Basyang maintains strength, course; Surigao del Sur landfall predicted


Tropical Storm Basyang (international name Sanba) maintained its strength and continued to make its way towards Surigao del Sur early Tuesday morning, weather service PAGASA reported in a 5 a.m. bulletin.
At 4 a.m., Basyang was 175 kilometers east of Hinatuan, Surigao del Sur, with sustained winds of 65 kilometers per hour and gusts of up to 80 kph.
The tropical storm woudl bring scattered to widespread moderate to heavy rain over the Visayas; the Caraga, Northern Mindanao, and Zamboanga Peninsula Regions; and over Davao del Norte, Davao Oriental, Compostela Valley, and Lanao del Sur.
Basyang would also bring scattered light to moderate, with at times heavy rain over the Bicol Region, Mimaropa, and the rest of Mindanao.
Tropical Cyclone Warning Signal 2 was raised over:
  • Bohol,
  • southern Cebu,
  • Siquijor,
  • Negros Oriental,
  • southern Negros Occidental,
  • Southern Leyte, 
  • Dinagat Island,
  • Surigao del Norte,
  • Surigao del Sur,
  • Agusan del Norte,
  • Agusan del Sur,
  • Camiguin,
  • Misamis Oriental, and
  • the northern section of Bukidnon.
PAGASA warned that coastal areas under Signal 2 may experience a meter-high storm surge, while coastal waters in these areas would have 4.1 to 14 meter high waves.
Meanwhile, Signal 1 was also raised over:
  • Palawan including the Calamian Islands,
  • the southern section of Masbate, 
  • Aklan,
  • Capiz,
  • Antique,
  • Iloilo,
  • Guimaras,
  • the rest of Negros Occidental,
  • the rest of Cebu,
  • Leyte,
  • Biliran,
  • Samar,
  • Eastern Samar,
  • Zamboanga del Norte,
  • Zamboanga del Sur,
  • Zamboanga Sibugay,
  • Misamis Occidental,
  • Lanao del Norte,
  • Lanao del Sur,
  • the rest of Bukidnon,
  • Cotabato,
  • Compostela Valley,
  • Davao del Norte, and
  • Davao Oriental.
Coastal waters along these areas would experience 1.25 to four meter high waves.
Given Basyang's speed and direction, the tropical storm was likely to make landfall over Surigao del Sur in the Caraga Region on Tuesday morning.
After which, Basyang would be:
  • 115 kms west of Dumaguete City, Negros Oriental by Wednesday morning,
  • 125 kms west of Puerto Princesa City, Palawan by Thursday morning, and
  • 60 kms west-southwest of Pagasa Island, Palawan, and outside the Philippine Area of Responsibility, by Friday morning.

Grade 12 students to take assessment test in March

Grade 12 students in all public and private schools nationwide are scheduled to take an assessment test to determine their learning progress and their attainment of the learning standards, the Department of Education (DepEd) said.
Education Secretary Leonor Briones, in DepEd Memorandum No. 14 series of 2018, announced that the Department – through the Bureau of Education Assessment (BEA) with the assistance of schools divisions and secondary schools personnel – will administer the Basic Education Exit Assessment (BEEA) for School Year (SY) 2017-2018 this March.
“The administration of BEEA will be the first time that the Grade 12 students of the K to 12 Curriculum will be assessed,” said Briones.
Aside from determining the learning progress and attainment of learning standards of the Grade 12 students, Briones said that the BEEA also aims to “help provide information to improve instructional practices” and “assess the effectiveness and efficiency of education service delivery using the learning outcomes as indicators.”
The BEEA, Briones explained, also aims to “provide empirical information as basis for the improvement of the curriculum, learning delivery, assessment, and for policy review and formulation.”
In SY 2016-2017, Briones noted that the “Philippines implemented for the first time the Senior High School (SHS) curriculum in its K to 12 Basic Education Program.”
Briones added that this SY 2017-2018, “the first batch of students in the SHS program is expected to graduate meeting the content and performance standards of 21st century skills” such as problem solving, information literacy, and critical thinking skills.
These skills are embedded in SHS’s eight core subject areas which include Language and Communication; Wika at Komunikasyon; Humanities; Media and Information Literacy; Mathematics; Science; Social Science and Personal Development; and Philosophy.
Briones said that the administration of the BEEA is pursuant to DepEd Order No. 55 s. of 2016 of the “Policy Guidelines on the National Assessment of Student Learning for the K to 12 Basic Education Program” and D.O. No. 25 s. of 2017 of the “School Calendar for the SY 2017-2018.” She added that “further announcement on the exact dates of administration will follow.”
Two weeks before the test administration, Briones said that an authorized forwarder shall deliver the test materials to schools divisions outside Metro Manila. “The same forwarder shall retrieve the test materials one week after the test administration,” she added.
Earlier, concerns on the job readiness of SHS were raised by various stakeholders. Solons under the ACT Teachers’ Partylist said that contrary to the earlier “promise” of the K to 12, it will not address the rising number of unemployment in the country.
Also, the Philippine Chamber of Commerce and Industry (PCCI) expressed concern on the job readiness or competence of SHS graduates for employment. The PCCI – which is considered as the “voice of Philippine business” – raised issues in regard to the minimum number of training hours of SHS graduates.
Despite these concerns, the DepEd maintained that the first batch of SHS graduates is “job-ready and life-ready.” In a statement issued earlier, DepEd said that it recognizes the PCCI’s concern regarding the minimum number of training hours of SHS graduates but maintained “its confidence in the strong partnerships it has forged and continues to foster with different industry partners” that enable SHS graduates “to strike a balance between theory and practice” – specifically through Work Immersion.
DepEd also reiterated that K to 12 Basic Education Program “has equipped SHS graduates with values, knowledge, 
and skills that communities, businesses, and industries need through its four exits: higher education, entrepreneurship, employment, or middle-level skills development.”

DBM clarifies status of FY 2016 PBB for DepEd and DOH employees

The Department of Budget and Management (DBM) is accelerating the evaluation and processing of pertinent documents to ensure that the FY 2016 Performance-Based Bonus (PBB) will be released at the soonest possible time. The release of the FY 2016 PBB has encountered several delays owing to late or incomplete submission of requirements for the compliance validation process conducted by the oversight agencies concerned to determine an agency’s eligibility for the grant of the PBB.

The final validation by the Administrative Order (AO) No. 25 Inter-Agency Task Force (IATF) on whether or not the Department of Education (DepEd) and the Department of Health (DOH) are eligible for the PBB was only received by the DBM on January 17, 2018.

Lawmakers formally file a bill to repeal CPD Law

Several lawmakers have formally submitted a bill that aims to repeal the Continuing Professional Development (CPD) Act of 2016.

Representatives Antonio Tinio and France Castro of the ACT Teachers Party-List have formally filed House Bill No. 7171 in the House of Representatives to help abolish the controversial CPD Law.

In the formal statement, the solons described the CPD Law as “geared to benefit foreign corporations—not the professionals themselves nor the Philippine economy, aside from imposing multiple financial, logistical, and psychological burdens on teachers and other professionals.”

“This government should no longer inconvenience our professionals in the name of business and foreign interests. We strongly urge the House of Representatives and the Senate to immediately hear and pass House Bill No. 7171 to repeal the CPD Act of 2016,” the representatives added.

PRC clarifies and warns of fake news

PRC made clarifications that Sen. Trillanes never made mention that the CPD Law will be abolished but is is continually meeting with stakeholders to improve the law.

They also added that they practice “maximum flexibility” in the implementation of the CPD.

Implementation of P 5,000.00 Net Take Home Pay for Department of Education Personnel

  1. Section 48 of the General Provisions of Republic Act No. (RA) 10964, the General Appropriations Act for Fiscal Year 2018, entitled An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty One, Two Thousand and Eighteen, and for Other Purposes, provided for Authorized Deductions, as follows:
Sec. 48. Authorized Deductions. Deductions from salaries and other benefits accruing to any government employee, chargeable against the appropriations for Personnel Services, may be allowed for the payment of an individual employee’s contributions or obligations due to the following, and in the order of preference stated below:

(a) The BIR, PHILHEALTH, GSIS and HDMF;
(b) Non-stock savings and loan associations and mutual benefit associations duly operating under existing laws and cooperatives which are managed by and/or for the benefit of government employees;
(c) Associations or provident funds organized and managed by government employees for their benefit and welfare;
(d) GFIs authorized by law and accredited by appropriate government regulating bodies to engage in lending;
(e) Licensed insurance companies; and
(f) Thrift banks and rural banks accredited by the BSP.

In no case shall the foregoing deductions reduce the employee’s monthly net take home pay to an amount lower than Five Thousand Pesos (P5,000).
  1. The Net Take Home Pay (NTHP) threshold is mandatory. Any financial obligation incurred by any personnel of the Department of Education (DepEd) shall not be deducted from his/her monthly salary if such deduction will lower his/her NTHP beyond the P5,000.00 threshold. No waivers effectively reducing the NTHP shall be allowed. 
  1. The order of preference as stated in Section 48 means that the authorized entities enumerated follow a sequential hierarchy.
  1. The payment for employees’ contributions or obligations to the Bureau of Internal Revenue (BIR), Philippine Health Insurance Corporation (PhilHealth), Government Service Insurance System (GSIS), and Home Development Mutual Fund (HDMF), shall be accorded first order of preference in deductions from their salaries. For the proper guidance of all concerned, employees’ contributions or obligations to the GSIS and HDMF include both premiums and loans.
  2. In the categories covered by Section 48, paragraphs (b), (c), (d), (e), and (1), the “first-in, first-served” system, which is based on the date of receipt of the Authority to Deduct, shall be applied to contributions and obligations within each category.
  3. There shall be no splitting of deductions covered by Section 48, paragraphs (b), (c), (d), (e), and (f).
This order of preference shall apply to both existing and new obligations
  1. The loans on record that cannot be deducted because of the NTHP threshold shall be reflected in the payslip as Undeducted Obligations.  
  1. All termination dates for deductions under payroll records at the time of this issuance, or as indicated in the Authority to Deduct for obligations, shall not be extended, notwithstanding that these fall under the Undeducted Obligations.
  1. All DepEd personnel are reminded of the consequences of applying for loans with lending institutions. Delay in the payment of loans may result in the imposition of penalties and accrued interests by the PLIs and the GSIS. DepEd personnel whose loans are not deducted under the APDS are advised to pay their loans directly to their respective lenders. 
  1. The Undersecretary for Finance–Disbursements and Accounting (DA), in coordination with all appropriate offices at the central and field offices, shall effect the necessary adjustments in the payroll deduction schedule pursuant to the provisions of this Order.
  1. This Order shall take effect immediately upon its issuance.
  1. Heads of offices and of schools are ordered to post this Order in conspicuous places within their premises.
  1. Immediate dissemination of this Order is directed.

Solons seek pay hike for state teachers, nurses

Members of the Makabayan bloc in the House of Representatives have filed separate bills seeking salary increases for public school teachers and other government employees.

ACT Teachers Rep. France Castro said House Bill No. 7211 seeks to raise the monthly salary of teachers from P20,179 to P30,000 amid soaring prices of commodities. 
"Bagama't nagkaroon ng kaunting pagtaas ang net take-home pay ng ilan sa sektor ng kaguruan at empleyado, di ito sasapat dahil halos lahat ng serbisyo at bilihin ay tumataas," Castro said in reference to lower personal income tax rates yet hikes in duties on gas and sugar-sweetened beverages under the tax reform law. 
Castro said the salary increase should be implemented now as the raise under the Aquino administration's Executive Order No. 201 adjusting the pay of state workers would only take full effect after 2019. 

The bill also aims to increase the Personnel Economic Relief Allowance granted to all government employees from P2,000 per month to P5,000.

Bayan Muna Rep. Carlos Zarate, meanwhile, filed House Bill No. 7197 to raise the entry-level salary of government nurses from P11,000 to P16,000.

The Leftist lawmaker said the amount is almost equivalent to minimum wage in the private sector and just half of the P32,000 ideal family living wage.
"'Yung entry level na suweldo ng kawani sa gobyerno, dahil sa kasalukuyan 'yung entry level na P11,000 hindi na makabubuhay 'yun. Sa House Bill 7197, [ga]gawin na itong P16,000," he said.
"Kung ating susuriin, talagang kulang pa rin ito sa family living wage na dapat nasa P32,000. [Ang] P16,000 ay kalahati lang, halos katumbas lang ng minimum wage sa private sector," he added.
ACT Teachers Rep. Antonio Tinio said the pay hike for state workers, including those in the education sector, is much needed so they could live a decent life.
"The salaries remain insufficient for a family living wage of P1,119 per day or P33,570 per month for a family of 6 to have a decent and humane condition of living," he said.
Government recently implemented a pay hike for soldiers, police officers and other uniformed personnel.

Muling nagpaalala kahapon ang Department of Education (DepEd) sa mga school officials na hindi dapat gawing bongga at magarbo ang mga idaraos na graduation ceremonies ng mga mag-aaral upang hindi na ito makadagdag pa sa gastusin ng mga magulang.

Ayon kay DepEd Usec. Jesus Mateo, ang mahalaga ay maging makabuluhan ang isang graduation rites upang maging memorable ito sa mga magulang at mag-aaral.

Maaari aniyang sa halip na gumamit ng toga o magagandang damit na babayaran at bibilhin pa ng mga magulang ay uniporme na lamang ang isuot ng mga mag-aaral sa kanilang graduation.

Kasabay nito, mahigpit din ang babala ng DepEd laban sa pangungolekta ng graduation fees o anumang kontribusyon para sa graduation rites.

Alinsunod sa Maintenance and Other Operating Expenses (MOOE) ng DepEd, walang dapat bayaran na kontribusyon ang mga mag-aaral sa mga pampublikong paaralan sa kanilang pagtatapos.

  2. Click List of Classes, and select the class where the learner is enrolled in; or select the View Enrolment button next to the class’s name.
  3. Click on the learner’s name on the masterlist, and click Profile next to their name.
  4. Select Request Correction when editing basic information (name, gender, and birthdate), or Update other data when editing other details.
  5. When editing other data, edit learner’s profile, and click Save.
  6. When editing basic information, edit learner’s profile and state the reason for the change, then click “Continue.”
  7. Review the changes made, and click “Submit Request.”
  8. Wait for your School Head to approve the request. (Editing other data is automatically applied.)
