Government workers to receive 14th-month pay starting mid-May

Starting the middle of May, government personnel will receive their midyear bonuses equivalent to one month basic salary, according to the Department of Budget and Management (DBM).

Budget Circular 2016-3, which provides the rules and regulations on the grant of said bonus states that the Mid-Year Bonus shall be given not earlier than May 15, 2017, in accordance with EO 201.

To be entitled, an employee must have rendered at least a total or an aggregate of 4 months of service from July 1, 2016 to May 15, 2017, obtained at least a satisfactory performance rating in the immediately preceding period, and should still be in the service as of May 15. Those with less than four months of service, or those that are no longer in the service as of May 15, shall not be entitled to the bonus.

For government employees who have rendered at least a total or an aggregate of four months of service, but have not yet received a performance rating by their respective agencies, the DBM urged agencies to conduct a performance evaluation of these personnel for the grant of mid-year bonus.

“According to Memorandum Circular No. 6, s. 2012, a performance evaluation shall be regularly conducted by all agencies twice a year or once every semester following the guidelines prescribed by the Civil Service Commission. However, if the organizational needs of the agency concerned require a shorter or longer period, the minimum evaluation period shall be at least 90 days or three months,” the DBM said in a statement.

Eight in every 10 civilian personnel will receive their mid-year bonus in full, or tax-free under Republic Act 10653, which provides that gross benefits such as the 13th month pay and other benefits not exceeding P82,000 shall be tax exempt.

These means the majority of civilian personnel will take home their mid-year bonus in full. They are the 970,943 civilian employees belonging to Salary Grades 1 to 16.

For GOCCs, the governing board shall determine the grant of the bonus charged against approved corporate operating budgets. If funds are insufficient, they may grant at lower rates but at uniform percentage of the basic monthly salary as of May 15.

For LGUs, the Sanggunian shall determine the grant of the bonus charged against, and subject to the Personnel Services limitation in, LGU budgets. They may also grant at lower rates but at uniform percentage of the basic monthly salary as of May 15, if funds are insufficient.

Requirements

Please take note also of Item No. 5.0 Guidelines on the Grant of the Mid-Year Bonus of DBM Budget Circular No. 2016-3, to wit;

5.1 The Mid-Year Bonus equivalent to one (1) month basic pay as of May 15 shall be given to entitled personnel not earlier than May 15 of the current year, subject to the following conditions:

5.1.1 Personnel has rendered at least a total or aggregate of four (4) months of service from July 1 of the immediately preceding year to May 15 of the current year; (meaning total or aggregate of four (4) months of service from July 1, 2016 to May 15, 2017)

5.1.2 Personnel remains to be in the government service as of May 15 of the current year; (meaning, if they are not in the service as of May 15, 2017 due to retirement, resignation, or if the employee is deceased earlier than May 15, 2017, they are not entitled to Mid-Year Bonus) and

5.1.3 Personnel has received at least a satisfactory performance rating in the immediately preceding rating period.An employee must accomplish the following requirements to avail of the mid-year bonus:
  • Rendered at least a total or an aggregate of 4 months of service from July 1, 2015 to May 15, 2016
  • Obtained at least a satisfactory performance rating in the immediately preceding period
  • Should still be in the service as of May 15
  • Those with less than 4 months of service, or those that are no longer in the service as of May 15, shall not be entitled to the bonus, DBM said.

The budget department also urged agencies to conduct performance evaluation for government employees who have rendered at least 4 months of service but have yet to receive performance rating, so they can be granted the mid-year bonus.

PRC approves INSET or Semestral Break Training for Teachers to fulfill CPD Requirements


Because of the efforts of the Alliance of Concerned Teachers, the Professional Regulatory Commission has agreed to the proposal that the annual In-Service Training (INSET) or Semestral Break Training for Teachers and School Heads should be enough to fulfill the Continuing Professional Development (CPD) requirement for the renewal of their PRC License.
In a letter addressed to Mr. Raymond Basilio, Secretary- General of Alliance of Concerned Teachers last March 31, 2017, PRC Commissioner Yolanda Reyes listed the agreements that were discussed during their dialogue. One is the automatic accreditation of government agencies as CPD providers.
Likewise, the compliance of CPD requirement for teachers will be moved from June 30, 2017 to December 31, 2017 if DepEd would be unable to offer and/or accredit their programs with PRC this May. Also, the CPD Credit unit limit to the Self-Directed Learning Track shall be given.
The request from ACT was made due to some private business agencies issuing deceiving public information to mislead some teachers to spend a lot of money for their CPD requirement. Thus, the commission also assigned ACT to monitor and report such occurrences.


The CPD has been a mandatory requirement approved last July 2016, also known as the CPD Law of 2016. Under the said law, professionals need to earn CPD units to be able to renew their licenses. After the initial release of the Implementing Rules and Guidelines, the effectiveness of the law shall be on March 2017.

Malacanang said October 31 was declared an additional special non-working holiday to allow Filipinos longer time with their families, as well as promote tourism.
"October 31, as an additional special non-working day "will strengthen family ties by providing more time for the traditional All Saints' Day commemorative activities, and will promote domestic tourism as well," Palace said in the proclamation. 
It also justified the declaration of other holidays, such as the Chinese New Year and the EDSA People Power Revolution Anniversary. 
"Chinese New Year, which is one of the most revered and festive events celebrated not only in China but also in the Philippines, and such date may be declared as a special non-working day without detriment to public interest," the memorandum read. 
"Whereas on 25 February 2017, the country will commemorate the 31st anniversary of the EDSA People Power Revolution, which restored and ushered political, social and economic reforms in the country," it added. 
The Department of Labor and Employment mandates that the following holiday pay rules be implemented:
A. If the day is the employee's regular workday:
If worked, [the employee] is entitled to 200% of his [or her] basic wage for the first eight (8) hours and, for work in excess of the 8 hours, an additional 30% of his or her hourly rate on the said day;
If unworked, the employee is entitled to 100% of his daily rate, provided he or she was present or was on leave with pay on the workday immediately preceding the holiday.
B. If the day is the employee's rest day:
If worked, the employee is entitled, for the first 8 hours, to 200% of his or her daily rate plus 30% and, for work in excess of 8 hours, plus 30% of his or her hourly rate on the said day;
If unworked, the employee is entitled to 100% of his or her daily rate, provided he or she was present or was on leave with pay on the workday immediately preceding the holiday.
C. Where the day immediately preceding the holiday is a non-work day in the establishment or the scheduled rest day of the employee, he or she shall not be deemed on leave of absence on that day, in which case he or she shall be entitled to the holiday pay.

House committee approves Duterte tax reform package

The House ways and means committee approved the first batch of tax reforms proposed by the Department of Finance (DOF) on Wednesday, May 3.

With a vote of 17-4-3, lawmakers gave their approval to the comprehensive tax reform program, which includes the lowering of personal income tax rates and the reduction of value-added tax (VAT) exemptions to counter revenue loss.

With the committee's approval, the tax reform package will now be up for 2nd reading at the House plenary.

Under the measure, the maximum rate of personal income tax will be reduced over time from the current 32% to 25%, except for high income earners.

Those earning P250,000 or below annually will be exempted from paying income taxes. The mandated 13th month pay up to P82,000 as well as other bonuses will still be tax-free.

Those with income of between P250,000 and P400,000 would pay a tax of 25 percent of the amount in excess of P250,000.

Those with income of more than P400,000 up to P800,000 would have a tax of P30,000, plus 25 percent of the excess over P400,000. Those earning from P800,000 to P2 million would pay P130,000 plus 30 percent of the excess over P800,000, while those with income of P2 million to P5 million would pay P490,000 plus 32 percent of the excess over P2 million.

Those earning over P5 million would pay P1.450 million plus 35 percent of the excess over P5 million.

Under the present law, those earning over P500,000 after maximum deductions of P200,000 for a working couple pay an income tax of P125,000 plus 32 percent, which is the maximum rate, of the excess over P500,000.

The tax on cars, including sport utility vehicles, worth up to P1.1 million would go up by 100 percent.

Those worth between P1.1 million and P2.1 million would be assessed a tax of P224,000 plus 100 percent of the excess over P1.1 million, while those valued at more than P2.1 million would be levied P1.224 million plus 200 percent of the excess over P2.1 million.

Under the DOF proposal, the tax reform package would be imposed starting July 1 this year.

However, it is unlikely the proposed tax reform law would be enacted by that time.

Guidelines on grant of free tuition in SUCs released

The Commission on Higher Education (CHED) and the Department of Budget and Management (DBM) have released the guidelines on the grant of free tuition to students in state universities and colleges (SUCs).

The joint memorandum, dated April 20 and published in newspapers on Friday, provided the implementing rules on the disbursement of the P8 billion that was included in the 2017 budget to remove tuition in government-funded schools.

It also showed the breakdown of the budget allocation for the 114 SUCs operating in the country.

The budget ceiling for each higher institution is based on their estimated tuition income as stated in the budget expenditure and source of financing submitted to the DBM.

Based on the breakdown of allocation, the Cebu Technological University will have the highest budget ceiling at P379.192 million followed by the University of the Philippines System with P367.872 million.

Other universities that will have more than P200 million budget ceiling include Bukidnon State University (P285 million), Mindanao University of Science and Technology (P261 million), Cavite State University (P238 million), Batangas State University (P236 million) and Polytechnic University of the Philippines (P204 million).

A total of P7.789 billion was allocated to the SUCs, with the remaining reserved for the conduct of supplemental activities such as technical assistance, monitoring and evaluation.

The budget ceiling will cover the academic year 2017 to 2018.

Given the budget limitation and President Duterte’s previous statement to give priority to financially disadvantaged students, the DBM and CHED came up with a system prioritizing certain students in SUCs.

The joint memorandum said student beneficiaries of existing nationally funded student financial assistance program (StuFAP) will be first to be enrolled in SUCs.

The tuition of those receiving more than P15,000 in benefits will still be charged to the relevant allocation of StuFAP, while the tuition of those receiving below P15,000 will be charged from the free tuition allocation to the university or college.

After the enrollment of those receiving benefits from StuFAP, the remaining students will be prioritized as follows: graduating students, non-graduating students who belong to the government’s conditional cash transfer program, students belonging to the Listahan 2.0 program of the Department of Social Welfare and Development, and non-graduating students based on their household per capita income.

If funds are still available, tuition of new enrollees or returning students will also be covered.

The DBM and CHED said all SUCs should assess the eligibility of students as early as four weeks before enrollment.

All state universities and colleges (SUCs) in the country will no longer collect tuition fees in 2017 after funding for tuition fees was included in the 2017 national budget, Chair of the Senate Committee on Finance Senator Loren Legarda confirmed Friday.


One of the long-standing concerns of poor families is bringing their children to college because after finishing high school in public schools, most of them have no means to pay for tuition fee in SUCs. The 2017 national budget addresses this concern,” she said.

Senator Legarda clarified that the budget will only cover tuition fess. However indigent students may still avail of grants and aid for miscellaneous fees under various programs. Like for example, students belonging to family-beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) are covered by the Expanded Students’ Grants in Aid Program for Poverty Alleviation (ESGP-PA).
While students who are not part of the 4Ps can avail of financial assistance for educational purposes under the Student Financial Assistance Programs (StuFAPs) both under CHED and SUCs with P5.753 billion funding for StuFAP in 2017 national budget.

6 Tips to Disciple a Student’s Heart and Create Your Dream Classroom


Sometimes classroom discipline deals with the little things – talking in class, being tardy, or not having the right supplies. Other times, however, the stakes are much higher as we deal with issues of character and integrity.

In these cases, we must go beyond simply handing out punishments and speak to the heart. Teachers must engage the students on a spiritual level and speak God’s truth to them in order to make it a dream classroom.

Moving Beyond “Stop Doing That!”

When I first started teaching, I was completely lost in this area and had no idea what to say to a student in need of discipline. I knew I needed to deal with situations but didn’t know how to go beyond a standard “you shouldn’t do that.”
The thought of having a meaningful one-on-one conversation with a student frightened me to death, so I avoided it as long as possible. Obviously this created a host of problems, and, unfortunately, I missed a lot of great opportunities to disciple students.
Thankfully I taught at a great school where genuine student discipleship was consistently practiced. By seeking advice from fellow teachers and observing my former principal Bill Blankschaen counsel and disciple students, I started to learn how to do it.

6 Tips to Disciple a Student’s Heart

Instead of just handing out discipline notices, I learned the following tips to get to the heart of the matter:
  1. Speak to the heart. If we don’t address the heart, we’re not really accomplishing anything of lasting value. We may be able to threaten or force students to obey our rules while they’re sitting in our classroom, but, if that’s all we do, we’re missing the big picture. Our goal is not just to educate students to get to the heart of the issue and speak God’s truth to their spirit.
  2. Use Scripture. God’s Word is alive and powerful and does not return void. Use His truth as you speak to your students. If you need to, prepare a list of Scriptures that address common discipline situations you may face. If you teach in a public school, you should still use Scripture; just rephrase it. Instead of saying “The Bible says, ‘Be kind one to another,’” say something such as, “We must be kind to one another, tenderhearted, and forgiving to each other.” God’s Word is still powerful, even if you can’t tell them it’s from the Bible.
  3. Ask questions. When we just talk and talk, the students refer to this as a lecture. Often the result is that they just tune us out until we’re done. If, however, you ask the student a question, it forces him to engage and take part in the conversation. You’ll also gain valuable feedback as to what she is thinking. Make sure you listen to the answers as they will help guide the direction of the conversation. Note: If he doesn’t answer immediately, don’t be afraid to just wait silently. 
  4. Be calm and kind. For the student’s heart to be changed, he needs to be focused on the truth being spoken and not distracted by a teacher’s demeaning attitude. Yelling at the student will likely cause him to disregard your message and generate a hilarious story for him to tell his friends. Instead, speak calmly and kindly so that the student must honestly evaluate his own actions and not yours.
  5. Pray for wisdom. James 1:5 says, “If any of you lacks wisdom, let him ask of God, who gives to all liberally [generously] and without reproach, and it will be given to him.” (NKJV) Pray daily for God’s wisdom, and, if possible, pray with your student as you start your conversation. Ask God to give you wisdom and to guide your words.
  6. Learn from others. Ask a mentor teacher or your principal if you would be able to sit in on some conversations they have with students. There is simply no substitute for seeing biblical discipleship modeled in front of you. I had the privilege to observe Bill speak with students a few times and earned much from these opportunities.

Many high school graduates have yet to decide what course to take in college that would land them a job.

Online job portal jobstreet.com has identifies several courses that would be in demand in the next five years.

According to the website, students should consider environmental factors, as well as the economic situation of the country.

Based on the government's economic plan, four industries will be given special attention in the next 5 to 6 years.

These are construction, manufacturing, tourism, and services.

Data from Philippine Statistics Authority indicate an 11 percent growth in the construction industry during the last quarter of 2016.

Projects both from the public and private sectors are already in the pipeline, and jobstreet.com projects a big demand for engineering, architecture, accountancy, and vocational course graduates.

Manufacturing is also performing well.

It is expected that the said industry will be needing industrial, mechanical, manufacturing and chemical engineers.

It will also need graduates of sciences, business management, applied math or statistics graduates.

Tourism is also booming, and the creation of a tourism infrastructure and economic zone authority is expected to boost it even further.

That's good news for those who plan to take hotel and restaurant management, business management, entrepreneurship, tourism, and liberal arts courses.

The services industry is also continuing to do well, which means, students should also consider taking education courses.

The projection for nursing graduates is not good though in terms of local employment.
