Reminders for School Heads in the Implementation of 2017 Brigada Eskwela

1. Teaching personnel are entitled to earn vacation service credits arising from their active involvement in the weeklong Brigada Eskwela activity. A complete six-day participation in the maintenance effort shall give teachers a three-day service credit entitlement.

For further details on granting service credits to teachers, kindly refer to DepEd Order No. 53 s. 2003 entitled Updated Guidelines on Grant of Vacation Service Credits to Teachers particularly item no.l.d subitem k.

2. Brigada Eskwela espouses the spirit of volunteerism. Taking part in the school repair and other maintenance work is not mandatory nor requisite for parents to enable their children to be accommodated in the school.

3. No Brigada Eskwela fee shall be solicited from volunteers.

4. While the Armed Forces of the Philippines (AFP) members are welcomed to participate in Brigada Eskwela, carrying guns and fire arms must be prohibited inside the school premises. Likewise, AFP members as volunteers shall be advised to wear civilian or work clothes, as against to wearing military uniform, during the school maintenance activity.

For further details on engagement of AFP members in school activities, please refer to DepEd Memorandum No. 221 s. 2013 entitled “On Guidelines on the Protection of Children During Armed Conflict.”

5. Since they will perform the key role in operationalizing this year’s Brigada Eskwela theme, principals or school heads are expected to revisit or restudy the following materials:

a) School Safety and Preparedness Guide (Annex A of Enclosure No.l)

6. Receiving assistance or support from companies and other players in the tobacco industry for Brigada Eskwela is not allowed, pursuant to DepEd Order No 6. S. 2012 entitled “Guidelines on the Adoption and Implementation of Public Health Policies on Tobacco Control and Protection Against Tobacco Industry Interference”.

    Nakasaad sa panukala na hindi mababawasan ang 40 oras kada linggong trabaho. Dadagdagan lang ang karaniwang walong oras na trabaho kada araw.

    New law bans small children from riding motorcycles starting May 19 


    Small children are banned from riding motorcycles along national roads and highways nationwide by virtue of the Children's Safety on Motorcycles Act or Republic Act 10666, which takes effect starting Friday, May 19.

    "Only children whose feet can reach the foot peg, could wrap their arms around the driver’s waist, and wears protective gear such as a helmet may be allowed to ride on a motorcycle with an adult," Transportation Assistant Secretary Richmund de Leon said in press conference in Mandaluyong City on Wednesday.

    Under the RA 10666, any person driving a two-wheeled motorcycle can no longer take a child for a ride along public roads where the volume of vehicle traffic is heavy, or where there is high-density of fast-moving vehicles, and where the speed limit is more than 60 kilometers per hour.

    Exemptions apply to cases such as transporting a child under emergency situations and in need of immediate medical attention.

    Violators will be fined P3,000 on their first offense, P5,000 on their second offense and P10,000 on their third offense and suspension of driver’s license for a month.

    "Violation beyond the third time shall result in automatic revocation of the offender's driver's license," according to RA 10666.

    The Land Transportation Office is the lead implementing agency and may deputize traffic officers of the Philippine National Police, Metropolitan Manila Development Authority and local government units to enforce the law.

    RA 10666 was signed on July 21, 2015 but will only be implemented this year.

    "'Yung pag draft ng implementing rules and regulations involves public consultation with various stakeholders. Medyo natagalan ang pag-implement kasi nagkaroon ng gap dahil sa transition into the new administration," De Leon noted.

    The Transportation official emphasized the importance of the new law, citing the World Health Organization's 2015 Global Status Report on Road Safety. The report noted 53 percent of road fatalities on record in the Philippines involved motorcycle riders. — VDS, GMA News

    The Duterte administration's Comprehensive Tax Reform Package is expected to be approved by the House of Representatives before Congress adjourns its first regular session at the end of May, House leaders said on Wednesday.

    “We are confident, in the leadership of our Speaker and Majority Leader spearheading the supermajority, almost 100 percent na maipapasa,” Quirino Rep. Dakila Carlo Cua, chair of the committee of ways and means, said Wednesday.

    Majority Leader Rodolfo Fariñas said the bill would be sponsored in the plenary on Monday next week, with a vote on second reading expected on Wednesday.

    They expect approval on third and final reading the following week.

    “The Speaker wants it bago kami mag-adjourn ng May 31, para by the second regular session, it will be in the hands of the Senate. Kami budget deliberations na,” Fariñas said.

    The leadership called for an all-party caucus on Wednesday afternoon to discuss the measure, which seeks to lower personal income tax rates, while increasing excise tax rates on petroleum products and expanding the value-added tax base as compensating measures.

    The substitute bill that the Ways and Means committee approved last May 3 also includes an excise tax on sugar sweetened beverages.

    Executive Secretary Salvador Medialdea and Budget Sec. Benjamin Diokno were present during the meeting, along with Finance Assistant Secretary Paola Alvarez, the agency’s spokesperson and daughter of the Speaker.

    “The objective was to thresh out the issues para pagdating sa plenary maging smooth-sailing na,” Cua said. “Naging maganda ‘yung usapan; maraming na-enlighten sa issue ng Tax Reform Package.”

    Fariñas said lawmakers were given until Monday noon to submit their proposed amendments to the measure.

    “If there will be few, then we can introduce it in the plenary. If there are a lot, then we will have a substitute bill,” he said.

    Cua noted that the “most contentious” issues during the caucus included excise tax on fuel, as well as VAT exemptions, notably those on cooperatives.

    Resources for Marungko Approach, a Strategy in Reading 

    The Marungko Approach is designed to equip Grade one pupils the necessary materials to improve their achievement in reading. Likewise, it seeks to develop a training model to enhance teachers’ competence in the teaching of reading in the primary grades most especially in Grade one.

    The goal of this strategy in reading is to enable grade one pupils to instill in their minds to appreciate the songs and poems created for Filipino children and eventually to communicate in written and oral forms through effective reading instruction.

    The Marungko approach provides materials to the success in teaching reading. Hand signs of different letters in the alphabet are being taught in this technique.

    Letters and sound of the letters are introduced in songs and poems .Hence, the pupils would have fun singing and reciting the poems and at the same time they would be able to recognize or read the
    words easily. 

    With this technique, it helped us a lot in achieving a Zero Non-Reader in our class.

    Expect results to be released between May 10 and 24 (30-40 working days or in 7-9 weeks).-PRC

    For those who took the March 2017 Licensure Exams for Teachers, or those who have friends or family members who did so, the results are expected to be released within 30-40 working days after the examination which would be within May 10-24.

    The 'March 2017 LET results' or the Licensure Exam for Teachers Elementary and Secondary levels list of passers, top 10 examinees, top performing schools and related announcements will be available at this website soon as PRC officially released the results online few weeks after the last day of board examination.

    List will be updated once released by PRC. (Bookmark this post for checking)

    The BPT who gave the board exam is composed of Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members.

    The exam covered two parts for Elementary Education – General Education (40%) and Professional Education (60%), while Secondary Education covered three parts – General Education (20%), Professional Education (40%) and Specialization (40%)

    To pass the March 2017 LET, an examinee must obtain an average rating of not less than 75% and must have no rating lower than 50% in any of the tests, PRC said.

    Passing the LET and obtaining a PRC license are necessary before the practice of teaching profession in the Philippines.
