Dahil tapos na rin naman ang kanilang termino bilang mga halal na barangay captain at barangay kagawad, sisingitan ng mga miyembro ng oposisyon sa Kamara ng probisyon ang panukalang ipagpaliban ang eleksyon ngayong Oktubre sa susunod na taon at bibigyan ng kapangyarihan si Pangulong Rodrigo Duterte na mag-appoint na lamang ng mga barangay officials bilang Officer in Charge (OIC).
Sa kanilang press conference kahapon, sinabi ng Minority bloc sa Kamara na gagawin nila ito upang mawala sa kapangyarihan ang mga barangay captains at mga barangay kagawad na sangkot sa ilegal na droga.
“We need to weed out ‘yung mga kapitan na involved sa illegal activities specially drug-related,” ani House minority leader Danilo Suarez kaya maglalagay umano ang mga ito ng probisyon sa panukala para bigyan ng kapangyarihan si Duterte na magtalaga ng OIC sa mga barangay habang inaantay ang eleksyon.
Base sa panukala ng dalawang Kapulungan ng Kongreso, isasagawa ang eleksyon sa Barangay at SK sa ikaapat na Lunes ng buwan ng Oktubre sa 2017 imbes sa Oktubre ng taong ito.
Sa ngayon ay mahigit kumulang sa 44,000 barangay mayroon ang bansa na ayon kay Suarez ay 94% dito ay apektado ng iligal na droga kaya may duda ito na maraming barangay captain ang sangkot dito.
“Ninety-four percent of barangays are infested. If you are not doing anything about the drug problem in your barangay, then you are incompetent or in payola. The mere fact that you are an elected official and you are not doing anything is already a ground for being branded as protector of drug lords,” ayon pa kay Suarez.
Agad namang dumepensa si Buhay party-list Rep. Lito Atienza na marami pa ring barangay captains ang matitino subalit pabor ito na baklasin na sa kanilang posisyon ang mga sangkot sa iba’t ibang krimen.
Para naman kay Kabayan party-list Rep. Harry Roque, wala nang karapatan ang mga barangay captain na magreklamo kung sakaling dahil tapos na ang kanilang termino.
“Without a doubt, tapos na ‘yung term ng mga barangay officials,” kaya labas umano ang usapin ng Konstitusyon kapag binigyan si Duterte ng kapangyarihan na mag-appoint ng mga OIC sa lahat ng barangay habang inaantay ang eleksyon sa susunod na taon.

DepEd reiterates the No Collection Policy from the Parents-Teachers Association

1. The Department of Education (DepEd) issues the Reiteration of the No Collection Policy from the Parents-Teachers Association. The DepEd Order (DO) No. 41, s. 2012 entitled Revised Guidelines on the Opening of Classes, is reiterated which underscores the urgent need to minimize, if not eliminate, financial constraints among parents/ guardians during the opening of classes. Thus, this Department provides guidelines on the collection of voluntary school contributions (vscs).
2. However, strict enforcement of this policy is not being observed with the persistent reports and questions from parents and learners. In 2015, DepEd DeTxt Action Center recorded 176 complaints about the collection of fees which was lower than in 2014 compared to the 330 reported complaints. High volume of complaints was received in March where fees for graduation were collected. Complaints also spiked up during August and September since collection of voluntary fees started in August. These reported cases were received by the DeTxt Action Center and did not include reports from the schools division and regional offices.
3. This Order explicitly restates the following policies:
a. no fees shall be collected from school children in Kindergarten up to Grade 4 anytime during the School Year (SY);
b. no collection of fees shall be made for Grade 5 to High School learners from June to July;

c. starting August until the end of the SY, the following membership fees and contributions may be collected on a voluntary basis:


5. The aforementioned DepEd issuances (DMS and DOS), together with the references cited for the voluntary school contributions, reiterate that payment of these fees are voluntary in nature.
6. Further, in DO 41, s. 2012, it is stressed that in no case shall nonpayment of voluntary school contributions or membership fees shall be made as a basis for admission, nonpromotion, or non-issuance of clearance to a student by the school concerned.
7.  In this regard, the Department shall issue an Omnibus Policy on Enrolment to provide more specific guidelines on this matter.

Teacher died, fatally stabbed by his 15 year old student

A 15-YEAR-OLD boy fatally stabbed his teacher three times at 8:30 am Tuesday morning, September 13, inside their classroom at the Pedro "Oloy" N. Roa Senior High School at Barangay Canitoan, Cagayan de Oro City.
The victim, Vilma Cabactulan, succumbed to three stab wounds in the back from her student who immediately fled after the incident.
Cabactulan was brought to Madonna and Child Hospital where she later died.
The 43-year-old was the class adviser of the school's grade nine, section Mendeleev.
Senior Police Officer 4 Dominador Datahan of the Bulua Police Station said the student had silently and swiftly stabbed the teacher while she had her back toward the class.
Police Chief Inspector Arvies Altitche said that the officers who responded to the crime scene recovered the murder weapon, a seven-inch knife, along with the student's bag containing his personal belongings.
The suspect was later persuaded by his parents and uncle to turn himself in to the Regional Office of the Department of Social Welfare and Development (DSWD)-Northern Mindanao.
He was turned over to the Bulua Police Station's Women and Children's Protection Desk (WCPD) where he is set to undergo medical and psycho-social examination.
Police Officer 1 Marian Mae Tolentino of the station’s WCPD said the boy told investigators that two other boys, both classmates of the suspect, were supposedly involved in the incident.
"He only said that he was particularly and repeatedly reprimanded and humiliated by their teacher. Also according to his side of the story, it was not only him who had the grudge against their teacher,” Tolentino said.
Tolentino said the boy told investigators that the three of them agreed to draw lots to determine who among them would do the stabbing.
She said the suspect also said the knife was only handed to him inside the school.
Tolentino said they have yet to talk to the two other boys fingered by the suspect.
The family of the minor refused to give any more statements about the incident.
The boy’s classmates characterize the suspect as silent and said the boy may have long held a grudge against Cabactulan who, they said, had reprimanded the minor for absences and frequent use of the boy’s cellphone inside the classroom.

DepEd Statement on the delayed release of chalk allowance to teachers

This is in response to the statements of Teachers’ Dignity Coalition (TDC) on the delayed release of teachers’ cash allowance, also referred to as chalk allowance, for the school year 2016-2017.
 
As provided for in the annual appropriations of the Department of Education, an allowance of P1,500 is provided per classroom teacher for every school year for the purchase of chalks, erasers, forms and other classroom supplies and materials. This budget is released directly to DepEd Regional Offices based on the policy of “GAA s a Release Document” by the Department of Budget and Management (DBM). 
 
For the cash allowance to be released to individual teachers, the operating units (division offices and schools) are required to submit the actual and final list of teachers who would receive the provision. Only after then would the DepEd Regional Offices transfer the required allotment to Divisions and schools, and only after then would the Notice of Cash Allocation (NCA) be issued by the DBM.
 
This year, the marked increase in new teaching items (considering the implementation of Grade 11 starting this school year) may have extended the hiring period, and consequently—the submission of the actual list of beneficiaries by the Divisions. As of press time, however, these funds have already been released to the beneficiaries, starting with the regular teachers.
 
Since the hiring process continues throughout the school year, the release of cash allowance to newly hired teachers will also continue to be made upon submission of the required reports to the Regional Offices and DBM. 
 
The DepEd reaffirms its support for teachers. We shall constantly take efforts to streamline our processes and allocate resources to better assist our teachers in their delivery of quality education.

Statement of the Department of Education on the fatal stabbing of teacher Vilma Cabactulan of Pedro “Oloy” N. Roa Senior High School


September 14, 2016
The Department of Education (DepEd) condoles with the family of Vilma Cabactulan, a teacher from Pedro “Oloy” N. Roa National High School in Cagayan De Oro who was fatally stabbed by her student on September 13, 2016. 
 
“I am deeply saddened and disturbed that an incident such as this happened in a place of learning. The Department values the welfare and lives of all learners and employees and strives for a harmonious relationship among all members of the school community,” stated DepEd Secretary Leonor Magtolis Briones.  
 
According to the report submitted by the Division of Cagayan De Oro City, Cabactulan was rushed to the Madonna Hospital after her 15 year old student attacked her at 8:30 am. Sustaining three stab wounds to the back, the victim expired at 10am.
 
The suspect, a minor immediately fled after the incident but later in the afternoon surrendered to the authorities. 
 
The Schools Division officers and the principal swiftly called for assistance to investigate the incident, attended to the needs of the victim’s three children and deployed additional security in the school. A stress debriefing to the students who witnessed the incidence was also conducted.
 
In the aftermath of this tragedy, DepEd enjoins schools, families, and communities to work together in raising children to become emotionally, mentally, and socially adjusted and apt. “I would like to commend the quick action by our division and school officials.  Keeping our schools safe is a collective responsibility of our law enforcement agencies, our local governments, our communities, and the department. Perhaps it is also high time that the mental health needs of both our teachers and students are given attention,” Briones said.
 
The education chief also directed central office officials to determine how it may be of further assist the family of the victim.

1.   Reports have reached this Office that some students have been using their cellular phones inside the classrooms. The use of cellular phones specifically text messaging and pagers have diverted the attention of students from their studies. Worse, reports show that text messaging and pagers are causing disturbance to classes and are being used to cheat during examinations.
 
2.   In view of this, the use of cellular phones and pagers should be prohibited inside the classrooms particularly during examinations to prevent these high-tech gadgets from disrupting classes and being used in cheating.         
 
3.   School officials are hereby directed to ensure that text messaging and paging during class hours and within school premises should be immediately stopped, at the very least closely monitored and regulated.
 
4.   Immediate and wide dissemination of and compliance of this order is hereby directed.

Briones: More Science, Math Teachers Needed

PASIG CITY, September 16, 2016 – Department of Education (DepEd) Secretary Leonor Magtolis Briones announced that many teaching items for Science and Math still need to be filled. The demand for more K to 12 educators is still high despite the employment of 195,302 teachers between 2010 and 2016.

“We have a challenge in hiring Math and Science teachers. . . [We need] a huge army of teachers, we’ll recruit more,” Briones recently told the members of the House of Representatives’ Committee on Appropriations during the Department’s presentation of its proposed budget for 2017.
The Education chief also reported that DepEd was able to deter the anticipated massive displacement of teachers following the full implementation of the K to 12 basic education. With the creation of 36,461 teaching items for the senior high school (SHS) program, DepEd already hired 3,950 displaced faculty of higher education institutions (HEIs), 928 of which have availed themselves of the Department’s “Green Lane” for speedy employment.
“We lack teachers. We are not displacing teachers,” Briones disclosed.
DepEd offers above entry-level salary grades to graduates of Science and Technology courses under the Junior Level Science Scholarships (JLSS) of the Department of Science and Technology-Science Education Institute (SEI). As of June 21, 2016, 502 qualified in the scholarship, with 472 scholars availing themselves of the grant.
Per the Implementing Rules and Regulations of Republic Act 10612, s. 2014, DepEd is mandated to ensure qualified graduates of the said scholarship with job placement as Special Science Teacher with salary grade level 13. DepEd-hired scholar-graduates will also receive a teacher training program that will enable them to qualify to take the Licensure Examination for Teachers (LET).
Graduates of Science, Math, or Engineering course without LET certification, graduates of technical-vocational courses with necessary TESDA certifications, and practitioners with expertise in specialized learning areas offered by the K to 12 program are also encouraged to apply as part-time SHS teachers.

Of the P567.56 billion proposed budget for 2017, P15.5 billion will be allotted to hiring 53,831 teachers. Meanwhile, P65.4 billion will be for the construction of 47,492 classrooms (including 10,000 classrooms for replacement); P43.9 billion will go to building of 17,562 laboratories; P7.3 billion will be for the provision of 7,260 TechVoc tools and equipment packages; P6.9 billion will be appropriated to 30,697 ICT packages (with maintenance and other operating expenses); P4.5 billion will be allotted to the purchase of 8,833 Science and Math equipment packages; P4 billion for hiring 13,266 non-teaching items; P3 billion for 55.8 million learning materials; and P2.5 billion for 51,492 sets of school seats (including 19,000 sets of seats as counterpart to LGU) as part of the additional basic resources to support the needs of the K to 12 curriculum.

How to Request for Service Credits Earned

The Department of Education confirmed that teachers shall be entitled to Proportional Vacation Leave (PVL) relative to their service during vacation time. Read DO 53, s2003

Teachers who are requested to attend the staff development program/meetings/seminars before the first day of service may be entitled to service credits subject to the provisions of DepEd Order 53, s. 2003.

The head of office or school should be the one to recommend approval of a request to render vacation service and the Schools Division Superintendent should be the one to approve or disapprove it.

Although you are qualified enough to be granted with service credits if your Principal or Head of Office do not do something to request for it, then you will not be benefited.


Teachers should follow procedures in the grant of service credits. To request for service credit/s earned, teachers must submit the following:
  • SPECIAL ORDER FOR SERVICE CREDIT - DOWNLOAD HERE
  • ATTENDANCE SHEET
  • CS 48 or DTR - DOWNLOAD HERE
  • ACCOMPLISHMENT REPORT/NARRATIVE REPORT - DOWNLOAD SAMPLE (available later)
  • Documentation

To facilitate the grant of your service credit/s, accomplish the requirements enumerated above and submit it  to your Schools Division Office PERSONALLY. Approach your receiving officer and seek advise regarding your request.
For attendance or participation in DepEd –wide programs and projects, the Central office shall make necessary issuances on the grant of vacation service credits. Teachers are also required to submit an accomplished report and a duly signed DTR or CS 48 after completion of the vacation service.
“Principals of teachers who are attending staff development programs are required to submit seminar or workshop or training design and outputs duly approved by the Schools Division Superintendent concerned.

De Lima ousted as Senate justice committee chair

MANILA (1st UPDATE) – The Senate on Monday night ousted Sen. Leila de Lima as chairperson of the Committee on Justice and Human Rights, and the opposition senator believes President Rodrigo Duterte was behind the plot to unseat her.
Acting on Senator Manny Pacquiao's motion to declare the chairmanship and membership of the Committee of Justice and Human Rights vacant, 16 senators voted yes, 4 voted against, and 2 abstained.
De Lima slammed the move, saying “it’s a numbers game, it’s a political move.”
“I know the president is behind this. I’ll announce my next move tomorrow in the course of my privilege speech,” she said.
Senator Risa Hontiveros took the cudgels for De Lima, saying “there was no overwhelming reason to declare the chairmanship of the committee on justice vacant.”
“If there were issues against Senator Leila’s objectivity, the proper venue for this was the committee on ethics,” she said.
Senator Richard Gordon replaced De Lima as chair of the committee, while Senator Panfilo Lacson was named as the new vice-chairman.
De Lima last week made headlines after she presented a surprise witness, Edgar Matobato, who claimed to have worked as a former hitman of Duterte, the long-time mayor of Davao City.
Duterte's spokesmen and allies have belied Matobato’s statements. The president has not spoken publicly about the allegations.
Pacquiao made the move ahead of Matobato’s second appearance before De Lima’s committee set this Thursday and in light of Senator Antonio Trillanes IV’s filing of a resolution seeking a separate probe by the justice committee on the Davao Death Squad.
The professional boxer-senator manifested his motion after Senator Alan Cayetano delivered a privilege speech accusing De Lima of destroying the country by pursuing the committee's probe on extrajudicial killings in the country linked to Duterte’s war on drugs.
"When she got here to the Senate and got the committee, she (De Lima) refused to be neutral... Let someone else chair. In my past speeches I'm not asking that she will be removed from the Committee on Justice, [but] only from certain hearings where we cannot expect cold neutrality,” he said.
