1. The Department of Education (DepEd), through the National Educators Academy of the Philippines (NEAP) and the Bureau of Human Resource and Organization Development (BHROD), and all Quality Assurance Divisions of each Regional Office Quality Assurance Division (RO-QAD), shall administer the 2016 Principals’ Test on November 6, 2016. The examination shall serve as a mechanism for selecting competent school heads (SHs) in the public basic education sector.

2. The 2016 Principals’ Test is open to all aspirants for a Principal I position as required under DepEd Order (DO) No. 39, s. 2007 entitled Modified Qualification Standards for the Positions of Head Teachers and Principals and DO 97, s. 2011 entitled Revised Guidelines on the Allocation and Reclassification of School Heads Positions. Passing the Principals’ Test is one of the requirements for appointment to a Principal position.

3. The regional director shall assign the RO-QAD to head the Principals’ Test Regional Technical Working Group (RTWG). The RTWG shall be composed of representatives from Human Resource Division and Personnel Section. The RO-QAD shall be responsible in the coordination with Central Office, evaluation of applicants, supervising the preparation and the actual administration of the test. The RTWG shall submit the detailed budget proposal and financial report in the agreed timeline.

4. The applicant should meet any of the following eligibility requirements by November 6, 2016:
a. One year as Head Teacher; or
b. Two years as Teacher-in-Charge or Master Teacher; or
c.  Five years as Teacher III or SPED Teacher; or
d. Five years as incumbent public school teacher who has five years of managerial and supervisory experience in a DepEd recognized private institution or Commission on Higher Education (CHED) recognized higher education institution.

5. The examination shall cover situational critical thinking questions relevant to the role of a SH anchored on the domains of the National Competency-Based Standards for School Heads (NCBSSH) stipulated in DO 32, s. 2010 entitled National Adoption and Implementation of the National Competency-Based Standards for School Heads:
a. School Leadership;
b. Instructional Leadership;
c. Creating Student-Centered Learning Climate;
d. Human Resource Management and Professional Development;
e. Parent Involvement and Community Partnership;
f. School Management and Operations; and
g. Personal and Professional Attributes and Interpersonal Effectiveness.



6. In order to pass the examination, test takers must obtain at least 70% correct answers in all domains. Official final results shall be released through a DepEd Memorandum followed by the distribution of printed Certificates of Rating of all test takers.

7. Beginning 2018 Principals’ Test, applicants shall only be allowed to take the examination for three consecutive times. Applicants who did not pass consecutively in the years 2015, 2016 and 2017 shall undergo a specialized preparatory course before they will be allowed to apply again.

8. Below is the revised process of application.

Step 1: Securing of the five documents below:
a. Scanned copy of Certification of Eligibility from the Schools Division Office (SDO) Personnel Section. This should certify that the applicant met the minimum qualifications and has no pending administrative case, as recommended by the SDO Legal/Administrative Officer and certified by the Schools Division Superintendent (SDS). Each certificate will have a unique tracking code provided by the SDO (copy enclosed). Template shall be provided;

b. Scanned copy of performance rating of Very Satisfactory (VS) for the last two rating periods (PAST/PASAG in SY 2014-2015 and accomplished IPCRF using the RPMS in SY 2015-2016) certified by the SDO;

c. Scanned copy of signed Service Record;

d. Scanned copy of designation as Teacher-in-Charge signed by the SDS (if applicable); and

e. Certification of managerial and administrative experience from DepEdrecognized private institution or CHED-recognized higher education institution (if applicable).

The SDO Personnel Section shall submit to the RO-QAD the list of eligible applicants arranged according to unique tracking code signed by the SDS on or before June 20, 2016.

Step 2: Online Application (until June 18, 2016)
Applicants must apply online in the website assigned per region provided below. Application period is from May 16 to June 18, 2016. The online form shall no longer be accessible after the deadline. Other methods of submission such as printing of online application, scanning and sending by mail, fax or email shall not be accepted.

Step 3: Email submission (until June 18, 2016)
Applicants shall submit the scanned documents prepared during Step 1 to the email of their respective regions provided below. For easy reference, they shall indicate the following in their email:
a. Subject heading: Surname, First Name;
b. In line text: SDO, school name and cellphone number; and
c. Date and time the online form was accomplished.

Only the applications of those who both answered the online application form and emailed the complete documents within the application period shall be processed.

Step 4: Validation in the Regional Office (June 20-July 8, 2016)
a. RO-QAD shall validate the documents and SDOs the documents submitted by applicants and the online applications. 

b. RO-QAD shall submit through email the list of qualified applicants to the National Technical Working Group (NTWG). 

c. NTWG shall release a Memorandum with the list of validated names of applicants for processing of registration fee.

Step 5: Submission of ID Pictures and Registration Fee (July 8-July 29, 2016) Only validated eligible applicants shall:
a. submit two pieces of identical 2” x 2” ID picture with name tag taken in the last three months (with signature at the back) to the SDO personnel; and

b. pay the registration fee of Five Hundred Pesos (P500.00) at the SDO Cashier on or before July 29, 2016. The SDO shall only issue an acknowledgement receipt.

The registration fee of Five Hundred Pesos (P 500.00) shall cover various expenses relative to the preparations and implementation of the examination such as freight of Certificates of Rating, supplies and materials, travel, lodging, meals, and other expenses of organizers and monitors, communication expenses, honoraria of personnel and other incidental expenses.

Step 6: Issuance of Official Receipt (July 30-August 31, 2016)
a. The SDO Cashier shall remit the registration fees to the RO Cashier. While SDO Personnel Section shall submit all the 2” x 2” pictures to the RO-QAD on or before August 5, 2016.

b. The RO Cashier shall issue the individual official receipt with the unique tracking code addressed to the examinee. This shall be given to all test takers through the SDOs before August 31, 2016. The official receipt issued by the RO shall serve as the examination permit.

9. NEAP and BHROD value the credibility and integrity of the examination; they are not, in any way, affiliated with individuals or institutions offering and providing review sessions. Test applicants are warned against individuals or organizations which claim to have access to the content of the examination. Applicants, individuals or organizations who shall have direct or indirect request for test content and/or perform an act of bribery (monetary or gifts) to Central Office (CO), RO and SDO employees shall be subject for investigation and/or filing of corresponding administrative case. Such cases encountered shall be reported to deped.principalstest@gmail.com.

10. SDOs, through the Human Resource Development Section (HRDS), are highly encouraged to help prepare the applicants through the following:
a. forming support groups similar to the Learning Action Cells in school mentored by high performing SHs with integrity; 

b. familiarizing applicants with the school processes, operations, reports, challenges and actual scenarios faced by different types of SHs; and 

c. organizing immersion opportunities on school processes and operations in different school typologies.

All initiatives and activities shall be strictly free of charge and not to be conducted during class/office hours. Schools Division INSET funds may be used for meals and materials reproduction subject to the usual accounting and auditing rules and regulations.

11. Falsification of qualifications and/or documents by the applicants or involved SDO/RO employees shall be subject to investigation with grounds on grave dishonesty as mandated by Civil Service Commission rules and regulations.

12. The RTWG must propose a minimum of three and a maximum of five regional testing centers in strategic locations subject to the approval and inspection of the NTWG. The approved testing centers shall be announced through a DepEd memorandum or advisory.

13. To ensure the orderly conduct and integrity of the examination, the RDs shall be guided by the Manual of Operations. This includes logistical arrangements, coordination process, and qualifications of prescribed testing venue and personnel. The NTWG shall also conduct an orientation to all regional coordinators on or before September 2016.

MEMORANDUM CIRCULAR NO. 2016-1

TO:
All Heads of Departments, Bureaus, Offices and Other Agencies of the National Government, including Constitutional Commissions, Congress, The Judiciary, Office of the Ombudsman, State Universities and Colleges, Government-Owned or-Controlled Corporations, Local Water Districts, and Local Government Units.

SUBJECT:
Guidelines on the Grant of the Performance-Based Bonus for Fiscal Year 2016 under Executive Order (E0) No. 80 and EO No. 201

1.0         BACKGROUND AND RATIONALE

1.1      Since its implementation in 2012, the Results-Based Performance Management System (RBPMS) has significantly contributed to the government's goal of strengthening public accountability and ensuring the effective delivery of services to the Filipino people. The RBPMS represents a major governance reform that not only links budget with outcomes, but also puts premium on the improvement of the performance management and monitoring system in the government. Along with its incentive component—the Performance-Based Incentive System (PBIS) consisting of the Productivity Enhancement Incentive (PEI) and the Performance-Based Bonus (PBB) which were authorized under EO No. 80, s. 20121—the RBPMS has established a simplified but integrated sCheme of rewarding exemplary performance in the government through the grant of performance based bonuses.
1.2    Executive Order (EO) No. 201 s. 20162  provided that the compensation and position classification shall be revised or updated to strengthen the performance-based incentive system in recognition of government personnel who play a greater role and carry a heavier responsibility in attaining performance targets and delivering results.
1.3  EO No. 201 stipulated that the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting System created under Administrative Order No. 25 (s. 2011) shall prescribe the conditions on eligibility and procedures for the grant of the enhanced PBB, including the ranking system to recognize difference in levels of performance.

2.0          PURPOSE


This Memorandum Circular is issued to prescribe the criteria and conditions for the grant of the PBB for FY 2016.

List of Passers: LET Results March 2016 teachers board exam

The March 2016 LET also known as Licensure Examination for Teachers are officially released online on 19 May 2016 (12: 45 PM), 41 working days after the last day of board exam. These has been confirmed by the Professional Regulation Commission Board of Professional Teachers. As posted online, 12, 128 out of 42, 739 elementary teachers (28.38%) while 18, 810 out of 53, 090 secondary teachers (35.43%) passed the exams conducted at various testing locations in the Philippines. Takers can refer to below given links for results:
PRC also informed that in the total examinees for elementary teachers, 3, 906 are first timers and 8, 222 are repeaters. While in the secondary level, 10, 747 are first timers and 8, 063 are repeaters.

As quoted, "results of examination with respect to twenty-three (23) examinees were withheld pending final determination of their liabilities under the rules and regulations governing licensure examination"

As mentioned by PRC, successful examinees shall be compliant with the registration requirements for the issuance of the Professional ID Card and Certificate of Registration. Registration will now be done online via PRC Online Registration Portal. This will start on May 30 - June 2, 2016 (Elementary) and June 3 - June 10, 2016 (Secondary). Successful takers shall take not of the following important requirements to bring.

  1. Oath Form or Panunumpa ng Propesyonal - duly accomplished
  2. Latest Cedula - Community Tax Certificate (CTC)
  3. Passport size ID picture with colored with white background and nametag - 2 pieces
  4. 2 sets of documentary stamps
Oathtaking date and venue will be announced later. Passers are advised to stay tuned at this web page or at the fan page of this website for up-to-date information.

Updates before release of March 2016 LET Results

It is worth to note that during the board examination of the same program conducted by the commission September 2015 last year, 31.36% and 41.75% passing percentage were recorded respectively for both elementary and secondary levels. The same were conducted by the Board of professional teachers composed of Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Vice Chairman; Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members.

Along with the official list of passers, this page also displays relevant information such as the topnotchers or the top 10 examinees for both elementary and secondary levels, the overall performance summary of all colleges and universities and the important reminders about certain documentary application requirements they have to comply, registration schedule, registration fees as well as the oathtaking dates if applicable.

Official results from the commission are expected to be released several working days after the last date of board examination, considering all non-working days and holidays in between.

As per Resolution No. 2015-948 Series of 2015 entitled "Schedule of Licensure Examinations for the Year 2016", the target release date of the March 2016 LET results will be on 16-May-2016 (Monday).

In the past three (3) examinations of the same program dated below, examination results were released as mentioned (September 2015 – 48 working days, March 2015 – 38 working days) subject to the total number of examinees. Based from the results released from the past, it normally becomes available online between 5:00 PM to 10:00 PM. Takers can tune in at this website or the PRC official website during this time frame.

Duterte: There is nothing wrong with K-12

MANILA, Philippines – Militant youth groups are challenging incoming president Rodrigo Duterte to stop the implementation of the K-12 program once he assumes office.
Reminding Duterte of his stance during the early days of the campaign, the League of Filipino Students (LFS) said Duterte previously said that he is not a fan of the mandatory addition of two years in high school.
In a press conference on Monday, Duterte said he has yet to come up with a solid stand on the matter and asked for one month to consult with his prospective secretary of the Department of Education (DepEd).
But during the roundtable discussion with editors and reporters of The STAR a week before the elections, Duterte said there is nothing wrong with K-12 but stressed the need to improve the capability of teachers.
“Nothing wrong with K-12 but it is just that our teachers must have seminars. They have to be at par with the teaching profession in the world. A teacher has to be attuned with the global environment and even the geopolitics of the country,” Duterte was quoted as saying in The STAR’s “So You Want to be President” series.
“You need somebody who is well-rounded. I was against it but a priest in Ateneo explained to me the benefits,” he added.
In their statement, LFS secretary-general Aries Gupit urged Duterte to stick to his previous pronouncements against the K-12 program.
“In the following days, we hope to hear from you. We challenge you to stop K-12 and knock over this program implemented by the previous regime. We stress that K-12 puts our pag-asa ng bayan, today’s youth, and the whole nation’s future in great peril,” he added.
The K-12 program, the biggest education reform in the country in recent years, is supported by a legislative measure signed by President Aquino in 2013.
Republic Act 10533, or the Enhanced Basic Education Law, mandates the inclusion of kindergarten and an additional two years of senior high school in the basic education system in the country.
The Supreme Court recently denied various petitions to issue a temporary restraining order against the implementation of the K-12 program.
DepEd is set to pilot the first batch of Grade 11 students next month.
Gupit said K-12 would only produce more dropouts and the program would curtail the youth’s right to free public basic education.
“K-12 is transforming our education into a lucrative business by allowing private schools to dominate senior high school. In the National Capital Region alone, only two out of 10 senior high schools are public. Of the 933 senior high schools in the region, 736 are private schools with matriculation cost of P25,000 up to more than P100,000,” Gupit noted.
“DepEd pronouncements that there are more public schools offering senior high school are meaningless. These public schools have very limited slots that they cannot even cater to half of their grade 10 students,” he added.

New DepEd chief

Duterte named Peter Laurel, president of the Lyceum of the Philippines University (LPU) in Batangas and Laguna, as his prospective education secretary.
Laurel is the grandson of former president Jose Laurel and son of former senator Sotero Laurel. His family established LPU, where Duterte finished Bachelor of Arts in Political Science.
Outgoing Education Secretary Armin Luistro declined to comment on the choice of Laurel as his successor, saying the announcement has yet to become official.
In an earlier interview, however, he said that it would be difficult to stop K-12 as the gears for the implementation of its major feature – senior high school – are already in place.

Peter Laurel supports K to 12 program

BATANGAS - Lyceum of the Philippines University (LPU) President Peter Laurel has expressed his full support to the K to 12 program, and said he was still weighing whether to accept presumptive president Rodrigo Duterte's offer to be the education secretary of his administration. 
"Hindi ko pa nakausap si President Duterte. I'm studying it and consulting my family and loved ones," he said in a phone interview. 
Expressing his personal view, Laurel said he supports the reform program but added that he still needs to confer with the incoming president, who has misgivings about K to 12. 
Laurel also referred to K to 12 as one of the biggest reforms in the history of education since the establishment of the Commission on Higher Education (CHED) and the Department of Education (DepEd).
"Tayo lang sa buong Asya ang hindi 12-year basic education cycle. We're the last in Asia. In the world, I think Angola including the Philippines still remain in the 10-year program. I think we have to be more internationally competitive," he said. 
Laurel said that while there may be certain problems with respect to the program's curriculum and budget, he believes K to 12 "is a reform agenda that needs to be done."
"I understand there are issues that people would like to look at, and I think the mandate of the incoming president will be coming with some fresh perspective, drawing the lessons from the past so we can march on to the future," Laurel said. 
He gave the DepEd Secretary Bro. Armin Luistro's administration a high score in managing the biggest bureaucracy in government, saying Luistro "did very well."
"But on the whole, I think the reform agenda of Bro. Armin has been a strong one. They've done a lot of work and still a lot of things that needs to be done,” Laurel added. 
Peter, a former vice-governor of Batangas, is the fourth son of former Senator Sotero Laurel. He is the head of LPU's Batangas and Laguna campuses while his brother Roberto, runs LPU's campuses in Manila, Makati and Cavite. 
Duterte took his bachelor's degree at LPU where Communist Party of the Philippines founder Jose Maria Sison was his professor.
Last Tuesday, militant youth groups urged Duterte to scrap the K to 12 program. 
Duterte, meanwhile, asked for a month to review the program.
In a press conference in Davao City on May 16, Duterte said he would consult Laurel on his take on the K to 12 education program. 
The presumptive president admitted that he was not sold on the concept of adding two more years of schooling but will listen to Laurel on whatever his recommendations will be.

Policies and Guidelines on Overtime Services and Payment in the Department of Education


1. The Department of Education (DepEd) disseminates the enclosed Policies and Guidelines on Overtime Services and Payment pursuant to the provisions of the Joint Circular No. 1, s. 2015 dated November 25, 2015 entitled Policies and Guidelines on Overtime Services and Overtime Pay for Government Employees issued by the Civil Service Commission (CSC) and Department of Budget and Management (DBM).
2. As mandated by the circular, DepEd has formulated its internal guidelines to rationalize the rendition of overtime services and the payment scheme in accordance with the said circular.
3. All DepEd Orders and other related issuances, rules and regulations and provisions which are inconsistent with these guidelines are hereby rescinded.
4. Immediate dissemination of and strict compliance with this Order is directed.

A. Rationale
1. With the full implementation of DepEd Rationalization program, it is expected that each operating unit will operate based on the functions articulated in each unit’s charter. It is also expected that the amount of work based on mandate can be delivered by the full staff complement of each unit under normal conditions. However, there are unexpected and unavoidable circumstances that rendition of overtime services will be required to finish urgent tasks.
2. In order to rationalize the rendition of overtime services, DepEd hereby issues these internal guidelines as basis for payment of overtime services for the non-teaching personnel in the DepED Central, Regional and Division offices in accordance with the provisions of Joint Circular No. 1, s. 2015 of the Civil Service Commission (CSC) and the Department of Budget and Management (DBM).
B. Scope and Coverage
1. These guidelines are issued to provide standard rules and procedures on the rendition and payment of OT services for DepED non-teaching employees.
2. These guidelines shall cover rendition of OT services with pay, either monetary or nonmonetary, of the following DepEd officials and employees:
a. Incumbents of positions of chiefs of divisions and below under permanent, co-terminus, temporary status, and

b. Incumbents of positions of chiefs of division and below who are designated to a position in the Career Executive Service.

Bullet “a” refers to a regular chief of division while bullet “b” refers to an individual who occupies a plantilla item/position of a division chief but is designated to a third level position, for example, a division chief designated as OIC Director of a bureau/service/center.
3. Incumbents of positions whose ranks are higher than chiefs of divisions and those appointed to positions in the Career Executive Service (CES) are not entitled to OT pay.
4. Those involved in the conduct of training programs, workshops, seminars, etc. and who are on travel status are not entitled to overtime pay even when they render services in excess of the regular eight (8) hours.
C. Policy Statement
1. The DepEd hereby issues this internal policy in the authorization, rendering and payment of OT services of all DepEd non-teaching personnel. This policy is largely based on the basic tenets of the Joint Circular No. 1 issued by DBM and CSC. All operating units are hereby mandated to implement the full intent of this policy.
2. The rendition of OT services with pay may be authorized for the following activities:
2.1 Implementation of special or priority programs and projects embodied in Presidential directives with specific dates of completion;

2.2 Completion of projects with set deadlines when due to unforeseen events, the deadline cannot be met without resorting to OT work;
2.3 Relief, rehabilitation, reconstruction and other related work or services during calamities and disasters;
2.4 Essential public services during emergency or critical situations that would require immediate or quick response;
2.5 Seasonal work, such as, but not limited to, budget preparation and rendition of annual reports, to meet scheduled deadlines;
2.6 Preparation of special/financial/accountability reports required by oversight agencies like the Congress of the Philippines, Office of the President, Commission on Audit, Department of Budget and Management, and National Economic and Development Authority;
2.7 Services rendered by drivers and other immediate staff of top officials when required to keep the same working hours as their superiors;
2.8 Such other activities as are needed to meet performance targets or deliver services to the public as may be determined by the agency head.

D. Procedures
1. To guide all employees relative to the overtime policy, the following provisions of this policy shall be followed.
2. OT services shall include:
2.1 Those rendered beyond eight (8) hours during regular work days subject to the applicable rules on flexible working hour scheme being adopted by the Department. The OT services to be rendered by an employee for regular work days in excess of his/her eight-hour work schedule shall be at least two (2) hours and shall be until 9:00 p.m. only except in the case of duly authorized overnight OT service and of services rendered by drivers; and

2.2 Those rendered during Saturdays, Sundays and holidays or non-working days to start at 8:00 a.m. up to 5:00 p.m.

3. The following breaks shall be observed during OT services:
Regular Days/Weekdays
Weekends/Holidays
One (1) hour dinner break after three (3) hours of continuous OT service
Lunch break: 12:00 nn to 1:00 pm
4. Rendering overnight OT services shall be resorted to only when extremely necessary. No employee shall be allowed to render overnight service for more than two (2) consecutive nights, for health reasons and to ensure employee productivity.
5. Heads of Offices/Chiefs of Divisions shall secure authority to render OT services on a monthly basis from the Undersecretary for Finance and Administration in the case of the Central Office, and from the Regional Director and Schools Division Superintendent in the case of the regional and schools division office, respectively. The request for authority shall indicate the following:
5.1 Purpose for rendering OT services

5.2 List of Employees to include the names, positions and assigned tasks
5.3 Justification on the necessity of OT services

6. OT services shall be rendered only after the request/authority has been submitted to the concerned offices for processing and approval of the Undersecretary for Finance and Administration, in the case of the Central Office and of the Regional Director/Schools Division Superintendent, in the case of the regional/schools division offices. Authority for payment of OT services rendered in the months prior to the preparation and submission of such authority shall no longer be processed and approved. However, payment of OT services rendered in the cases of Sections C.2 (2.3) and (2.4) above may be allowed without prior approval.
7. The Heads of Offices/Chiefs of Division shall be primarily responsible for the day to day operations of their respective offices; hence, they may allow or disallow their immediate staff to render such OT services with pay during regular working days, Saturdays, Sundays, holidays and non-working days, depending on the nature and urgency of the work to be done.
8. To ensure that employees are rendering OT services because of urgent or additional work, and not to compensate absences, tardiness or undertime, an employee shall not be allowed to render OT services with pay if he or she has reported late/tardy on regular work days. In this case, an employee may render OT services but he/she will not be compensated for such services either through monetary pay or CTO.
9. Claims for payment of OT services rendered shall be supported by the duly approved Request for Authority to Render OT Services, Daily Time Records and Monthly Individual Accomplishment Report for the actual work done during OT.
10. Overtime pay shall be charged to available savings, subject to existing rules and regulations on the use of savings, and other fund sources authorized under existing laws, rules and regulations.
E. Computation of Pay
1. OT pay shall be based on an employee’s actual hourly rate computed as follows:
Actual Hourly Rate (AHR)
Actual Basic Salary per month / 22 x 8
OT Rate for Ordinary work days
AHR + 25% of AHR
OT Rate for Saturdays, holidays and non-working days
AHR + 50% of AHR
2. Total OT Pay for the Month
OT Pay for Ordinary work days
OT Rate for Ordinary Work Days x Total No. of OT Hours Rendered on Ordinary work days within the month
PLUS:
OT Pay for Saturdays, holidays and non-working days
OT Rate for Saturdays, holidays and non-working days x Total No. of OT Hours Rendered on Saturdays, holidays and non-working days within the month
3. The total OT pay of an employee in a year shall not exceed 50% of his/her basic salary for the year while the total amount of OT pay to be spent shall not exceed 5% of the total Personnel Services (PS) budget of the agency for a given year.
4. The Heads of bureau/service/center/regional/schools division offices shall be responsible for the proper implementation of this Order. They shall be dealt with accordingly, as the case may be, for any payment of OT services not in accordance with the provisions herein without prejudice to the refund by the employee(s) concerned of any unauthorized or excess payments.
F. Resolution of Cases
Issues and concerns arising from the implementation of this Order shall be resolved by the Office of the Undersecretary for Legal and Legislative Affairs in the case of the Central Office and by the Office of the Regional Director and Schools Division Superintendent in the case of the regional offices and schools division offices, respectively.
G. Monitoring and Evaluation
1. The DepED Central Office, Regional Offices and Schools Division Offices shall submit to the DBM’s Budget and Management Bureau or Regional Office concerned, copy furnished the CSC, the “Report on Overtime Services With Pay” using the template in Annex A on or before March 31 of every year.
2. For DepED Central Office, each Bureau/Service/Center shall submit their annual report to the Accounting Division, for consolidation purposes, while the DepED Regional Offices and Schools Division Offices shall be responsible in consolidating the respective reports in the offices/units under their jurisdiction.

DepEd National Uniforms for Teaching and Non-Teaching Personnel Official Designs and Guidelines

The effectivity of wearing the prescribed uniform will be on August 1,2016. Said uniforms shall be used for School Years (SYs) 2016-2018.

Only the approved national uniforms should be used by both teaching and non-teaching personnel. There shall be no regional and schools’ divisions uniforms to have uniformity across all offices.

The teaching and non-teaching personnel from central, regional, division and district offices, and public elementary schools are free to purchase and obtain the prescribed uniform materials from any available source that comply with the standards set.

Modifications or adjustments on the prescribed uniforms (e.g. long sleeves instead of short sleeves, skirts instead of pants for the female employees) to conform with religious, social, and cultural requirements or any legitimate practice related thereto shall be allowed.

Based on these provisions, the following documents are enclosed for reference:
a. Enclosure No. 1 – Color Specifications of the DepEd National Uniforms;
b. Enclosure No. 2 – Schedule of Wearing the DepEd National Uniforms; and
c. Enclsoure No. 3 – Design and Sketches of the DepEd National Uniforms.
4. Immediate dissemination of this Memorandum is desired.

High school dropout and former online game addict tops Licensure Examination for Teachers

MANILA -- A high school dropout topped the latest Licensure Exam for Teachers (LET) in the secondary level.
In an interview with DZMM, Michael Prince del Rosario, who got 92% in the LET, said that he was not able to graduate from high school due to his addiction with an online game.
"Hindi po ako grumaduate ng valedictorian, hindi nga po ako grumaduate ng high school," del Rosario said.
Del Rosario remembered that his obsession with an online game started when he was in first year high school.
He became so fascinated with the game that he decided not to attend his classes, and he eventually dropped out of school.
"Hindi na po talaga ako pumapasok, sobrang lala po ng ka-addict-an to the point na wala na po. Nag-drop-out ako tapos ang masama pa niyan hindi ko kayang sabihin kina Mama, tinago ko po muna," the topnotcher recalled.
Del Rosario said that while his parents thought that he was in school, he was spending the pocket money that they gave him for computer shop rental.
A redirection
However, del Rosario, in his supposed-to-be senior year, had a redirection when he saw his batchmates looking forward to their graduation and planning for college.
"Unti-unti ko na pong nakikita na pa-graduate na po 'yung mga ka-batch ko, na ang ganda-ganda na ng plano nilang mag-college, na ang sarap ng mga dreams nila for their family. Sa isip ko, pa'no ako? Pa'no ko ibibigay 'yun sa family ko?" said del Rosario.
Fortunately, del Rosario had a chance to have a high school diploma through a program of Department of Education (DepEd) called Alternative Learning System (ALS).
He said that he was given a module that he reviewed. He then took an exam, passed it, and got a diploma to proceed to college.
A realized dream
When asked if del Rosario really aimed for the top spot in the LET, he admitted that he really wanted it to fulfill her mother's dream to be interviewed on television.
"Opo, kasi po pangarap ko po talagang ma-interview po 'yung nanay ko sa TV. Sabi ko para mangyari 'yun kailangan number one ako, so ayun po natupad na po 'yung pangarap niya kanina. Tuwang-tuwa siya," del Rosario narrated.
Prior to the LET, Del Rosario also bagged the eighth top spot in the board exam for nurses.
However, he feels that he is not yet ready to take responsibility for someone's life so he taught in a review center instead.
Now, he plans to teach a science subject in a public provincial secondary school to inspire students with his story.
"Para mai-share ko naman 'yung experience ko noong high school ako, para marami ring maging katulad ko na noong una nadapa, noong una nagkamali, noong una parang wala nang pupuntahan, pero nakakabangon at nakakabangon basta may pangarap," del Rosario said.

Several weeks before Senior High School officially starts on June 13, 2016, Education Secretary Br. Armin A. Luistro FSC has welcomed the next administration’s decision to support the K to 12 program.
“I am grateful and very appreciative that the new administration [of Incoming President Rodrigo Duterte] is supportive of the educational reforms that Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED), along with our stakeholders, have worked on the past six years,” Luistro said.
In a press briefing held last May 23, Duterte said he now supports the K to 12 program after it was thoroughly explained to him.
“I said I was against it early on when it was being implemented. But some of the bright guys in DepEd came to see me here in Davao and explained to me how we are lagging behind our neighbors,” Duterte said.
The Philippines is the last country in Asia and one of only three countries worldwide, apart from Angola and Djibouti, with a 10-year pre-university cycle.
“I am currently attending the 9th ASEAN Education Ministers meeting in Kuala Lumpur and our discussions here are a reaffirmation of the need to take on the K to 12 reform so as to ensure that we can keep pace with the education standards of ASEAN and the world,” Luistro said.
“I trust that the next administration will build on the gains and enhance the achievements made in the education sector, while taking on the new challenges in the ever-changing landscape in this part of the globe” he added.
The K to 12 Program added two years in high school, Grades 11 and 12, and institutionalized the kindergarten program—covering a total of 13 years of basic education.
The first batch of Grade 11 students will start on June 13, 2016.

DepEd urged schools: Don’t require expensive school supplies

The Department of Education (DepEd) reiterates its call to all public schools to avoid requiring  expensive school supplies for students to purchase as classes begin this year.
The DepEd made the appeal together with the Department of Trade and Industry (DTI) during  the special monitoring activity for school supplies in bookstores around Recto Ave., Manila.
 DepEd Assistant Secretary for Legal and Legislative Affairs Atty. Tonisito M.C. Umali urged the administrators of public schools to refrain from prescribing any branded or expensive school supplies which contribute to budgetary constraints of parents specially those with children studying in public schools.
“Makakaasa po kayo na ang ating mga pampublikong paaralan ay hindi mag-oobliga ng mga mamahaling school supplies. No specific type or brand of school supplies will be required.”
“Maski po yung mga lumang kwaderno na spiral na may sobrang pahina na hindi nagamit noong nakaraang taon ay pwedeng pagsama-samahin at tahiin,” Umali added.
Also, Umali urges the public to check the Gabay sa Pamimili ng School Supplies released by the DTI to properly guide consumers in their purchase of school supplies.
“Ito po ay inilalagay natin sa website at social media accounts ng DepEd na may link diretso sa website ng DTI kung saan makikita ang karagdagang impormasyon ukol dito.”
The special monitoring activity for school supplies was spearheaded by the DTI, together with representatives from DepEd, Department of Health-Food and Drug Administration (DOH-FDA), Local Government Unit-Manila and Senator Bam Aquino.
The monitoring team reported stable and reasonable prices on school supplies.

DAVAO CITY, Philippines (UPDATED) – President-elect Rodrigo Duterte has offered former national treasurer Leonor Briones to head the Department of Education, and former budget chief Benjamin Diokno to return to the Department of Budget and Management.
Briones and Diokno both served the Estrada administration.
"Leonor Briones, she used to be national treasurer, I offered her the Secretary of Education portfolio," Duterte said.
Briones, who is best for being National Treasurer under the administration of President Joseph "Erap" Estrada, asked for until Tuesday, May 31, to make her final decision, said Duterte.
The president-elect said he already has one task for Briones, should she accept the post: iron out the problems in the implementation of K to 12.
"She is quite familiar with the problem we are facing with the implementation of K to 12. There will be a lot of students that will be marginalized or would not be able to enroll and a good number of teachers also who have lost their positions. So problema 'yan. (That's a problem)" he said.
Briones is the lead convenor of Social Watch Philippines. She is a Professor Emeritus of Public Administration at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman.
She obtained her degree in accounting (magna cum laude) from Siliman University, and her Master of Public Administration from UP.
"I have [taken] in Benjamin Diokno, the budget secretary of so many presidents, for the Budget and Management Department," said Duterte.
Diokno is a professor of economics at the University of the Philippines.
