While SONA 2017 was not declared holiday throughout the country, some areas to be affected by heavy traffic were given a break.

Quezon City Mayor Herbert M. Bautista announced suspension of classes in ALL LEVELS, both private and public schools.

Malacañang released the list of official regular and special non-working holidays for 2018.


MANILA, Philippines — Malacañang on Wednesday released the list of official regular and special non-working holidays for 2018.

President Rodrigo Duterte signed Proclamation 269 on July 17, declaring ten regular holidays and eight special non-working days in 2018.
“Now, therefore, I Rodrigo Roa Duterte by virtue of the powers vested in me by the Constitution as the President of the Philippines, do hereby declare the following regular holidays and special days for the year 2018 shall be observed in the country,” Duterte said in the proclamation.
Proclamation 269 stated that the declaration of national holidays for the observance of Eid'l Fitr and Eidul Adha shall be issued after their approximate dates have been determined in accordance with the Islamic calendar.
Duterte has also ordered the Department of Labor and Employment to promulgate the implementing guidelines for the proclamation.

PhilHealth eyes premium contribution adjustments

MANILA, Philippines - The Philippine Health Insurance Corp. (PhilHealth) is considering adjusting premium contributions of members to ensure the sustainability and viability of the National Health Insurance Program (NHIP).

In a statement, PhilHealth said it recently consulted with the national employers’ organizations to discuss the proposed measures, including the premium adjustment.

Representatives from the Philippine Association of Service Exporters Inc., Philippine Chamber of Commerce and Industry, Employers Confederation of the Philippines, Hotel and Restaurant Association of the Philippines and European Chamber of Commerce of the Philippines attended the meeting.

According to PhilHealth officer-in-charge executive vice president and chief operating officer Ruben John Basa, the proposed adjustment in premium contribution rates is “necessary to sustain the viability of the NHIP.”

Basa noted that PhilHealth has expanded and introduced several benefit packages, such as the 14 Z Benefit Packages for catastrophic illnesses, without any premium adjustments in the previous years.

Discussed during the meeting were the “strategies to increase the membership coverage to 100 percent, expansion of PhilHealth benefits to include the implementation of the Primary Care Benefit Package to other member sectors and the increase of PhilHealth’s support value to 70 percent of the member’s hospitalization expenses.”

The revised contribution scheme, which was approved by the PhilHealth Board of Directors, shall take effect in 2018.

Under the new scheme, PhilHealth will be implementing a 0.25 percent upward adjustment for the formal sector from its current contribution rate of 2.5 percent.This adjustment will be applied straight on the employees’ salary and will be divided equally between the employer and the employee.

The 0.25 percent adjustment will be implemented every year thereafter, until PhilHealth reaches the mandated five percent premium contribution rate.

PhilHealth added that to make the contribution structure more equitable, they removed the salary brackets “since the 2.75-percent adjustment will be applied directly on the monthly basic salary of the employees; thus, there will be no more contribution table to follow.”

The salary floor and ceiling will then be P10,000 and P40,000, respectively. Similar adjustments will also be implemented across all other member sectors.

PhilHealth has underscored that the impending adjustment “needs the support of all its members in order to achieve its mandate to provide social health insurance coverage to all Filipinos and to sustain the NHIP.”

In 2016, PhilHealth paid P101 billion for the benefit expenses of its members and collected P103.7 billion in premium contributions.

September 1, 2017 regular holiday for Eidul Adha in the Philippines

The Eid al-Adha is Islam's holiest festival celebrated annually around the world and an official holiday in Muslim-majority countries like the Philippines.

Eid al-Adha commemorates the willingness of Abraham to sacrifice his son Ishmael as an act of obedience to God, before God then intervened, to provide him with a sheep to sacrifice instead.

As mandated through Republic Act (RA) 9849 signed in 2009, the tenth day of Dhu al-Hijjah or the twelfth month of the Islamic Calendar, is hereby declared as a national holiday for the observance of Eidul Adha.

NCEE may return with free tuition policy

Government may revive NCEE with free tuition

With the free tuition policy signed into law, the government is now planning to re-implement the National College Entrance Examination (NCEE) to manage the influx of students in state-funded higher education institutions. 

Commission on Higher Education (CHED) commissioner J. Prospero de Vera confirmed to The STARover the weekend that there are discussions to administer the NCEE to control the possible exodus of students to state and local universities and colleges (SUC/LUC).
He said his proposal is to conduct a nationwide test that can guide the state-funded tertiary institutions in crafting their admission and retention policies.
“We will tell the SUCs and LUCs to tighten their admission and retention policies to ensure that they provide quality education,” De Vera added.
The CHED executive, however, stressed that re-implementing the NCEE would require the support of Congress as it was abolished through a law.
Former president Fidel Ramos signed in 1994 Republic Act 7731 that repealed an earlier presidential order creating the NCEE.
It prohibits colleges and universities from refusing the admission of high school graduates who failed the nationwide test.
Budget Secretary Benjamin Diokno, who is supporting the return of the NCEE, has yet to respond to an inquiry on whether there are discussions with legislators for the repeal of the law.
President Duterte recently signed Republic Act 10931 or the Universal Access to Quality Tertiary Education Act that removes all fees in state-funded colleges and universities.
It also establishes financial assistance and student loan programs for college students in public and private schools.

Return service

De Vera said they are also looking at implementing a return service policy for students who will benefit from the free higher education act.
“We can put that in the admission policies of the schools,” said the CHED official. “We have to give the schools the decision (on how to implement this policy). Maybe start with courses that produce the critical manpower needed by the country.”
Several universities like the University of the Philippines are already implementing a return-service policy for students.
Various agencies, including CHED and the Department of Budget and Management (DBM), are currently drafting the implementing rules and regulations of the new law, which is set to take effect next academic year.

‘Don’t rush crafting of IRR’

The CHED reportedly expects the implementing rules and regulations (IRR) of the free college education law to be signed in 15 days, or less than a month after Duterte signed the law last Aug. 3.
But Camarines Sur Rep. LRay Villafuerte warned government agencies involved in crafting the IRR to study the new law carefully to prevent confusion among the public. 
“As what had happened with the Anti-Distracted Driving Act, a hurriedly crafted IRR could lead to confusion and delays in the full and effective implementation of this game-changing law,” he said.
“They should not be too hasty in undertaking this task so as to avoid coming out with a half-baked set of rules and regulations,” he added.
But where to get funds?
Finance Secretary Carlos Dominguez III earlier said the government would need to implement revenue-generating or saving measures to fund RA 10931.
Davao City Rep. Karlo Alexei Nograles, chairman of the House committee on appropriations, also promised that his committee will “allot the necessary funding to finance Universal Access to Quality Tertiary Education Act.”
Congress is looking at re-allocating unused funds of various agencies for the free tuition program.
However, Agrarian Reform Secretary Rafael Mariano said he is opposed to Nograles’ proposal to reduce the Department of Agrarian Reform (DAR)’s proposed P10.28-billion budget to fund the government’s free college education program.
“Free tuition is equally important as students are enabled to exercise their right to education. On the other hand, agrarian reform is founded on the right of landless farmers and farmworkers to directly and indirectly own the lands they till,” Mariano said.
“Rep. Karlo Nograles’ proposal for the funding of the Universal Access to Quality Tertiary Education Act is state abandonment and it pits the poor against the poor,” he added. – With Delon Porcalla, Rhodina Villanueva

The Department of Education (DepEd) issues the enclosed Guidelines on Updating the Basic Education Statistics for the Beginning of School Year 2017-2018 in the Learner Information System (LIS) and Enhanced Basic Education Information System together with the updated Data Gathering Forms, Matrix of Accountability and Data Dictionary to provide guidance to all schools in the data collection of basic education statistics in the system.  
  1. All public and private elementary, junior and senior high schools, state universities and colleges (SUCs), local universities and colleges (LUCs) and higher education institutions (HEIs) offering Kindergarten to Grade 12 are directed to register and update their learners’ profile in the LIS and update the EBEIS through the accomplished data gathering forms.
  1. The LIS and EBEIS can be accessed through the web addresses: http://lis.deped.gov.ph and http://ebeis.deped.gov.ph, respectively. A single sign-on is available, linking both systems.
  1. All previous issuances relative to this Order, which are found inconsistent are deemed superseded or modified accordingly.
  1. Immediate dissemination of and strict compliance with this Order is directed.

National Career Assessment Examination (NCAE) 2017: Requirements, Schedule and Complete Guide to Examinees


The Department of Education (DepEd) announced that the nationwide National Career Assessment Examination (NCAE) will be on its new schedule on August 30 1and 31, 2017.
“The NCAE basically aims to determine the learner’s aptitude and occupational interest on any of the Senior High School (SHS) tracks. Occupational interest is the learner’s preference in specific vocations and career categories.   The two-day exam also aims to guide the conduct of career guidance at the school level and to ensure the development of skills and competencies required for the world of work and career choices,” said DepEd.
“This is also to provide the basis for profiling learner’s aptitude in the four SHS tracks such as Academic, Technical-Vocational-Livelihood, Sports, and Arts and Design. Under the Academic track are the following strands: Accountancy, Business, and Management (ABM); Science, Technology, Engineering and Mathematics (STEM), and Humanities and Social Sciences (HUMSS),” DepEd added.
The career assessment covers three domains such as General Scholastic Aptitude (GSA), Occupational Interest Inventory (OII), and Aptitude for SHS tracks.
The GSA refers to the student’s scientific ability, reading comprehension, verbal ability, mathematical ability and logical reasoning ability.
The OII pertains to the checklist of occupational interests which provides an assessment of preferences for comprehensive career guidance.
The Aptitude test measures the innate ability of the student to succeed in the SHS tracks.

NCAE 2017 FORMS AND REVIEWERS - DOWNLOAD

Reminder and Guide to Students

The NCAE eaminees should remember the following:
  1. Two Test Booklets (TB): Examinees will answer two test booklets – TB1 with red cover for the NCAE Core areas and TB2 with blue cover for the NCAE Tracks and Technical –Vocational Aptitude. Half of the class will answer TB1 first and the other half, TB2.
  2. Examinees are not allowed to leave the room once the test has started.
  3. Wait for the room examiner’s instructions.  Do not open your Test Booklets until you are told to do so.
  4. Raise your hands if you have any problem such as missing pages or words that are not printed clearly so the examiner can approach you.
  5. Questions on the directions or on any test item will not be entertained after the test has started.
  6. Do not write anything on the Test Booklet. Each will be provided with two double-sided (back-to-back) answer sheets having similar Examinee Number. When answering the Mathematical Ability test, you may use a clean sheet of paper for your computation but this should be submitted to the examiner after the test.
  7. Use lead pencil in answering the test.
  8. Select your answer from the given choices and blacken the circle that corresponds to your Answer in the appropriate item number on your Answer Sheet.
  9. Remember to keep your Answer Sheets clean and free from unnecessary marks. DO NOT fold, crumple, or crease any portion of it, otherwise it may be rejected by the scanning machine.
  10. You may change your answer by erasing it neatly. Liquid and tape erasers are NOT allowed.
  11. Work quietly and mind only your own work. Do not use books, dictionaries, rulers, calculators, cell phones, and other electronic devices inside the testing room.
  12. Refrain from cheating. If you are caught cheating and have been warned twice, but persist on cheating, you will not be allowed to take the test any further.
  13. You may choose any subtest that you prefer to answer first. You don’t necessarily have to follow the sequence of subtest in the board work. However, you are expected to answer all items and follow the time allocation per subtest.
  14. The total time for the test will be 7 hours and 30 mins. You will be given a 10-minute break in the morning, a 1-hour lunch break and a 10-minute break in the afternoon.
  15. Work fast enough so you will finish the test within a given time. If you finish the test ahead of time, review your answers.
  16. The room examiner will announce when the given time to finish the test is up.  Put your pencils down when the examiner says STOP.
