Continuing Professional Development (CPD) Frequently Asked Questions (FAQs)

The Professional Regulation Commission (PRC) released the set of Frequently Asked Questions (FAQs) and corresponding answer(s) about the implementation of Continuing Professional Development (CPD) units as mandatory requirement for renewing PRC license ID.


Here are the most common CPD-related questions courtesy of PRC.

What is Republic Act No. 10912 is all about?
Republic Act No. 10912, otherwise  known  as the  “Continuing Professional Development (CPD) Act of 2016”, is an act which requires CPD as the mandatory requirement for the renewal of Professional Identification Card.
When is the Law enacted and become effective?
The CPD Act Lapsed into Law on July 21, 2016 and it took effect on August 16, 2016.
When is the implementation of R.A. No. 10912?
R.A. No. 10912 will be implemented upon the effectivity of General Implementing Rules and Regulations (IRR) and the Individual Operational Guidelines of each profession.
When the General IRR will be issued?
The General IRR is expected to be issued this coming March 2017.
When is the start to require CPD units for the renewal of Professional Identification Card?
Starting July 2017, PRC will require CPD units for the renewal  of Professional Identification Cards.
How  many  CPD  credit  units  will  be  required  for  the  renewal  of  Professional Identification Card?
The required CPD credit units for the renewal of Professional Identification Cards will be provided in the General IRR and in the Individual Operational Guidelines of each respective profession.

Are Senior Citizens exempt from CPD requirement?
No. The law does not provide any exemption from CPD compliance for the renewal of Professional Identification Card.
How about the licensed professionals who are working overseas?
Licensed professionals working overseas may attend trainings/seminars conducted by the foreign chapters or affiliates of accredited CPD Providers. They may also attend trainings/seminars conducted by non-accredited CPD Providers and apply for credit units under Self-Directed Learning and/or Lifelong Learning.
Meanwhile the IRR of R.A. 10912 is not yet issued, can I still renew my Professional Identification Card?
Yes. You can still renew your Professional Identification Card without the CPD requirement. However, for those professionals whose Professional Regulatory Laws require CPD credit units prior to the renewal of Professional Identification Cards, compliance with CPD remains mandatory.
While waiting for the issuance of General IRR and Individual Operational Guidelines of each profession, what policy will govern in the accreditation as CPD Provider, CPD Programs, and Self Directed Learning?
Pending the issuance of General IRR of R.A. 10912 and the Individual Operational Guidelines of each profession, PRC Resolution 2013-774, as amended by Resolution No. 2016-990 will govern the accreditation as CPD Providers, CPD Programs, and Self-Directed Learning and/or Lifelong Learning.

How to Earn CPD Units for PRC ID License Renewal?

The Professional Regulation Commission (PRC) announced that the full implementation of the mandatory requirement in Continuing Professional Development (CPD) units for renewal of PRC ID license will be on March 2017.

PRC likewise emphasized that registered and licensed professionals have to adhere with the law, otherwise, they could not be permitted to renew their license(s).

The commission stated in Resolution No. 2016-990 series of 2016 that professionals have to comply with specific number of CPD units every three (3) years to continue with license renewal. As quoted from the latest announcement from PRC,

The Continuing Professional Development Program Management Committee (CPD-PMC) of the Professional Regulation Commission clarifies that Continuing Professional Development (CPD) as mandatory requirement in the renewal of professional license under Section 10 of R.A. 10912, otherwise known as the CPD Law of 2016, shall be implemented after the effectivity of the Implementing Rules and Regulations (IRR) of R.A. 10912 which will be in March 2017. Thereafter, the CPD Council for each regulated profession shall issue its Operational Guidelines to implement the general IRR for its profession. However, for those professionals whose Professional Regulatory Laws require CPD credit units prior to the renewal of Professional Identification Cards (PICs), or the professional license, compliance with CPD remains mandatory.
How can professionals earn CPD Units? 
Registered or Licensed Professionals can acquire CPD units through Professional Track, Academic Track, Self-Directed Training and other activities recommended by the CPD Council. As stated in the Revised resolution, here is the detailed matrix of programs/activities the professionals must do to attain the corresponding CPD units, courtesy of PRC.

Parents are the problem

As a retired teacher, I am sick of people who know nothing about public schools or have not been in a classroom recently deciding how to fix our education system.
The teachers are not the problem! Parents are the problem! They are not teaching their children manners, respect or even a general knowledge of how to get along with others. The children come to school in shoes that cost more than the teacher’s entire outfit, but have no pencil or paper. Who provides them? The teachers often provide them out of their own pockets.
When you look at schools that are “failing,” look at the parents and students. Do parents come to parent nights? Do they talk with the teachers regularly? Do they make sure their children are prepared by having the necessary supplies? Do they make sure their children do their homework?
Do they have working telephone numbers? Do the students take notes in class? Do they do their homework? Do the students listen in class, or are they the sources of class disruptions?
When you look at these factors, you will see that it is not schools that are failing but the parents. Teachers cannot do their jobs and the parents’ job. Until parents step up and do their job, nothing is going to get better!

    $1 Billion Iloilo-Guimaras-Negros-Cebu Link Bridge Of Pres. Duterte To Start Construction This Year


    The $1-Billion bridge connecting the four islands in the Visayas is to start the construction this year and expected to be completed within the term of President Rodrigo Duterte.

    Department of Public Works Secretary Mark Villar said the Iloilo-Guimaras-Negros-Cebu Link Bridge is the “most ambitious bridge program in the history of our nation.”



    Villar, along with National Economic and Development Authority Director General Ernesto Pernia, Transportation Secretary Arthur Tugade, and Bases Conversion and the Development Authority President and Chief Executive Officer Vivencio Dizon, held a press conference, to bare the nine infrastructure projects of the Duterte administration, which will start construction this year.

    The Duterte administration wants to decongest Manila and disperse the development in the regions.

    Villar said the Iloilo-Guimaras-Negros-Cebu Link Bridge Project, after its completion, is seen to replace San Juanico Bridge, which links Samar and Leyte, as the longest bridge in the country.

    He said the length of the bridges that will connect Iloilo, Guimaras, Negros and Cebu, ranges from two to 10 kilometers.

    “Once finished, you will be able to take a road trip to Iloilo and Cebu,” Villar said.

    He said that 25 percent of the budget is allocated to the nationwide decongestion program of the administration.

    Pernia, for his part, said the infrastructure projects, including the Iloilo-Guimaras-Negros-Cebu Link Bridge, have gone through the “eye of the needle” and are ready to be implemented by the concerned agencies this year.

    He said the projects are already in the state of bidding, adding that it will generate more jobs once the construction begins.

    Pernia added that the “work regimen of 24 hours a day, seven days a week” will hasten the construction of the infrastructure projects.

    He warned though that the works can cause inconvenience to the public.

    “Before the country can rise up and be world-class, there will be some inconvenience. If there is construction going on, it can cause inconvenience,” he added.

    Tugade, meanwhile, said the infrastructure projects can address unemployment and traffic problems in the country.

    “Infrastructure means connectivity and mobility, connectivity among local government units and mobility to go to one place to another,” he added.

    DepEd to conduct orientation-training for random drug test

    March 3, 2017
    PASIG CITY, March 3, 2017 – In preparation for the random drug testing of students, teachers, and personnel for 2017, the Department of Education (DepEd) will conduct an orientation-training in six clusters in the following locations: Angeles City (for Regions II and III); Manila (for Regions IV-A, IV-B, V, and VIII); Cebu City (for Regions VI and VII); Davao City (for Regions IX, XI, XII, ARMM); Cagayan de Oro (for Region X and CARAGA); and Baguio City (for Region I and CAR). 

    The orientation-training aims to provide awareness on the legal and regulatory aspect of drug testing; to orient and train Regional and Schools Division personnel on specimen collection and testing; to discuss the initial assessment and intervention for students found to be positive for drug use; and to train participants on documentation and recording of drug testing process. 

    The said activity will include two participants from each Regional office (health coordinator, and Regional Director or authorized representative); six participants from the Schools Division offices (school division superintendent, medical officer, guidance counselor, two division nurses, and principal); 10 facilitators/resource persons, and six secretariat personnel from the Central Office. 

    The random drug testing is part of DepEd's support to the government’s efforts against illegal drugs. It will cover secondary students, elementary and secondary school teachers, and officers and personnel from the Central, Regional, and School Division offices. 

    The mandatory drug testing is based on Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002. Under Section 36, students of secondary and tertiary schools shall undergo a random drug testing as pursuant to the related rules and regulations as contained in the school's student handbook and with notice to the parents. 

    The Act also requires officers and employees of public and private offices, whether domestic or overseas, to undergo a random drug test.

      DepEd urges parents to be informed on school policies

      PASIG CITY, March 4, 2017 – The Department of Education (DepEd) is encouraging parents to provide time for the welfare of their children by attending school meetings or parent-teacher conferences, and being informed on school policies. 

      In an interview, Undersecretary Jesus Mateo said that parents should participate in school conferences, especially during the opening of classes, to meet the teachers and principals and be aware of school policies. 

      “Parent-teacher conferences are where the policies, rules and regulations of the school are being discussed, and we encourage the parents to be involved in school activities, to attend meetings and be informed,” Mateo said. 

      Mateo added that it is during school meetings that teachers discuss the activities for the year. This is also the time for parents to raise questions and clarifications or make suggestions, such as on the conduct of field trips. 

      Mateo said that the DepEd-National Capital Region (NCR) is implementing the policy in schools divisions by creating a committee on field trip evaluation.
      “The task of the committee is to examine the field trip proposals submitted by the public elementary and secondary schools under their jurisdiction before allowing them to proceed.” 

      He added that the committee, as a practice, evaluates the relevance of the activity to the lessons, including the values to be derived from it. Safety measures of the children are included in the guidelines for evaluation. 

      The DepEd reiterates its policy that school field trips are not mandatory. Moreover, schools are ordered to refrain from conducting punitive activities that put to disadvantage or affect the academic standing of students who are unable to join.

      The policies on educational tours are based on DepEd Orders No. 56 s. 2001, No. 51 s. 2002, and No. 52 s. 2003.

      SENATE DOUBLING MATERNITY LEAVE, A GREAT GIFT ON WOMEN'S MONTH: PANGILINAN
      MANILA - The Senate, voting 22-0, on Monday approved on third reading the Expanded Maternity Leave Act (Senate Bill 1305), granting working mothers 60 more days of maternity leave, or a total of 120 days, regardless of whether the birth is normal or caesarean. Solo parents get 150 days of maternity leave.

Risa Hontiveros for pushing and shepherding this measure in her committee)," said Liberal Party president Senator Francis "Kiko" Pangilinan, who was among the first senators to file a similar bill in this 17th Congress.

      In his original proposed measure, Pangilinan wanted to increase the maternity leave by 150 percent from 60 days to 150 days.

      "Makakapagpahinga at makaka-recover na nang husto ang mga bagong panganak. Masisiguro na ring maaalagaan nang mas mabuti ang mga bagong silang (The new mother would now be able to rest and recover more fully from childbirth. The baby will also be well cared for)," Pangilinan said.

      The bill amends Republic Act 1161 or the Social Security Act of 1997, which currently grants a 60-day (for normal childbirth) to 78-day (for caesarean) maternity leave for employees in the private sector. The current law is below the international labor standard on maternal protection that recommends 14 weeks or 98 days of maternity leave.

      BENEFITS
      Under the proposed law, also allowed is an additional maternity leave of 30 days without pay, provided that the employer is informed in writing at least 45 days before the end of her original maternity leave.
      Other important provisions of Senate Bill 1305 are:
      • The full payment shall be advanced by the employer within 30 days from the filing of the maternity leave application.
      • Workers availing of the maternity leave period and benefits must receive not less than two-thirds of their regular monthly wages. "This cash benefit should allow her to maintain herself and her child or children (in case of multiple births) properly in health and in overall well-being," Pangilinan said.
      • Employers from the private sector shall be responsible for payment of the salary differential between the actual cash benefits received from the Social Security System (SSS) by the covered female workers and their average weekly or regular wages, for the entire duration of the ordinary maternity leave, with some exceptions.
      • Employees who avail themselves of this benefit shall be assured of security of tenure. This cannot be used as basis for demotion in employment or termination. The transfer to a parallel position or reassignment from one organizational unit to another in the same agency shall be allowed, provided it shall not involve a reduction in rank, status, or salary.
      Various studies show the positive health impacts of paid parental leave on the health of children and mothers.
      In the bill he filed last July, Pangilinan cited the Public Health Reports from 2011, which said that an increase in the length of paid maternity leave can reduce infant mortality by as much as 10 percent.

      Paid maternity leave also increases the likelihood of infants getting well-baby care visits and vaccinations, and the rate and duration of breastfeeding which is known to be very beneficial to the health of mothers, the report said.

      The expanded maternity leave proposal is among the first 10 bills filed by Pangilinan for the 17th Congress. Some of the others are the Sagip Saka bill, the Free Wi-Fi bill, and the measure creating the Department of Fisheries and Aquatic Resources.
