Compliance with the Mandatory Use of the Philhealth Electronic Premium Remittance System and Related Matters

  1. In relation to the fulfillment of its mandate to establish an efficient premium collection mechanism and to maintain an updated membership and contribution database as stipulated in the National Health Insurance Act (Republic Act 7875), the Philippine Health Insurance Corporation (PhilHealth) is requiring the use or adoption of the Electronic Premium Remittance System (EPRS) as the mode of preparation and submission/transmission of the Employer Remittance Report (RF-1) through the issuance of PhilHealth Circular (PC) Nos. 25, s. 2012 and 004-2015.
  2. The EPRS is an online platform designed to eliminate the manual system of updating employee list, premium remittance, and reporting of employee contributions to PhilHealth. Its utilization will enable members to maximize the benefits from PhilHealth, which includes member access to his/her up-to-date remittance information, removing the need for manual issuance of a Certification of Remittance of the member as the need arises.
  3. PC No. 004-2015 specifically requires the implementation of the following, effective the applicable period of April 2015:
 “1. On payment of premium contributions, all employers in the government and private sectors are strongly encouraged to pay at PhilHealth’s accredited collecting agents (ACAs) or through e-Payment facilities. With the continuous endeavor to improve its business processes, the corporation ensures a more efficient posting of premium payments."

“2. On the reporting of premium payments, all employers in the Formal Economy shall adopt the EPRS as the mode of preparation and transmission of all remittance reports (RF-1). x x x”
  1.  Likewise, PhilHealth, through the issuance of PC No. 2016-0008, has instructed all ACAs to require employers to present their Statement of Premium Accounts (SPA) instead of  the PhilHealth Premium Payment Slip (PPPS) before accepting premium contribution payments. The SPA is generated by employers through their own accounts in the EPRS.
  2. In view of the foregoing, all Regional Chiefs, Administrative Division, and the Central Office Chief of Personnel Division, are directed to submit a consolidated report as of December 31, 2016 regarding the status of compliance to the aforementioned of their respective offices and implementing units (IUs).
  3. All concerned are also enjoined to identify all the issues that their offices have encountered in relation to the implementation of the EPRS of PhilHealth. Enclosed is a template of the report to be accomplished and submitted to the Office of the Undersecretary for Finance-Disbursements and Accounting through the Employee Account Management Division with email address: fs.eamd@deped.gov.ph on or before February 3, 2017 (see Annex “A”).
  4. All DepEd IUs needing assistance in order to comply with the aforementioned must coordinate with the nearest PhilHealth Office. Please note that delayed employer remittances have corresponding interest and/or surcharges, the computation of which is shown in PC No. 019-2015.
  5. Immediate dissemination of and strict compliance with this Order is directed.

DepED rejects distribution of condoms in schools

MANILA - The Department of Education on Monday thumbed down a proposal of Health officials to distribute condoms among senior high school students. 
Speaking to ABS-CBN News, Education Secretary Leonor Briones said she has informed Health Secretary Paulyn Jean Ubial that DepEd cannot support distribution of contraceptives that aim to curb the rising number of cases of human immunodeficiency virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) among the youth. 
Briones said DepEd reached the decision after their legal team analyzed the Supreme Court ruling on the RH Law, and President Duterte's executive order on RH programs. 
"We analyzed ano ang role namin sa program na ito... because these children are minors. Kailangan ng parental consent sa mga ganyang issue," she said. 
"They (parents) can relax... there will be no condom distribution in schools," she added
Briones made the same announcement at DepEd's 31st national seminar workshop on 2016 financial reports. 
"The DepEd will not be involved in the distribution of condom," she declared, eliciting applause and cheers from the crowd. 
BOOSTING SEX ED 
To meet the DOH's request of enhancing the sexuality education program to combat HIV-AIDS and early pregnancy, the DepEd will create its own curriculum following the UNESCO standard, Briones said. 
DepEd aims to complete the new curriculum ready in time for the next school year. 
In the meantime, Briones said she will consider adopting the sexuality education program of Singapore, where parents are first asked if they want their children to take such subject.
Those who are interested are asked to sign an agreement and those who oppose are not forced to join the program.

Workers’ ‘right to disconnect’: No work-related texts, calls, e-mails after office hours from heads

Have you ever gotten a text message or e-mail from your boss at 9 p.m. or, worse, during the weekend or your day off?
If House Bill No. 4721 ever becomes a law, you would have the right to ignore messages beyond your normal working hours.
The measure, authored by Quezon City Representative Winston Castelo, gives employees the “right to disconnect from work-related electronic communications after hours.”
A similar law was recently passed in France establishing workers’ “right to disconnect.” It requires companies with more than 50 employees to establish hours when staff should not send or answer emails to make sure employees are fairly paid for work and do not burn out by protecting their private time. 
Under Castelo’s bill, employees should be allowed to spend uninterrupted time after work hours to rest, recover from fatigue, or be with their families, he said.
While digital communications have paved the way for 24/7 connectivity and boosted businesses, Castelo noted “it has also created a problem of undeclared labor as employees are forced to work, although indirectly, beyond work hours responding to e-mails, text messages and calls on mobile phones.”
Responding to e-mails and text messages beyond office hours can add to stress and robs employees of the time they need to rest and attend to personal and family matters, he said.
"It can lead to burnout or the physical, psychological, and emotional distress caused by a total inability to rest and a diminished balance between work and family," he said, citing, studies in other countries.
"Because employees are expected to respond to emails and text messages after office hours, they are not able to separate themselves from work even when they are at home when they are supposed to be recovering,” he added.
The bill proposes amendments to the Labor Code by stating that employees may not be reprimanded, punished or subjected to disciplinary action should they disregard an electronic communication sent after work hours.
The bill also requires employers to establish, as part of their policies, the hours when employees are not supposed to send or answer work-related e-mails, text messages or mobile-phone calls. 
Some exemptions may be allowed subject to the rules and regulations the Department of Labor and Employment is tasked to promulgate.

Public school teachers inalisan ng allowance

Pinagbawalan na ng gobyerno ang mga lokal na pamahalaan na magbigay ng allowance sa mga public school teacher.

Kaya naman magsasagawa ng kilos protesta ang mga guro at militanteng grupo sa Pebrero 3 upang tutulan ang ginawang ito ng Department of Education, Department of Budget and Management at Department of Interior and Local Government.

Sinabi nina ACT Representatives Antonio Tinio at France Castro na hindi dapat alisin kundi dapat dagdagan ang allowance ng mga guro sa pampublikong paaralan.

“Nababahala ngayon ang kaguruan. Basically ay tatanggalin na ang allowance ng mga kaguruan natin mula sa LGUs,” ani Castro.
Inilabas ng tatlong ahensya ang Joint Circular no. 1 na nagbabawal sa mga LGU na magbigay ng allowance sa mga teacher.

Magkakaibang halaga ang ibinibigay ng mga LGU. Sa Quezon City ay P2,000 kada buwan ang natatanggap na allowance ng mga guro.
“Hindi na nga nadadagdagan ang kanilang suweldo, mayroon pang dagdag na buwis, ngayon magbabawas naman ang allowance,” ani Castro.

Sinabi ni Tinio na sasama sila sa rally na susugod sa Malacanang sa Biyernes.

“Sasamahan namin ang mga kaguruan sa kanilang protesta sa February 3 sa Malacanang at sa DBM,” dagdag ni Tinio.

DepEd: New JC does not prohibit LGUs from providing teachers allowance

Local government units (LGUs) are constant partners of the Department of Education (DepEd) in continuously improving the welfare of teachers and enabling them to cope with the demands of their profession. The LGUs’ support is invaluable in ensuring the effective and efficient delivery of quality basic education for all.

The DepEd, the Department of Budget and Management (DBM), and the Department of Interior and Local Government (DILG) recently issued Joint Circular (JC) No. 1, series of 2017, on the Revised Guidelines on the Use of the Special Education Fund (SEF). This is to update the guidelines and policies on the use and purpose of the SEF as provided under Republic Act No. 7160, otherwise known as the Local Government Code (LGC) of 1991.

Section 4 of the revised JC enumerates the expenditure items that are chargeable against the SEF. Included in the list is the payment of compensation/allowances of locally-hired teachers in elementary and secondary schools identified to have shortages per the teacher deployment analysis of DepEd. Although payment of allowances of nationally-hired teachers is not included, LGUs are not prohibited from granting such. These additional allowances may be sourced from the LGUs’ regular budget or General Fund, subject to existing budgeting rules and regulations.

The revised JC aims to better support the supplementary budgetary needs of schools and learning centers, given the observed practices in the utilization of the SEF and the current developments in the implementation of the K to 12 and early childhood care and development (ECCD) programs. It also aims to ensure a more strategic and efficient utilization of resources for priority programs and projects that would complement and reinforce the budgeting priorities at different levels of decision-making.

      Nahaharap sa patong-patong na kaso ang dalawang daang guro ng mga Pampublikong Paaralang Elementarya at Sekondarya ng Nueva Ecija dahil sa pagkakautang sa St. Bernadette Credit and Lending Corporation.
         Kabilang sa mga kasong isinampa sa kanila ng naturang Lending Company ay ang mga Administrative Cases na Dishonesty, Conduct Unbecoming of Public School Teacher, Willful Non-payment of Monetary Obligation sa Civil Service Commission, Department of Education at Professional Regulation Commission, at Criminal Case na Estafa.
         Isa sa mga kinasuhan ng Estafa o panloloko upang makapangutang at nakulong ay si Sylvia, hindi tunay na pangalan.
         Kwento ni Sylvia, nakakuha ito ng alahas sa St. Bernadette Credit Lending and Corporation noong taong 2012 na nagkakahalaga ng 24,000 pesos at sa buong pagkakaalam aniya nito ay bayad na iyon.
         Nagulat na lamang aniya siya ng may dumating na dalawang pulis mula sa CIDG sa kanilang eskwelahan noong October 24, 2016 na may dalang warrant of arrest para sa kanya, sa kabila ng wala umano itong natatanggap na subpoena ay kalmado itong sumama sa mga pulis.
         Isa din sa nagbahagi ng kanyang kwento ay si Lorna, hindi tunay na pangalan, ayon sa kanya nag-apply ito ng calamity loan sa GSIS noong 2015 ng mahigit sa 98,000 pesos.
         Nagawa pa umano nitong mangutang ng pamasahe sa mga kakilala upang alamin kung maaari na niyang makuha ang niloan nitong pera, ngunit ng puntahan aniya nito ang GSIS ay napag-alaman nitong nailabas na ang pera noong October 28, 2015.

         Dahil sa malaking halaga ng naging interest sa utang ng mga guro at pagkakahabla sa kanila ng pinagkakautangan ay kumonsulta ang mga ito kay Atty. Jobby Emata, at sa ACT Partylist upang humingi ng tulong.
         Ayon kay Atty. Emata, nakatakda silang mag-file ng kontra-demanda sa may-ari ng St. Bernadette Credit Lending and Corporation.
         Dagdag nito, isa sa posible nilang isampang kontra-demanda sa may-ari ng nasabing lending ay Estafa dahil sa calamity loan ng ilan sa mga guro na hindi nila nakuha. –Ulat ni Jovelyn Astrero

      Duterte approves ROTC for K-12 program

      President Duterte has approved the proposed program that will require all Grades 11 and 12, both in private, public schools to join the ROTC. 

      ROTC will still have the usual field military training drills, but with new modules.

      DepEd approves P3.95B worth of SHS vouchers

      The Department of Education (DepEd) on Tuesday said it has already processed vouchers worth P3.95 billion for the government's Senior High School Voucher Program (SHS VP).

      The amount will benefit 607,208 voucher program beneficiaries (VPBs), who may continue their Grade 11 education at their school of choice.

      The SHS VP gives Grade 10 students the opportunity to study in non-DepEd, SHS VP participating schools by providing financial assistance through voucher subsidy.

      As of School Year 2016 to 2017, students may study in institutions such as private high schools, colleges, and universities; local universities and colleges (LUC); state universities and colleges (SUCs); and technical and vocational schools.

      The DepEd has processed a total of P5.23 billion for the SHS VP, with actual payments amounting to P3.95 billion or 75 percent of billing statements received by the DepEd Central Office (CO) from schools as of December 31, 2016.

      Technical difficulties encountered by schools "in the generation of billing statements" held up the submission of a bulk of statements from schools from the first quarter to the fourth quarter of 2016, the DepEd said.

      Payments made through vouchers are processed two months upon the school's submission of billing statements with complete documents, per DepEd Order No. 46, series of 2015 and DepEd Order No. 38, series of 2016.

      The Voucher Management System (VMS) allows schools to check the status of their submissions online.
      The DepEd assured SHS VP participating schools that they will immediately receive billing statements upon receipt on a "first-come, first-served basis".

      "Rest assured that the Department is doing its best to facilitate the payments in a more timely and efficient manner," the DepEd said in a statement on Tuesday.  Rie Takumi/MDM, GMA News
