How to get NSO/PSA Certificate Online – Birth, Marriage, Death or CENOMAR


Back in the days when you need to fall in line for almost a day just to get your authenticated NSO/PSA Birth Certificate needed for your job or school. I remember when I was applying abroad and I need to provide the agency with my authenticated NSO/PSA Birth Certificate as part of the requirements.

I visited PSA regional office branch in Legazpi, I have no idea that it would be crowded in the PSA office that time, so I go almost 9 am. I’m a little bit upset when I saw the queue of applicants reach outside the building.

I have no choice but to fall in line, and when I arrive at the counter to submit my application for Birth certificate, there’s no time to process my request and I need to go back again the next day to get the certificate.

This is very time consuming and expensive. We are lucky today because the Philippine Statistics Authority (PSA) formerly National Statistics Office (NSO) launched their website where you can apply and get your desired certificate online. Not only that, they also partnered with Pilipinas Teleserv a call center agency where you can also apply for NSO/PSA certificate.

As of this writing we have two official websites where we can apply for NSO certificates. The ecensus.com.ph by Unisys and the nsohelpline.com by Pilipinas Teleserv, you can choose either of these two websites to apply for your PSA certificate.

But while searching online, I found some negative feedback when they apply using e-Census website like the certificate they requested did not arrive.
How to get PSA or NSO Certificate Online

To avoid confusion, I will use the NSO Helpline in this instruction. There are three basic steps to request an NSO certificate in this website, Order Now, Pay Online and Check Status. But in my instruction I list down every step with screenshot to make it easy to follow.

Step 1. Go to NSO helpline, website www.nsohelpline.com then click on the order now section.


Step 2. Select the NSO certificate that you want to request to get started. In this instruction, I will choose Birth Certificate.


Step 3.
Next, Select the purpose of your certificate or where do you need the certificate.

Step 4. If this is your first time to apply for a copy of your certificate select “No” else select “Yes”

Step 5.
Fill out the Certificate Application Form completely, then click Continue.

Step 6.
If you have any legal proceedings like legitimation, adoption, court hearings, etc. You can now select in this step if not click “None”.

Step 7.
Enter the name of the recipient or the person who will receive the certificate. Put your name if you’re the one who will receive, then click submit.

Step 8.
Double check your order summary on the left side of the screen, then on the right enter your Contact Info and Delivery Address. On the bottom part the “Checkout Summary”, certify all your entries by ticking the checkbox then click continue.

Step 9.
You’re almost done, you just need to Pay your order to confirm. You can select Over the counter via Bayad Center and Metrobank, Online Payment if you have a VISA or Mastercard credit or debit card, BancNet ATM and Globe Gcash for mobile payment.

Step 10.
Now that you confirm your NSO certificate thru payment, you can now check the status of your order in the Check Status page. Just enter the Reference number, then click submit. According to the website you can expect to receive your order within 2-3 days.

Reminder

If you’re not around during delivery or the recipient is not around during delivery, you can use the Letter of Authorization provided just below the page. Enter the name of the representative that will receive your certificate then sign it. Also make sure that your representative has at least one valid ID.

House approves on final reading bill allowing 4-day work week


The House of Representatives has approved on third and final reading a measure that seeks to allow a four-day work week by increasing the normal daily work hours.

Under House Bill 6152, companies may reduce the number of workdays by increasing the usual eight-hour workday to 10 or 12-hour workday.

“These arrangements give employers and employees flexibility in fixing hours of work compatible with business requirements and the employees’ need for a balanced work-life,” said Baguio City Rep. Mark Go, one of the authors of the bill.

Under the Labor Code, employees are required to work for 40 to 48 hours a week for five to six days.
The bill, which amends Article 83, 87, and 91 of the Labor Code, aims to promote business competitiveness, work efficiency, and labor productivity.

It also amends conditions for overtime, which will only be paid if the employee renders more than 40 hours of work for companies with a five-day work week or more than the 48 hours of work for those with a six-day work week.

The measure remains optional for employers. /atm

MASUSING ikinokonsidera umano ngayon ng Department of Budget and Management (DBM) na tanggalin ang sistema nang pagbibigay ng Performance Based Bonus (PBB) sa mga kawani ng pamahalaan.
Sa isinagawang pagtalakay sa plenaryo ng Kamara para sa panukalang 2018 national budget, nasilip ni party list ACT Teacher Rep. Antonio Tinio ang pagbaba sa P11 billion ng pondong gustong ilaan ng DBM para sa PBB.
Ani Tinio, bagama’t matagal na nilang tinutulan ang pagbibigay ng nasabing cash incentive sa government employees, nakapagtataka na mula sa P18 billion na pondo ng PBB ngayong taon, ay binawasan ito sa P11 billion para sa 2018.
Bilang tugon, sinabi ni House Appropriations Committee Chairman at Davao City Rep. Karlo Alexei Nograles na ang pagbaba sa pondo ng PBB sa susunod na taon ay may kinalaman sa balak ng DBM na alisin na ito.
Paliwanag ni Nograles, sa ngayon ay tinitignan ng ahensiya kung epektibo ba ang PBB para maging masipag sa pagganap ng kanilang tungkulin ang mga kawani ng pamahalaan.
Bukod sa posibilidad na tuluyang burahin ang PBB, idinagdag ng Davao City lawmaker na pinag-aaralan din ng DBM na magkaroon na lamang ng bagong sistema para sa layuning itaas ang performance ng government personnel.
Mayroon din umanong panukala na sa halip na PBB ay makatanggap na lamang ng karagdagang insentibo ang mga public servant.

State workers’ performance-based bonus to continue —DBM’s Diokno


Eligible government employees will continue to receive their performance-based bonuses,  according to Budget Secretary Benjamin Diokno.

“There is no withholding of the PBB for FY (Fiscal Year) 2017. In fact, the FY 2016 PBB release is ongoing and the Memorandum Circular for the FY 2017 PBB was issued last March 9, 2017. The bonus for FY 2017 will be released starting first quarter of FY 2018,” Diokno said in a statement late Friday.
He made the clarification after House appropriations committee chair Davao City Representative Karlo Nograles said on Monday that the Department of Budget and Management is "currently evaluating [if] the PBB should continue." 
Likewise, Diokno said that the PBB  has been effective in increasing compliance to good governance standards, instilling financial discipline, and improving performance management.
“We were able to push compliance to budget, procurement, service standards, and SALN disclosures,” the Budget chief said.
"Transparency Seal increased from 87 percent in 2012 to 98 percent in 2016; Citizen’s Charter, from 79.8 percent in 2011 to 99.7 percent in 2016; Philippine Government Electronic Procurement System (PhilGEPS), from 32 percent in 2011 to 92 percent in 2016; and Report on Ageing of Cash Advances, from less than 30 percent in 2011 to 97 percent in 2016," he added.
Moreover, he said that with the PBB, government agencies have become more conscious about budget utilization as well as linking individual to office performance.
However, the Budget chief admitted that there is a need to review the eligibility process.
“We must tighten the system of granting the PBB, simplify the validation and address the unintended consequences, like the tendency of agencies to under-target. In this way, we can push for excellence in performance in the bureaucracy,” he said.
Thus, the DBM and partner agencies are studying the possibility of focusing the bonus for fiscal year 2018 and 2019 on attaining process objectives and results rather than Major Final Output (MFO) targets, in line with President Duterte’s order to streamline frontline services and reduce administrative burden.
“We are also thinking of rewarding agencies for management improvements in planning procurement, and financial management to improve their absorptive capacity and deliver more services in line with the Philippine Development Plan (PDP),” the Budget chief said.
The proposed changes in the PBB will be discussed with the members of the Administrative Order No. 25 Inter-Agency Task Force and other concerned agencies. —John Ted Cordero/LBG, GMA News

Room Assignments, Dress Code, Guidelines: September 2017 PRC Licensure Examination

The full list of room assignment for September 2017 LET - Licensure Exam for Teachers or teachers board exam for at least 27 testing centers in the country and in Hong Kong and Bangkok (Special Professional Licensure Examination or SPLE) is officially released online in 1-2 weeks before the examination or starting Monday, September 11

Room Assignments

INSTRUCTIONS:
  1. Examinees should report before 6:30 in the morning every examination day. LATE EXAMINEES WILL NOT BE ADMITTED.
  2. Bring the following: Notice of Admission (NOA), Official Receipt, pencils no. 1 or 2,  black ball pens, metered-stamped window mailing envelope, long brown and long plastic envelopes.
  3. CELLULAR PHONES AND OTHER ELECTRONIC GADGETS ARE STRICTLY PROHIBITED.
  4. Wear the prescribed dress code. (READ DRESS CODE HERE)

The Professional Regulation Commission (PRC) and the Professional Regulatory Board for Professional Teachers (BPT) announce the room assignment for over 150,000 expected total takers (Elementary and Secondary) of the second LET this year on Sunday, September 24.

According to PRC Resolution No. 2016-1019 series of 2016, the September 2017 LET shall be conducted in Manila, All Regional Offices; Zamboanga, Bacolod, Rosales, Pangasinan, Laoag, General Santos City, and Catarman, Northern Samar.

In view of the several requests of Local Government Units (LGUs), recommendation of PRC Regional Offices and with the signified support of the Professional Regulatory Board for Professional Teachers (Board), the Commission announces the designation of Mamburao, Occidental Mindoro; Calapan City, Oriental Mindoro; Odiongan, Romblon; Kidapawan Cotabato, Boac, Marinduque; Virac, Catanduanes; Puerto Princesa City, Palawaan and Masbate City as additional Testing Centers for the September 2017 BLEPT through Resolution No. 2017-1047.

On the same date of exam in the Philippines, PRC will also conduct the Special Professional Licensure Examination (SPLE) for Professional Teachers for overseas Filipino workers (OFW) in Bangkok, Thailand and Hong Kong.

1. Check and visit your school and room assignment in 2 or 3 working days before the examination.

2. On the day of examination, report to the school/building assignment not later than 6:30 AM. Be punctual. Note that LATE EXAMINEES WILL NOT BE ADMITTED. Examination fee of absent examinees will be forfeited.

3. You are required to wear the following attire on examination day:

  • Male Examinees - White polo shirts or T-shirts with collar (without any seal, logo or mark), decent pants or slacks
  • Female Examinees - White blouses or T-shirts with collar (without any seal, logo or mark), decent pants or slacks

4. Bring the following on examination day:

a. Official Receipt of payment of application for examination
b. One (1) Window Envelope with metered postage stamp
c. One (1) long transparent white plastic envelope
d. One (1) long size brown envelope
e. Two (2) or more Pencils (No. 2)
f. Ball pen with BLACK INK only
g. Non-programmable calculator

5. The following are PROHIBITED inside the examination rooms/ premises:

a. Books, notes, review materials, and other printed materials containing coded data, information or formula;
b. Programmable calculators;
c. Cellular phones, beepers, portable computers or similar gadgets;
d. Bags of any kind (ladies' bags, shoulder bags, attaché case, backpack etc)
e. Other examination aids not stated in this program

6. You are allowed to bring food and eat inside the room.

7. You will not be allowed to leave the examination room, borrow anything or communicate with other examinees on any matter during the examination.

8. Non-compliance with test instructions shall be a ground for cancellation of your examination.

9. Impersonation is a ground for disqualification in this BLEPT and in future examinations.

House approves bill postponing barangay, SK polls on final reading

MANILA, Philippines – Voting 213-10, the House of Representatives of Monday, September 11, approved on final reading a bill postponing the barangay and Sangguniang Kabataan (SK) elections from October 2017 to May 2018.
This would be the second time for the village and youth polls to be postponed under President Rodrigo Duterte. The following legislators voted against the postponement of the elections:
  1. Anakpawis Representative Ariel Casilao
  2. ACT Teachers Representative France Castro
  3. Gabriela Representative Arlene Brosas
  4. ACT Teachers Representative Antonio Tinio
  5. Bayan Muna Representative Carlos Zarate
  6. Kabataan Representative Sarah Elago
  7. Akbayan Representative Tom Villarin
  8. Magdalo Representative Gary Alejano
  9. Cebu 1st district Representative Raul Del Mar
  10. Siquijor Representative Ramon Rocamora
In August, the House, through an all-member caucus, voted to postpone the elections, which were supposed to be held in October 2017. The House also decided to have current officials serve on holdover capacity until elections are held.
A counterpart measure is pending before the Senate, but the upper chamber eyes a different date: October 2018. The differences in the two measures, should the Senate bill pass 3rd reading, will be hammered out during a bicameral conference.
Duterte and his allies have cited the ongoing drug war – and the supposed links of many barangay officials to the illegal industry – as a reason for the elections to be postponed again.
Critics, however, have pointed out that the administration should just file cases against barangay officials with supposed links to illegal drugs, instead of postponing elections again.

The list of regular and special holidays for 2017 released by Malacañang includes October 31, supposedly to give time for families to prepare for the observance of All Saints Day, which falls on November 1.
Proclamation No. 50 said that the following dates are to be observed nationwide:

Class cancellations for Nov. 16-17, 2017


Classes in Metro Manila for Thursday, November 16, and Friday, November 17, 2017 have been canceled to give way to the 31st Association of Southeast Asian Nations (ASEAN) Summit.
Metropolitan Manila Development Authority (MMDA) Chairman Danilo Lim said in a tweet on Tuesday that Metro Manila mayors "unanimously move for the suspension of classes on November 16-17 for the ASEAN" during their 9th Metro Manila Council Meeting.
No official announcement has yet been made regarding the suspension of classes on November 13 to 15, contrary to a memo that circulated declaring otherwise.
The 31st ASEAN Summit is set to be held from November 10 to 14 in Clark, Pampanga. This year is also the 50th founding anniversary of the ASEAN.
