President Duterte's SONA 2017 highlights, review for reaction paper


President Rodrigo Roa Duterte delivered on Monday, July 24, 2017 his second State of the Nation Address (SONA) in front of around 3,000 lawmakers and guests at the Batasan Pambansa in Quezon City.

With the theme "A Comfortable Life for All," President Duterte delivered his speech in line with the administration's three key agenda—prosperity for all, law and order, and peace—which categorize the positive changes felt by the people.

SONA 2016 started at exactly 4:20 in the afternoon and concluded after 2 hours and 6 minutes (6:26 p.m.), longer that his previous SONA due to off-the-cuff remarks.

Known for his no-holds-barred speeches and fiery statements, Duterte delivered once again his colorful tirades and expletives mixed with report of plans for the country.

Duterte admitted that he is bully to the enemies of the state. He even thrown some rants to some news organizations like ABS-CBN and Rappler for the their alleged biased stories about him.

"Wag ninyo ako takutin. I am willing to go to prison for the rest of my life," Duterte voice out to his critics in his lengthy speech.

For the first time in recent Philippine history, the President discussed his Administration's proposed 2018 national budget, worth P3.767-trillion, on the day of the SONA itself, with the biggest chunk allotted for education, infrastructure development, and health care.

"I want to make good on my promise of change. Let the change to be done from the bottom. This must be meaningful. Genuine change is what this country need," President Duterte opened his speech.

The fight against illegal drugs will continue despite the foreign pressure. He said he value human life and won't allow to ruin the youth and family. "It's the root cause of evil and suffering," he said.

For Mindanao, he said that peace continues to elude us. "Peace of the living is what we seek." Talking of the Marawi crisis, Duterte believed martial law was the fastest way to quell rebellion. Duterte told to troops: "I stand beside you."

Duterte also urged the legislators to pass the national land use act to ensure the rational and sustainable use of our land resources.

Protection of the environment was also highlighted against irresponsible mining. Duterte even mentioned how Gina Lopez and the efforts of Ted Failon on his show presented the urgency to care for our nature. He also warned them to restore the environment or he will raise taxes. He also advised them to declare correct income and right taxes.

Duterte also mentioned the need to prepare for major calamities like the "Big One," a magnitude 7.2 earthquake to be generated by the West Valley Fault. He asked the Congress to pass the Disaster Response bill.

The president also tackled the issues of West Philippine Sea and Federalism.

As expected, Duterte wants to reimpose the death penalty on heinous crimes.

Duterte told to critics: "If you want to criticize, condemn the act, stop there. Do not make it trivial by saying "human rights" and "due process".

Duterte mentioned accomplishments through the President's Hotline or 8888, dedicated to complaints against fixers, corrupt officials, and poor government services and Hotline 911 for emergency response.

The president said he will never tolerate corruption in his administration.

On Reproductive Health (RH) Law, Duterte lashed out the Supreme Court for putting a temporary restraining order (TRO), which he believed is a bane of government project's efficiency.

Duterte also announced that the nationwide smoking ban is now in place after the full implementation a day ago.

Duterte also expressed gratitude to China for ther help on infrastruture projects. He revealed that we might get money from China for new airports.

Reactions on President Duterte's Second SONA


The second SONA highlighted the government's accomplishments especially on war against drugs and criminalities. Duterte during the election campaign period promised to resolve these in just six months but failed to bust and requested for extension saying he was shocked by the extent of the drug problem.

Same with previous SONA, thousands of protesters and militant groups rallied near the Batasan to denounce the recently approved extension of Martial law in Mindanao until December 31 and to assert that the president’s promise of change has not been realized. Protests meanwhile was peaceful and orderly.

Some activists claims Duterte's first year was “a major flop in addressing the pressing economic and social imbalances only to be highlighted by blood and gore.”

While the president also emphasized his plans for a tax reform program, it must be studied thoroughly as it was branded as regressive and anti-poor by certain groups. For instance, House Bill 5636 for sugar-sweetened beverages (SSB), will come with a P10-per-liter tax. This will apparently dissuade consumers from purchasing SSBs. According to the Philippine Association of Store and Carinderia Owners (PASCO), the imposition of SSB tax will result to 3% to 200% rise in prices.

The president also showed his eagerness to stop violence and rebellion in Mindanao and said that Mighty Corporation's P25 billion tax settlement can be used for the rebuilding of Marawi.

It is interesting to note that the Bangsamoro Basic Law (BBL) will be certified as urgent by Duterte administration. "BBL is key to just and lasting peace."

While there's a lot of issues need to to resolved, Filipinos are hopeful that Duterte will deliver his promised change during the course of his presidency. This is evident of the “excellent” trust rating he received in the latest Pulse Asia Research's June 2017 Ulat ng Bayan survey, 82% nationwide.

"Much remains to be done. Let's work together for a better Philippines," Duterte said.

July 27, 2017, working holiday nationwide – 103rd anniversary of Iglesia ni Cristo


Iglesia ni Cristo (Church of Christ), one of the largest religious denominations in the Philippines, will be celebrating its 103rd foundation anniversary this July 27, Thursday. The day is a special working holiday nationwide as stipulated in Republic Act 9645.


RA 9465 was enacted in 2009 or towards the end of then-President Gloria Macapagal-Arroyo’s term. The law praises INC for its “exemplary feat of leading its members towards spiritual enlightenment and good citizenry.” There are no official figures as to the total number of INC members, but media organizations frequently place it at around two million.


Unfortunately, INC members who report for work on this day will not receive any additional compensation. This is because according to the Department of Labor and Employment put it, “work performed on a working holiday is considered work on ordinary working days.”


That might change in the coming years. In the current 17th Congress, several legislators have filed bills that seek to have July 27 of every year as a special non-working holiday. This include Senators Loren Legarda and Manny Pacquiao (Senate Bill #404) as well as Rep. Vilma Santos-Recto of Batangas and Rep. Winnie Castelo of Quezon City (House Bill #s 2607 and 4720, respectively).

No more free tuition in state schools in 2018

It turns out that free tuition in state universities and colleges (SUCs) is just a one-off educational assistance from the administration of self-proclaimed “socialist” President Rodrigo Duterte.

A left-leaning party-list group denounced on Thursday the Duterte administration’s discontinuation of funds intended for free higher education in its budget proposal for 2018.

In a statement, ACT Teachers Reps. Antonio Tinio and France Castro also revealed the overall budget of the Commission on Higher Education (CHEd) would shrink by P6.29 billion next year.

The proposed budget for CHEd in 2018 is only P12.42 billion, 33.6 percent lower than the current year’s P18.7-billion allocation.

“This is a huge step backward for the administration—its dismissal of the people’s demand for higher budgets for education,” Castro said.

Tinio, for his part, said tuition in SUCs should be kept free because “the state can afford to allocate funds for education in the tertiary level.”

In the 2017 National Expenditure Program (NEP), the Senate realigned P8.3 billion for student financial assistance.

But instead of continuing with the program, the proposed 2018 NEP submitted by Malacañang on Monday omitted the higher education support fund, currently covered in the 2017 General Appropriations Act (GAA) under special provision 2 of the CHEd budget.

Also missing from the 2018 NEP is the GAA’s special provision 6 under the budget for SUCs, which provides for P3 million in cash grants to medical students for the current year.

MANILA - Typhoon Gorio left the Philippine Area of Responsibility (PAR) at 3:00 AM Sunday but weather bureau PAGASA warned tropical storm Haitang is moving closer to the country.

Haitang, which will be called Juaning when it enters PAR, is packing maximum sustained winds of 65 kilometers per hour and gusts of up to 80 kph.

It has been spotted 385 kilometers west-southwest of Basco, Batanes as of 4:00 AM Sunday. Haitang is expected to enter PAR anytime on Sunday and leave by Monday.

Storm signal number 1 is now up over the Batanes group of islands because of Haitang.

Gorio and Haitang, despite being outside PAR, are expected to bring rainy weather to parts of the country as they continue to enhance the southwest monsoon or habagat.

PAGASA said rains with gusty winds will prevail over Batanes, while monsoon rains, which may trigger flashfloods and landslides, are expected over the regions of Ilocos, Cordillera and the provinces of Zambales and Bataan.

Central Luzon and rest of Cagayan Valley meanwhile will have cloudy skies with light to moderate rains and thunderstorms.

Metro Manila will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
The rest of Luzon and the western Visayas will also experience cloudy weather with moderate to strong winds.

Mindanao will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms with slight to moderate seas.

Typhoon Gorio, whose international name is Nesat, slammed Taiwan on Saturday causing floods and widespread power outages.

Much of Taiwan came to a standstill, with most train services suspended and as many as 249,230 households without electricity as Typhoon Nesat -- packing gust of up to 180 kilometers an hour -- blasted across the country.

More than 10,000 people had to be evacuated, with 4,564 soldiers deployed for disaster relief. -- with a report from AFP

Duterte signs free SUC tuition bill into law


President Rodrigo Duterte has decided to sign into law a measure that would provide free tuition in state universities and colleges.
Senior Deputy Executive Secretary Menardo Guevarra made the announcement on Friday during the Mindanao Hour held at Conrad Manila.
Presidential Communication Operations Office Assistant Secretary Marie Banaag on Thursday said that Duterte would listen to his economic managers' opinions on the bill.
Economic managers earlier said the government could not afford the measure.
Budget Secretary Benjamin Diokno said the government would need P100 billion to provide free tuition in state universities and colleges.
Banaag also pointed out that the government had to spend on a lot of things, particularly on the rehabilitation of Marawi City after it was attacked by pro-ISIS Maute group in May and on the repatriation of overseas Filipino workers.
"Maraming gastos, so nire-reconsider din ng ating Pangulo," she said.

Duterte: I signed free tuition law even though 'alam ko naman walang pera'

President Rodrigo Duterte on Monday admitted that he signed a law mandating that government provided free tuition for students in state universities and colleges (SUCs) even though he still did not know how his administration would fund it.
His pronouncement comes three days after he signed Republic Act No. 10931 or the Universal Access to Quality Tertiary Education Act.
"Iyan nga problema ngayon. Gusto ko tanungin sa inyo eh. Mag-konsulta ba ako. Ewan ko, tignan natin kung saan," he told reporters in an interview in Malacañang.

The Department of Education (DepEd) and the Commission on Higher Education (CHED) have issued policies and guidelines in conducting drug tests for teaching and non-teaching personnel and college students, respectively.
Education Secretary Leonor Briones has issued the guidelines on the conduct of authorized drug test for officials and employees – including teaching and non-teaching personnel – under its drug testing program in a DepEd Order dated last July 31.
Chairperson Patricia Licuanan issued a CHED Memorandum Order dated August 2, 2017 allowing universities and colleges to adopt drug testing policy as a requirement for admission or retention of students.
The CHED order allows colleges and universities to require incoming and old students to undergo drug tests before they are admitted or enrolled.
Briones and Licuanan both agreed that the adoption of drug testing policy is needed to help ensure a “drug-free environment” for all learners.
In issuing both policies and guidelines, they underscored the adverse effects drug abuse in the family, workplace and in the public’s safety in general.
“Drug abuse is a complex and multi-faceted psycho-social problem with far-reaching adverse effects,” Briones said.
To ensure the safety of learners, Briones said that teachers – who tested positive for drug use,  will be “restricted from handling classes or from activities involving close contact with students while undergoing counselling or rehabilitation.”
Briones stressed that “until the necessary clearances are submitted and an evaluation made that the said teacher does not pose any danger to the students,” the teacher will not be allowed to have contact with the students.
To ensure continuous conduct of classes or activities, Briones said that “a substitute teacher may be hired or assigned.”
