refused to release funds for the pay hike, saying he would be violating the Constitution and the law if he did so.

For his part, Rep. Rolando Andaya Jr. of Camarines Sur has petitioned the Supreme Court (SC) to force Diokno to do what he does not want to do.

Justices are among those waiting for their last pay hike installment.

It is not clear when lawmakers would send to the President his proposed budget, a substantial portion of which they have realigned to their own pork barrel.

According to anti-pork Sen. Panfilo Lacson, the spending bill is still with the House of Representatives.

“If you notice, the budget bill has not been transmitted to Malacañang in spite of the (bicameral conference) report being ratified by (Congress) more than two weeks ago,” he said in a statement posted on his website.

Lacson said he received information “that the House leadership is still waiting for several (lawmakers) to finalize the submission of their individual projects.”

“This is not to mention that insertions and realignments were made even after the bicameral (committee) report ratification (on Feb. 8),” he said. – With Paolo Romero

2019 DepEd Online Application

All applicants shall register to the Department’s online system at http://application.deped.gov.ph, where they must encode their Personal Data Sheet and select the division where they want to be ranked. Once submitted, an Applicant Number will be issued. In the submission of application requirements, this Number must be indicated.

a. Each division shall assign an e-mail address (either its official division office’s e-mail or its HR’s e-mail) where the system will forward the applications.


b. Applicants who have already submitted requirements prior to the release of these Guidelines must still register to the online system, after which they shall submit their Applicant Number to the division office.




Application Process for Teacher I Positions in DepEd

An applicant shall submit to the head of elementary or secondary school where a teacher shortage or vacancy (regular and/or natural) exists, a written application (For a Sample of Application Letter - DOWNLOAD HERE) , with the Applicant Number indicated, supported by the following documents:

  • CSC Form 212 (Revised 2005) in two copies with the latest 2×2 ID picture - DOWNLOAD
  • Certified photocopy of PRC professional identification card or a PRC certification showing the teacher’s name, LET rating, and other information recorded in the PRC Office
  • Certified photocopy of ratings obtained in the Licensure Examination for Teachers (LET)/Professional Board Examination for Teachers (PBET)
  • Certified copy of transcript of records
  • Copies of service records, performance rating, and school clearance for those with teaching experience. 

If unavailable, the applicant must submit a justification citing the reason/s for unavailability.

  • Certified copy of the Voter’s ID and/or any proof of residency as deemed acceptable by the School Screening Committee

DepEd Order No. 7, s. 2015 (Hiring Guidelines for Teacher I Positions for School Year (SY) 2015 2016) shall be the basis for the hiring policies for Kindergarten, Elementary and Junior High Levels while DepEd Order No. 3, s. 2016 for Senior High School teaching positions, from hereon until further notice.

Applicants shall be evaluated using the following criteria:

Education - 20 points
The GWA or the General Weighted Average of Applicant’s Academic Achievements. Education shall be rated in terms of the applicant’s academic achievement. Thus, all subjects with corresponding units must be included in the computation.

Rating of Education shall be based on the following equivalents, with 1.0 as the highest and 3.0 as the lowest:

Applicants with non-education degrees shall be rated using their GWAs in their baccalaureate degrees and the eighteen (18) professional units in education. Refer to the table below:

Teaching Experience - 15 points
Teaching experience in Early Childhood (EC) kindergarten/preschool, elementary, secondary, tertiary, higher education, Special Education (SPED),

Alternative Learning System (ALS), Technical-Vocational Education and Training (TVET), learning institutions offering culture-based education programs for indigenous peoples (IP) - even prior to passing the LET - shall be given 1.50 points for every school year but shall not exceed twelve (12) points.

For every month of service, 0.15 point shall be given.

The full 0.15 point per month of teaching experience shall be given to the applicants who have come from schools and institutions that are government-accredited or -recognized. Certificate/s of employment shall be used to determine validity of teaching experience.

Teaching experience of kindergarten volunteer teachers (KVT) and LGU-funded teachers shall merit additional points on top of the score they obtain from the above points system, as follows:
· Less than 2 years experience - + 1 point
· 2 to less than 5 years experience - +2 points
· 5 or more years experience - +3 points

Specialized Training and Skills - 10 pointsSpecialized training for skills development in fields related to the work, duties, and functions of the Teacher I position to be filled shall be given a maximum of 10 points.

In the assignment of points, the following should be met:
· Presentation of a certificate of at least ten (10) days' training - 5 points or nothing
· Demonstration of the skill - 5 points or nothing

Interview: 10 Points
The number of points attained for each of the three (3) listed competencies

(Teaching Ability, Classroom Management, School Fit) shall be added and then divided by fifteen (15). The quotient shall then be multiplied by 0.10 or 10%. The product shall then be multiplied by 100.
Example: 
  • Sum of points attained for the three competencies = 9
  • [(9/15) x .10] x 100 = 6
  • Score for Interview = 6 / 10

Demonstration Teaching: 15 Points
The number of points attained for each of the fifteen (15) listed components shall be added and then divided by sixty (60). The quotient shall then be multiplied by 0.15 or 15%. The product shall then be multiplied by 100.
Example:
  • Sum of points attained for the 15 components = 45
  • [(45 / 60) x0.151 x 100 = 11.25
  • Score for Demonstration Teaching = 1 1.25 /15
Communication Skills: 15 Points


An English Proficiency Test (EPT shall be administered to applicants by the National Education Testing and Research Center (NETRC). The respective Division Testing Coordinators shall coordinate with NETRC regarding the conduct and schedule of the exam in their division, which should be within February to March.

The total percentage score obtained by an applicant shall be multiplied by the weight of fifteen (15) points, as follows:
  • Percentage Score = 98% or 0.98
  • Weighted Points = 15
  • Rating - .98 x 15 = 14.7 points
The cut-off score for inclusion in the RQA is seventy (70) points.

The RQA should 1) be published in order of highest to lowest scores of the applicants, 2) show both the results of each criterion and the final overall rating, 3) only include those who obtained total scores of seventy (70) and above, 4) indicate the date of posting, and 5) be signed by the SDS.

New IRR for CPD Law takes effect March 1, 2019


The new Implementing Rules and Regulations (IRR) of the Republic Act 10912 or the Continuing Professional Development Law of 2016 is now official.

The document from the Professional Regulation Commission (PRC) has now been signed by Chairman Teofilo Pilando Jr., Commissioner Yolanda D. Reyes and Commissioner Jose Y. Cueto Jr. It was published on Wednesday, February 13 at the Official Gazette and will take effect 15 days after.

The new provisions will take effect by March 1, 2019.
Due to the numerous complaints from professionals, the PRC in coordination with several members of professional groups, including the Alliance of Concerned Teachers (ACT) were present at a Senate Committee on Civil Service, Government Reorganization and Professional Regulation last February 4 to find solutions.

On February 7, PRC issued Resolution No. 2019-1146 that outlined the new Implementing Regards and Regulations (IRR) of the CPD Law.

While the senators agreed that majority of the local professionals seek the repeal of the CPD law, it would only take too much time and agreed to make amendments on the rules and regulations instead.
Among the significant provisions under the new IRR include:

  • CPD is still a mandatory requirement for the renewal of the PRC ID of all registered and licensed professionals.
  • Significant decrease in the number of required CPD units for the renewal of professional license. From 45 units, it’s now down to 15 units every three years.
  • In-house trainings and capacity-building activities of government agencies and corporations, including local government units and private employers shall be credited and considered as CPD compliance.

A transition period will be implemented while the PRC is working with CPD councils to fulfill the “pre-conditions” required from them.

The following will be observed during the transition period:

  • Professionals working abroad shall not be covered by the CPD requirement during the period of their employment abroad
  • Newly licensed professionals shall be exempted from CPD requirements for their first renewal
  • CPD councils shall reduce the required CPD units to a minimum which shall not be more than 15 CPD units
  • All seminars attended by licensed professionals should be recognized as CPD units and shall be accepted as valid for the renewal of their licenses

Professionals who renewed their PRC ID's by signing an Undertaking shall only comply the required 15 CPD units, in pursuant to the Resolution.




PRC Chairman Pilando earlier shared that he is hopeful that the new provisions will help ease the burden on our professionals while they iron out the CPD Law. He said, “Hopefully once all of these things are met then we will be prepared the mandatory character of the law.”

There’s a very scientific reason why you can thank mother dearest for your smarts.



Moms, you now have one more reason to pat yourself on the back for your kids’ success. And guys, you’ll want to find an intelligent partner, stat! According to research highlighted by Psychology Spot, more often than not, a child’s intelligence comes from—you guessed it—mother dearest.

Common sense might suggest that children inherit intelligence from both parents. However, the study reports that certain genes operate differently, depending on whether they are from the mother or father. The genes that determine intelligence are located in chromosome X. Because women carry two X chromosomes and men carry only one, children are twice as likely to get their intelligence from their mom. (By the way, the best moms in the world have this one trait in common.) Meanwhile, intelligence genes from the father are deactivated, the study reports.

If you’re still not convinced, try this: The evidence goes back for decades. Starting in 1994, researchers at the Medical Research Council Social and Public Health Sciences Unit interviewed 12,686 people ranging in age from 14 to 22. Their results? After accounting for the children’s IQ, race, education, and socio-economic status, the best predictor for intelligence was, once again, the mother’s IQ.

Scientific hypothesizing aside, there’s another logical explanation as to why smart moms raise smart kids. Since moms often play the primary caregiver role, they are also “the primary architects of their child’s environment during the period of critical brain development,” Forbes says. (Studies show that older moms are better parents, too—and here’s why.)

But don’t count the dads out just yet. Scientists estimate that only about 40 to 60 percent of intelligence is hereditary, with other environmental factors also playing a role. Plus, research says older dads have smarter sons for this important reason.

Duterte reiterates plan to rename the Philippines

President Rodrigo Duterte on Sunday reiterated his desire to change the name of the Philippines weeks after he said the late president Ferdinand Marcos was right in wanting to change the country’s name to “Maharlika.”

But Duterte said he had no particular name yet in mind.

“I want to change it in the future. No particular name yet but sure I would like to change the name of the Philippines because the Philippines is named after King Philip,” he said in a speech during the groundbreaking ceremony of the Isabela City gymnasium in Basilan.

Duterte floated the idea of renaming the Philippines during a speech in Maguindanao where he distributed land titles to Agrarian reform beneficiaries.

He agreed with the idea of the late president Marcos to change the country’s name to “Maharlika.”

The President said the Philippines was left with no choice when it was named King Philip II after the country was discovered by Spain in 1521.
Presidential Spokesperson Salvador Panelo earlier said that renaming the Philippines would need a law and a referendum.

“The Constitution provides that Congress may enact a law that can change the name of the country and submit it to the people for a referendum,” Panelo said in a Palace briefing.

Classroom Assessment is an integral part of curriculum implementation. It allows the teachers to track and measure learners’ progress and to adjust instruction accordingly. Classroom assessment informs the learners, as well as their parents and guardians, of their progress.

Effective School Year (SY) 2015-2016, the Policy Guidelines on Classroom Assessment for the K to 12 Basic Education Program shall be implemented in public elementary and secondary schools nationwide.

Non-DepEd schools are urged to implement these policy guidelines as well. Non-DepEd schools are permitted to modify these policy guidelines according to their school’s Philosophy, Vision, and Mission with the approval of the appropriate DepEd Regional Office.
Special programs may further issue supplementary guidelines in relation to the program’s specific assessment concerns.

These guidelines will remain in force and in effect for the duration of the program, unless sooner repealed, amended, or rescinded. All existing Orders and Memoranda that are inconsistent with this Order are rescinded.
