How to vote on election day in 12 easy steps


Step 1: Go to your assigned polling precinct from 6 a.m. to 5 p.m. on May 9
The Commission on Election (Comelec) advises voters to come early and not wait until the last minute. Look for your name in the voters list posted near the precinct. The Parish Pastoral Council for Responsible Voting (PPCRV) voters assistance desk in the polling place can also help you look for your precinct, sequence, and room number.
Step 2: Fall in line in the holding area
Step 3: Give your name, valid I.D., and precinct number to the Board of Election Inspectors (BEIs)
Step 4: Get your ballot, ballot secrecy folder, marker, and go to the voting area
Make sure your ballot is clean of any marks.
Step 5: Vote wisely
Undervoting and abstaining is allowed; overvoting is not. If you overvote, the vote will not be counted. Shade the entire oval corresponding to your candidate of choice. Cover your ballot using the ballot secrecy folder; even the poll watchers and BEI cannot look at your ballot. Do not make any other marks on the ballot.
Step 6: Feed your ballot into the vote-counting machine
The machine has a green check button that casts your vote and a red "X" button that returns your ballot. If you don't press either in one second, the machine automatically casts your ballot and prints a receipt.
Step 7: Return the ballot secrecy folder and marker
Step 8: Wait for your receipt to print and let the precinct supervisor cut your receipt from the machine
Do not tear or pull the voter's receipt because it can cause the entire roll of thermal paper to be yanked, which may cause the vote-counting machines (VCMs) to temporarily shut down. The BEI will cut the receipt using a pair of scissors.
Step 9: Have your right forefinger marked with indelible ink
Step 10: Take your voter's receipt and verify your vote
Step 11: Drop the receipt in the receptacle beside the VCM provided by Comelec
Step 12: Leave the polling precinct

Things to remember:

- Do not take photos and videos inside the polling place, or take photos of your ballot, the VCM screen, and your receipt — it is an election offense. Save the selfies until you're outside the polling place.
- Use the marker provided in the precinct to shade your vote
- Don't bring the receipt out of the polling place. It has to be dropped in a receptacle beside the VCM.
- Do not bring home the marker or ballot secrecy folder. Return it to the BEIs.
- Do not make any marks on the ballot aside from the shadings for the candidates or else the machine will reject your ballot and you will not be given another chance to cast your vote.

Roxas concedes defeat: I wish you success, Mayor Duterte

Emotions ran high at the Liberal Party headquarters  as party standard-bearer Mar Roxas announced his concession to the leading presidential candidate Rodrigo Duterte on Wednesday.

Duterte is ahead of Roxas by at least 6 million votes. He, however, overtook Senator Grace Poe at second place.

“According to the unofficial tally of Comelec, Mayor Digong is the clear winner. I wish you success, Mayor Duterte. Your success is the success of the Filipino people,” Roxas said.
Supporters of Roxas were seen crying as he delivered a speech at the Balay headquarters in Cubao, Quezon City. Roxas was with his wife Korina Sanchez.

Also with Roxas was his running mate Leni Robredo, who is now leading the vice presidential race according to the latest partial and unofficial tally of the Commission on Elections (Comelec).
Roxas followed rival Poe’s lead, who conceded to Duterte over the phone on Monday midnight.
The administration candidate thanked all his supporters and volunteers who helped him in the campaign.

Before making the announcement, Roxas met with reelectionist Senator Franklin Drilon, and House Speaker Feliciano Belmonte Jr.

Votes from OFW can make Bongbong Marcos as the next Vice President

The Vice Presidential Race became controversial because of the very close gap between Leni Robredo and Bongbong Marcos.
But some experts says that the result of the Vice Presidential counting can still change if the OFW Voters and other absentee voters favored Marcos.
According to the unofficial results from COMELEC, Duterte and Marcos lead in Overseas race which can give him additional 200,000 votes.
According to the supporters of the Marcos, the COMELEC must also recount the ballots manually to know who is the real winner of the VP Race.
Marcos Loyalists also want to know the reason why there is a missing 1.4M votes.
“We are trying to know if the missing 1.4M in the unofficial counting is the votes for Marcos that the LP manipulated” One of the supporters of Bongbong said to our source.
Marcos Supporters also set a rally in Luneta today to express their disappointment to the election results.

Duterte vows to implement FOI through executive order

Presumptive President-elect Rodrigo Duterte has vowed to implement the freedom of information by issuing an executive order.

“Kung ayaw ng Congress, I will start progressively, para walang sat-sat, yak-yak. (If Congress does not want to pass it, I will start progressively so that we don’t talk too much),” the tough-talking Duterte said.

The erstwhile Davao City mayor vowed to impose the freedom of information right in the government’s executive branch.

“Uunahan ko na (I will be ahead of them). I will issue an executive order,” Duterte said.

He added there is no need for the FOI law to be passed before it is carried out in Malacañang and all the departments and agencies under it.

The proposed FOI, which has been promised by President Aquino, early in his administration, has been killed in Congress towards the end of his term.

Proponents of the FOI said the bill will not move forward in Congress without the decisive support from the President himself and the leadership of the House of Representatives,

Paola Alvarez, spokesperson of Duterte’s political party PDP Laban, said the incoming president’s pronouncement shows how decisive he is for the freedom of information.

“Of course, this would put pressure on Congress. Even if the Congress is a separate branch, the President has influence over it,” Alvarez said.TVJ

Comelec to hold special elections on May 14

MANILA, Philippines — The Commission on Elections (Comelec) is set to hold special polls on Saturday after declaring failure of election in several areas due to concerns on official ballots and security issues.
Failure of election was declared in 52 precincts with 17,657 affected voters in Cebu, Sarangani, Marinduque, Antique, Samar, Lanao del Sur and Sulu.
The poll body on Wednesday announced that it has received verified reports that no elections were held some areas in Cordova, Cebu as there were no printed ballots. In areas in Antique, elections did not take place due to the lack of available official ballots.
No elections were conducted in some areas in Maitum, Sarangani and Sta. Cruz, Marinduque due to the swapping of ballots.
Meanwhile, a shooting incident in Lope de Vega, Northern Samar, forced residents to flee the area for safety prior to election. One soldier was killed during the incident, according to the poll body.
In Matuguinao, Western Samar, three armed men and four others rushed inside the voting center in Barangay Nagpapacao, destroying and burning the vote-counting machines and other election paraphernalia.
Three out of six voting centers in Binidayan, Lanao del Sur were demanded to be transferred by contending parties without Comelec authorization. This prompted election officers to declare failure of election. Board of Election Inspectors (BEIs) were also reportedly harassed and intimidated prior to the opening of VCMs and ballots.
Failure of election was also declared in some areas in Sulu due to the failure of BEIs to appear on Monday.
A fire incident was reported at Dilausan Primary School in Tamparan, Lanao del Sur which prompted officers not to proceed with the election.
Under the Omnibus Election Code, the Comelec should hold special elections not later than 30 days after the postponement or suspension of election.

Evidence show breach in transparency server to “rig” results

AN IT expert, who is an accredited observer of the poll watchdog Parish Pastoral Council for Responsible Voting, has in possession of an evidence that shows the hash code of the transparency server had been breached by Smartmatic officials to introduce a new script that may have “rigged” the results and compromised the entire system in partial and unofficial counting in favor of administration candidates.
 A few hours after the breach, the IT expert source who requested anonymity, said a “clogging” in the system was observed and the one-million lead of independent vice presidential candidate Senator Ferdinand Marcos Jr. over his closest rival Camarines Sur Rep. Leni Robredo of the ruling Liberal Party started to narrow down.
  The source said the “major breach” would now compel Marcos and other senatorial candidates – Francis Tolentino, Senator Sergio Osmena III and Leyte Rep. Martin Romualdez – who ranked 13th, 14th and 15th, respectively, to question the integrity of the results and demand answers from the Commission on Elections how the violation of protocols could have possibly happened.
  The source said all the PPCRV’s unofficial and Comelec’s official results would come only from a single source – the transparency server of the Comelec.
In an interview at past midnight Thursday, the IT expert revealed that a Venezuelan IT expert of Smartmatic, the Comelec supplier of the vote counting machines or VCM, has violated the protocol and the country’s laws by tampering with the “hash codes” that protected the integrity of the files containing the results.
“The whole system has been compromised. The integrity of the results is now under question. While everybody was busy doing the counting, the Venezuelan IT expert from Smartmatic inserted a new script or a new computer program into the system around 7:30 p.m.of Monday, May 9, 2016,” the IT expert told The Standard.
 The IT expert said there was no Comelec official present when the tampering of the system took place.
When confronted, the source said the Venezuelan admitted that the order to introduce a new script came from Marlon Garcia, project director of Smartmatic.
The source said the “confrontation” had been recorded on video and audio.
“The Smartmatic IT expert’s job was only to ‘receive, decrypt and distribute’ the files. Since we are also IT experts and we have been doing this since the preparation for seven months already, we knew what the Venezuelan did was something irregular. He introduced a new script, a new computer program and commands that could alter everything and supercede the existing program,” he said.
He explained that the breach was confirmed when the “hash code” that was inside the transparency server was different from the hash code brought in by the Smartmatic.
 “The hash code inside the transparency server should be the same as the one to be inserted. We saw they’re different so we started to be suspicious and confronted the guy,” the source said.
The Venezuelan used as excuse that a new script had to be inserted because one of the candidate’s names that appeared on the screen was erroneous, the source said.
“What an excuse? The guy was obviously pulling our leg. We are IT experts, we know a new program was not needed to make changes in the name. So if he could alter the name, then he could alter the results. He could alter the entire command,” the source said.
 The source said the Venezuelan ran out of excuses when they demanded that he identify who among the candidates had complained about his or her erroneous name but could not show any record of the complaint filed.
 The source said they immediately informed PPCRV’s Henrietta de Villa who appeared adamant in making public the breach.
De Villa instructed the IT experts to discuss the problem with William Yu, PPCRV’s IT expert, he said.
At 8 p.m. of May 10, the source said De Villa had a conference with the IT experts that included the source, and recounted to her everything that transpired and the violations that could have been committed by Smartmatic.
 At 2 p.m. of May 11, The Standard sought De Villa’s comment on the breach and she vehemently denied there was such an incident.
She also ignored the request from the Marcos camp to stop the PPCRV count and maintained that the Comelec had not ordered the PPCRV to do so.
De Villa insisted the PPCRV’s transparency server was “safe and secure” and that there was “no incident report” from PPCRV IT experts about any problem.
“Of course De Villa is lying. She was made aware of such breach and she could not possibly deny it since there is a CCTV camera of the conference, where she was told about the incident,” the source said.
The source said the video and audio that comprise the evidence would be made public very soon.
The source said a deeper probe must be done to find out the extent of the breach.
“The probe will allow us to do an analysis as to the extent of the breach. It will tell us how much votes had been shaved from one candidate  and transferred to another. It will also reveal who benefited from the anomalous actions done by Smartmatic,” the source said.
 Marcos’ political campaign adviser Abakada Rep. Jonathan dela Cruz demanded answers from the Comelec about the breach.
 He said the Comelec would be made accountable for the serious breach.
 The IT expert said several provisions of Republic Acts 8436 and 9369 also known as the Automated Election Law had been violated by the Smartmatic and Comelec.
These laws, he said, prohibit any act that could affect the electoral process or results.

Grade 11 students told to enroll early

    The Department of Education (DepEd) has called on all incoming Grade 11 students to enroll before this weekend so the start of classes on June 13 would be smooth and orderly.

    In a press conference on Tuesday, Education Secretary Armin Luistro warned senior high school students that school officials might not accept them on the first day of classes if they had failed to enroll early.

    “That is going to be difficult,” Luistro said in Filipino, noting the senior high school program is different, as it requires students to pick the tracks they want to pursue.

    “This is like college. Once we have reached the limit for a particular track or stream, we will have to request the student to choose another track or school,” he said.

    Luistro said incoming Grade 11 students should enroll early, as admission to senior high school tracks will be on a first-come, first-serve basis.

    He said they need at least a month to prepare the class distribution so they could assist students who might be turned down due to over-enrollment in a particular track.

    The DepEd will implement next month the first year of the senior high school program, which seeks to add two years to basic education in the country.

    Under the program, Grade 10 completers, formerly fourth year high school students, will be asked to choose among four tracks they want to pursue – academic, technical-vocational-livelihood, sports or arts and design. Various streams have been identified under the four tracks.

    Teachers appeal for immediate release of election honorarium

    MANILA, Philippines – Teachers appealed to the Commission on Elections (Comelec) for the immediate release of their honorarium.
    The teacher volunteers manned the nationwide elections, from assisting the voters in their precincts down to securing the memory cards delivered to different Comelec branches nationwide.
    The Chairman of Board of Election Inspectors and their members will receive P4,500 including the honorarium, allowance and five days of leave credits.
    The Department of Education (DepEd) said they are just waiting for the actual attendance and duty list of the teachers who volunteered during the election day.
    Once DepEd has received the list, the teachers will receive their honorarium after three days.
    Comelec spokesperson James Jimenez also assured the teachers that “ginagawa natin lahat ng makakaya natin para maabot sa kanila ang kanilang karampatang honorarium.”

    Luistro appeals for continuation of K to 12 program

    Education Secretary Armin Luistro appealed to the incoming administration to continue the K to 12 Program – the major education reform program under the Aquino administration.
     In an interview before the Department of Education (DepEd) Election Task Force (ETF) officially closed on Tuesday afternoon, Luistro expressed relief that there were no untoward incidents involving public schools teachers who served as Board of Elections (BEIs).
    In general, he assessed the 2016 automated national and local elections as “very successful, clean and efficient” in terms of poll service rendered by the personnel of the department.
    Luistro expressed hope the next administration would continue the K to 12 Program – especially the Senior High School (SHS) Program that will be fully implemented nationwide starting this school year (SY) 2016-2017.
    The SHS or Grades 11 and 12 are the two additional years in the country’s basic education cycle. “We’re already in the last mile – the SHS and when we fully implement K to 12 this June, the SHS would just be two weeks old and by then, we would have already stepped down,” he added.
