Duterte signs law on national ID system
President Rodrigo Duterte has signed into law a measure that will establish a single national identification system in the country.
The Philippine Identification System Act was signed by Duterte Monday afternoon on the same day of the ceremonial signing of the Bangsamoro Organic Law.
The Philippine Identification System Act was signed by Duterte Monday afternoon on the same day of the ceremonial signing of the Bangsamoro Organic Law.
The president said that a single and streamlined national identification system would reduce corruption, avoid fraudulent transactions and enhance governance.

The president doused concerns on possible violations of privacy and security, saying there is no basis for apprehension in the new ID system as the Philippine Statistics Authority would work closely with the Department of Information and Communications Technology and other concerned agencies.
The bill’s author and sponsor Sen. Panfilo Lacson welcomed the signing of the measure.
“At long last, we now have a law that break the formidable barriers between government and the downtrodden and the poor due to the lack of identification,” Lacson said.
The law established the Philippine ID System or PhilSys—the government’s central identification platform on all residents and resident aliens in the country.
The ID card will contain the bearer’s identification system number, full name, facial image, date of birth, address and fingerprints.
The initial application and issuance, as well as the renewal of PhilSys ID for Filipino citizens, will be free of charge.

YOUR GUIDE TO USING RPMS TOOLS FOR TEACHERS FROM PORTFOLIO PREPARATION TO ASSESSMENT
To complement reform initiatives on teacher quality, the Philippine Professional Standards for Teachers (PPST) has been developed and nationally validated. This was signed into policy by Department of Education (DepEd) Secretary Maria Leonor Briones through DepEd Order No. 42, s. 2017.
The PPST articulates what constitutes teacher quality through well-defined domains, strands and indicators that provide measures of professional learning, competent practice and effective engagement across teachers’ career stages. This document serves as a public statement of professional accountability that can help teachers reflect on and assess their own practices as they aspire for personal growth and professional development.
In 2015, the DepEd issued Order No. 2, s. 2015 — “Guidelines on the Establishment and Implementation of the Results-based Performance Management System (RPMS) in the Department of Education” following Civil Service Commission Memorandum Circular No. 06, s. 2012 or the Strategic Performance Management System (SPMS) to ensure efficient, timely and quality performance among personnel.
The guidelines explain mechanisms, criteria and processes for performance target setting, monitoring, evaluation and development planning. Through the RPMS, the DepEd ensures that work efforts focus towards achieving its vision, mission, values and strategic priorities toward the delivery of quality educational services to Filipino learners.
The alignment of the RPMS with the Philippine Professional Standards for Teachers has led to the development of new results-based assessment tools; hence, this Manual on RPMS Tools for Teachers.
This Manual provides information and guidance to Teachers and School Heads in the performance assessment process. For Teachers, the Manual guides them through the basics in preparing and completing RPMS documents. It describes the appropriate tools to assess performance and explains the different assessment phases for teachers. It also introduces the concept of annotations to guide teachers through critical reflection of their practices for their continuous improvement.
For School Heads and other Raters, this Manual contains all the information needed to assess teacher performance. It provides a detailed reference to help in the understanding of the tools and the different phases of assessment within the various cycles of RPMS, ensuring that mechanisms are in place to support teacher performance.

PAGASA warns heavy rain to hit Luzon again on August 13
Brace for even more rain in Luzon on Monday, August 13, after a weekend that saw many areas already soaked.

In a bulletin issued 4 pm on Sunday, August 12, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) warned that the southwest monsoon or hanging habagat will continue to affect Luzon on Monday.
The southwest monsoon is still being enhanced by Tropical Storm Karding (Yagi), which already left the Philippine Area of Responsibility (PAR) on Saturday morning, August 11.
Karding is located 665 kilometers north northeast of extreme Northern Luzon, moving northwest at 20 kilometers per hour (km/h). It still has maximum winds of 75 km/h and gustiness of up to 90 km/h.
On Monday, moderate to heavy monsoon rain will again hit Metro Manila, the Ilocos Region, the Cordillera Administrative Region, Central Luzon, Calabarzon, Oriental Mindoro, and Occidental Mindoro.
The rest of Luzon will also have scattered rainshowers and thunderstorms.
Residents of areas affected by the southwest monsoon should watch out for flash floods and landslides. Massive floods already hit parts of Metro Manila and Rizal over the weekend. (READ: #FloodPH: Things to do when you're trapped, in need of rescue)
Classes have already been suspended in parts of Luzon for Monday.
The Visayas and Mindanao – not affected by the southwest monsoon – will only have localized thunderstorms on Monday. But flash floods and landslides are possible, too, if the rains become moderate or heavy.
Meanwhile, a gale warning was issued for Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, Metro Manila, Cavite, the western coast of Batangas, Occidental Mindoro, Palawan, Batanes, the Calayan Group of Islands, the Babuyan Group of Islands, Cagayan, Isabela, Aurora, Camarines Sur, Camarines Norte, Catanduanes, Albay, Sorsogon, Quezon, Oriental Mindoro, Marinduque, Romblon, Masbate, Burias Island, and the southern coast of Batangas.
Seas off those areas are rough to very rough, with wave heights reaching 2.6 meters to 4.5 meters.
PAGASA advised fishermen and others with small vessels not to set sail in areas covered by the gale warning. Larger vessels should watch out for big waves.
PAGASA is also monitoring Tropical Storm Leepi outside PAR. It is 2,065 kilometers east of extreme Northern Luzon, moving northwest at 20 km/h with maximum winds of 80 km/h and gustiness of up to 95 km/h.
The good news – Leepi is unlikely to enter PAR based on its forecast track.
Karding was the Philippines' 11th tropical cyclone for 2018. The country usually gets an average of 20 tropical cyclones per year. (READ: LIST: PAGASA's names for tropical cyclones in 2018)

'Dota 2' : Now A Course For Senior High Students
A University In Visayas Is Offering A 'Dota 2' Course For Senior High Students
As e-sports gain more visibility in the media (thanks, TNC Pro Team!), a similar trend is starting to spread through the academia.
The University of The Visayas New School (UVNS) is the latest supporter of competitive gaming, as it officially opens its e-sports and game development program through their Senior High Arts and Design track this year.
“We’ll have game strategy for Dota 2 and we will have game design and development animation and 2D and 3D animation, and of course, game creation. After two years, the students can either choose to be game creators, designers, or e-sports players in the professional league,” Genesis Raña, founder and school director of UVNS, said in an interview.
The core subjects for the e-sports track are the following: theory, mechanics, strategy, and game awareness. They’ll also tackle game design, branding, and entrepreneurship.
The university will also be providing the students with state of the art gaming equipment such as the Nacrono gaming keyboard, Sauris gaming mouse, and Poison P8 gaming headset. UVNS is also bringing students the Oculus Development Kit 2 for the ultimate virtual reality experience.
May last year, UVNS was recognized by Apple as a Distinguished Program for innovation, leadership, and educational excellence. They are one of the three schools in the Philippines recognized by Apple and the only school in VisMin.

The above conditions are being experienced in #Zambales (Subic, Olongapo San Antonio, Castillejos and Poonbato), #Bataan (Morong, Hermosa, Orani and Samal) and #Pampanga (Lubao and Floridablanca) which may persist within 2 hours and may affect nearby areas.
