Cut-Off Age Policy for Kinder and Grade One Enrollees

For SY 2018-19, learners who completed Kindergarten in SY 2017-18 shall be allowed to enroll in Grade 1, given that they turned five years old within that school year. Meanwhile, learners who will turn five years old within this school year shall be accepted in Kindergarten granted that they pass the Philippine Early Childhood Development (ECD) checklist.

DepEd sticks to June school opening

Education Secretary Leonor Briones on Monday said that the school opening for this coming school year (SY) 2018-2019 will remain in June amid proposals to move the academic calendar of basic education to later months.
“We don’t have plans to move the calendar as of this time,” said Briones in a phone interview with the Manila Bulletin. She noted that there will be no changes in the academic calendar for basic education this coming school year citing that the month of June remains the ideal time to open classes – particularly in public schools. Private schools have until August 4, 2018 to open their classes.

“You have to bear in mind that if we open in August, that means we will be open up until the summer months,” Briones said. Classrooms in public schools, she said, are not suitable for the hot dry season – which is also commonly referred to as “summer” in the Philippines.
Briones noted that the physical construction of school buildings and classrooms in public schools are not designed to hold classes in “summer.” Thus, DepEd cannot move the school calendar to later months since “our facilities are not favorable to classes until May which is the height of summer heat.”

Duterte pledges salary increase for public school teachers

President Duterte has pledged to grant an increase in the salary of public school teachers but admitted he could not afford to double their pay.
The President assured that the planned salary increase for the teachers would be incremental once the domestic economy further improves.
“Ang inyo, kayo ang isunod ko [I will raise your (salary) next],” the President said during the 37th Principals Training and Development Program and National Board Conference in Davao City, drawing applause from the crowd.

Deped School Calendar for School Year 2018 - 2019

As per usual issuance of DepEd school calendar, school year formally opens within the first week of June and ends on the first week of April, with around 200-220 school days.

Accordingly, Republic Act No. 7797, or An Act to Lengthen the School Calendar from Two Hundred Days to Not More than Two Hundred Twenty Class Days, has lengthened DepEd school calendar days to not more than two hundred twenty (220), inclusive of class days which may be subsequently suspended due to natural or man-made calamities.

Usually, private schools may deviate from the released DepEd school calendar, however, may not start classes earlier than the prescribed start of classes and not later than the last day of August (based on 2018 DepEd Order, DepEd School Calendar 2017-2018).

Equally important, make-up classes are recommended in lieu of class cancellations due to celebrations and holidays, as well as natural and man-made calamities. Mechanisms for the conduct of make-up classes must be agreed upon by school heads and the parent-teacher associations (based on 2018 DepEd Order, DepEd School Calendar 2017-2018).

Gov't employees reminded: You can't campaign for candidates, even on FB

Government employees are barred from campaigning for or against particular candidates — even on social media — but are free to share personal political views.

These provisions are part of a joint circular issued by the Commission on Elections and the Civil Service Commission for the May polls, which was signed by Comelec Chairman Andres Bautista and CSC chairperson Alicia dela Rosa-Bala on Tuesday.

"It's very clear, 'di ba, sabi niya (circular), even if you follow a candidate's account, [puwede] unless these are resorted to a means to solicit support for or against a candidate or party during the campaign period," Dela Rosa-Bala said.

She added: "Kung sabihin [mo] kung sino ang iboboto [mo], that's not covered because that's part of your expression of your choice for the positions being voted for... 'Pag sinabi mong 'I'm voting for Candidate X,' that's not part of the coverage. [Pero iba] if you're asking, 'Please vote for the candidate I'm voting for.'"

Government employees are allowed "social media functions such as liking, commenting, sharing, reposting, or following a candidate or party's account" provided that they do not "directly or indirectly" campaign for their preferred candidates.

They are also allowed to express their views on current political problems or issues, as well as mention the name of the candidates or parties they support.

Partisan political activities

In a bid for "political neutrality" during election season, however, civil servants are prohibited from certain activities, which include forming groups and holding assemblies to solicit votes or campaigning.

They are not allowed to take part in political conventions, nor be a "consistent presence" in political rallies, caucuses, or be identified with candidates or political parties. They are also not allowed to distribute letters "indicating intention to run for public office."

Government employees are also not allowed to receive contributions for political purposes, nor give personal, financial, or other monetary contribution for a candidate or party's campaign. 

They are also not allowed to wear shirts, pins, caps, or other similar paraphernalia to support a candidate or a party, or serve as watchers on election day.

Moreover, they are prohibited from utilizing government resources such as personnel, time, properties for campaigning.

The violations committed by government employees may be seen as an administrative offense under the CSC and as election offense under Comelec. 

The penalties range from suspension to dismissal, imprisonment, disqualification from public office, and "deprivation of right to vote."

Elected officials, political appointees exempted

Prohibitions on electioneering and partisan political activities cover members of the civil service in all branches of government, including government owned or controlled corporations (GOCCs), and state universities and colleges whether their appointments are permanent, temporary, contractual, or even casual.

Career officers holding political offices in an acting capacity, uniformed and active members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) are also barred from partisan politics.
Employees who are on leave are still covered by the circular.

The limitations, however, do not apply to elected officials—except those at the barangay level—as well as political appointees, which includes the President and the Vice President, Cabinet officials, members of Congress, and local elective officials, their personal and confidential staff  and members of the AFP's reserve corps. — BAP/JST, GMA News

While it has yet to release its official school calendar for SY 2018-2019, DepEd said the opening of classes in public schools nationwide is scheduled on the first week of June, which falls on June 4 this year.  (READ FROM SOURCE)

As per DepEd, school opening in private schools can be rescheduled given that it will not be set later than August 4.

Education Secretary Leonor Briones said that the Department of Education (DepEd) is welcoming around 29 million of learners when the school year (SY) 2018-2019 opens in June.

Briones, in a phone interview with the Manila Bulletin, said around 29-million learners – from both public and private elementary and secondary schools nationwide – are expected to troop back to the schools when the new school year opens. “We are also expecting around 1.5 million SHS [Senior High School] students,” she said.

While it has yet to release its official school calendar for SY 2018-2019, DepEd said the opening of classes in public schools nationwide is scheduled on the first week of June, which falls on June 4 this year. As per DepEd, school opening in private schools can be rescheduled given that it will not be set later than August 4.

In an effort to ensure that there will be less congestion in public schools, Briones said DepEd is working overtime to monitor the construction of classrooms. “We are rushing the completion of classrooms in time for school opening in June,” she said.

Preparing schools


Briones said that in preparation for the school opening, DepEd will once again hold “Brigada Eskwela” this month.

Briones, in DepEd Memorandum 66 series of 2018, said the 2018 “Brigada” is scheduled from May 28 to June 2. Anchored on the theme, “Pagkakaisa Para sa Handa, Ligtas, at Matatag na Paaralan Tungo sa Magandang Kinabukasan,” Briones enjoined all education stakeholders to participate and contribute their time, effort and resources to make public school facilities ready for learners’ use when the School Year (SY) 2018-2019 opens.

Also known as the National Schools Maintenance Week, the “Brigada Eskwela” is an annual cleanup effort initiated by the DepEd. “It aims to bring together all education stakeholders to participate and contribute their time, effort and resources to prepare public school facilities for the opening of the school year in June,” she explained.

Briones said the national kick-off of the program shall be held on May 24 at a public school in General Santos City with Region 12 as the host. Meanwhile, regional offices (ROs) and schools division offices (SDOs) will also hold a kickoff ceremony to launch the “Brigada Eskwela” in their respective areas on May 28.

All regional directors (RDs) and schools division superintendents (SDSs) were directed to mobilize their partnerships focal persons who are the Adopt-a-School Program or Brigada Eskwela coordinators “to ensure the effective implementation of “Brigada Eskwela” in all public elementary and secondary schools” as well as to “ensure the involvement of the community and local stakeholders.” School heads, Briones stressed, are expected to “take the lead in planning the said activities.”

In SY 2017-2018, DepEd data showed that the projected enrolment was 26, 969, 816. Of this number, 22, 891, 329 were expected to enroll in public kinder, elementary, Junior High School (JHS) and SHS while 4, 078, 487 will be in private schools.

Of the expected number of enrollees last school year, DepEd said 2.1 million were in kinder; 14.4M were in elementary; 7.6M in JHS; and 2.8M in SHS. DepEd also noted that an estimated enrollment in the Alternative Learning System (ALS) – which is projected at 0.8 million.

GSIS opens financial assistance loan for allDepEd members on May 15

The Government Service Insurance System (GSIS) will start to accept applications for the GSIS Financial Assistance Loan (GFAL) program for personnel of the Department of Education (DepEd) starting May 15. Under the program, GSIS will lend a maximum amount of PhP500,000 to DepEd borrowers to pay the outstanding balance of their loan from accredited private lending institutions.


“Instead of offering the GFAL to DepEd personnel in selected cities and municipalities on a pilot run, we decided to open it to all teachers and teaching personnel nationwide because we want more teachers to benefit from lower interest rate and better terms of payment from GSIS. Reduced interest rates and smaller amortization spells savings and higher disposable take home pay for our members. This will definitely lighten their load,” GSIS president and general manager Jesus Clint Aranas explained.

Under GFAL, qualified borrowers may borrow up to Php500,000 provided they have a take home pay not lower than Php5,000 after deduction of monthly obligations. If they are indebted to more than one private lenders, they may consolidate their loans and transfer the total amount to GSIS. The proceeds of the loan will be paid directly by GSIS to the private lending institutions.

“This loan program is a balance transfer and debt-consolidation facility in one. It allows the members to take a second look at their spending habits — if they are heavy borrowers, they might be spending beyond their means. The best thing about GFAL is that the borrowers will go through loan evaluation and counselling process and are required to attend the GSIS Financial Literacy Seminar before taking out the loan to adopt good money management practices,” Aranas said.

All DepEd personnel may qualify for the loan if they are active regular GSIS member with permanent status and paid premium for the last three years; not on leave without pay; has outstanding loan from DepEd-accredited lending institution; and has no due and demandable loan account with the GSIS. The borrower should also have no pending administrative case or criminal charge except for those who were sued by an accredited lending institution for non-payment of loan obligations as a result of the prioritization of GSIS and HDMF loan payments under D.O. No. 38, s. 2017 on July 31, 2017. These members are qualified to avail of GFAL.

The interest rate of GFAL is 6% per annum computed in advance payable in monthly instalments for six years. Payments will be automatically deducted from the borrower’s salary. The loan has no processing fee. Availment of the loan is not compulsory but voluntary on the part of the members.

Poll watchers with annual salary less P250K to be exempt from withholding tax

The withholding tax on honoraria and travel allowances of poll officers in the upcoming Barangay and Sangguniang Kabataan elections will now be waived for those earning less than 250,000 a year.

In a resolution by the Commission on Elections (Comelec) dated May 11, the agency said poll watchers with an annual net taxable compensation not exceeding P250,000 will be exempted from paying withholding tax.

The Department of Education officially announced yesterday that the opening of classes for School Year 2018-2019 in all public schools nationwide is on June 4.

The DepEd made the announcement as it gears up for the school opening through “Oplan: Balik Eskwela” 2018.

In line with its annual initiative to engage education partners and stakeholders in preparation for the opening of classes, DepEd is set to reactivate the National OBE for SY 2018-2019 from May 21 to June 8 at the Bulwagan ng Karunungan at the DepEd Central Office in Pasig City.

Education Secretary Leonor Briones said that the conduct of the OBE will “ensure that all our learners are properly enrolled and able to attend school on the first day of classes by addressing problems, queries, and other concerns commonly encountered by our stakeholders at the start of the school year.”

Under the OBE, the DepEd Central Office shall set up the OBE Information and Action Center at the Bulwagan ng Karunungan which shall serve as the information and complaints processing and routing zone for the duration of the project. Likewise, regional and division offices are encouraged to set up a command center to receive and respond to concerns directly from the ground.

Regional information officers and other OBE personnel attended the 2018 OBE National Orientation from May 10 to 11 at the DepEd CO to capacitate them on how to properly handle and answer questions from the public.

Among the topics discussed at the orientation include Learner Reference Number and Learner Information System, Government Assistance to Students and Teachers in Private Education, Philippine Educational Placement Test, K-to-12 program, enrollment policies, Kindergarten, Alternative Learning System, Madrasah Education Program, Special Education Program, disaster-preparedness, Child Protection Policy, and teacher hiring, among others.

(Updated May 22) Full LET RESULTS here. The March 2018 Licensure Exam for Teachers (LET) or teachers board exam results including the official list of passers, topnotchers (top 10), top performing schools and performance of schools for Elementary and Secondary levels are released online between May 21-25, 2018, or in 36-40 working days after the exam.

The Professional Regulation Commission (PRC) and the Board for Professional Teachers (BPT) conducted the first LET this year on March 25 (Sunday) to around 100,000 examinees in at least 20 testing centers nationwide: Manila, Bacolod, Baguio, Cagayan De Oro, Catarman, Cebu, Davao, General Santos, Iloilo, Kidapawan, Legazpi, Lucena, Occidental Mindoro, Pagadian, Palawan, Romblon, Rosales, Tacloban, Tuguegarao and Zamboanga.

The members of the Board for Professional Teachers (BPT) who gave the licensure examination are Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Vice Chairman; Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members.
