In his visit to Bulacan, the President invited representatives of school teachers to visit Malacañang this month to finalize an agreement on the planned salary increase.

How to Compute Working Holiday Pay?

Pursuant to Presidential Proclamation No. 269, s. 2017 declaring the regular holidays and special non-working holidays for 2018, the Department of Labor and Employment (DOLE) issued Thursday a labor advisory prescribing the appropriate computation of holiday pay.
Labor Advisory No. 10, s. 2017 on “Payment of Wages for the Regular Holidays and Special (Non-Working) Holidays for the Year 2018,” will guide private sector employers on the list of holidays for 2018 and how wages are computed if their workers opted to report for work on such days.
Regular holidays are New Year’s Day (January 1), Maundy Thursday, Good Friday, Araw ng Kagitingan , Labor Day (May 1), Independence Day (June 12), National Heroes Day (August 27), Bonifacio Day (November 30), Christmas Day (December 25), and Rizal Day (December 30).
Also included are the observance of Eidul Fitr and Eidul Adha, the proclamations of which will be issued after the approximate dates of the Islamic Holidays have been determined in accordance with the Islamic calendar or the lunar calendar, or upon Islamic astronomical calculations.
For these holidays, work done during these days shall be paid 200% of an employee’s regular pay for the first eight hours or [(Daily Rate +COLA) x 200%]; while work done in excess of eight hours (overtime), shall be paid an additional 30% of the employee’s hourly rate or [(Hourly Rate of the basic daily wage x 200% x 130% x number of hours worked)].
Meanwhile, work done during these days that also falls on employee’s rest day shall be paid an additional 30% of his/her daily rate of 200% or [(Daily Rate + COLA) x 200%] + [30% (Daily rate x 200%)]; while for work done in excess of eight hours (overtime), shall be paid an additional 30% of his/her hourly rate, or [(Hourly Rate of the basic daily wage x 200% x 130% x 130% x number of hours worked)].
However, if the employee did not report to work during these days, he/she shall still be paid 100% of his/her salary for that day or [(Daily Rate + COLA) x 100%].
The special (non-working days), on the other hand, are Chinese New Year (February 16), EDSA Revolution Anniversary (February 25), Black Saturday (March 31), Ninoy Aquino Day (August 21), and All Saints Day (November 1). December 31, December 24 and November 2 are additional special non-working days.
The pay rules for these holidays provide that for work done, an employee shall be paid an additional 30% of his daily rate on the first eight hours or [(Daily Rate x 130%) + COLA]; while for work done in excess of eight hours (overtime), he/she shall be paid an additional 30% of his hourly rate or [(Hourly Rate of the basic daily wage x 130% x 130% x number of hours worked)].
For work done during these days that also fall on employee’s rest day, he/she shall be paid an additional 50 percent of his/her daily rate on the first eight hours, or [(Daily Rate x 150%) + COLA]; while for work done in excess of eight hours (overtime), he/she shall be paid an additional 30% of his hourly rate, or [(Hourly Rate of the basic daily wage x 150% x 130% x number of hours worked)].
But if the employee did not work, the"‘no work, no pay" principle shall apply unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment on special holidays. (DOLE-PR/PNA)

Pacquiao beats Broner by unanimous decision

Manny Pacquiao just proved that at 40, he still has it.

Showcasing his hand speed and aggression, the Filipino icon again turned back time in his return to the world's boxing capital, shutting down Adrien Broner to defend his WBA welterweight title at the MGM Grand in Las Vegas on Saturday (Sunday Manila time).

Here's a look at the most lopsided round so far for Manny Pacquiao, who had Broner on survival mode.



Pacquiao won on all judges’ scorecards 117-111 and 116-112 (twice) over Broner, whose offense was nullified by the defending champion’s volume-punching.



Pacquiao impressed the packed crowd that included Floyd Mayweather Jr., who showed up as expected. He had Broner fighting for dear life in the seventh and ninth rounds after pinning the challenger on the ropes with solid combinations.

With the win, Pacquiao’s record now stands at 61-7-2, with 39 KOs. Broner, meanwhile, fell to 33-3-1 (with 24 KOs).

Broner's three losses came at the hands of Marcos Maidana, Shawn Porter (who served as Pacquiao's sparring partner) and Mikey Garcia. He just wilts when facing topnotch competition.

Pacquiao happened to be his biggest one so far.

COMELEC: Honoraria, Travel Allowance, Communication Allowance, Service Credits for poll 2019 workers


Because public school teachers are no longer required to do election duties, the Comelec can appoint volunteers to electoral boards of the May 13, 2019 general election.

The volunteers will be named by the Commission on Elections (COMELEC), through local election officers, and will be paid honoraria and covered by some benefits. They will watch over voting, manually count the ballots, and keep their precincts peaceful from 6 am on election day, May 13, up to when they deliver vote counts to the municipal board of canvassers in the evening.
Each electoral board has a chairperson, a poll clerk, and a member, further assisted by Department of Education Supervisor Officials (DESOs) and support staff.
Entitlement of Honoraria. Travel Allowance and Communication Allowance, Service Credits and Other Benefits.
A. Honoraria
The Chairperson and members of the EB, the DESO and the respective Support Staff shall be entitled to the corresponding honoraria.

  • Chairperson - P6,000
  • Members - P5,000
  • DESOs - P4,000
  • Support staff - P2,000

B. Travel Allowance 
The Chairman and members of the EB, the DESO and the respective support staff shall be entitled to a travel allowance of One Thousand Pesos P1,000 each.

C. Communication Allowance 
The DESO Technical Support Staff shall be entitled to a communication allowance of One Thousand Pesos (P1,000) each.

D. Service Credit
A minimum of five (5) days service credit shall accrue to all government officials and employees serving as EB, DESO and Support Staff.

The allowances need to be distributed within 15 days from the date of the election.
What does it take to be an electoral board member? The Comelec resolution does not name what kind of professionals can be appointed to the board in the absence of teachers.

COMELEC: No honoraria for teachers on poll duty if 2019 budget is reenacted

MANILA, Philippines — If the budget is reenacted in 2019, there will be no honoraria for elections workers, including the teachers who will render their services during the May 2019 national elections, an official of the Commission on Elections (Comelec) said Friday.

Comelec Spokesperson James Jimenez said a reenacted budget would have a “profound impact” on the conduct of the May elections, particularly on teachers’ compensation.

“We don’t think that a reenacted budget at this time would be innocuous from the point of view of elections,” Jimenez said in a press conference.

“Having a reenacted budget would actually have a very pronounced impact of the ability of Comelec to conduct elections. If the budget is not passed, it will have a serious impact on the preparation of elections,” he added.

He explained that the honoraria for election workers were not a line item in the 2018 budget; therefore, it would not be included in the 2019 budget if the budget is reenacted.

“If the budget is not enacted, we will not be able to get source or funds for that (honoraria of election workers). We won’t have any money to pay the teachers,” Jimenez said.

The Comelec official urged Congress to keep the budget of the Comelec “top of mind” in consideration of a national election this year.

He pointed out that the budget needed for the compensation of election workers is about P3.2 billion, but the Comelec was given only P1.9 billion under the National Expenditure Program.

MANILA, Philippines — The House of Representatives has approved for plenary deliberations a measure reviving mandatory Reserved Officer Training Corps (ROTC) for Grades 11 and 12 in public and private schools nationwide.

The basic education committee headed by Cebu Rep. Ramon Durano VI gave the go-signal for House Bill 5113 authored by House Deputy Speaker Raneo Abu to be discussed in the 292-man chamber, which may be passed on third and final reading on Feb. 6.

“We hope to pass the measure next week before we go on break,” the Batangas congressman said, referring to the start of the campaign season for the May 13 midterm elections.

“The approval of the substitute bill was prioritized by the leadership of former president and now Speaker Gloria Macapagal-Arroyo, as the mandatory ROTC bill was classified as a priority bill of President Duterte,” Abu said.

Abu said HB 5113’s objective is to revive and “resuscitate” the ROTC. He said this will help instill patriotism among the youth as it “affirms the values that we have always been taught as children: discipline, camaraderie, respect for others, especially those who’ve come before us, and a deep sense of nationalism and love for country.”

“I believe that it awakens the spirit among the youth to serve and protect our peace and democracy, whether it be through internal or external forces,” he said, as he welcomed the support of the Department of Education (DepEd) and the Armed Forces of the Philippines (AFP).

“As a large part of our children’s time is spent in school and this is where they spend most of their formative years, it is gratifying to know that we have the support of the DepEd and the AFP in the reinstitutionalization of the ROTC,” Abu said.

ROTC used to be compulsory for college students, particularly in the first and second years. But due to the new K-12 curriculum, this can now be taken in its new school equivalent – Grades 11 and 12.

The measure aims to amend Republic Act 7077, or the Citizen Armed Forces of the Philippines Reservist Act, to make ROTC mandatory.

The proposed law will introduce basic military training for students in order to motivate, train, organize and utilize for national defense preparedness or civil-military operations.

“If implemented efficiently, it would have the potential to produce an entire generation of young Filipinos who will be proud of their Filipino heritage and are ready to give the entirety of their being to serve their countrymen,” Abu said.

The rationale of this is for Filipino citizens to defend the state at all cost, and in a collective effort to make the Philippines a real Southeast Asian superpower in the near future, he added.

Citing Article III, Section 4 of the 1987 Constitution, Abu said the government may call upon the people to defend the state and all citizens may be required based on conditions provided by law to render personal, military or civil service.

“The state recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual and social wellbeing. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs,” Abu said.
