LIVE List: Class suspensions for February 27 due to transport strike

MANILA, Philippines — Several academic institutions and the Office of the Executive Secretary on Sunday announced the cancellation of classes for February 27 due to transport strike slated Monday.
Colleges, universities and a few local government units said they are calling off classes since the ongoing transport strike is affecting their commuter student, faculty members and staff.
Palace announced cancellation of classes in elementary and high school levels in National Capital Region. It added that suspension of classes in the tertiary level may be announced by 11 a.m.
Jeepney operators led by  Piston are set to stage its second  transport strike on Monday to protest the government’s plan to phase out jeepneys aged 15 years and older. The Transportation department said this is to modernize the transport vehicles and make them environmental-friendly to passengers.

DepEd urges: Teachers’ local allowance be sourced from legal fund

DEPED PRESS RELEASE
PASIG CITY, February 27, 2017 – Education Secretary Leonor Magtolis Briones maintained that the sources of teachers allowance should be legitimate.

Acknowledging the role of Local Government Units (LGUs) as allies of DepEd in special programs and projects, Briones said that she is not against LGUs giving additional compensation to public school teachers because it is their prerogative.

“But these additional financial compensation should be from legitimate sources such as the General Fund,” Briones said.

“Kung magbigay sila from the SEF because siguro walang allocation sa kanila na General Fund,naubusan sila ng pera or whatever. Ang medyo masaklap yung nang dodoble,kumukuha pa sa General Fund kumukuha pa sa SEF, this is in Metro Manila,” the Education chief added.

As a practice, most LGUs source teachers’ allowance from the Special Education Fund (SEF).
“The law is very clear as to what it should be spent for, such as school improvements, textbooks, educational programs and the like,” Briones said.

Section 4 of the revised Joint Circular enumerates the expenditure items that are chargeable against the SEF, such as payment of allowances of locally-hired teachers in public schools identified by DepEd to have teacher shortages.

Although payment of allowances of nationally-hired teachers is not included, LGUs are not prohibited from granting such. These additional allowances may be sourced from the LGUs’ regular budget or General Fund, su bject to existing budgeting rules and regulations.

The DepEd, the Department of Budget and Management (DBM), and the Department of Interior and Local Government (DILG) recently issued Joint Circular (JC) No. 1, series of 2017, on the Revised Guidelines on the Use of the Special Education Fund (SEF). This is to update the guidelines and policies on the use and purpose of the SEF as provided under Republic Act No. 7160, otherwise known as the Local Government Code (LGC) of 1991. 

Briones said that as of today, public school teachers are well-compensated which is far from the old notion that teachers are underpaid.

Teacher 1 receives a monthly compensation of up to P24,000, including benefits.

DepEd issues revised guidelines on selection of honor students


The Department of Education has issued revised Policy Guidelines on Awards and Recognition for the K to 12 Basic Education Curriculum or guidelines on the selection of honor students in public schools in view of the new grading system they have implemented under their K (Kindergarten) to 12 Basic Education Curriculum (BEC) reform program.

The revised guidelines now disregard the consideration of the involvement of an outstanding honor student’s in co-curricular activities.

Asking Questions Can Improve a Teacher Evaluation


The teacher evaluation process is a significant part of a school administrator's duties. This is an important part of teacher development as an evaluation should be the guiding instrument for improvement. It is essential that school leaders conduct thorough and accurate evaluations full of valuable information that can help a teacher grow and improve. Having a firm understanding of how to conduct an evaluation effectively is essential.

Many teachers feel like there is often a disconnect in the process because they are not involved enough. A first step in actively involving teachers in the process is to have them answer questions about the teacher evaluation. Doing so before and after the evaluation gets them thinking about the process that naturally makes them more involved. This process also gives both sides some critical talking points when they meet face-to-face as some evaluation systems require the teacher and evaluator to meet before the evaluation takes place and after the completion of the evaluation.

Administrators can utilize a short questionnaire designed to get the teacher thinking about their evaluation. The questionnaire can be completed in two parts. The first part gives the evaluator some prior knowledge before they conduct the evaluation and helps the teacher in the planning process. The second part is reflective in nature for both the administrator and teacher. It serves as a catalyst for growth, improvement, and future planning. 
The following is an example of some questions you can ask to improve the teacher evaluation process.
Pre-Evaluation Questions
  1. What steps did you take to prepare for this lesson?
  2. Briefly describe the students in this class, including those with special needs.
  3. What are your goals for the lesson? What do you want the student to learn?
  4. How do you plan to engage students in the content? What will you do? What will the students do?
  5. What instructional materials or other resources, if any, will you use?
  6. How do you plan to assess student achievement of the goals?
  7. How will you close or wrap up the lesson?
  8. How do you communicate with the families of your students? How often do you do this? What types of things do you discuss with them?
  9. Discuss your plan for handling student behavior issues should they arise during the lesson.
  10. Are there any areas you would like for me to look for (i.e. calling on boys vs. girls) during the evaluation?
  11. Explain two areas that you believe are strengths going into this evaluation.
  12. Explain two areas that you believe are weaknesses going into this evaluation.
Post-Evaluation Questions
  1. Did everything go according to plan during the lesson? If so, why do you think it went so smooth. If not, how did you adapt your lesson to handle the surprises?
  2. Did you get the learning outcomes you expected from the lesson? Explain.
  3. If you could change anything, what would you have done differently?
  4. Could you have done anything differently to boost student engagement throughout the lesson?
  5. Give me three key takeaways from conducting this lesson. Do these takeaways impact your approach moving forward?
  6. What opportunities did you give your students to extend their learning beyond the classroom with this particular lesson?
  7. Based on your daily interactions with your students, how do you think they perceive you?
  8. How did you assess student learning as you went through the lesson? What did this tell you? Is there anything that you need to spend some additional time on based on the feedback received from these assessments?
  9. What goals are you working towards for yourself and your students as you progress throughout the school year?
  10. How will you utilize what you taught today to make connections with previously taught content as well as future content?

Requirements, Schedule and Guide to Examinees

The Department of Education (DepEd) announced that the nationwide National Career Assessment Examination (NCAE) will be on its new schedule on March 1 and 2, 2017.

The DepEd estimates that around 1.8 million Grade 9 students will take the annual career assessment test nationwide.

“The NCAE basically aims to determine the learner’s aptitude and occupational interest on any of the Senior High School (SHS) tracks. Occupational interest is the learner’s preference in specific vocations and career categories. The two-day exam also aims to guide the conduct of career guidance at the school level and to ensure the development of skills and competencies required for the world of work and career choices,” said DepEd.

“This is also to provide the basis for profiling learner’s aptitude in the four SHS tracks such as Academic, Technical-Vocational-Livelihood, Sports, and Arts and Design. Under the Academic track are the following strands: Accountancy, Business, and Management (ABM); Science, Technology, Engineering and Mathematics (STEM), and Humanities and Social Sciences (HUMSS),” DepEd added.

The career assessment covers three domains such as General Scholastic Aptitude (GSA), Occupational Interest Inventory (OII), and Aptitude for SHS tracks.

The GSA refers to the student’s scientific ability, reading comprehension, verbal ability, mathematical ability and logical reasoning ability.

The OII pertains to the checklist of occupational interests which provides an assessment of preferences for comprehensive career guidance.

The Aptitude test measures the innate ability of the student to succeed in the SHS tracks.

This year’s career assessment is pursuant to DepEd Memorandum No. 16 s. 2017. 

Reminder and Guide to Students

The NCAE examinees should remember the following:
  1. Two Test Booklets (TB): Examinees will answer two test booklets – TB1 with red cover for the NCAE Core areas and TB2 with blue cover for the NCAE Tracks and Technical – Vocational Aptitude. Half of the class will answer TB1 first and the other half, TB2.
  2. Examinees are not allowed to leave the room once the test has started. 
  3. Wait for the room examiner’s instructions.  Do not open your Test Booklets until you are told to do so. 
  4. Raise your hands if you have any problem such as missing pages or words that are not printed clearly so the examiner can approach you. 
  5. Questions on the directions or on any test item will not be entertained after the test has started. 
  6. 6. Do not write anything on the Test Booklet. Each will be provided with two double-sided (back-to-back) answer sheets having similar Examinee Number. When answering the Mathematical Ability test, you may use a clean sheet of paper for your computation but this should be submitted to the examiner after the test. 
  7. Use lead pencil in answering the test. 
  8. Select your answer from the given choices and blacken the circle that corresponds to your Answer in the appropriate item number on your Answer Sheet. 
  9. Remember to keep your Answer Sheets clean and free from unnecessary marks. DO NOT fold, crumple, or crease any portion of it, otherwise it may be rejected by the scanning machine. 
  10. You may change your answer by erasing it neatly. Liquid and tape erasers are NOT allowed. 
  11. Work quietly and mind only your own work. Do not use books, dictionaries, rulers, calculators, cell phones, and other electronic devices inside the testing room. 
  12. Refrain from cheating. If you are caught cheating and have been warned twice, but persist on cheating, you will not be allowed to take the test any further. 
  13. You may choose any subtest that you prefer to answer first. You don’t necessarily have to follow the sequence of subtest in the board work. However, you are expected to answer all items and follow the time allocation per subtest. 
  14. The total time for the test will be 7 hours and 30 mins. You will be given a 10-minute break in the morning, a 1-hour lunch break and a 10-minute break in the afternoon. 
  15. Work fast enough so you will finish the test within a given time. If you finish the test ahead of time, review your answers.
  16. The room examiner will announce when the given time to finish the test is up.  Put your pencils down when the examiner says STOP.

The National Career Assessment Examination (NCAE) for Grade 9 that was supposedly scheduled March 1-2, 2017 is postponed in selected areas due to  non-delivery of  testing materials.

We are currently compiling the list of schools affected by the postponement.

Please wait for further notice.

All other areas shall continue to hold the NCAE tomorrow as stated in DepEd Memorandum No. 16 s. 2017.

DM 29, s. 2017 - Postponement of the Administration of the National Career Assessment Examination for School Year 2016-2017

Due to logistical limitations, the conduct of School Year 2016-2017 National Career Assessment Examination (NCAE) on March 1-2, 2017 in the National Capital Region is postponed. The new schedule of the administration will be determined by the Regional Office and Schools Division Offices, in coordination with the Bureau of Education Assessment.

All other areas shall continue to hold the administration of the NCAE on March 1-2, 2017 as stated in DepEd Memorandum No. 16, s. 2017.

CPD for Professionals: Latest Update on PRC License Renewal

What is CPD and what is the CPD for Teachers? What’s in it for us Teachers? CPD (CPD for Teachers) is a mandatory requirement by PRC in the renewal of professional license under Section 10 of Republic Act No. 10912.
The Professional Regulation Commission (PRC) released the revised guidelines on the requirement for CPD for all registered and licensed professionals. This will be fully implemented in June 2017 after the effectivity of the Implementing Rules and Regulations (IRR) of R.A. 10912. READ LATEST PRC BULLETIN REGARDING CPD IMPLEMENTATION
R.A 10912, otherwise known as the CPD Law of 2016, is An Act Mandating and Strengthening the Continuing Professional Development (CPD) Program for all Regulated Profession (i.e. Professional Teachers), Creating the Continuing Professional Development Council, and Appropriating Funds and for Other Related Purposes.
The following are the key information that we (Teachers) need to know about CPD.

What is CPD (CPD for Teachers)?

Continuing Professional Development or CPD refers to the inculcation of advanced knowledge, skills and ethical values in a post-licensure specialization or in an inter- or multidisciplinary field of study, for assimilation into professional practice, self-directed research and/or lifelong learning.

Objectives of the CPD.

The overarching goals of the CPD shall be the promotion of the general welfare and interest of the public in the course of delivering professional services. Towards this end, CPD programs shall strive to:
  1. Continuously improve the quality of the country’s reservoir of registered professionals by updating them on the latest scientific / technological / ethical and other applicable trends in the local and global practice of the professions;
  2. Provide support to lifelong learning in the enhancement of competencies of Filipino professionals towards delivery of quality and ethical services both locally and globally; and
  3. Deliver quality continuing professional development (CPD) activities aligned with the Philippine Qualifications Framework (PQF) for national relevance and global comparability and competitiveness.

What is the required CPD Credit Units for Professional Teachers?

CPD Credit Unit refers to the value of an amount of learning that can be transferred to a qualification achieved from formal, informal or non-formal learning setting, wherein credits can be accumulated to predetermined levels for the award of a qualification.
Professional Teachers are required to complete 45 Credit Units for the renewal of PRC License. All registered and licensed professionals shall complete the required units every three (3) years as specified in Annex “A” (Credit Units Required per Profession) or as specified in their Professional Regulatory Law or as provided by the PRB and the Commission that may be issued. How do we earn CPD Credit Units? - READ MORE

Credit units may be earned by professionals who participate in CPD Programs that emanate from the PRB for the development of the profession.
Any excess credit units earned shall not be carried over to the next three-year period except credit units earned for doctorate and master’s degrees or specialty trainings which shall only be credited once during the compliance period.

What are the CPD Programs to earn CPD credit units??

CPD Program refers to a set of learning activities accredited by the CPD Council which equip the professionals with advanced knowledge, skills and values in specialized or in an inter- or multidisciplinary field of study, self-directed research and/or lifelong learning. Examples of CPD Programs include:
  • Seminars
  • Workshops
  • Technical lectures
  • Subject matter meetings
  • Non-degree training lectures and scientific meetings
  • Modules
  • Tours and visits,

What are the natures of CPD Programs.

The CPD Programs consist of activities that range from structured to non-structured activities, which have learning processes and outcomes. These include, but are not limited to, the following:
  • Formal learning – refers to educational arrangements such as curricular qualifications and teaching-learning requirements that take place in education and training institutions recognized by relevant national authorities, and which lead to diplomas and qualifications;
  • Nonformal learning – refers to learning that has been acquired in addition or alternatively to formal learning, which may be structured and made more flexible according to educational and training arrangements.
  • Informal learning – refers to learning that occurs in daily life assessed, through the recognition, validation and accreditation process and which can contribute to a qualification;
  • Self-directed learning – refers to learning activities such as online training, local / international seminars/non-degree courses, institution/company-sponsored training programs, and the like, which did not undergo CPD accreditation but may be applied for and awarded CPD units by the respective CPD Council
  • Online learning activities – refer to structured or unstructured learning initiatives, which make use of the internet and other web-based Information and Communications Technology solutions;
  • Professional work experience.

SC orders income tax refund for minimum wage earners

The Supreme Court declares the pro-rated income tax rate implemented by the Bureau of Internal Revenue in 2008 as erroneous. This report tells us, the high tribunal has ordered a refund for minimum wage earners.

The high tribunal last month voided a 2008 regulation by the Bureau of Internal Revenue that disqualified minimum wage earners from availing of tax exemptions.

For minimum wage earners with a daily rate of P382 in 2008, the refundable income tax of P3,100 should be given once the decision becomes final, according to a sample BIR computation.

For those wit a monthly wage of P20,000 and single, the refundable amount is P43,750, according to the BIR. Those with at least one but not more than four dependents will likely get a larger refund. -- report from Alvin Elchico, ABS-CBN News

SSS pensioners can withdraw additional P1K benefit on Friday

MANILA, Philippines — Social Security System (SSS) pensioners will be able to withdraw the additional P1,000 benefit starting Friday.

"Malugod naming ibinabalita sa aming mga pensyonado na ang karagdagang P1,000 benepisyo para sa buwan ng Enero 2017 ay maaari nang i-withdraw sa kanilang bank accounts," SSS President and Chief Executive Officer Emanuel Dooc said in a statement Thursday.

Dooc added that pensioners would also receive the additional benefit for the months of February and March on March 10 and 17, respectively.

President Rodrigo Duterte approved the proposed pension hike last January, and signed the order to implement it last February 22.

Dooc said more than 2.04 million retirees, survivors and permanently and partially disabled pensioners will receive the additional benefit. He added that new pensioners would also be able to receive the P1,000 on Friday.

At least P6.9 billion was allotted for the additional benefit for the first three years, he explained.

"Magpapatuloy ang SSS sa paghahanap at paggawa ng mga paraan upang mapahaba ang buhay ng pondo," Dooc said. — Kristian Javier
