Duterte signs law marking Jan. 23 as First Philippine Republic Day



CITY OF MALOLOS, Bulacan—Bulakenyos on Saturday hailed the signing of President Rodrigo Duterte into law Republic Act No. 11014 declaring January 23 every year as a special working holiday in the entire country to commemorate the declaration of the First Philippine Republic on January 23, 1899 held at the Barasoain Church here.

City Mayor Christian Natividad said Saturday that after more than a hundred years, due recognition was finally accorded to the historic proclamation the country’s first republic.
“Finally, after 119 years of neglect, a President, a Senate and a Congress give justice and glory to Asia’s first republic. The sacredness of the first Philippine Republic now has its share in the history of the Filipino people that benefits the current and future Filipino generations, Natividad said.
Recognition for the importance of the proclamation for the Malolos Republic is long overdue, said Alex Balagtas, curator of Museo ni Marcelo H. del Pilar and head of the National Historical Commission of the Philippines Bulacan-Zambales chapter.

Republic Act No. 11014 was signed into law Thursday, April 5.
“One hundred and nineteen years is long enough for us to officially recognize the birth of our nation,” Balagtas said.
He noted that “it hurts that while Chinese New Year and other Muslim religious commemorations are declared as ‘non-working holiday,’ our birth as a nation is being compromised. But now, the dreams of the people of Malolos have finally came true."

For his part, Governor Wilhelmino Sy-Alvarado is thankful that the national significance of the First Philippine Republic was finally recognized, as he noted that ‘it was on this date that the Philippines was acknowledged as an independent nation by the international community.’
“It was on that very day, January 23, 1899 when our people and country was recognized by the international community as a free republic and until now continues to gain the respect and admiration of foreign dignitaries, world leaders and even the Pope,” Alvarado said.
January 23 is currently a special non-working holiday only in Bulacan. With the new law, It would be a national holiday equal to the June 12 commemoration of Philippine Independence Day. (PNA)

Steps for Renewal of Professional Identification Card (PIC)

NOTICE TO THE PUBLIC
Starting on 09 March 2018, all transactions covered by Continuing Professional Development Division (CPDD) and Accreditation and Compliance Division (ACD) (Formerly: Standards and Inspection Division) shall be entertained at the Ground Floor, Delegation Building of Philippine International Convention Center (PICC).

ADVISORY : Renewal of Professional Identification Card at PICC Starting On March 06,2018
Starting March 06, 2018 (Tuesday) onwards, the Professional Regulation Commission (PRC) Central Office will move the processing of Renewal of Professional Identification Card at the Philippine International Convention Center (PICC), Pasay City.
To Renew the Professional Identification Card (PIC), applicants must log on to www.prc-online.com choose PICC as your appointment place, and pay at the accredited payment channels in your area.

CPD NOTICE


Notice to all professionals: the required CPD credit units for the renewal of Professional Identification Card (PIC) starting the year 2018 are as follows: (click HERE for the list).
Present your CPD Certificates indicating CPD credit units earned upon claiming your PIC.
Professionals who are unable to comply with the required CPD credit units shall be allowed to renew their PIC upon execution of an undertaking to complete the required CPD credit units for the next compliance period.
The undertaking is included in the application for renewal of PIC (click here for sample, FOR VIEWING ONLY) and can only be availed until December 31, 2018.
Please be informed that the following services are available at the PRC offices and Service Centers.

Professionals who are unable to comply with the required CPD credit units shall be allowed to renew their PIC upon execution of an undertaking to complete the required CPD credit units for the next compliance period.

Clarification on the Implementation and Grant of 3,000 Anniversary Bonus for all Government Entities

As stated in the Deped Order 16, s. 2018

DepEd Officials and employees whether permanent, temporary or coterminous, and contractual personnel whose employment is in the nature of a regular employee, who have been appointed as such by virtue of a valid appointment and continue to be employed in the Department as of the occasion of its milestone anniversary, shall be entitled to the Anniversary Bonus in the amount of P3,000. This is pursuant to Administrative Order No. 263 dated March 28, 2018.

GSIS, DepEd sign MOA to help payment of teachers', employees' loans

Teachers and personnel from the Department or Education (DepEd) can breathe easier after a memorandum of agreement was signed Monday to help in the payment of loans from private lenders.

President Rodrigo Duterte witnessed the signing of the MOA between the Government Service Insurance System (GSIS) and the DepEd.

According to the Presidential Communications Operations Office, the GSIS financial assistance loan (GFAL)program is in line with administration's goal to help the country's teachers.

“We don’t want DepEd employees to sink deep into debt, so we have proposed a better way for them to manage their finances. The borrowers will pay back the loan to GSIS at easy and affordable terms,” GSIS President and General Manager Jesus Clint Aranas said.

Aranas said future GSIS benefits could suffer if an employee does not pay back loans.

Under the agreement, the DepEd shall prioritize the management of GSIS loans over and above the payment of loans taken by DepEd personnel from lending institutions as well as the deductions from its payroll of the monthly amortization due on the loans they have taken and their GFAL until those loans are fully paid.

For its part, the GSIS should complete the policy documentation in 30 days upon the execution of the agreement.

GFAL will be piloted for six months in 12 areas across the country, including Batangas, Bulacan, Dagupan, Naga, Cavite, Manila, Quezon City, Bohol, Ormoc, Koronadal, Butuan and Tagum.

House panel OKs bill to protect public school teachers, staff vs child abuse cases



The House committee on basic education and culture has approved a bill that seeks to strengthen the protection of public school teachers and personnel against allegations of child abuse as well as institute support mechanisms for them.

House Bill 58 or the “Teacher Protection Act of 2016,” principally authored by ACT-Teachers Reps. Antonio Tinio and France Castro, aims to amend Republic Act 7610 or the “Special Protection of Children Against Abuse, Exploitation and Discrimination Act.”

Tinio said public school personnel, most especially teachers, are at the forefront of the delivery of education services to millions of students every day.

Changing the start of classes from June to August

Different universities are now changing the start of classes, from June to Augusts.
According to sources, the Philippines and Thailand are the only countries that start their classes in June. Under the new academic calendar, the first semester will be from August to December; the second semester, from January to May; and the short term, from June to July.

Comelec: 2018 barangay, SK poll workers to be paid in full on election day

Poll workers in the 2018 barangay and Sangguniang Kabataan (SK) Elections will receive their honoraria in full on election day, the Commission on Elections (Comelec) announced on Tuesday.

In a statement, Comelec spokesman James Jimenez said that poll workers would be paid in full on completion of their election duties on May 14.

The honoraria and travel allowances of poll workers would be paid either in cash or through the Development Bank of the Philippines (DBP) cash card, Jimenez said, quoting the Comelec Finance Services Department.

“For certain priority areas, poll workers will be paid in cash. In other places, they will receive their compensation through DBP cash cards,” Jimenez said.

“The payment of their compensation will be made by the election officers of their respective localities,” the Comelec official added.

Under the Election Service Reform Act (Republic Act No. 10756), the following poll workers are entitled to the corresponding honoraria:
  • Chairperson of the Electoral Boards: P6,000
  • Members of Electoral Boards: P 5,000
  • Department of Education Supervisor Official: P4,000
  • Support Staff: P2,000
All poll workers are also entitled to a travel allowance of P1,000 each, the Comelec said.

But honoraria and travel allowances will be subject to a 5-percent withholding tax, pursuant to Bureau of Internal Revenue Ruling No. 003-08 dated April 14, 2018. /atm
