DepEd to hire more than 65,000 teachers, non-teaching staff in 2017

On the strength of a 25-percent increase in its budget allocation this year, the Department of Education (DepEd) is set to hire more than 65,000 personnel nationwide, the Department of Budget and Management (DBM) said Thursday.

The DepEd has been given a budget of P543.2 billion in 2017, the biggest allocation among all the executive departments this year, the DBM said.

"The shortage crisis in teachers and non-teaching staff is seen as a major cause of the declining quality of Philippine education in thousands of public elementary and high schools," it said.

"To address this problem, the 2017 budget allocates an amount of P19.4 billion, allowing DepEd to open 53,831 teaching positions and 13,280 non-teaching positions all over the country. This will allow us to meet the suggested parameters in class size and respective student-to-teacher ratios for different grade levels," it added.

Under the 2017 budget, the DepEd got P118.8 billion to finance the repair, construction and acquisition of basic educational facilities, "including 47,492 classroom and 66,492 sets of school seats for K-12, accommodating 2 million students who have endured classes in makeshift or overcrowded classrooms."

Some P14.4 billion has been allotted to buy 55 million textbooks and instructional materials, as well as science and mathematics equipment for 5,449 schools.

"These measures will promote DepEd's objectives of widening access to basic education and increasing the quality of learning for school-aged children. The huge investment of resources will put more Filipino children to school," the DBM said.

The government expects enrollment rates in kindergarten schools at 72 percent this year from 53 percent in 2016, and elementary schools at 94 percent from 90 percent.

"Better implementation of the K-12 Program will also increase Junior High School Net Enrollment Rates from 68 percent to 73 percent," the DBM noted.

The DepEd officially rolled out the K-12 program last year, with the first batch of Grade 11 students.
With the program in place, the Philippine education system will be integrated to 12 years of basic education from the 10-year pre-university cycle.  Jon Viktor Cabuenas/VS, GMA News

This Primer on Awards and Recognition is based on Deped Order 36 s. 2016, DepEd's new Policy Guidelines on Awards and Recognition for the K to 12 Basic Education Program.

Effective School Year 2016-2017, these guidelines shall be implemented in public elementary and secondary schools, including Grade 6 classes under the old Basic Education Curriculum (BEC).

This PRIMER may serve as the basis in giving Awards and Recognition for the K to 12 Basic Education Program.

Indigent senior citizens can apply for P6,000 yearly DSWD Social Pension

  • The DSWD is accepting applicants for its Social Pension Program
  • Qualified applicants are senior citizens 60 years old and above without SSS and GSIS pensions
  • Applicants must bring their senior citizen identification card and certificate of indigency that can be secured from the barangay where applicants live
A DSWD official said eligible to apply are the following:
  1. Senior citizens 60 years old and above
  2. Senior citizens without pension from the Social Security System or SSS
  3. Senior Citizens without pension from the Government Service Insurance System
Lei Madeline Espiritusanto, DSWD Regional Information Officer, said applicants must bring with them their senior citizen identification card and a certificate of indigency, which can be secured from the barangay where the applicant resides, upon application for the program.
Espiritusanto said applicants will be assessed by a social worker who will endorse the application to a DSWD regional office for final approval.
If approved, the applicants will be entitled to receive P1,500 per quarter (equivalent to P500 monthly).
However, Espiritusanto clarified that qualified applicants will not immediately receive the social pension. They will be included in the DSWD pension waitlist first because the funds for Social pension Program have already been apportioned to the existing social pensioners.
“They will wait until such time there will be replacement which happens by death or delisting of senior citizen pensioners,” she said.
Applicants can submit their application documents through the City Social Welfare and Development Office or at the Office of the Senior Citizens Affairs.

Miss Universe (MU) candidates participated in a terno fashion show in Vigan last Sunday, January 15.
Prior to the show, the candidates received personalized "inabel" blankets from the provincial government and toured the Baluarte, the personal estate of former Ilocos Sur governor Chavit Singson.
The fashion show began in Calle Crisologo and ended at Plaza Burgos in Vigan, a city north of Manila listed by the United Nations Educational, Scientific and Cultural Organization as the best preserved example of Spanish colonial towns in Asia.
The show showcased and highlighted the “Abel Iloco” or “inabel”, the traditional woven fabric of the Ilocos region, where Vigan is. The designers from Ilocos who dressed up the candidates are supported by Fashion Designers Council of the Philippines, Fashion Designers Association of the Philippines, and Ilocos Sur Designers Guild.

From the Tax Reform Package of President Rodrigo Duterte and Department of Finance those receiving less than Php 250,000 annually are already exempted in paying their taxes. 

For those earning Php 275, 000 annually, they will be paying 20% of the 25,000 excess which is Php 5, 000 . And for the second implementation, it will only be 15% of the excess over Php 250, 000.

The National Achievement Test' (NAT), is a set of examinations taken in the Philippines by students in Grades 3, 6, and 10. Students are given national standardized test, designed to determine their academic levels, strength and weaknesses. Their knowledge learnt throughout the year are divided into 5 categories; English, Filipino, Math, Science and Araling Panlipunan (Social Studies in English) and are tested for what they know.
NAT examinations aim to:
1. provide empirical information on the achievement level of pupils/students in Grades Six, Ten, and Twelve to serve as guide for policy makers, administrators, curriculum planners, supervisors, principals and teachers in their respective courses of action.
2. identify and analyze variations on achievement levels across the years by region, division, school and other variables
3. determine the rate of improvement in basic education with respect to individual schools within certain time frames.

Gov't OKs P977-M allowances for teachers in hardship posts

MANILA - The Department of Education has approved the release of P977 million in special allowance for teachers who face hardship in their posts, Malacañang announced Thursday. 
Presidential Spokesperson Ernesto Abella said the special hardship allowances (SHA) will be given to teachers handling a class of two or more grades, carrying out mobile teaching functions; and performing alternative learning system (ALS) program coordinating functions. 
The incoming SHA, amounting to P977,405,080, will cover 17,291 schools, school districts and community learning centers. 
These schools include those "with transport inaccessibility, as well as those in difficult situations such as exposure to calamities and armed conflicts," Abella said. 
DepEd Secretary Leonor Briones requested the special hardship allowance from the Department of Budget and Management last November to cover the deficiency in compensation to teachers exposed to hardship or difficulty in the place of work. 
The DBM in December issued and released a Special Allotment Release Order for the SHA. 
DepEd said it is also working with DBM to review SHA guidelines to be more responsive to the needs of teachers in hardship posts.

OFWs urged to work as public school teachers in PHL

Licensed Filipino teachers who are working overseas have been urged to return to the country to help address the shortage of teachers in public elementary and high schools.

Under the reintegration program of the Department of Labor and Employment (DOLE), OFWs who had returned in the last three years and had teaching experience in the last five years may apply for teaching positions and be employed with the Department of Education.

Those who have teaching experience beyond five years, or have no teaching experience at all, on the other hand, will need to undergo an online refresher course, according to DOLE.

In a statement, Labor Secretary Silvestre H. Bello III said the program, dubbed “Sa Pinas, Ikaw ang Ma’am/Sir (SPIMS),” aims to give teachers "decent and sustainable" work and to help ease the country's insufficient supply of public school teachers.

"The program has again benefited new set of former OFWs who are now teachers," Bello said. "We are glad for the beneficiaries because they are already back for good, closer to their families and loved ones and they now have regular teaching positions in their respective hometowns."

DOLE-7 Regional Director Exequiel Sarcauga reported that a total of 19 OFWs in Central Visayas have already benefited from the program.

Five from Cebu are now teaching in the public schools of Cebu City, Madridejos, Borbon, and Lilo-an in Cebu.
The rest are from Bohol and now work in public elementary and high schools in Dagohoy, Trinidad, Danao, Tubigon, Loay, Cortes, Lila, Carmen, President Carlos P. Garcia, Talibon, and Mabini in Bohol.

All used to work as teachers and household service workers in Thailand, Hong Kong, China, Singapore, United Arab Emirates, and Turkey. Rie Takumi/KBK, GMA News
