Marikina teacher missing 6 days on end; family, friends clueless

The family and friends of Marikina teacher Paul Anthony Miranda Esguerra have remained clueless as to his whereabouts, six days after he went missing.

Esguerra's partner, Michelle Marie Mejia Mendoza, told GMA News that they have no idea where he is now, and expressed confidence that her partner did not commit suicide,  contrary to the "suicidal" messages Paul posted on his Facebook account before he disappeared. 

"Good luck looking for my corpse. I love you guys. Bye. Bye," Paul's February 5 FB post said.

"Deep waters. Manila Bay. Dead is the new sexy," his post added.

Meanwhile, Quezon City cops are now investigating Paul's disappearance, Michelle said. 
Paul, who is a teacher at the APEC Schools Marikina, was last seen on February 5.

"He told me that he will be going to a birthday party and have appointments with different persons/friends. He went home first in his family residence in Project 4, Quezon City. By 5pm, he left wearing a checkered polo, maong pants, and black leather shoes," Michelle said on her Facebook post last February 8.

"He was last seen in places sa Marikina ... Fairlane near Chinabank ...," she added, citing Paul's last Facebook post.

Lawmaker wants Feb. 14 to be declared as National Family Day in the Philippines

Cebu Rep. Rodrigo Abellanosa has re-filed his bill seeking to declare February 14 as the National Family Day to expand the definition of love from more than just romance into celebrating family love.


Under House Bill 4845, the Visayan lawmaker wants the government declare Feb. 14 of every year as a special working holiday to allow all Filipino families to celebrate and to get away with the traditional celebration of love during Valentine’s Day.
“In the nation’s current war against drugs, we see a staggering number of drug users and/or sellers coming out to seek help in resolving their drug dependence. Had they been given the opportunity in the past to be raised in a loving family that installs all the proper values in its children, they may have stood a huge chance against the drug menace,” Abellanosa said.
“There is no time more appropriate than now to begin curbing the problem not only by trimming the foliage but addressing it from the roots. The drug menace has long thrived because the family environment has festered with misplaced values that have cultivated errant behavior,” he said.
HB 4845 provides that Feb. 14 be declared as National Family Day to honor and to instill in our people the importance of nurturing the most basic unit of the community, the family.
Abellanosa said the family as the basic unit of society and nucleus of civilization should be strengthened so as to fortify the nation.
“The kinds of relationship fostered and the characteristics nurtured within a family are often reflected in larger societal units and this effect is correspondingly magnified up to the largest societal unit. To demonstrate a point, a community comprised of families that are economically stable, is also a community that is such. Hence, strengthening the family unit may well be the key to stronger nation,” he said.
Cebu Rep. Rodrigo Abellanosa-The National Family Day shall celebrate the family unit’s contributions to nation-building and shall aim to remind Filipinos of its rights, capabilities and responsibilities.
HB 4845 mandates all government offices, private entities and academic institutions to conduct programs and activities to pay tribute to the family as the building block of a nation.
It tasks the Department of Education (DepEd), Commission on Higher Education (CHED), Department of Interior and Local Government (DILG) and the local government units to prepare and adopt necessary policies for the observance of the National Family Day and to ensure the implementation of the proposed act.

1. For School Year (SY) 2016-2017, the Department of Education (DepEd) announces the conduct of the following End of School Year Rites:
2. The 2017 ceremonies shall focus on the theme Sabay-Sabay na Hakbang Tungo sa Maunlad na Kinabukasan. This theme highlights the importance of the concerted endeavor and collaborative efforts of the stakeholders and learners in achieving the shared vision of quality, accessible, relevant, and liberating basic education for all. It emphasizes the significance of unity in forging a better and progressive future for the Filipino youth.
3. The graduation rites should be scheduled on or before April 7, 2017. For schools divisions or regions with an extended school year, schools will have to be guided by their approved revised school calendar.
4. In line with the government’s austerity program, the Department of Education (DepEd) reiterates the following policies:
a. Graduation rites should be simple but meaningful which encourage civil rights, a sense of community, and personal responsibility. While these rites mark a milestone in the life of the learners, these should be conducted without excessive spending, extravagant attire, or extraordinary venue;
b. Moving Up or Closing Ceremonies should be simple involving only the learners, their parents and the school;
c. Non-academic projects such as attendance to field trips, film showing, junior-senior promenade and other school events should not be imposed as requirements for graduation or completion; Public Schools only
d. Expenses relative to the activity should be charged to the school Maintenance and Other Operating Expenses under the 2017 Budget;
e. Any DepEd personnel should not be allowed to collect any graduation/moving up/closing ceremony fees or any kind of contribution;
f. Parent-Teachers Association (PTA) may give donations in cash or in kind; and
g. Contribution for the annual yearbook, if any, should be on a voluntary basis.
5. Further, the end of school year rites and moving up or closing ceremony should be conducted in an appropriate solemn ceremony befitting the learners and their parents and shall not be used as a political forum.
6. Immediate dissemination of and strict compliance with this Order is directed.

    2. However, due to administrative and logistical limitations, test administration shall be postponed indefinitely. A similar Memorandum will be issued specifying the new dates of the test administration.

    CHED Scholarship for Masteral and Doctoral: How to Apply and What are the Requirements?

    MANILA, Philippines - The Commission on Higher Education (CHED) opened its doors to expanding opportunities to faculty members and HEI's non-teaching staff  in finishing their higher education degrees through the "Scholarships for Graduate Studies" program.

    As quoted from Chairperson, Patricia B. Licuanan,
    While we continue to make significant progress in providing wider access to higher education, we are also making unprecedented investments in our faculty and academic institutions. CHED is equally committed to ensuring that this is access to quality education.
    How to apply? What are the requirements for application in CHED scholarship program for Master's and Doctorate degree programs? Am I eligible? These are just three of the many questions being asked by all interested applicants.

    As per CHED Memorandum Order No. 3, series of 2016, all Philippine Higher Education Institutions (HEIs) are invited to submit nominations of eligible faculty and non-teaching staff for the 'K to 12 Transition Graduate Education full time scholarship for Master's, Doctorate and Thesis/Dissertation grants for AY 2017-2018.

    UPDATE: Online nominations for SHEIs and nominees for first term Academic Year (A.Y.) 2017-2018 are now open. The deadline of application is on March 31, 2017 (Friday).

    CHED has updated the process of nominations for Graduate Education Scholarships (local) in the K-12 Transition Period as per CHED Memo Order No. 4, s. 2017 and CMO No. 3 and 36 series of 2016.

    An online nomination site is being used in aim to increase the accessibility and efficiency of SHEIs to nominate and provide nominees easy venue for submitting necessary documentary requirements.

    The online nomination website can be accessed at online.chedk12.com.

    ELIGIBILITY REQUIREMENTS
    HEIs may nominate faculty member or non-teaching staff provided he/she meets the following eligibility criteria, courtesy of CHED.
    Must be a Filipino citizen and not more than 52 years of age for Master's and 50 years old for Doctorate
    Must be fully or partially deloaded at the time of the scholarship, with a maximum teaching load of six (6) units for teaching personnel, or an equivalent of ten (10) hours of workload per week for non-teaching personnel.
    Has graduated and possesses a degree relevant to his/her nomination, from a CHED-recognized program from a recognized institution.
    For personnel applying for full scholarship, whether new or ongoing, shall pursue graduate studies in a CHED-approved program and Delivering HEI.
    Shall pursue a course that is aligned with his/her teaching specialization, or justified in terms of alignment to the SHEI’s strategic direction/goals, contribution to the discipline, or contribution to regional and national goals.
    Must be of good health and good moral character
    With strong academic record
    Has no pending criminal offense(s)
    Will pursue the degree as aligned with his/her specialization
    Will fulfill the TOS set forth at CMO No. 3 series of 2016

    MANILA, Philippines - The Professional Regulation Commission (PRC) Board of Professional Teachers released the March 2017 LET board exam room assignments few weeks before the Licensure Examination for Teachers.

    The board exams for elementary and secondary levels are scheduled to take place on March 26, 2017 at PRC testing centers specifically in Manila, Antique, Baguio, Cagayan de Oro, Catarman, Cebu, Davao, General Santos, Iloilo, Laoag, Legazpi, Lucena, Marinduque, Masbate and all Regional Offices nationwide.

    As posted by PRC, examinees shall bring the following requirements on examination proper. The Notice of Admission (NOA), Official Receipt, Pencils No. 1 or 2/ Black ink ballpen, metered stamped mailing envelope, long brown and plastic/transparent envelopes.

    PRC reminds examinees to report before 6:30 in the morning on the said date because late comers will not be admitted, examination fees for late examinees will also be forfeited.

    Examinees are advised to verify their application number on the day of examination from room watchers/proctors assigned to the room.

    LET are among the programs with huge number of examinees being administered by PRC. During September 2016 LET, 23,378 elementary teachers out of 77,466 examinees (30.18%) and 31,334 secondary teachers out of 92,754 (33.78%) examinees passed.

    DRESS CODE

    Examinees shall adhere to the attire set by the Professional Regulation Commission.

    For male examinees, plain white polo shirt with collar without any seal, logo or marks partnered with decent pants or slacks. For female, plain white blouse or shirt with collar without any seal, logo or marks partnered with skirt or slacks.

      DepEd: New JC does not prohibit LGUs from providing teachers allowance

      Local government units (LGUs) are constant partners of the Department of Education (DepEd) in continuously improving the welfare of teachers and enabling them to cope with the demands of their profession. The LGUs’ support is invaluable in ensuring the effective and efficient delivery of quality basic education for all.

      The DepEd, the Department of Budget and Management (DBM), and the Department of Interior and Local Government (DILG) recently issued Joint Circular (JC) No. 1, series of 2017, on the Revised Guidelines on the Use of the Special Education Fund (SEF). This is to update the guidelines and policies on the use and purpose of the SEF as provided under Republic Act No. 7160, otherwise known as the Local Government Code (LGC) of 1991.

      Section 4 of the revised JC enumerates the expenditure items that are chargeable against the SEF. Included in the list is the payment of compensation/allowances of locally-hired teachers in elementary and secondary schools identified to have shortages per the teacher deployment analysis of DepEd. Although payment of allowances of nationally-hired teachers is not included, LGUs are not prohibited from granting such. These additional allowances may be sourced from the LGUs’ regular budget or General Fund, subject to existing budgeting rules and regulations.

      The revised JC aims to better support the supplementary budgetary needs of schools and learning centers, given the observed practices in the utilization of the SEF and the current developments in the implementation of the K to 12 and early childhood care and development (ECCD) programs. It also aims to ensure a more strategic and efficient utilization of resources for priority programs and projects that would complement and reinforce the budgeting priorities at different levels of decision-making.

      Don't blame teachers when it's parents who are failing

      Parents are the problem

      As a retired teacher, I am sick of people who know nothing about public schools or have not been in a classroom recently deciding how to fix our education system.
      The teachers are not the problem! Parents are the problem! They are not teaching their children manners, respect or even a general knowledge of how to get along with others. The children come to school in shoes that cost more than the teacher’s entire outfit, but have no pencil or paper. Who provides them? The teachers often provide them out of their own pockets.
      When you look at schools that are “failing,” look at the parents and students. Do parents come to parent nights? Do they talk with the teachers regularly? Do they make sure their children are prepared by having the necessary supplies? Do they make sure their children do their homework?
      Do they have working telephone numbers? Do the students take notes in class? Do they do their homework? Do the students listen in class, or are they the sources of class disruptions?
      When you look at these factors, you will see that it is not schools that are failing but the parents. Teachers cannot do their jobs and the parents’ job. Until parents step up and do their job, nothing is going to get better!

      The Department of Education (DepEd) has set out the guidelines for the end of school year rites both in public and private elementary and secondary schools nationwide with emphasis on simple and non-political graduation rites.


      Based on DepEd Order No. 8 series of 2017, the education agency stated that all graduation ceremonies should be scheduled on or before April 7, 2017 and that the rites should be simple, solemn and meaningful events.



      The 2017 ceremonies shall focus on the theme Sabay-Sabay na Hakbang Tungo sa Maunlad na Kinabukasan. This theme highlights the importance of the concerted endeavor and collaborative efforts of the stakeholders and learners in achieving the shared vision of quality, accessible, relevant, and liberating basic education for all. It emphasizes the significance of unity in forging a better and progressive future for the Filipino youth.

      In line with the government's austerity program, DepEd reiterates that graduation rites should  be conducted without excessive spending, extravagant attire, or extraordinary venue.

      “No DepEd personnel should be allowed to collect any graduation/moving up/closing ceremony fees or any kind of contribution,” Briones said.

      Moreover, Parent-Teachers Association may give donations in cash or in kind; and that contribution for the annual yearbook, if any, should be on a voluntary basis.

      To maintain the neutrality and non-partisanship of schools, the graduation ceremonies should not be made a venue for political activity or campaigning. “The end of school year 2015-2016 rites should be an   appropriate and solemn ceremony befitting the learners and their parents and shall not be used as a political forum,” Luistro added.

      Grade 6 learners who will complete elementary education will get their elementary certificate in a graduation ceremony. Grade 10 learners who will complete junior high school will go through a moving up or completion ceremony and get their junior high school certificate.

      Grade 12 learners from schools with DepEd-approved K to 12 transition plan; those who graduated from schools with a permit to operate Senior High School in school year 2014; and those who graduated in International Schools with K to 12 program will all get high school diploma in a graduation ceremony.

      The 2016 graduation ceremonies shall focus on the theme Kabataang Mula K to 12, Tagapagdala ng Kaunlaran sa Bansang Pilipinas. The theme highlights K to 12 Basic Education Program as a transformative vehicle for local and national development.
