The 7Es of Lesson Planning

I initially came across this idea a few years ago when I was using some materials provided by Upd8 (Science ASE Resource). The 7es provided a clear framework for designing Science lessons. The more I used it, the more I couldn’t believe I hadn’t seen it before.

Contextualization and Localization 

Making small changes to my old lesson plans e.g. moving the part where students explored before my explanation had massive impact on engagement and progress. I had always delivered fast pace, high energy lessons that had a mix of activities (VAK). However, without realising my best lessons were the ones that were closest matched to this framework.

So what is it? 

7E stands for Elicit, Engage, Explore, Explain, Elaborate, Extend and Evaluate.

Elicit
In most cases you will start with the “Elicit”. Here you can find out what the students know by eliciting responses from them. This can be done in a variety of ways, such as “Quick Quizes, MCQs, Post-it notes, mini whiteboards, KWL, traffic lights etc. This is also a good opportunity to deal with students misunderstandings.

Engage
The next stage is the “Engage” stage. This can come before or after the elicit stage. In this stage you want to engage interest and curiosity, raise “The BIG questions” and provide the “HOOK” for why the students want to learn.

Explore
During the “Explore” stage, pupils should be given opportunities to work together, independent of you,their teacher to explore. As the teacher, you should set up the task, but then become the facilitator, helping students by asking questions and observing. (In Scientific enquiry using Piagets theory, this is a time for disequilibrium. This is an opportunity for students to test their predictions, problem solve, research, ultimately find out themselves.)

Explain
Following the explore stage I would next go onto the “Explain” stage of the lesson. During this stage I would use what students had discovered in the explore stage to help them build a concept. I would try to encourage the students to explain concepts and definitions in their own words, ask for justification and clarification before providing them with new labels, definitions and theory.

Elaborate
The next stage is the stage that will be KEY in assessing their progress, knowledge and understanding. Students may work independently during this stage to demonstrate learning. This is where students formalise and apply their learning.

Extend
In some cases you may require an additional “Extend” stage. In this stage you are encouraging the students to apply or extend the concepts and skills in new situations. Students make connections not just in the subject/ideas studied but also beyond it. They are able to apply ideas/generalise and transfer principles.

Evaluate
While it is expected that evaluation will continue throughout the process, the evaluate section is the section where you the teacher evaluate the learning that has occurred. This should also include self-reflection and evaluation from the student. I personally link back to the learning outcomes to assess the progress that has been made.

Misuse of multi-billion peso school fund takes its toll on quality education

SEF is very prone to corruption, says a former finance undersecretary 

AT the Lacson Elementary School in Manila, students must contend with many issues.  The school has a population of 2,800 students, way past its capacity of 1,800. There are neither enough classrooms nor enough armchairs. They hold classes in the hallways or on the street. With no solid barriers between classes, the noise is distracting. With electric fans broken, ventilation is poor; the heat can be stifling.
Poor concentration, poor comprehension
"You need a certain level of comfortability in order to concentrate," said Associate Professor Fe Nava of the UP College of Education and a specialist in Applied and Cognitive Psychology.  "Kung mainit o maingay o naguguluhan ang estudyante, paano sya makakapag-concentrate?"​ she said. "And if you cannot concentrate, affected talaga ang comprehension. So where is the quality of education there?"  Problems like those at Lacson Elementary School persist in many other public schools in the country.
The problems should not have been severe, according to public finance expert Milwida Guevara, if only the Special Education Fund (SEF) were used judiciously. 
P106-billion in five years
Few have ever heard of the SEF, created nearly 50 years ago to promote quality basic education in public schools. The fund comes from an additional one percent tax on real property collected by local government units.  The higher the fair market value of a property in a province, city or municipality, the higher the SEF collection.

Bataan received the highest SEF among 80 provinces. This is followed by Rizal and Batangas, which are both in CALABARZON. Meanwhile, the three provinces that received the lowest SEF in 2015, Basilan, Tawi-Tawi, and Sulu, are all in ARMM.

Some cities like Manila, Makati and Quezon City collect over a billion pesos in SEF each year.
On the other end of the spectrum are cities like Marawi with not even a million pesos.
The cities that received the highest SEF in 2015 are all in NCR. Manila City received the highest, followed by Makati City and Quezon City. Meanwhile, Marawi City in Soccsksargen received the lowest SEF in 2015, followed by Lamitan City, and Guihulngan City.

Nationwide, SEF collections exceeded P106 billion between 2011 and 2015.  Guevara said that was not enough to solve all the problems in basic education, but it should have filled at least some of the gaps left by national government.  "Resources are finite and are never enough. The challenge is, gamitin mo ng tama," said Guevara, a former finance undersecretary. 
Squandered funds?
Under the law, the fund can be used to construct or repair school buildings, facilities, and equipment, purchase textbooks, encourage sports development, and pay for remedial classes, among other things.   An 8-member Local School Board (LSB) decides how to use the fund. The mayor or governor sits as chairman, and an official of the Department of Education is co-chairman.  But through the years, local government and education officials used millions of pesos for expenses that had little or nothing to do with learning. 
"Very prone" to corruption
Guevara said that the fund was vulnerable to misuse.  "SEF is very prone to corruption dahil ang nagdidisburse lang nyan ay LSB. Hindi dumadaan sa public hearing. So pwedeng gastusin ni mayor, o ni superintendent, o pwedeng may collusion kung paano nila gagastusin," she said.  Ignorance is another problem, said Guevara.  ​"Marami pa ding LSB na hindi marunong kung paano gamitin ang SEF, kaya kung saan-saan lang nila ginagamit yun," she said, recalling anecdotes about how the fund was used to purchase refrigerators, cell phones, or air conditioners for the Department of Education's (DepEd) district officials. 
Top collectors 
A review of available reports by the Commission on Audit (COA) for Makati, Manila, Quezon City, Pasig, Pasay and Mandaluyong between 2012-2015 revealed that over P520 million in SEF had been misused, that is, used for purposes other than that for which it was created.  The six cities had consistently collected the highest SEF these past years.  Often, COA took issue on the use of the SEF to pay for utilities, teachers' allowances and honoraria in excess of the allowable limit, and salaries of non-teaching personnel.  COA said that while these expenses were not unlawful, these should not have been charged to SEF, but to the General Fund, the Personnel Fund or the DepEd budget.  But there were other instances when the SEF could have been used more judiciously. 
Mandaluyong: P1.5 million
In 2015, COA questioned Mandaluyong's use of P1.5 million of the SEF for a Christmas party, a Duckpin competition, and cash incentives for Outstanding Educators. 
Manila: P11 million 
In 2013, the COA noted that Manila used P11 million of its SEF on flowers, food, and drinks served during graduation ceremonies and other events .  Manila public schools have been suffering from a "moderate" classroom shortage since 2011, based on DepEd data. 
Pasay: P21.6 million
P21.6 million of Pasay City's SEF was released to purchase notebooks and school bags, which the COA said were "not among the allowable maintenance and other operating expenses chargeable against SEF." 
Makati: P7.2 million
Some P7.2 million of Makati's SEF also went to the excess procurement of 31,500 workbooks. 
Quezon City: P7.5million
Some P7.5 million of Quezon City's SEF went to donations to the Girl Scouts of the Philippines, public school teachers, uniforms of the Drum & Lyre Corps, and transportation to conferences in 2012, even if DepEd records show the City's public schools have had a "severe" classroom shortage since 2011.
COA reports are replete with other examples of how the SEF has been misused across the country. 
Political pressure
While Guevara pointed to ignorance or corruption as the main reasons for the misuse of the fund, DepEd Assistant Secretary Tonisito Umali offered politics as another explanation.  "This is the exception rather than the rule," Umali said, "pero may mga naparating sa amin ang schools division superintendent na minsan, napipilit sila ni mayor, pine-pressure sila na dalhin ang pondo sa isang bagay na alanganin. At kapag hindi pumayag, sila ay nirereklamo, pinapalitan."  This is especially true​, he said,​when an official intends to run for re-election. The local chief executive might suggest that the fund be used for goods that could help the campaign.  "The schools division superintendents are expected to be very active in engaging local chief executives, so this shouldn't happen. Kung mangyari ito ay nakakalungot​," he said.​ 
Easier said than done?
But Mayor Herbert Bautista of Quezon City said finding a solution to the problems of basic education was much easier said than done, even as his city has been collecting over P1-billion in SEF each year for the past five years.  "Walang available land. Kung may classroom, magdadagdag ka ng teacher, ng tubig for the CR (comfort room), ng kuryente, ng security para hindi manakawan yung mga estudyante. And that requires x amount on a monthly basis. So it's not that easy," Bautista said.
He may as well speak for the other local chief executives whom COA had asked to explain when he said the enforcement on the use of SEF was inconsistent and has evolved through the years. "So nung sinabi ni COA na bawal yan, Ok. Bawal yan. " 
"More Clarity"
The Mandaluyong School Board's Secretary Rex Ado also raised the need for more clarity on what the SEF may and may not be used for.  Ado said it takes seriously COA observations and complied with recommendations, adding it no longer uses the SEF for Christmas parties, the Duckpin competition and cash incentives for Outstanding Educators. "The Mayor had nothing to do with these expenses, these were initiatives of the other members," he said​.   "And in some cases, the proposed project was for one thing but the funds were spent for something else. We've taken steps so it does not happen again,​" he said.​ 
"Not disallowed"
In spite of the excess procurement of workbooks, DepEd Makati Superintendent Dominic Idanan insisted the SEF was not misused by the LSB, nor was the purchase disallowed by COA, since the workbooks were used the following school year anyway.  Other local chief executives sought for comment in their capacity as chairpersons of the LSB did not respond to ABS-CBN's query.  Guevara said not all Local School Boards squander the funds, but when they do, the solution could be in the hands of the citizens themselves. It would help if the citizenry demanded more transparency in the way funds are spent, she said.  "COA will see the big expenditures but kailangan talaga community empowerment para kasama yung mamamayan na mag sabi, 'Ang dami dami ng pera bakit kulang ng libro yung mga bata?'' she said.
​​
"Pakinggan mo yung estudyante, magulang, teacher," she advised government and school officials. "Kailangan pumunta ka sa lusak para makita mo talaga kung ano ang paghihirap ng mga bata," she added.  Hearings are being conducted at the Senate to find ways to improve the law that created the fund.

DBM: Online Publication of FOI Manual Now Required For Performance Bonus

Budget Assistant Secretary Myrna Chua announced that the online publication of the Freedom of Information (FOI) Manuals of agencies is now a criterion for the performance bonus

Government agencies have been directed to post online their freedom of information (FOI) manuals on or before October 2017 or risk losing eligibility for performance bonus.


The online publication of the FOI manuals is now considered an “indicator for good governance conditions” aligned with allowing public access to government information, according to a statement from the Presidential Communications Operations Office (PCOO).

“Budget Assistant Secretary Myrna Chua announced that the online publication of the Freedom of Information (FOI) Manuals of agencies is now a criterion for the performance bonus,” the PCOO statement read.

The PCOO said non-compliance with any of the good governance conditions will render the entire agency ineligible for the performance based bonus. The PBB is a top-up bonus given to government workers in line with their performance in meeting their department targets.
“The FOI Manuals of agencies should be uploaded via the Transparency Seal page of the agency’s website,” it said.
So far, 174 FOI manuals have been submitted to the PCOO, the lead implementation agency of the FOI program in the executive branch. Only 32 FOI manuals are currently available to the public via www.foi.gov.ph/agencies.

The Personal Data Sheet (PDS) (CS Form No. 212, Revised 2017) uploaded on the website on March 22, 2017 had to be replaced in view of the inadvertent use of the word "MISINTERPRETATION" instead of "MISREPRESENTATION" in the INSTRUCTION portion found at the topmost box of the form.

You are hereby advised to dispose of the PDS you previously downloaded/printed and use the latest version of the PDS now posted in the website under Issuances (Memorandum Circular). Copy of the said form can also be downloaded HERE.

For the guidance of all concerned, the PDS should be administered by the highest-ranking HRMO or any authorized officer of the agency. Lastly, the full and handwritten name tag on the passport size picture to be used in the PDS should be in the following format: First Name, Middle Initial, Last Name and name extension (if any) with signature over printed name.

Work, classes suspended on April 28 in Metro Manila


Workers and students in Metro Manila can look forward to a respite next Friday due to the activities related to Association of Southeast Asian Nations (ASEAN) summit next week.
Executive Secretary Salvador Medialdea issued Memorandum Circular No. 18 suspending work in both government and private offices in Metro Manila on April 28, Friday.
Likewise suspended are classes in all public and private schools in Metro Manila on the same day in view of the activities directly connected with the country’s hosting of the regional summit.
Under MC 18, Malacañang also canceled work in government offices in the cities of Pasay, Makati and Manila on April 27, Thursday.
The Palace, however, left to the discretion of school administrators whether to suspend classes on the same day.
Exempted from the work suspension are government agencies involved in delivery of basic services, such as security, health and emergency preparedness.
Also expected to report for work are those directly involved in the conducted of the ASEAN summit and related meetings.
“The suspension of work in the private sector and in places other than those indicated above is left to the discretion of their respective local government units and/or employers based on their assessment of the scheduled activities from 24-30 April 2017, and the security and traffic management plan which shall be implemented on the said dates,” the circular read.
The work and class suspension were made upon the recommendation of the ASEAN 2017 National Organizing Council-Office of the Director General for Operations and the Metropolitan Manila Development Authority.

In its continuing commitment to deliver quality and relevant education for Filipino learners, the Department of Education (DepEd) conducted the 2nd National K to 12 Conference at the PICC last January 10-11, 2017. Anchored on the theme, “One DepEd for Quality Basic Education,” the two-day conference gathered education officials, school administrators, curriculum specialists, academics, teachers and education stakeholders who shared with one another the best and most successful implementation practices of the K to 12 Program which is mandated by Republic Act 10533 otherwise known as “Basic Education Act of 2013.”

DepEd sets June 5 school opening

Classes in public elementary, junior and senior high schools will open on June 5, according to the Department of Education (DepEd).

DepEd Assistant Secretary Tonisito Umali said the school opening in public schools would be on the first Monday of June.

Private schools are allowed to determine their respective schedules for the opening of the school year anytime between June and August.

Earlier, DepEd Secretary Leonor Briones ordered the conduct of Oplan Balik Eskwela (OBE) and the establishment of public assistance stations (PAS) from May 29 to June 16 to ensure the smooth opening of classes.

“The OBE and PAS aim to address the problems usually encountered during the school opening to ensure that students are properly enrolled and able to attend the first day of classes,” Briones said in a memorandum.

The DepEd will coordinate with government and non-government agencies that form part of the OBE inter-agency task force, including the Departments of Energy, Interior and Local Government, Health, National Defense, Public Works and Highways, Social Welfare and Development and Trade and Industry.

Also part of the task force are the Manila Electric Company, Metropolitan Waterworks and Sewerage System, Metropolitan Manila Development Authority, Office of Civil Defense, Philippine Atmospheric, Geophysical and Astronomical Services Administration and the Philippine National Police.

The task force will have a meeting on May 19. A command conference among DepEd officials and partner agencies will be held on May 30.

Starting May 27, an information and action center will be established at the DepEd central office in Pasig City to serve as information and complaints processing and routing zone.

Local information centers will also be set up across the country.

Briones designated Undersecretary for planning and field operations Jesus Mateo and Assistant Secretary for public affairs G.H. Ambat as co-chairmen for OBE 2017.

Around 25 million students are expected to return to school this June, including Grade 12 students who will be the first batch of graduates of the senior high school program.

    How to UnEnrol in LIS before Finalizing EoSY 2016-2017

    In case you haven’t noticed, the Unenrol facility of the LIS is back but is somehow limited.

    In the image above, you can see the Unerol facility while clicking on the learner’s status. However, this facility is only open for students/learners who were enrolled beyond the BoSY date. This means, if the student was enrolled in your class after the end of the first week of the Beginning of the School Year, then the unenrol button will be available. You can check it for yourself, as the image showed above is indicating that the said student was enrolled on June 22, 2016 which is beyond the BoSY date and the unerol button is active for him.

    How to Request for Service Credits Earned

    The Department of Education confirmed that teachers shall be entitled to Proportional Vacation Leave (PVL) relative to their service during vacation time. Read DO 53, s2003

    Teachers who are requested to attend the staff development program/meetings/seminars before the first day of service may be entitled to service credits subject to the provisions of 
    DepEd Order 53, s. 2003 - Deped Guidelines on Grant of Vacation Service Credits to Teachers

    The head of office or school should be the one to recommend approval of a request to render vacation service and the Schools Division Superintendent should be the one to approve or disapprove it.

    Although you are qualified enough to be granted with service credits if your Principal or Head of Office do not do something to request for it, then you will not be benefited.


    Teachers should follow procedures in the grant of service credits. To request for service credit/s earned, teachers must submit the following:
    • SPECIAL ORDER FOR SERVICE CREDIT - DOWNLOAD HERE
    • ATTENDANCE SHEET
    • CS 48 or DTR - DOWNLOAD HERE
    • ACCOMPLISHMENT REPORT/NARRATIVE REPORT - DOWNLOAD SAMPLE (available later)
    • Documentation

    To facilitate the grant of your service credit/s, accomplish the requirements enumerated above and submit it  to your Schools Division Office PERSONALLY. Approach your receiving officer and seek advise regarding your request.
    For attendance or participation in DepEd –wide programs and projects, the Central office shall make necessary issuances on the grant of vacation service credits. Teachers are also required to submit an accomplished report and a duly signed DTR or CS 48 after completion of the vacation service.
    “Principals of teachers who are attending staff development programs are required to submit seminar or workshop or training design and outputs duly approved by the Schools Division Superintendent concerned.
