Base sa time line na ipinalabas ng DBM hinggil sa grant ng performance-based bonus (PBB)  umpisahan na ng Department of Education (DepED) ang pagkakaloob ng PBB para sa mga pampublikong guro ngayong Oktubre.




Maaari ring tumanggap ng performance-based incentives na nagkakahalaga ng P5,000 hanggang P35,000 ang mga guro sa pampublikong paaralan depende sa naging performance ng isang paaralan.

Kabilang sa tatlong pinagbabatayan: Una ay ang resulta ng national achievement test noong nakalipas na school year, pangalawa ay ang bilang ng student drop out sa isang school, at ang huli ay regular na pagsusumite ng isang paaralan ng liquidation report kaugnay ng maintenance and other operating expenses nito.

Araw-araw ay bitbit ni Joel Quitoriano ang dalawang kahon na styro na puno ng ice candy na ibinebenta niya P10 kada piraso.Kuha ni Ria Galiste, ABS-CBN News



Tubong Cauayan, Isabela si Joel Quitoriano, 25, isang estudyante sa ikalawang taon ng kursong Public Administration sa University of Northern Philippines sa Vigan, na tinagurian ng ilan niyang mga kamag-aral bilang si "Ice Candy Man."
Kahit nagsasaka ang kaniyang mga magulang sa Isabela, hindi pa rin umano ito sapat sa kanila. Kaya naman nang mabigyan ng pagkakataon, sumama si Joel sa isang pastor at nagtungo sa Ilocos Sur.
Ngayon, siya ay nakatira sa isang orphanage sa bayan ng Cabugao.
Kuwento ni Joel, isa sa mga pangarap niya ang makapagtapos ng pag-aaral nang maiahon niya sa hirap ang kaniyang pamilya.
Kaya naman naisipan niyang magtinda ng ice candy upang matustusan ang pag-aaral, at giit niya, hindi niya ito kailanman ikakahiya dahil marangal ito.
“Ang schedule ko kasi, from 8:30 hanggang 12:00, buong class ko iyon. Tapos 12 onwards pagtitinda na lang ginagawa ko, tapos uuwi na ako, magluluto ulit ng ice candy. Ganun po lagi ginagawa ko," aniya.
“Pagdating ko doon nagluluto na kami kasama ko po yung kapatid ko at isang client sa orphanage na hindi na nag aaral," dagdag ni Joel.
Nabigyan ng permiso si Joel na magtinda sa loob ng campus.
Araw-araw ay bitbit ni Joel ang dalawang kahon na styro na puno ng ice candy na binebenta niya P10 kada piraso. Hindi niya iniinda ang hirap at pagod para makapag-ipon.
Patok na patok naman ang tinda niya sa mga estudyante at mga personnel.
Ang kaniyang mga kamag-aral, hangang hanga sa kanya at nagsisilbi ring inspirasyon sa kanila at iba pang mga estudyante.
“Gustong gusto niya talagang mag-aral. Pinupursigi niya para lang mai-ahon yung family nila at yung status nila sa buhay,”sabi ni Angel Apuya.
“Hindi naging hadlang sa kaniya yung kawalan ng pera sa kanyang pag aaral. Minsan may nagtanong sa amin, kung ikinakahiya nyo ba siya na ganito siya bilang classmate niyo? Sabi ko ko hindi, kasi kayang kaya niyang itaguyod yung pag aaral nilang magkakapatid,” sabi naman ni Lani Elizalde.
Pati ang kaniyang instructor na si Joselito dela Rosa ay bilib kay Joel dahil aniya, maganda rin ang mga marka ni Joel at magaling ito sa time management.
“Inspirado ni Joel kasi magaganda grades niya, very satisfactory," ani dela Rosa.
Para naman kay Joel, walang katumbas na saya kapag nauubos niya ang kaniyang mga paninda. Sulit din ang kaniyang pagod dahil ang katumbas nito ang pagkakataong makamtan niya ang kaniyang mga hangaring makapagtapos at kasabay nito ay matustusan rin ang pag-aaral ng mga kapatid.

'Karen' weakens; new storm to enter PAR by Monday

MANILA, Philippines — Typhoon Karen (international name: Sarika) has weakened while crossing the rugged terrain of central Luzon. It is expected to exit the Philippine area of responsibility (PAR) by Monday morning.
On the same day, however, Tropical Storm Haima is forecast to enter the PAR, according to the 8 a.m. severe weather bulletin of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Sunday. As of 7 a.m., Haima is located at 1,490 km east of Mindanao.
Meanwhile, Karen is packing maximum sustained winds of up to 130 kph near the center and gustiness of up to 220 kph. It has an estimated moderate to heavy rainfall amount within its 400 km diameter.
Its eye was located in the vicinity of Binalonan, Pangasinan and is forecast to move west-northwest at 22 kph. The typhoon is expected to exit the Philippine landmass via Pangasinan this morning.

The Retirement Pay Law presented here shall apply to all employees in the private sector, regardless of their position, designation or status and irrespective of the method by which their wages are paid. They shall include part-time employees, employees of service and other job contractors and domestic helpers or persons in the Personal service of another.

The minimum retirement pay shall be equivalent to one-half (1/2) month salary for every year of service, a fraction of at least six (6) months being considered as one (1) whole year.
For the purpose of computing retirement pay, "one-half month salary" shall include all of the following:

1. Fifteen (15) days salary based on the latest salary rate;
2. Cash equivalent of five (5) days of service incentive leave;
3. One-twelfth (1/12) of the thirteenth-month pay.
(1/12 x 365/12 = .083 x 30.41 = 2.5)
Minimum Retirement Pay = Daily Rateii x 22.5 days x number of years in service
Other benefits may be included in the computation of the retirement pay upon agreement of the employer and the employee or if provided in the Collective Bargaining Agreement (CBA).

PRC to fully implement CPD Compliance in 2017

Manila, October 17, 2016. In compliance with Republic Act No. 10912 entitled An Act Mandating and Strengthening the Continuing Professional Development (CPD) Program for all Regulated Profession, Creating the Continuing Professional Development Council, and Appropriating Funds therefor, and for Other Related Purposes, the Professional Regulation Commission (PRC) will fully implement the requirement for CPD. 

The implementation of the said Act will be on the first quarter of 2017. This is to give time to the Professional Regulatory Boards (PRBs) in consultation with the Accredited Integrated Professional Organization / Accredited Professional Organization (AIPO/APO) and other stakeholders to promulgate the general Implementing Rules and Regulations (IRR) which is mandated within six months from the effectivity of the said Act. Each Professional Regulatory Board (PRB) shall issue its own operational guidelines for the implementation of CPD Program.


Under the law, CPD unit requirement is mandatory for all professionals before they can renew their PRC licenses. The law was sponsored by Senator Antonio Trillanes III, who said that through it, "we can provide our professionals with the necessary tools, not only to compete, but also to seize the opportunities ASEAN integration may provide us."

In compliance, PRC issued new guidelines regarding the implementation of the law. PRC Resolution No. 2016-990 details the unit required for each professionals under their respective regulatory boards.

Here's the matrix of required CPD units for each profession:

120 Credit Units: Accountancy

MANILA - Typhoon "Lawin" has maintained its strength and speed as it moves towards Northern Luzon, and is expected to gain strength before making landfall, the state weather bureau said. 
Almost all provinces in Northern Luzon have been placed under storm signal number 1 Tuesday afternoon as "Lawin" nears.
In its 5AM. weather bulletin, PAGASA said the following areas under signal number 2Luzon: Cagayan including Calayan Group of Islands, Isabela, Northern Aurora, Ilocos Norte, Ilocos Sur, Apayao, Abra, Kalinga, Mt. Province, Ifugao, Benguet, Nueva Vizcaya and Qurino.
These areas are expected to have minimal rainfall on Wednesday, but will be battered by "moderate to intense rains" when "Lawin" makes landfall Wednesday afternoon, PAGASA said.
Storm signals 4 and 5 may be raised over Cagayan, Calayan Group of Islands, Apayao, Ilocos Norte, and Northern Isabela by Wednesday evening as these provinces are in the direct path of the typhoon, PAGASA said.
The state weather bureau also warned of storm surges measuring up to five meters high along the coasts of Cagayan, Calayan Group of Islands, Isabela and Ilocos Norte as "Lawin" continues to pack winds up to 185 kilometers per hour (kph) and gustiness up to 230 kph as it continues to move west northwest at 25kph.



November 2, Wednesday, not declared holiday

Under Proclamation 1105, Nationwide Holidays for 2016, November 2, All Souls' Day, has not been declared a holiday. Only October 31 and November 1 was included as a special non-working day.
The said proclamation was issued by Malacañang on August 20, 2015 declaring the regular holidays, special nonworking days and special holidays for 2015.
Filipinos, mostly Catholics, flock to cemeteries during All Saints' Day and All Souls' Day to pay respect to their departed loved ones.
This year, November 2 falls on a Wednesday.
The last time All Souls' Day was declared a holiday was in 2013 when November 2 fell on a Saturday.

Bill to raise chalk allowance of teachers to P3,500 annually filed in Senate

A bill raising the chalk allowance of public school teachers to P3,500 annually is now under consideration in Senate after it was delivered to the floor on Wednesday.
Senate Bill 812 aims to raise the "teaching supplies allowance" of teachers from P1,500 to P3,500 to increase their daily budget and allow them to use "computer and Internet-use supplies" in the classroom.
"In this digital age, there are computer-related supplies the teacher uses, and these must be considered in computing the supplies they need," said Senate Minority Leader Ralph Recto, the bill's author.
Although he admits the proposed increase is not enough, he believes it will "somehow enrich the way they teach" public school students.
"It may be a mere speck in the budget but it cannot be dismissed as unimportant. Chalks, and pens, papers and cartolinas are to teachers as what bullets and combat rations are to soldiers," Recto stressed.
Based on Department of Education (DepEd) data, there are 797,119 teachers, meaning the new chalk allowance would cost P2.78 billion.
An additional P1.59 billion is required to fund the new addition beyond DepEd's set budget of P1.195 billion.
Under the bill filed by Recto and Senate Committee on Civil Service chaired by fellow minority Senator Sonny Trillanes, P1,500 will be appropriated in the DepEd budget, and the P2,000 will be shouldered by PAGCOR.  Rie Takumi/VVP, GMA News

DepEd: Sem break starts Oct 24, classes resume Nov 2

SEM BREAK-October 24-October 28. Teachers and school officials are mandated by DepEd to conduct a midyear assessment and to take part in an in-service training or INSET during these days.


Students of public elementary and high schools all over the country will enjoy a one-week semester break beginning October 24, Monday. This is stipulated in the Department of Education (DepEd)’s Official Calendar for School year 2016 to 2017.
The school break will be from October 24 until November 1. Classes are set to resume on November 2 (Wednesday) unless President Duterte declares the said date as a special non-working holiday to pave the way for a three-day weekend.
All Souls Day falls on November 2, and many Filipinos prefer to visit their departed loved ones on this day because cemeteries are far less congested by then.
It must be noted that only students will actually go on a break during this period. Teachers and school officials are mandated by DepEd to conduct a midyear assessment and to take part in an in-service training or INSET during these days.

FULL TEXT: Updates on the dialogue about the Continuing Professional Development Law held today, 20 October 2016:
Representatives from ACT Teachers Party-List including Congresswoman France Castro, the Alliance of Concerned Teachers-Philippines, and the ACT National Capital Region Union raised the following to the attention of officials of the Professional Regulation Commission (PRC Commissioner Yolanda Reyes, CPD Program Manager Gerard Sanvictores, and Board of Professional Teachers Vice Chairperson Paz Lucido):

1. Continuing professional development is a right of all teachers and should therefore be provided by the government without additional burden and expense.

2. Representatives of the teaching profession should be consulted in the formulation of the implementing rules and regulations (IRR) of the CPD Law or Republic Act 10912 and the operational guidelines specific to the teaching profession. In line with this, the PRC and the BPT committed to (1) invite us in the consultations, (2) accept our position papers on the inclusion of safeguards for the protection of teachers, and (3) admit our nominations for membership into the CPD Council, which will formulate the operational guidelines for the teaching profession.

3. Programs of the DepEd already in place such as the in-service (INSET) and other trainings and seminars, as well as self-directed learning and seminars and activities of teachers' unions and organizations, should be recognized as credit-earning. This is so that teachers will no longer need to go outside of DepEd and their own organizations and pay for courses or offerings of private accredited entities.
4. ACT together with ACT Teachers Party-list, have registered the need to amend Republic Act 10912 and Republic Act No. 7836 (Philippine Teachers Professionalization Act of 1994) through legislation to review the validity and payment of Identification Card in favor of teachers and other professionals.
5. The PRC clarified that RA 10912 is effectively suspended until the issuance of the IRR and operational guidelines, targeted to be by 2017. Until then, the completion of units will not yet be required for teachers to continue practice.
