Admittedly most of us move from one job to another in a move to find a higher pay and better career. Many government retirees have had a history in the private sector. In certain cases, they don’t have enough years of service in the government to qualify to any GSIS retirement program.

With the help of RA 7699, otherwise known as the Portability Law, government retirees who do not meet the required number of years provided under PD 1146 and RA 8291 can still avail of retirement and other benefits.

Under the scheme, you may combine your years of service in the private sector represented by your contributions to the Social Security System (SSS) with your government service and contributions to the GSIS to satisfy the required years of service under PD 1146 and RA 8291.

However, if you have satisfied the required years of service under the GSIS retirement option you have chosen, you would not be allowed to incorporate your contributions to the SSS anymore for availment of additional benefits.
In case of death, disability and old age, the periods of creditable services or contributions to the SSS and GSIS shall be summed up to entitle you to receive the benefits under either PD 1146 or RA 8291.

If qualified under RA 8291, all the benefits shall apply EXCEPT the cash payment. The reason for this is that the Portability Law or RA 7699 provides that only benefits common to both Systems (GSIS and SSS) shall be paid. Cash payment is NOT included in the benefits provided by the SSS.

Portability Law is an Act Instituting Limited Portability Scheme in the Social Security Insurance Systems by Totalizing the Workersʹ Creditable Services or Contributions in each of the Systems”

Pursuant to Section 6 of Republic Act No. 7699 entitled “An Act Instituting Limited Portability Scheme in the Social Security Insurance Systems by Totalizing the Workersʹ Creditable Services or Contributions in each of the Systems” the following Rules and Regulations are hereby promulgated to effectively implement the provisions of the Act.

RULE I : COVERAGE
Section 1. These rules and regulations shall apply to all worker‐members of the Government Service Insurance System (GSIS) and/or Social Security System (SSS) who transfer from one sector to another, and who wish to retain their membership in both Systems.

RULE II : INTERPRETATION
Section 1. These rules shall be interpreted in the light of the Declaration of Policy found in Section I of the Act:

“ It is hereby declared the policy of the State to promote the welfare of our workers by
recognizing their efforts in productive endeavors and to further improve their conditions by
providing benefits for their long years of contribution to the national economy.”

Toward this end, nothing in the Act shall be construed to diminish or reduce the
benefits being enjoyed by a cover worker arising from existing laws, issuances and company
policies or practices or agreements between the employer and the employees and any
conflicting interpretation of the law and the implementing rules and regulations shall be
resolved in favor of the workers.

RULE III. DEFINITION OF TERMS

Section 1. As used in these rules, the following terms shall mean:
a) Contributions – shall refer to the contributions paid by the employer or worker to
either the Government Service Insurance System (GSIS) or the Social Security System
(SSS) on account of the workerʹs membership.
b) Portability – shallreferto the transfer of funds forthe account and benefit of a worker
who transfers from one system to the other.
c) Sector – shall refer to employment either in the public or private sector.
d) System – shall refer to either the GSIS as created under Commonwealth Act No. 186 as
amended by Presidential Decree No. 1146 or the SSS as created under Republic Act No.
1161, as amended.
e) Totalization – shall refer to the process of adding up the period of creditable services
or contributions under each of the Systems, for purposes of eligibility and computation
of benefits.
f) Creditable services – for the public sector, the following shall be considered creditable
services:
1.1 All previous services rendered by an official/employee pursuant to an
appointment whether permanent, provisional or temporary.
1.2 All previous services rendered by an official/employee pursuant to a duly
approved appointment to a position in the Civil Service with compensation or
salary;
1.3 The period during which an official/employee was on authorized sick leave of
absence without pay not exceeding one year;
1.4 The period during which an official or employee was out of the service as a
result of illegal termination of his service as finally decided by the proper
authorities; and
1.5 All previous services with compensation or salary rendered by elective officials.

g) Period of contribution – for the private sector, the periods of contribution shall refer to
the periods during which a person renders services for an employer with
compensation or salary and during which contributions were paid to SSS. For the
purpose of this Section, a self‐employed person shall be considered an employee and
employer at the same time.

h) Eligibility – means the workers has satisfied the requirements for entitlement to the
benefits provided for under the Act.

i) Overlapping of periods – shall refer to the periods during which a worker
simultaneously contributes to both Systems.

j) Benefits – shall refer tot he following:
1. Old‐age benefit 2. Disability benefit
3. Survivorship benefit
4. Sickness benefit
5. Medicare benefit, provided that the member shall claim said benefit from the
System where he was last a member, and
6. Such other benefits common to both System that may be availed of through
totalization.

RULE IV : LIMITED PORTABILITY OF FUNDS

Section 1. The process involved in the prompt payment of money benefits to eligible
members shall be the joint responsibility of the GSIS and SSS.

Section 2. The System or Systems responsible for the payment of money benefits due a
covered worker shall release the same within fifteen (15) working days from receipt of the
claim, subject to the submission of the required documents and availability of the complete
employee/employer records in the System.

RULE V : TOTALIZATION
Section 1. All creditable services or periods of contributions made continuously or in the
aggregate of a worker under either of the Sectors shall be added up and considered for
purposes of eligibility and computation of benefits.

Section 2. All services rendered or contributions paid by a member personally and those that
were paid by the employers to either System shall be considered in the computation of
benefits, which may be claimed from either or both Systems. However, the amount of benefits
to be paid by one System shall be in proportion to the services rendered/periods of
contributions made to that System.

Section 3. Totalization shall apply in the following instances:
a) If a worker is not qualified for any benefits from both Systems;
b) If a worker in the public sector is not qualified for any benefits in the GSIS; or
c) If a worker in the private sector is not qualified for any benefits from the SSS.

For the purpose of computation of benefits, totalization shall apply in all cases so that
the contributions made by the worker‐member in both Systems shall provide maximum
benefits which otherwise will not be available. In no case shall the contribution be lost or
forfeited.

Section 4. If after totalization the worker‐member still does not qualify for any benefit listed in Rule III, Section 1 (j), the member will then get whatever benefits correspond to his/her
contributions in either or both Systems.

Section 5. If a worker qualifies for benefits in both Systems, totalization shall not apply.

Section 6. The process of totalization of creditable services or periods of contributions and
computation of benefits provided for under the Act shall be the joint responsibility of the
GSIS and the SSS.

Section 7. Overlapping periods of creditable services or contributions in both Systems shall
be credited only once for purposes of totalization.

RULE VI : RESPONSIBILITY

Section 1. The GSIS and the SSS shall be responsible for the recording and documentation of
the creditable services and/or periods of contributions of the members respectively.

Section 2. For purposes of the Act, accreditation of services or periods of contributions of the
members shall be undertaken by the GSIS for the public sector and by the SSS for the private
sector.

Section 3. Complaints and questions relative to the creditable services or periods of
contributions as well as computation of benefits shall be brought before the System concerned
and shall be resolved in accordance with the policies and procedures adopted by the said
System.

RULE VII : APPLICABILITY

Section 1. The benefits herein provided shall apply to active or inactive members of either
System as of date of effectivity of the Act which is May 20, 1994.

EFFECTIVITY

Section 1. These implementing rules and regulations shall take effect immediately.

The School Year 2017-2018 shall formally open on MondayJune 5, 2017 and shall end on FridayApril 6, 2018.  It shall consist of 204 school days inclusive of the five-day In-Service Training and the four days for the Parent-Teacher Conferences (PTC) conducted every quarter.

DBM issues today the guidelines on the grant of the Mid-Year Bonus of government employees for FY 2017 mandated under Executive Order 201.

Budget Circular 2017-2 provides the rules and regulations on the grant of said bonus to all civilian positions whether regular, casual, or contractual in nature, appointive or elective, full-time or part time, as well as Military and Uniformed Personnel. The bonus shall be given not earlier than May 15, 2017.

MEMBERS CAN WITHDRAW THEIR PAG-IBIG CONTRIBUTIONS


Pag-IBIG Fund guarantees the refund of member's total accumulated savings (TAV), which consists of the member's accumulated contributions, the employer counterpart contributions, if any, and the dividend earnings credited to the member's account upon occurrence of any of the following grounds for withdrawal:
1. Membership maturity. The member must have remitted at least 240 monthly membership contributions with the Fund. For Pag-IBIG Overseas Program (POP) members, membership with the Fund shall be at the end of five (5), ten (10), fifteen (15), or twenty (20) years depending on the option of the member upon membership registration.
2. Retirement. The member shall be compulsorily retired upon reaching age 65. He may however, opt to retire upon the occurrence of any of the following:
a) Actual retirement from the SSS, the GSIS or a separate employer provident/retirement plan, provided the member has at least reached age 45.
b) Upon reaching age 60.

3. Permanent and Total Disability or Insanity. The following disabilities shall be deemed total and permanent:
a) Temporary total disability lasting continuously for more than 120 days;
b) Complete loss of sight of both eyes;
c) Loss of two limbs at or over the ankle or wrist;
d) Permanent complete paralysis of two limbs;
e) Brain injury resulting in incurable imbecility or insanity; and
f) Such other cases which are adjudged to be total and permanent disability by a duly licensed physician and approved by the Board of Trustees.

6. Death. In case of death, the Fund benefits shall be divided among the member's legal heirs in accordance with the New Civil Code as amended by the New Family Code.

Please note that the dates for Eid’l Fitr and Eidul Adha are just estimates. Unfortunately, as they are based on the Islamic or lunar calendar, they can’t be confirmed this early. Complete Guide in Preparing a Daily Lesson Log (DLL)

K-12 Daily Lesson Log guidelines for daily lesson preparation was hereby issued by DepEd to institutionalize instructional planning as a critical part of the teaching and learning process in public schools. These guidelines are meant to support teachers in effectively organizing and managing K to 12 classrooms to be genuinely responsive to learners’ needs.

These guidelines in the preparation of K-12 Daily Lesson Log shall instill reflective practice among teachers by providing them opportunities to think about and reflect on their instructional practices. K-12 Daily Lesson Log preparation is part of the teacher’s core function as a facilitator of learning inside the classroom. Well-prepared and well-planned lessons are fundamental to ensuring the delivery of quality teaching and learning in schools.

Daily Lesson Log (DLL) is a template teachers use to log parts of their daily lesson. The Daily Lesson Log covers a day’s or a week’s worth of lessons.

Parts of a K-12 Daily Lesson Log (DLL) 

1. Objectives 
This part of the DLL includes objectives related to content knowledge and competencies. Lesson objectives describe the “kinds of content knowledge and processes teachers hope their students will learn from instruction. The lesson objectives describe the behavior or performance teachers want learners to exhibit in order to consider them competent. The objectives state what the teacher intends to teach and serve as a guide for instruction and assessment. The content standards refer to the learning area-based facts, concepts, and procedures that students need to learn, while the competencies pertain to the knowledge, skills, and attitudes that students need to demonstrate in a lesson. The competency codes are also logged in this part of the DLL.

2. Content 
The topic or subject matter pertains to the particular content that the lesson focuses on.
3. Learning Resources 
This part of the DLL asks teachers to log the references and other learning resources that the teacher will use for the lesson. The references include the particular pages of the TG, LM, textbook, and the additional materials from the LRMDS portal. The other learning resources refer to materials such as those that are teacher-made, authentic, and others not included in the references. This part of the DLL can also include the supplies, equipment, tools and other non-print materials needed for activities before, during, and after the lesson.

4. Procedures 
This part of the DLL contains ten (10) parts including: 
a) reviewing previous lesson/s or presenting the new lesson. 
b) establishing a purpose for the lesson will motivate the learner to learn the new lesson. 
c) presenting examples/instances of the new shows instances of the content and competencies. 
d) discussing new concepts leads to the first formative assessment. 
e) continuation of the discussion of new concepts leading to the second formative assessment that deepens the lesson and shows learners new ways of applying learning. 
f) developing mastery, which leads to the third formative assessment, can be done through more individual work activities such as writing, creative ways of representing learning, dramatizing, etc. 
g) finding practical applications of concepts and skills in daily living which can develop appreciation and valuing for students’ learning by bridging the lesson to daily living. 
h) making generalizations and abstractions about the lesson will conclude the lesson by asking learners good questions that will help them crystallize their learning so they can declare knowledge and demonstrate their skills; 
i) evaluating learning is a way of assessing the learners and whether the learning objectives have been met. 
j) additional activities for application or remediation will be based on the formative assessments and will provide children with enrichment or remedial activities.

Flexibility is allowed in the delivery of the DLL procedures. Teachers do not need to go through all ten (10) parts in every lesson. Teachers need to ensure that the procedures of the lesson lead to the achievement of the stated objectives. The formative assessment methods to be used by the teacher should determine if the objectives of the lesson are being met. These ten parts should be done across the week.

5. Remarks 
This is a part of the DLL in which teachers shall indicate special cases including but not limited to continuation of lesson plan to the following day in case of re-teaching or lack of time, transfer of lesson to the following day in cases of class suspension, etc.

6. Reflection. 
This part of the DLL requires teachers to reflect on and assess their effectiveness. In this part of the DLL, the teacher should make notes on the number of learners who earned 80% in the evaluation, the number of learners who require additional activities for remediation and those who continue to require remediation, the effectiveness of the remedial lesson, the teaching strategies or methods that worked well and why, and the difficulties teachers encountered that their principal or supervisor can help solve.

As a DepEd guideline, teachers with at least one (1) year of teaching experience, including teachers with private school and higher education institution (HEI) teaching experience, shall not be required to make a Detailed Lesson Plan (DLP). Teachers who have been in the service for at least one (1) year, handling learning areas with available LMs and TGs provided by the Department shall not be required to prepare a DLP . Instead, they shall be required to fill out a weekly K-12 Daily Lesson Log (DLL). Teachers are allowed to work together in preparing DLLs. Seasoned or veteran teachers shall also mentor new or novice teachers in the preparation of DLLs.

PHILHEALTH extends dialysis coverage to 90 days per year



The Philippine Health Insurance Corporation (PhilHealth) announced (READ ANNOUNCEMENT)  that coverage for hemodialysis is now expanded from 45 to 90 sessions per year in order to help lessen the financial burden of its members undergoing the said treatment.

The PhilHealth Board of Directors approved the expansion due to the growing incidence of kidney diseases in the country and to respond to the increasing clamor from different stakeholders to increase PhilHealth coverage for hemodialysis.

“Based on a series of consultative meetings and dialogues with our stakeholders, our current coverage of P 4,000 for hemodialysis is more than enough to cover the treatment cost per session, thus, we are adjusting the case rate amount to P 2,500.00 per session but extending the number of sessions per year,” said PhilHealth President and CEO Alexander A. Padilla.

Padilla also explained that the reduction in the package amount will extend the members’ accessibility to the treatment of up to 90 sessions per year instead of the current maximum allowable sessions of 45 per year. “We want to assure our members that this adjustment will not in any way affect the quality of care being provided by our accredited facilities,” Padilla added.

With this new development, PhilHealth members including their qualified dependents undergoing dialysis treatment are ensured of longer sessions in a year thereby reducing     out-of-pocket expenses to achieve better health outcomes. The adjusted PhilHealth coverage of   P 2,500.00 per session includes payment for facilities and professional fees of attending physicians.

PhilHealth records show that in 2014, hemodialysis posted the most number of filed claims among procedures at 691,489, with total benefit payments amounting to P 4,666,806,642.
                                      
PhilHealth members can avail themselves of the benefit package at any of its accredited Free Standing Dialysis Centers and hospitals nationwide.
