Solons press for inclusion of teachers’ salary hike in 2018 budget

DAVAO CITY, Philippines—Two militant lawmakers urged President Rodrigo Duterte on Friday to include in the 2018 proposed budget, a substantial salary increase for teachers and other government employees.

Alliance of Concerned Teachers Representatives Antonio Tinio and France Castro ​said they were concerned ​about the government’s development plan ​that was “silent” in terms of pay hikes of public school teachers and personnel.
“The Philippine Development Plan for 2017-2022 is silent as to salary increases for government personnel, majority of whom are teachers and non-teaching staff. Two secretaries, including secretary Diokno who heads the Development Budget Coordination Committee which drafted the 2018 proposed budget, opposed pay hikes in government,” ACT Rep. France Castro said in a statement on Friday.
Castro said that “pay hikes in government are less likely to be found.”
She vowed, however, that “salary increase for teachers and other government employees is one of the very first things that we will look for and pursue in President Duterte’s SONA and budget proposal.”

ACT’s Tinio said the Duterte administration has enough funds to raise the salary of public school teachers and school personnel. She claimed that under the Duterte administration, the education department has a budget proposal of P3.8 trillion.
“This would be the first budget proposal that the Duterte administration created from scratch. With a P3.8T budget proposal and the Department of Education having the highest allocation, the Duterte administration is more than capable of providing teachers and other rank-and-file personnel significant change in their salaries,” Tinio said.
“We reiterate our demand for P25,000 for Teacher 1 and P16,000 as minimum salary in government,” he said.
DBM’s Diokno during the 2017 budget deliberation said that substantial salary increases demanded by teachers are “too ambitious” while DepEd’s Briones claimed that teachers are “not underpaid.”
“With today’s rising prices of basic goods and services, they need more than what we are giving them now,” Tinio said
“The DBM is so quick and agressive in pushing for new taxes yet brands just demand for substantial salary increases as ‘too ambitious’.”
It can be recalled that the President, in his speech last July 28, vowed to implement an increase for teacher’s salaries. “Itong increase of salaries, ang sunod ko mga teachers,”Duterte said.
“We will continue to support and fight with the teachers and other government workers in their struggle for salary increase. We call on all teachers and government workers to unite and fight for their right for sufficient salaries and benefits in the coming State of the Nation Address of President Duterte,” the lawmaker said.

DepEd Supports the Tax Reform for Acceleration and Inclusion: It is Pro-Poor and Pro-Development

The Department of Education (DepEd) fully supports the government’s Tax Reform for Acceleration and Inclusion (TRAIN). The intended main beneficiaries of the expected net revenue gains from the comprehensive tax reform – infrastructure, education, health, and social protection – are critical sectors in facilitating sustained growth and development that is inclusive.

The high priority given to education is not just a matter of policy; it is also a matter of law. The Constitution mandates the state to protect and promote the right of every citizen to quality education that is accessible to all. DepEd is the agency tasked with fulfilling the State’s obligation to establish and maintain a system of free public education in the elementary and high school levels. As a rule, the Constitution directs the State to assign the highest budgetary priority to education.

What are the cost drivers for the education sector that we need to meet in the coming years?

The first cost driver is the sheer size of the population that we serve for basic education. For the just concluded school year 2016-2017, there were 24.9 million learners from Kindergarten to Senior High School. Of this, 21.5 million was accounted for by the public school system through its 53,043 schools all over the country, taught by 742,670 public school teachers. The total number of learners is expected to grow to about 28 million by 2022. Outside of the learners that we cater to through formal basic education, the present administration is determined to reach out to the out of school youth and to adults who have not finished basic education, through the expansion and intensification of the Alternative Learning System or ALS.

The second cost driver is our commitment to upgrade the quality of education. Upgrading education quality requires improving our instruction ratios, such as classrooms to students and teachers to students, to reach ideal levels. We are also committed to provide adequate facilities, including water and sanitation, internet access, computers, laboratories, and libraries, among others. The improvement in the capability of our teachers through in-service training and professional development also requires increasing budget allocation.

The third cost driver is K to 12, which aims to graduate students ready for the world of work or higher education. Not only did making Kindergarten compulsory and adding two years of Senior High School require bigger expenditures; the tech-voc track which in the last school year accounted for almost 39% of the 1.4 million enrollees needs higher investments in tools, equipment, and training materials.

Fourthly, climate change and disasters are proving to be a new set of cost drivers. We are visited by more calamities with greater strength every year, jacking up the costs for rehabilitation and reconstruction, as well as for building school infrastructure with improved resiliency.

Fifthly, for 2017 the Marawi siege has exacted a horrendous toll on public resources including education. As of June 30, 2017, 16,472 Marawi children have evacuated to all regions of the country. They need not only temporary learning spaces, but also furniture, fixtures, books and laboratory equipment, as well as backpacks.  It will cost us PhP 800 million to rebuild at least 15 schools in Marawi, which were bombed, burned, and looted.  Rebuilding all the 132 schools in Marawi will cost PhP 2.3 billion.

Thus, we must approach the Tax Reform for Acceleration and Inclusion as a package.

On the revenue side, the government will meet the additional expenditure requirements not by simply identifying new taxes, but by taking the opportunity to institute a comprehensive reform that will address revenue, equity, efficiency, and over-complexity of the tax system at the same time.

On the expenditure side, the package has put not just infrastructure but also people at the center of the package, committing to finance the investment requirements of education over the medium term.

Taken together, the reform program is clearly pro-poor and pro-development.

What to submit and do for first salary claim for new teachers


It may vary in the different divisions of the Department of Education in the Philippines the way the payroll department ask the necessary documents needed for the first salary claim of a newly hired public school teachers. In some divisions, when the teachers will be hired, they are given a temporary appointment and assignment order advice. The teacher will present these documents to the principal or school head of the school where they will be assigned.

During the first salary claim, the teachers are ask to prepare the different documents to be submitted to the payroll section in the division.

The letter request, endorsement from the principal, and first day of service will be prepared by the school clerk or any in-charge assign in the school. In the event that no clerk available, the teacher will be the one to prepare them.

In some cases, the payroll section will allow the use of the temporary appointment in lieu of the approved appointment to expedite the processing of the salary of the newly hired teacher. It is because the approved appointment take a longer time before coming out from the civil service. You can find in this document your position, status, salary, and item number.

The personal data sheet could be the photocopy of the PDS given by the division office during the hiring process of the teacher. If the division will not accept a photocopy, you may reprint the soft copy of the PDS during the online registration or fill in the Microsoft Word PDS form. Some division also may require a hand written PDS form.

The Personnel Services Itemization and Plantilla Personnel (PSIPOP) can be secured from the personnel section of the division. It is in this document you can find also your item number, salary grade, and annual salary amount.

The Civil Service (C.S.) Form 48 reflect the teacher’s attendance throughout the month. If in case that the teacher have an absent, the Form 6 Leave Application is necessary and should be filed before the end of the month.

The assignment order is given to the teacher upon hiring. While the Oath of Office is one of the requirement during the hiring process of the teacher and can be reproduced through photocopy.

To open a payroll account, the teacher should secure a Development Bank of the Philippines introduction letter signed by the principal and noted by the schools division superintendent. This should be processed prior to submission of all documents for salary claim to division payroll section.
Requirements for ATM application:
o Letter of Introduction
o 2 pcs. 1X1 latest picture w/ plain background
o Photocopy of 2 valid IDs (back to back)
o TIN
o One Hundred Pesos (P100.00.) initial deposit
Other division ask the teacher to open from Landbank.

The Bureau of Internal Revenue (BIR) Form 1902 for first time to register in the BIR and Form 2305 for updates and have an existing Tax Identification Number (TIN). When preparing this, the teacher need to attach also the following documents: Birth Certificate or any valid identification card of applicant showing complete name, address, birth date and signature (Driver's license, PRC ID or passport); marriage contract, if applicable; waiver of husband to claim additional exemption, if applicable; Birth Certificate/s of dependent/s, if applicable; and Employment Certificate or valid company ID with picture and signature, if available.

The Government Service Insurance System (GSIS) Membership Information Sheet is necessary to all government employees. When complying this requirement, the teacher should prepare the following requirements as an attachment:
1. Approved Appointment
2. Updated Service Record
3. Birth Certificate (if single)
4. Marriage Contract (if married)
5. First Day of Service

Other document needed is the sworn Statement of Assets, Liabilities and Net Worth or SALN for the teachers to declare their asset and liabilities. It should be notarize by a lawyer.

Also, the teacher should fill in the PhilHealth Membership Registration Form especially if it is the first time job of the teacher. For the employee with existing PhilHealth number, just attached the Member Data Record (MDR) in the salary claim.

Remember, if the documents are photocopied, let the principal or school head certified the documents. You may use a certified stamp if available or just write the word “certified correct” and write the name of the principal or school head and have him/her sign it.

3 cups of coffee a day keep the doctor away, studies say

Coffee addicts and aficionados often say drinking the bitter liquid makes life worth living, but the habit may also help them live longer, according to two major international studies Monday.

Experts cautioned, however, that the US and European reports, published in the Annals of Internal Medicine, failed to show that coffee was truly the reason that many drinkers appeared to have longer lives.

Rather, the studies were observational in nature, meaning they showed an association between coffee-drinking and a propensity toward longevity, but stopped short of proving cause and effect.


The first study, led by the International Agency for Research on Cancer (IARC) and Imperial College London, examined more than half a million people across 10 countries in Europe.

Those who drank about three cups a day tended to live longer than non-coffee drinkers, said the study, which researchers described as the largest analysis of the effects of coffee-drinking in a European population.

"We found that higher coffee consumption was associated with a lower risk of death from any cause, and specifically for circulatory diseases, and digestive diseases," said lead author Marc Gunter of the IARC, formerly at Imperial's School of Public Health.

"Importantly, these results were similar across all of the 10 European countries, with variable coffee drinking habits and customs."

The second study included more than 180,000 participants of various ethnic backgrounds in the United States.

It found benefits to longevity whether the coffee was caffeinated or decaffeinated.

Coffee drinkers had a lower risk of death due to heart disease, cancer, stroke, diabetes, and respiratory and kidney disease.

Those who drank one cup a day were 12 percent less likely to die compared to those who didn't drink coffee.

Those who drank two or three cups per day saw an even higher 18 percent reduced risk of death.

"We cannot say drinking coffee will prolong your life, but we see an association," said lead author Veronica Setiawan, an associate professor of preventive medicine at the Keck School of Medicine of University of Southern California.

"If you like to drink coffee, drink up! If you're not a coffee drinker, then you need to consider if you should start."

A revered drink

Coffee is one of the most popular drinks in the world. Some 2.25 billion cups are consumed every day.

Many prior studies have hailed the benefits of coffee-drinking, saying the beverage imparts anti-oxidants, may improve liver function and reduce inflammation.

But coffee may carry risks for some people, and pregnant woman and children are urged to avoid caffeine, which can be fatal in high doses.

A report from the IARC last year that said drinking very hot beverages -- coffee, tea or otherwise -- is one probable cause of cancer of the esophagus, the tube that runs from the throat to the stomach.

Experts urge caution

Experts who were not involved in the latest studies urged caution in interpreting the results.

For instance, the European study excluded people who had cancer, heart disease or diabetes, meaning it took a measure of people over 35 who were already generally healthy.

It also asked about coffee consumption just once, at the beginning, and did not update this figure over the span of the study, which included an average follow-up time of 16 years.

Finally, it found signs of a link between women who drank large amounts of coffee and a higher risk of cancer death, but downplayed this finding, saying it "may be spurious."

The "conclusions will not lead me to start drinking coffee or to recommend people drink more coffee as a way to lessen their risks for heart disease," said Naveed Sattar, professor of metabolic medicine at the University of Glasgow.

"I remain unconvinced that the link between coffee and heart disease represents a true cause and effect relationship and that coffee is truly protective, regardless of how large a study suggests this."

Sattar said that one downside to the research is the fact that many people stop drinking coffee -- or drink less of it -- when they are ill, a "bias is very hard to fully overcome."

David Spiegelhalter, a professor at the University of Cambridge, described the research as "huge in size and carefully done," but nevertheless unable to prove cause and effect.

"If these estimated reductions in all-cause mortality really are causal, then an extra cup of coffee every day would on average extend the life of a man by around three months, and a woman by around a month," he added.

"So perhaps we should relax and enjoy it."

Malacañang released the list of official regular and special non-working holidays for 2018.


MANILA, Philippines — Malacañang on Wednesday released the list of official regular and special non-working holidays for 2018.

President Rodrigo Duterte signed Proclamation 269 on July 17, declaring ten regular holidays and eight special non-working days in 2018.
“Now, therefore, I Rodrigo Roa Duterte by virtue of the powers vested in me by the Constitution as the President of the Philippines, do hereby declare the following regular holidays and special days for the year 2018 shall be observed in the country,” Duterte said in the proclamation.
Proclamation 269 stated that the declaration of national holidays for the observance of Eid'l Fitr and Eidul Adha shall be issued after their approximate dates have been determined in accordance with the Islamic calendar.
Duterte has also ordered the Department of Labor and Employment to promulgate the implementing guidelines for the proclamation.

MANILA, Philippines - Classes have been suspended in selected areas on Monday, July 24, 2017 as President Rodrigo Duterte is set to deliver his second State of the Nation Address (SONA).

While SONA 2017 was not declared holiday throughout the country, some areas to be affected by heavy traffic were given a break.

Quezon City Mayor Herbert M. Bautista announced suspension of classes in ALL LEVELS, both private and public schools.

GSIS offers restructuring program for members with educational loan

To provide loan payment relief for its members, the Government Service Insurance System (GSIS) is offering a restructuring program for around 500,000 members who have outstanding balance under the Educational Assistance Loan (EAL). Under the second phase of the program, members may renew their educational loan and obtain a P10,000 gross amount from which the outstanding balance of the first loan will be deducted.

GSIS has earmarked a total of Php6.33 billion for the restructuring facility, dubbed Educational Assistance Loan II, which is open until December 31 this year.

Active members may apply if they have existing educational loan, have no pending administrative case or criminal charge, are not on leave of absence without pay, have remitted at least three monthly premium contributions within the last six months prior to loan application, and have minimum net take-home pay of Php4,000.00 after all required monthly obligations have been deducted.

Qualified members must personally apply for the loan in any GSIS office. Their agency authorized officers must certify the application through the Secured On-Line Loan Certification Module within seven calendar days from receipt of the loan application.

The loan proceeds will be credited to the borrower’s GSIS eCard or unified multipurpose identification (UMID) card.

This year’s educational loan is payable in 60 equal monthly instalments of Php216.67 at six percent interest rate per annum computed in advance. It is covered by a loan redemption insurance, which deems the loan fully paid in case of the borrower’s demise, provided that loan repayment is up to date.

PRESIDENT Rodrigo Duterte will deliver a "direct to the point" speech during his State of the Nation Address (Sona) on July 24, which is estimated to run for about 50 minutes, Communications Secretary Martin Andanar said Friday.

Andanar said that during Duterte's rehearsal in Panacan, Davao City last Thursday night, the original 38-page address was compressed to only about 18 pages, containing the administration's accomplishments in its one year in office, as well as the pressing issues hounding the country like the drug problem and the crisis in Marawi City. 

He said the President will deliver his speech in English but might also insert extemporaneous remarks expressed either in Tagalog or Cebuano. 

"In 18 pages, it would run for around 45 minutes. So we really need to edit it out. So the speech would be between 15 and 18 pages because we have to consider the ad-lib. Just in case the President issued ad-lib statements, it would then be between 40 to 50 minutes," Andanar said in a radio interview. "

The speech will be direct to the point, depending of course on the accomplishments and pressing matters today, especially the armed conflict in Marawi and the problem on illegal drugs," he added.
