The Department of Education (DepEd) hereby issues this Addendum to supplement and clarify the provisions of DepEd Order No. 12, s. 2017 on the Implementation of P 4,000.00 Net Take Home Pay (NTHP) for Department of Education Personnel pursuant to Section 47 - Authorized Deductions of the General Provisions of the General Appropriations Act (GAA) for Fiscal Year (FY) 2017.
The maximum actual classroom teaching per day which may be assigned to teachers is six (6) hours. However, when required by the exigencies of the service, a teacher may be required to render actual classroom instructions beyond six hours but shall be subject to payment of overtime pay. Under DepEd Memorandum No. 291 dated June 13, 2008, the general guidelines for the implementation of the six (6) hours of actual classroom teaching of public elementary and secondary teachers and the specific guidelines to be promulgated in the school level for the remaining two (2) hours to complete the eight (8) hours of work, have been promulgated.
In view of many requests for clarifications as to the implementation of the provisions of said Memorandum and reports of non-compliance or different interpretations at the school level as to its correct application, DepEd issued DepEd Order No. 16, s. 2009 dated Februay 4, so as to clarify the issues.
The following are the additional guidelines and clarifications: The six (6) hours of classroom teaching shall cover the full teaching load of a teacher as indicated in the class program. As described in DepEd Memorandum No. 291, s. 2008, teaching loads including advisorships and special assignments for the entire school year combined shall be considered as one teaching load; and the two (2) remaining hours is allotted in teaching related activities like preparation of lesson plans, checking and recording of outputs and it can be spent at home or anywhere. Teachers who have rendered the six (6) hours of actual classroom teaching duly reflected in their daily time cards shall be deemed to have completed the required daily working hours must not be declared to have incurred undertime in the report card and must not be subjected to salary deductions by the concerned payroll services unit.

The government can also save current in this manner because you will not be using anymore electric fans or air condition." To speed up the hiring process for new teachers, the government is being urged to review the recruitment policies of the Department of Education (DepEd).

Based on a study conducted by Philippine Normal University’s (PNU) academic research experts led by Educational Policy Research & Development Center Director Dr. Edna Luz Abulon, aside from investing more on teacher education, the government should also look into the possibility of reviewing the policies of the DepEd when it comes to hiring of teachers to attract more graduates to pursue a career in teaching.
PNU is considered the Philippines’ premiere learning institution for teachers.
Authors of the study stressed that it is “very important” that the government initiates a review on the “recruitment policies of the DepEd to speed up hiring process for new teachers.” The study is proposing to “cut further hiring period” of DepEd since division heads are given this responsibility.
The authors said this would “take several layers of authority” and will make hiring of new teachers faster. The study said that the tedious hiring process of DepEd is among the reasons “why some teaching applicants just grab other jobs that are available.”
The study said that DepEd “may have claimed that it reduced hiring period from 8 to 3 months in 2013,” but it “skipped the fact that some TEGs are first employed as volunteer teacher or as local government-funded teacher prior to DepEd hiring.”
Aside from this, the study is also pushing for a review of the current DepEd prohibition for teachers to teach in another school. This prohibition, the authors said, is “perhaps must be applied only on permanent teachers but not on temporary teachers in order to help them enhance income.”

Group work among my students’ works well because I see them all engaged in the activity.
Collaboration is evident and effective during the delivery of my lesson. The students are seen to be very cooperative in learning process.
Giving students more time to explore and discover the task given allows them to make their presentations nice and effective. It teaches them to think of a great presentation.
Allowing students to think of their own strategies on how to present the activity shows their thorough understanding of the lesson and enhances their creativity. Yet guidance of the teacher is very much required.
Grouping is seen to be very effective in every classroom activity because students will learn on how to deal with the different family orientations showed by their classmates. They learn to be flexible.
Creative presentations such as singing, dancing, acting, playing musical instruments are also very effective. Some of them are new to each other yet they work effectively to showcase a creative and relevant theme activity.
Differentiated instruction is very much effective because it caters to the multiple intelligences present in each student.
Profiling students provides the teacher from the better to the best idea on how to deal with them and on what particular strategy would best fit for their kind.
Discussion first, then activity is also found out to be very effective since students in this generation has a very limited attention span.
Video presentations as a springboard to teaching are likewise effective. Students absorb it faster if they are looking at a video; because most of the students these days are bodily kinesthetic and visual learners.
Game as an introduction to a topic was also found out to be very effective as well.
Students tend to understand easy and well if they are enjoying the lesson. Learning at the same time enjoying is effective because a happy class is a learning class.

The Department of Education (DepEd) issues the enclosed Policy Guidelines on System Assessment in the K to 12 Basic Education Program to:
articulate the bases, indicators, and measures of system performance that will provide insights on the effectiveness of curriculum and instruction program delivery;
provide the bases for the implementation of national and international large-scale assessments of student learning outcomes in determining the national education system’s effectiveness and efficiency;
provide an overview of the national and international large-scale assessments per key stage; and
discuss the purposes and scope, frequency of administration, target group of learners, and schedule of various assessments.
Included in this policy is the schedule of assessments until 2023–2024, at the end of which the first cohort of learners would have completed the full K to 12 Basic Education Program.
These guidelines will remain in force and in effect for the duration of the program, unless sooner repealed, amended, or rescinded. All existing Orders and Memoranda that are inconsistent with this Order are rescinded.
Immediate dissemination of and strict compliance with this Order is directed.

Landbank sets ATM downtime this weekend amid system upgrade
Landbank advises its clients that its ATMs and other electronic services will be down this weekend as it upgrades its system to use EMV technology.
Landbank said the scheduled downtime will start at 10:30 pm June 24 Saturday and last until 3:00 pm June 25 Sunday.
"During the scheduled downtime, you will not be able to transact with Landbank ATMs, cash deposit machines, and other electronic banking channels, including iAccess, weAccess, and mobile banking application. You will also not be able to use your Landbank debit cards (ATM and cash cards)," the bank said in a statement.
The bank added that clients may experience intermittent services even after the scheduled downtime as the system stabilizes.
Landbank advises its clients to conduct their transactions before the scheduled downtime.
The Bangko Sentral has given Philippine banks until June 30, 2018 to adopt EMV, the international standard for chip-based debit and credit cards, which are supposedly more secure than cards that use magnetic strips.
As agreed during the March 31 dialogue between ACT and PRC, the Board of Professional Teachers issued the Operational Guidelines of CPD Law for Teachers indicating that PRC is moving the implementation of CPD Law for teachers to December 2017 and not June 2017.
Teachers renewing their PRC IDs up to Nov 2017 shall not be required any CPD Credit Units. Detailed update will be posted within the week.
Public school teachers are neither underappreciated nor underpaid.
The perception is far from reality and is “rapidly disappearing,” according to Education Secretary Leonor Briones.
Allowances, paid leaves
Teachers have a monthly salary of P19,000 to P43,000, depending on their level.
The amount is apart from the allowances, as well as performance, midyear and year-end bonuses.
Unlike nurses, policemen and soldiers, teachers enjoy a two-month paid leave during the summer vacation.
Continuing migration
Briones’ defense of the government pay of teachers was a response to a commentary that little attention was given to teachers who had been unaccounted for since Islamic State-inspired terrorists from the Maute group laid siege to Marawi City on May 23.
According to her, the challenge facing the Department of Education now was not the pay of teachers but the continuing migration of private school teachers to the public school system.
“One wonders why is there migration if their pay is measly and inadequate,” she said.
On the reported 175 missing teachers in Marawi, Marjuni Maddi, assistant secretary for academics of the Autonomous Region in Muslim Mindanao, said authorities were actively trying to track them down.
Update on the release of 2,500 Chalk Allowance/Teaching Materials Allowance

As per the conversation between ACT Secretary-General Raymond Basilio and Director Cristina Clasara of Budget and Management Bureau-Bureau of the Department of Budget and Management, it was clarified that:
1. The release of funds in the Regions/Divisions/Implementing Units is done comprehensively. Disbursement is done through the monthly requests submitted by the Finance Officers of the Region/IU.
2. Release of funds could be sourced from the available cash of the Division/IU concerned or through the requests submitted to DBM.
3. DBM approves allocation based on the request/monthly disbursement submitted by the Finance Officer.
4. The problem is with the monthly disbursement submitted by the Finance Officer to DBM. DBM approves the request as it is, they are only looking at the total of the amount if it is still within the approved allocation. Therefore, if the Finance Officer of the Division/Region/IU requested only the 1,500 then DBM will only release 1,500 as requested.
5. In cases where the Division/IU sourced out the allowance from their available funds (MOOE), it is the Finance Officer who created the disbursement also.
To resolve the matter, Director Clasara will communicate and issue a memorandum to all Regional Directors of DBM to rectify the error in the release of the 2,500.00 Chalk Allowance. Those who received only 1,500.00 will receive the additional 1,000.00 accordingly.
DBM promised to give ACT an update on this within the week.
ACT also sent a letter to DepED Central Office on this. The letter was forwarded to the Usec. Jesus Mateo, Undersecretary for Regional Operations for investigation and proper actions.
