Netizens enraged over viral video of bully slapping another student inside their campus

Bullying is a rampant problem in schools all over the world. Although some maybe just a simple case of intimidation, some have been grave enough to cause trauma to other students, to the extent that some even committed suicide.

Sadly, these bullying even occur inside the school campuses where parents trust their children to be safe. Thus, it was no surprise how netizens reacted over an uploaded video showing a student being bullied inside their school.
A 2 minute video credited to Sofia Jane Dator shows a confrontation between two students, one girl sitting and another hovering over her. Suddenly, the girl on her PE uniform ‘Celene’ slapped the other thrice while cursing her. The bully’s friends can be seen and heard on the background laughing out while the act was done.
Finally, one of her friends escorted the bully away, but not without threatening the other student that it was not the end of their feud. However, while the other walked away, another claiming to be Celene’s bestfriend also confronted and threatened the girl.
The bullied girl from the viral video was identified as Tasha Zuniga, a 14-year old student from Sacred Heart College Lucena city. The school administration has claimed that the incident happened last year, and was already dealt with.

However, the relatives of Tasha claims that there had been no action from the school, and they were shocked since they only recently saw the video. They also claim that they were prompted to upload the video due to the lack of action from the school.
The girl’s mother, an OFW in Abu Dhabi, was fuming over the incident and slammed Sacred Heart College to take appropriate actions so the same will not happen to other students.
One commenter claiming to be a close friend of the mother’s victims claim that the feud started when ‘Celene’ got jealous over Tasha. The identity of the bully has been disclosed by netizens, but since deactivated her Facebook account.
*Bullying is unwanted, aggressive behavior among school aged children that involves a real or perceived power imbalance. It is often a repeated action which becomes a routine. However, this may have serious, lasting problems to both the one who bully and the other being bullied.
To prevent bullying, educators and parents should work hand-in-hand to make children understand that bullying is unacceptable. They should also be informed of how to get help when caught in that situation.

Naked suicide is an isolated case which still remains unexplored.

A public school teacher in LNHS, Tacloban City was found dead hanging outside her classroom on Sunday afternoon. PNP eyes depression as the motive of her suicide due to some alleged family problems. Presence of foul play is yet to be determined by investigators. 

The case of the teacher from LNHS who hanged herself while naked is probably one of those cases (if there is no foul play involved).She might be suffering from depression with pyschosis which is very dangerous. The patient can experience hallucinations and delusions,depends on their depressive mood.

A comment in a certain video might prove that the teacher is suffering from "depression with psychosis". Jeric's comment, (who claims that she was his classmate in college):"

"She was totally depressed when her mother died. Since then, marami na po siyang iniisip lalong lalo na sa pamilya niya. Minsan nga sa sobrang depress niya nawala siya sa kanyang katinuan at naghuhubad nlng po siya bigla. Hindi po baliw ang friend ko but impact or result po siya ng depression."

But, we must not still conclude that this is a case of naked suicide because there is still a possibility of foul play. Let's wait for the police investigation to be finished.

Malacañang: No further pay hike for public school teachers before 2020

MANILA - Malacañang on Tuesday said teachers and other government workers should not expect any further salary hike before 2020.
Presidential Spokesperson Harry Roque explained that teachers and other government workers are still expecting two more tranches of salary increase in 2018 and 2019 under the Salary Standardization Law.
“The entire cabinet affirmed the President’s directive that we will continue to look for ways and means to effect and increase the teachers’ salary but beginning 2020, not 2019,” Roque said in a news conference.
“The rationale for this is the last tranche of [increase under] salary standardization law will be implemented in 2019. The effort is not just to look for ways and means to increase the salary of all public school teachers, it is also to increase the salary of all workers in the public sector.”
Public school teachers have been clamoring for a significant increase in their salaries following the pay hike of policemen, soldiers and other uniformed personnel this year.

PBB 2016 Update as of March 5, 2018

Because of House Resolution No. 1607 (Inquiry on the Delayed 2016 PBB) filed by Representatives Antonio Tinio and France Castro, the House Committee on Basic Education and Culture conducted an inquiry into the delayed release of the performance-based bonus (PBB) for fiscal year 2016 of public school teachers, non-teaching personnel, and other employees under the Department of Education.

DepEd Undersecretary Mateo said that 6 out of 16 regions were already given their PBB 2016. He also said that NCR's 2016 PBB will be released within the week.

DBM Director Gerald R. Janda confirmed the Special Allotment Release Order (SARO) for the 6 regions released (Regions I, III, IV-A, V, XI and XII)

The SARO for NCR and Region II is already processed but is still awaiting for release.

5 Regional Offices (VIII,IX,X, CAR and CARAGA) already submitted the required documents to DBM but are still being processed by the DBM Organization, Position Classification and Compensation Bureau (OPCCB).

DBM is still awaiting the submission of the required documents from the Deped Regional Offices of IV-B, VI,VII and Negros Island Region.

Some of the reasons for the delay cited by the DBM and DepEd are:
  • 1. the noncompliance of DepEd with PHILGEPS,
  • 2. DepEd has many aging cash advances (amounts unliquidated for many years),
  • 3. failure of DepEd to accomplish its Major Final Outputs (indicators which include enrolment and completion rates), and
  • 4. the double entries of the names of personnel in the submitted documents of DepEd.

Teachers group urges DepEd to ensure funds for medical checkup, hospitalization

A group of teachers on Monday urged the Department of Education (DepEd) to be “more firm” in proposing budget specific for the Magna Carta funding next fiscal year to ensure that funds for teachers’ medical checkup and hospitalization will be readily available.

Leaders of the Teachers’ Dignity Coalition (TDC) met with DepEd Undersecretary for Finance Annalyn Sevilla to discuss their appeal to put a halt on the paid medical examinations being done in the field and make it free of charge.

“Last week, the TDC called on DepEd to stop the on-going examinations that required teachers to pay citing violations on the part of DepEd for not providing it for free,” said TDC national chairperson Benjo Basas said.

TDC, through Basas, wrote a letter addressed to Secretary Leonor Briones informing her that “most of DepEd field offices are now requiring the submission of medical checkup” including the results of several laboratory tests like urinalysis, CBC and others that cost the teachers between P120.00 and P1, 000. “Unfortunately, those in far-flung areas are charged higher than those in the more urbanized districts and will also have to spend bigger amount for their transportation cost,” he said.

Basas said some DepEd field offices “can manage to provide this for free” and that there are “also some local government units that are giving this benefit to their teachers.”

Free College Education starting June 2018, Rich or Poor Qualified

Republic Act 10931 states that students will be now given free college education when they enroll to any of the 122 state colleges and universities in the Philippines.

This was signed by our President Rodrigo Duterte last year, this was accompanied by giving the Commission On Higher Education (CHED) 8.3 billion pesos as budget for the said implementation of this act.

According to GMA 7 news, CHED is already on the process in implementing the rules and regulation to be ready just in time by June 2018 where the school season begins.

In addition the Comm. Prospero De Vera declared that students who enrolled in the state colleges and universities will not only get free college tuition fee but also miscellaneous fees. In exchange to this students must finish their scheduled courses in time.

Another good news to our incoming students, the qualification is not based on grades or on being rich or poor, it only requires the enrollment on any of the 112 state university or colleges in the country.

It is also said that all students who avail the program may be required to take up extracurricular activities as a return service program to the government.

The possible activities were not mentioned in the reports but it is expected to be announced before June 2018.

And aside from the free tuition, CHED has also given higher budget to different state universities and colleges so they can provide better service to their students and for much better quality education. The improvement includes improving school facilities and hiring more faculty staff.

As for students who were not able to avail the program, not to worry as the government will also offer assistance to enroll in colleges and universities established by local government units or even TESDA which also provides free education/training to enrollees.

How to Qualify for the Free Tuition Program of CHED

As mentioned, students will not be chosen based on the financial capabilities of their family nor will it depend on the student’s grade. All the student needs to do is pass the entrance exam and finish his or her course on time. In addition, extracurricular activities will be required for all the students in accordance with the return service program.
For students who come from families who are already members of the 4Ps or belongs to the poorest families in the country will automatically receive a weekly allowance from the government. According to reports, an estimate of 500,000 students will be given stipend amounting to 40,000 to 50,000 pesos.

How to Pass Entrance Exams in the Country’s State Universities

According to Comm. Prospero De Vera of CHED, many state universities today are helping their students, especially those from the less fortunate community, review for the admission exam.

  1. The Department of Education (DepEd) issues the enclosed Guidelines on the Preparation and Checking of School Forms for the preparation, updating and evaluation of school forms in basic education starting end of School Year 2017-2018.  
  1. The mechanisms and simplified procedures prescribed by these guidelines are anchored on the principles of accountability, accuracy and reliability of data, and efficiency.  They shall reduce the time and effort of school personnel spent for clerical tasks and records management without compromising the accuracy of the learners’ information and quality of school forms.  
  1. All existing Orders, Memoranda, and related issuances inconsistent with this Order are hereby repealed, rescinded, or modified accordingly.  
  1. Immediate dissemination of and strict compliance with this Order is directed.

Graduation Message of Secretary Leonor Magtolis Briones for SY 2016-2017

My warmest greetings to the school officials, administrators, faculty members and advisers, teachers, parents and guardians of the graduates of school year 2016-2017 with the theme, “Sabay-Sabay na Hakbang Tungo sa Maunlad na Kinabukasan."

If a man wants education, he can learn all he wants.  But if a man wants to prove himself, a diploma would be a tangible proof for everyone. However, diplomas are only symbols, but education lasts a lifetime.

Dear graduates, congratulations on this special day when you reap the fruits of your hard work and perseverance in the past years – all those nights of painstakingly studying your lessons and those days of putting your knowledge at work to be a step closer to your dreams. This day is a commemoration of your achievements, a time to anticipate future opportunities, and a season to embrace and thank people who have helped you in one way or the other to reach this finish line.
With all the knowledge, skills, and values you acquired, you have prepared yourself for life-changing endeavors and infinite possibilities.  As you journey through life, keep working hard because this is just the beginning of many challenges as well as future successes.

Make your country proud of you and your accomplishments. Your mentors are confident that you will continue living up to become citizens of character and lofty ideals, and whose critical thinking and competency will take the country to path of global competitiveness and recognition.

SHS Work Immersion Performance Appraisal - DOWNLOAD


A SHS student has to undergo Work Immersion in a business organization or establishment with work requirements related to his/her specialization.Through Work Immersion, the students are exposed to and are familiarized with the work environment related to their field of specialization.

However the training of students should be closely monitored by adults both from the industry (Industry/Work Supervisor) as well as the teachers (Work Immersion Teacher / SHS Focal Person) and should be in line with the spirit of academic formation. Hence a grading system is required at the end of the Work Immersion Program.
