Inclosed is a copy of CSC-DBM Joint Circular NO. 2-97 dated June 25, 1997 promulgating and adopting rules and regulations to amend Rules IV and VI of Joint CSC-DBM Circular No» 1, s„ 1991, governing the monetization of leave credits of government officials and employees.     2. Under this Circular, government officials and employees shall now be allowed to monetize a maximum of thirty (30) days vacation leave/service credits, subject to the following conditions:
    1. There shall remain five (5) days vacation leave/service credits after monetization; and
    2. Said official or employee has accumulated no less than fifteen (15) days vacation leave/service credits, in which case he can monetize no more than ten (10) days.

    DepEd to offer Salary Loan with low interest to assist teacher-borrowers


    In line with its efforts to help teachers, the Department of Education (DepEd) is expanding the coverage of its Provident Fund, with revised guidelines in its implementation.
    Education Secretary Leonor Briones said that many public school teachers and personnel are now suffering from unpaid loans with accumulated interests. “The damage of over-borrowing on the lives of teachers and their families has been going on for years and it can no longer continue,” she explained.
    Among the solutions that DepEd is looking into is expanding the coverage of the Provident Fund which belongs to all employees of DepEd. “We want to add a lending facility wherein they can loan a limited amount but we will make sure that the interest will not be compounded and terms would be lower,” Briones said.
    In support of this goal,  Briones issued DepEd Order 52, s. 2017 or the “Amendments to DepEd Order Nos. 12 s. 2004 and 36, s. 2007 (Revised Implementing Guidelines for the DepEd Provident Fund).”
    In the amended version, it is stated that: “Qualified co-terminus employees who have been in the service with DepEd for at least two years, inclusive of services rendered as Contract of Service (COS) within the last five years, if any, may avail of the PF loan up to a maximum principal amount of Fifty Thousand Pesos (P50,000.00) only, payable in equal monthly amortizations from 12 up to 24 months, at the option of the borrower, subject to his/her capacity to pay.”

    2. In the log in page, click “Create Account”. You will be directed to Account
    Registration Form.

    3. Fill up Personal Information
    • Enter First Name, Middle Name (If Applicable) and Last Name. 
    • Enter Name Extension (If Applicable). 
    • Select year, month and day in the dropdown list for Date of Birth 
    • Select Sex in the dropdown list. 
    • Enter Mobile Number (i.e. 09XXXXXXXXX). 
    • Enter Landline Number (If available, include area code) 
    • Enter Home Address (House No./Block/Lot No./Street/Subdivision/Village/Barangay). 
    • Select Region from the dropdown list (Home Address). 
    • Select Province from the dropdown list (Home Address). 
    • Select City/Municipality from the dropdown list (Home Address).  Log In Information 

    4. Enter your E-mail Address.     
    Note: E-mail address must be active .E-mail Addresses are not case sensitive. 
    5. Enter desired Password. (Passwords must be at least 8 characters long.)
    6. Retype desired Password to confirm.
    7. Click “Register” button to submit registration information.
    8. A pop up message will appear together with your Examinee Number. Click “OK” to continue.
    9. An email will be sent to your email address confirming the account creation. (see Figure 1.3)

    Philippine employees are mandated by law to be covered with social insurance through the Social Security System. However for government employees, they have GSIS (Government Service Insurance System) to provide them with benefits and privileges.

    All government personnel, regardless of their employment status should be covered by GSIS. As a GSIS member here are the benefits and privileges that you can take advantage of:

    LIFE INSURANCE

    Members of GSIS have compulsory life insurance coverage into two types:

    1. Life Endowment Policy (LEP)

    This life insurance is designed to provide members with coverage while still in active service. It provides maturity benefits to policy holders upon reaching maturity.

    2. Enhanced Life Policy (ELP)

    The more recent life insurance, only effective last August 2003, this provides automatic yearly insurance coverage to new members of GSIS based on monthly compensation. It is also designed to give enhanced death benefit to the family of a deceased member.

    The following members are covered under this program:
    • Those who entered the service starting August 1, 2003;
    • Those whose policies matured on or after July 31, 2003, and who will continue to be active members after the maturity date; and
    • Those who opted or will opt to convert their LEP into ELP.

    RETIREMENT

    GSIS members who are retiring can choose from various retirement programs depending on their age and length of service.

    Gov't employees to receive cash gift, year-end bonus


    "Starting November 15, all qualified government employees will receive year-end bonus tax free that is equivalent to their one month basic salary," Diokno told reporters during a breakfast forum in Pasig City.

    State workers will get a cash gift and a year-end bonus beginning this month, Budget Secretary Benjamin Diokno said Wednesday.

    The Department of Budget and Management has earmarked P6.93 billion for the cash gifts and P32.84 billion for the year-end bonuses under the 2017 budget.

    "Starting November 15, all qualified government employees will receive year-end bonus tax free that is equivalent to their one month basic salary," Diokno told reporters during a breakfast forum in Pasig City.

    Apart from the year-end bonus, each state worker will also get a P5,000 cash gift.

    The Budget chief  clarified that the release of bonuses and cash gifts will actually start on November 16 as the 15th is a non-working day in light of the 31st ASEAN Summit.

    Eligible to receive the bonus and cash gift are government personnel who have rendered at least four months of service, including leaves of absence with pay from January 1 to October 31, and are still employed as of October 31.

    The bonuses and cash gifts are subject to the guidelines issued by the Department of Budget and Management and Budget Circular No. 2016-4, Diokno said.

    The Year-End Bonus equivalent to one (1) month basic pay as of October 31 and Cash Gift of P5,000 shall be given to entitled government personnel not earlier than November 15 of the current  year, subject to the following conditions:

    =6.1.1 Personnel has rendered at least a total or an aggregate of four (4) months of service from January 1 to October 31 of the  current year; and
    =6.1.2 Personnel remains to be in the government service as of October 31 of the same year.

    DOWNLOAD MEMORANDUM

    1. All schools, both public and private are enjoined to hold meaningful, simple and doable activities related to Filipino Values such as, but not limited to, creative arts exhibits, posters and slogan making, poem, song or jingle and story composition, symposia or seminars, giving recognition for exemplary behavior among others, as a way to manifest and advocate core Filipino Values of MakaDiyos, Makatao, Makakalikasan at Makabansa.
    2. The DepEd Offices i.e., Region, Division, District and School levels, in collaboration with the community, e.g., parents/family members and/or local officials, will plan and conduct agreed activities related to the prescribed value focus or theme for the month-long observance.
    3. The DepEd Central Office will lead the yearly formulation of the theme. This School Year 2017- 2018 the theme is “Kahinahunan at Katatagan: Tugon sa Makabago at Mapanghamong Panahon”, as agreed upon during a Consultation Workshop in August 2017 with Regional and Division Values EducationlEdukasyon sa Pagpapakatao (EsP) Supervisors and Coordinators, and Guidance Counselors representatives from various DepEd Offices nationwide.
    4. Implementation of the Filipino Values Month shall be observed in accordance with DepEd Oder No. 9, s. 2005 re: Non-disruption of classes and instituting measures to increase engage time- on task in teaching.
    5. Financial requirement for the Observance shall be charged against local funds subject to the usual accounting and auditing rules and regulations. Additional funding may be sourced out from various education stakeholders.
    6. The Regional Offices shall submit to the Bureau of Learning Delivery (BLD), before the end of the school year, report that captures impact of the Observance of the Filipino Values Month, which comprehensively describe the general nature of activities conducted, involvement of stakeholders, observation/findings, issues/concerns and recommendations.
    7. The Bureau of Learning Delivery (BLD) shall continuously gather feedback and conduct periodic review of the Observance to ensure the effectiveness of its implementation.
