Senate approves ‘Chalk allowance’ hike for public school teachers

The Senate on Tuesday approved on second reading a counterpart bill to HB 474. Approval on final reading is targeted next week before Congress goes on break.
To help public school teachers cover their expenses for school supplies, lawmakers are pushing for a bigger “chalk allowance.”
 A P2,500 increase in “chalk allowance” is being pushed by ACT Teachers Party-List Representatives Antonio Tinio and France Castro.
They are urging the Lower House to immediately hear and approve their bill increasing the allowance for teaching supplies to the P5,000 per school year.
 Tinio and Castro filed in June last year House Bill (HB) 474 or the “Teaching Supplies Allowance Act” to increase to P5,000 the cash allowance for the purchase of chalks, erasers, forms, and other classroom supplies and materials.
 “Another school year is about to open, and our teachers will again feel the pain of buying chalk, papers, and other supplies they use daily in their classrooms using their own money,” said Castro.
“Congress should grab this opportunity to approve the bill and significantly reduce this burden of teachers,” she added.
 As a former classroom teacher, Castro explained that increasing the allowance to P5,000 “will double teachers’ funds for supplies to R24.75 per school day.”
The “chalk allowance” was only P700 in 2012 but was increased to P1,000, then to P1,500 in 2015.
This year, it was increased to P2,500 due to amendments to the annual national budgets proposed by Tinio and Castro starting with the 2017 budget.
 Meanwhile, Tinio urged the House Committee on Basic Education and Culture, the panel where the bill is pending, to immediately hear HB 474 and endorse it for approval by the House in plenary.
“Along with the chalk allowance, Congress should also increase the maintenance and other operating expenses (MOOE) of public schools,” Tinio said.
“The perennial problem of insufficient funds for the maintenance and operations of public schools is what forces our teachers to buy teaching and classroom necessities out of pocket,” he added.

This is to provide the field offices with a uniform basis for the Computation of the Proportional Vacation Pay (PVP) for School Year (SY) 2016-2017 for all public elementary and secondary school teachers.

For SY 2016-2017, each of the teachers who have rendered continuous service from June 13, 2016 to April 7, 2017 shall be entitled to 70 days total of PVP from Summer and Christmas vacation days, computed as follows:

Just in time for the opening of classes, teachers nationwide are encouraged to use green ballpen when checking student's work. Here's why.

Francis Kenneth Hernandez, CAR-Ph.D, posted in a TeacherPH Facebook Group - 

It reads:
"When checking student's work, avoid using red ink. Instead, use green.

The psychology behind it is simple.

Green is the color of hope which suggests that there can be room for improvement rather than made their work bloody which gave a notion that what they did are errors which can demoralize them.

The use of green would stop the stigma and would surely motivate learners to do better next time."


Since May 31, teachers who have read his post vowed to ditch ballpens with red ink. Some even shared photos of green ballpens they bought in preparation for the school opening on June 5.

According to a color psychology website, green is the color of balance, harmony and growth.

"This is a color that has a strong sense of right or wrong, inviting good judgment. It sees both sides of the equation, weighs them up, and then usually takes the moral stand in making appropriate decisions."
Green is also "an emotionally positive color, giving us the ability to love and nurture ourselves and others unconditionally," the website posted.

Sen. Bam: Free internet in public places now a signature away from becoming law
The measure providing Filipinos free internet access in public places is now one signature away from becoming a law after the Senate ratified its final version Wednesday, Sen. Bam Aquino announced.

"Isang pirma na lang po at magiging batas na ito. This measure will empower Filipinos with internet access to education, information, jobs and business," said Sen. Bam, the principal sponsor and co-author of the measure in the Senate in his capacity as chairman of the Committee on Science and Technology.

"We hope that this can be a step towards improving internet services in the Philippines, which, of course has become a main point for many of our countrymen," he added.

The final version, which was also ratified by the House, will be submitted to Malacanang for President Duterte's signature. If approved, this will be Sen. Bam's 1st law in the 17th Congress and 18th in his four years as senator.

Sen. Bam hopes that internet service will improve with the successful implementation of the free internet access in public places, together with parallel efforts such as the National Broadband Plan and the entry of new players in the telecommunications industry.

"Let's work together to achieve our goal of faster, cheaper, more reliable internet services for every Filipino," said Sen. Bam.

Sen. Bam thanked co-authors Sens. Francis Pangilinan, Manny Pacquiao and Sen. Ralph Recto, co-sponsors Sen. Grace Poe and Recto and members of the Senate panel in the bicameral conference committee, including Sens. JV Ejercito, Nancy Binay, Joel Villanueva and Recto for helping develop and strengthen the measure.

The measure aims to provide internet access in all national and local government offices, public schools, public transport terminals, public hospitals and public libraries.

Under the measure, the Department of Information and Communications Technology (DICT) will be mandated to craft a plan and a timeline for the rollout of this program.

CODE OF ETHICS FOR PROFESSIONAL TEACHERS 

 
Pursuant to the provisions of paragraph (e), Article 11, of R.A. No. 7836, otherwise known as the Philippine Teachers Professionalization Act of 1994 and paragraph (a), section 6, P.D. No. 223, as amended, the Board for Professional Teachers hereby adopt the Code of Ethics for Professional Teachers. 
  

Preamble 

Teachers are duly licensed professionals who possesse dignity and reputation with high moral values as well as technical and professional competence in the practice of their noble profession, and they strictly adhere to, observe, and practice this set of ethical and moral principles, standards, and values. 
  

Article I: Scope and Limitations 

Section 1. The Philippine Constitution provides that all educational institution shall offer quality education for all competent teachers. Committed to its full realization, the provision of this Code shall apply, therefore, to all teachers in schools in the Philippines. 
 
Section 2. This Code covers all public and private school teachers in all educational institutions at the preschool, primary, elementary, and secondary levels whether academic, vocational, special, technical, or non-formal. The term “teacher” shall include industrial arts or vocational teachers and all other persons performing supervisory and /or administrative functions in all school at the aforesaid levels, whether on full time or part-time basis. 
  

Article II: The Teacher and the State 

Section 1. The schools are the nurseries of the future citizens of the state; each teacher is a trustee of the cultural and educational heritage of the nation and is under obligation to transmit to learners such heritage as well as to elevate national morality, promote national pride, cultivate love of country, instil allegiance to the constitution and for all duly constituted authorities, and promote obedience to the laws of the state. 
 
Section 2. Every teacher or school official shall actively help carry out the declared policies of the state, and shall take an oath to this effect. 
 
Section 3. In the interest of the State and of the Filipino people as much as of his own, every teacher shall be physically, mentally and morally fit. 
 
Section 4. Every teacher shall possess and actualize a full commitment and devotion to duty. 
 
Section 5. A teacher shall not engage in the promotion of any political, religious, or other partisan interest, and shall not, directly or indirectly, solicit, require, collect, or receive any money or service or other valuable material from any person or entity for such purposes. 
 
Section 6. Every teacher shall vote and shall exercise all other constitutional rights and responsibility. 
 
Section 7. A teacher shall not use his position or official authority or influence to coerce any other person to follow any political course of action.

The 2016 Principals' Test Results formerly known as the National Qualifying Examination for School Heads (NQESH) held on April 9, 2017 together with the list of passers and related announcements will be available in this website soon as the National Educators Academy of the Philippines (NEAP) and Department of Education (DepEd) officially released the results online few months after the day of examination.
The 2016 Principal's Test are administered by NEAP, Bureau of Human Resource and Organization Development (BHROD) and all Quality Assurance Division of each Regional Office Quality Assurance Division (RO-QAD) on April 9, 2017 at designated Regional testing centers nationwide.

Principals' Test for the year 2016 was originally scheduled on November 6, 2016 but postponed and initially re-scheduled December 18, 2017 and finally administered on April 9, 2017 due to major administrative constraints in the procurement of examination materials.

QUICK INFO: PRINCIPALS' TEST

Passing the Principal's test is one of the requirements for the appointment as school principal. It also serves as a mechanism for selecting school heads in public education sector.

As per DepEd Memorandum No. 80 series of 2016, the Principal's Test is open to all aspirants for a Principal I position as required under DepEd Order No. 39 series of 2007 entitled "Modified Qualification Standards for the Positions of Head Teachers and Principals and DO No. 97 series of 2011 entitled "Revised Guidelines on the Allocation and Reclassification of School Heads Positions".

In order to be qualified in taking the Principal's test, the applicant shall meet either of the following; one (1) year as Head Teacher; two (2) years as Teacher-in-Charge or Master Teacher; five (5) years as Teacher III or SPED Teacher; five (5) years as incumbent public school teacher who has five (5) years of managerial and supervisory experience in a DepEd-recognized private institution or Commission on Higher Education (CHED)-recognized Higher Education Institution (HEI).

RELEASE DATE

As per NEAP, results will be released through a DepEd Memorandum Order and will also be posted through their Facebook fan page followed by the distribution of printed Certificates of Rating for all test takers.

Although NEAP did not disclose the exact date of release, it is expected to be out in 3-5 months. Meanwhile, NEAP is giving a hint weeks before the date of release.

EXAMINATION COVERAGE


The 2016 Principal's test covered situational critical thinking questions relevant to the role of a SH anchored on the domains of the National Competency-Based Standards for School Heads (NCBSSH). These include topics from School Leadership; Instructional Leadership; Creating Student-Centered Learning Climate; Human Resource Management and Professional Development; Parent Involvement and Community Partnership; School Management and Operations; and Personal and Professional Attributes and Interpersonal Effectiveness.

In order to pass the exams, the test takers must obtain at least 70% correct answers in all areas.

PREVIOUS EXAMS

Principals' Test is a qualifying exam held by the Department of Education through NEAP once a year.

During 2015 Principals Test, a total of 2,195 out of 18,574 examinees passed or an overall passing rate of 11.82%. The National Capital Region (NCR) got 14.17% overall passing rate. Region IV-A (CALABARZON), region with the highest number of examinees got 11.49% passing rate while Region 8 Eastern Visayas got the highest passing rate for having 15.91%.

Diokno wants chalk allowance bill vetoed

Budget Secretary Benjamin Diokno will recommend that President Duterte reject the proposed bill to double the supplies allowance of public school teachers, which the Senate has approved on third and final reading.

The Teaching Supplies Allowance Act 2017, which proposed a 100 percent increase in the “chalk allowance” from P2,500 to P5,000, was approved by the Senate with a vote of 21-0. But a counterpart measure must also be passed at the House of Representatives.

The chalk allowance is given to public school teachers at the beginning of the school year to cover the cost of supplies intended to enhance teaching methods, such as pencils, paper and as the name suggests, chalk.

Diokno said he found it strange that lawmakers came up with the measure, when the FY 2018 budget for education already provided for the increase. A professor at the University of the Philippines himself, he also noted that many public schools are now using white boards.

Senate President Pro-Tempore Ralph Recto, principal author of the proposed bill, said the increase in the chalk allowance would allow teachers to afford other items that would assist them in their jobs, such as computers and internet-use supplies.

“Chalk, pens, papers and cartolinas are to teachers what bullets and combat rations are to soldiers. In the war against illiteracy, these are the ammo our teachers use, and with the little supplied to them, they can only improve as much,” Recto said.

“For them to push back ignorance, we have to beef up their ammo load. This bill sends the reassuring message to our literacy war frontliners that we have always had their welfare in mind and their simple requests have not been forgotten.”

According to Recto, doubling the chalk allowance would cost the government P4 billion based on the 2017 Department of Education teaching workforce of 797,119.

The Department of Budget and Management will also be reviewing the bicameral report on the ratified free tuition in all state universities and colleges to determine funding.

Speaking at the weekly Kapihan sa Manila Bay, Diokno said he is open to free tuition, so long as it directly benefits poor but qualified students.

As announced, 5,600 elementary teachers out of 53,915 examinees (10.39%) and 18,482 secondary teachers out of 72,584 examinees (25.46%) successfully passed. It is further announced that of the 5,600 elementary teacher passers, 2,871 are first timers and 2,729 are repeaters. For the secondary teachers, 10,804 passers are first timers and 7,678 are repeaters. The results of exams with respect to two (2) examinees were withheld pending final determination of their liabilities under the rules and regulations governing licensure examination.

DepEd: Make every day ‘No Tobacco Day’ inside and outside schools

PASIG CITY, June 3, 2017 – In time for the celebration of the World No Tobacco Day, the Department of Education (DepEd) reminded all schools and DepEd offices nationwide to make every day, not only May 31, a ‘No Tobacco Day.’

DepEd Undersecretary for Legal Affairs Alberto Muyot, reminded schools and DepEd offices to ensure that DepEd Order (DO) No. 48, s. 2016, or the Policy and Guidelines on Comprehensive Tobacco Control, is observed all year round.

“The purpose of the World No Tobacco Day should be carried out every day of the year. Schools and DepEd offices can ensure this by strictly enforcing the policies and faithfully implementing the strategies laid out in DO 48, s. 2016,” Muyot said in his message read during a press conference held at Rizal High School, Pasig City on May 31, 2017.

The Department Order mandates all schools, through the Child Protection Committee (CPC), to monitor compliance with and report violations not only of the absolute smoking ban in school premises, but also of tobacco control measures for stores outside the schools, such as the ban on the sale and advertising of tobacco products in and within the 100-meter perimeter of school premises.

According to the Department Order, the CPC shall serve as the focal group that will prepare compliance or violation reports and collaborate with local government units and partners to ensure that action is taken on violations.

This is consistent with the recently issued Executive Order (EO) No. 26, which provides for the establishment of smoke-free environments in public and enclosed places, and enjoins local governments to form a local Smoke-Free Task Force. Based on the EO, it is the duty and obligation of school principals to report to the nearest Smoke-Free Task Force any tobacco product selling, advertising, and/or promotion located within 100 meters from the school’s perimeter.

The Metro Manila Development Authority (MMDA) expressed support to DepEd in ensuring that stores near schools within Metro Manila do not sell tobacco products. MMDA’s Health, Public Safety and Environmental Protection Office personnel go to stores within the 100-meter perimeter of schools in Metro Manila to educate store owners on the law that prohibits them from selling cigarettes, and to report violations to the local governments concerned.

In addition to enforcing the ban on smoking and selling of tobacco products, the CPC is also mandated by DO 48 to monitor compliance with and report violations of the ban on tobacco sponsorships of school activities, as well as the prohibition on public officials against receiving any form of contribution directly or indirectly from the tobacco industry. The Department Order also facilitates measures for the protection of the Department against tobacco industry interference or the tactics utilized by the tobacco industry to interfere with the implementation of tobacco control policies.

Based on DO 48, all Memoranda of Agreement (MOA) entered into by DepEd with donors and partners shall include a provision stating full commitment of all parties concerned to tobacco control implementation, and stipulating that the said donor or partner does not represent the interests of or receive funding from the tobacco industry.

“For the past year, we have been exerting efforts to disseminate information about this requirement for DepEd’s memoranda with partners. Beginning this school year, we shall ensure that this provision is included in all memoranda from the Central Office down to our schools,” Bureau of Learner Support Services Assistant Director Dr. Ella Cecilia Naliponguit said.

The Civil Service Commission (CSC) commended DepEd’s comprehensive tobacco control policy, which have also been based on CSC’s issuances on smoking prohibition in all areas of government premises, and on the protection of the bureaucracy against tobacco industry interference.

“This requirement of DepEd to include in all its memoranda a declaration from partners that they have no dealings with the tobacco industry is a good safeguard from administrative accountability for DepEd personnel, and is also a good practice that other government agencies may want to consider adapting,” said CSC Assistant Commissioner Ariel Ronquillo.

CSC-DOH Joint Memorandum Circular 2010-01 prohibits public officials and employees from demanding or receiving any contribution from the tobacco industry, while CSC Memorandum Circular No. 17, s. 2009 states that smoking shall be absolutely prohibited in or on the premises, buildings, and grounds of government agencies that provide education services.

Aside from setting prohibitions, the Department Order also adopts several tobacco control strategies such as: conducting information, education, communication, and capacity-building activities on tobacco control; establishing partnerships for tobacco control; and making brief tobacco interventions available and accessible to students and personnel in need of such services.

Observed around the world every May 31, the World No Tobacco Day aims to increase public awareness of the dangers of tobacco use, the tactics of the tobacco industry, and the policies and measures of governments on tobacco control. This year’s theme, “Tobacco- A Threat to Development,” focuses on the threats that the tobacco industry poses to the sustainable development of all countries.
