DepEd Sec. Briones assures performance bonuses this November

MANILA - Education Secretary Leonor Magtolis Briones on Thursday assured public school teachers that their performance based bonus (PBB) will be released this November.

Briones noted that the PBB was supposed to be released last month but was moved to November after it was subjected to a thorough scrutiny by an inter-agency task force through Department of Budget.

"Some 722,000 persons are going to get their PBB. They are all rated good. There are guidelines and different rates," Briones said in a press conference during the Education Summit held at the SMX Convention Center, Mall of Asia Complex in Pasay City.

Briones said that the first batch is composed of Regions I, II, IV-A, V, IX, XI, XII CARAGA, and National Capital Region.

The paperwork for Regions X and VI still needed to be signed, while Regions VII and VIII are pending for checking.

On the other hand, Regions III, IV-B and CAR have yet to file their documents.

Depending on the teacher's performance, the PBB can range from P5,000 to P35,000.

Earlier, the Teachers' Dignity Coalition (TDC) appealed to the Department of Education (DepEd) to release the PBB that should have been given last October based on the DepEd timeline.

"This PBB has always been an object of criticism in the system because of the usual delays in its release since it started in fiscal year 2012." said Benjo Basas, TDC national chairperson.

PBB is part of the productivity based-incentive system (PBIS) under the Salary Standardization Law-3 enacted in 2009 but only implemented since 2012 under the Executive Order 80 signed by then President Benigno Aquino III.

The other bonus is the productivity enhancement incentive or PEI amounting to P5,000 and given to all the employees and officials of the government.

But Basas said his group wanted the government to scrap the policy and grant an across the board incentive which is fair and justifiable instead.

The Year-End Bonus equivalent to one (1) month basic pay as of October 31 and Cash Gift of P5,000 shall be given to entitled government personnel not earlier than November 15 of the current  year, subject to the following conditions:

=6.1.1 Personnel has rendered at least a total or an aggregate of four (4) months of service from January 1 to October 31 of the  current year; and
=6.1.2 Personnel remains to be in the government service as of October 31 of the same year.

AMENDMENT TO DEPED ORDER NO. 56, S. 2016 (Guidelines on the Grant of Performance-Based Bonus for the Department of Education Employees and Officials for Fiscal Year 2015)

  1. Provision No. V.C.16(f)(i), page 8, of the Enclosure of DepEd Order (DO) No. 56, s. 2016 entitled Guidelines on the Grant of Performance-Based Bonus for the Department of Education Employees and Officials for Fiscal Year 2015 issued on July 27, 2016 states that:
f. Schools that have demonstrated exceptional performance in terms of initiative, innovation, leadership, creativity, recognition, and uniqueness shall receive a plus point on top their total score from the above cited indicators.  The following criteria shall be observed.
i.  The school is awarded as Best Implementor of Brigada Eskwela in the national level in SY 2014-2015 (see Annex 3–Best Implementing Schools of Brigada Eskwela in SY 2014-2015). xxx 
  1. Annex 3 of DO 56, s. 2016 with the SY 2015-2016 list of school-awardees for Brigada Eskwela will not be referred to for Fiscal Year (FY) 2015 Performance-Based Bonus (PBB).
  1. It is advised that the 2014 Best Implementing Schools of Brigada Eskwela as enclosed in DepEd Memorandum (DM) No. 141, s. 2014 issued on December 16, 2014 shall remain the official list of school-awardees. 
  1. In view of this, the provision in V.C.16.(f).(i) is amended.  The school-awardees declared in DM 141, s. 2014 (list enclosed) shall receive a plus point on top of their total score in the school level ranking relative to the grant of FY 2015 PBB.
  1. Immediate dissemination of and strict compliance with this Order is directed.

Public school teachers nationwide to receive double their Christmas bonus

It’s a merrier Christmas this year for the country’s 720,000 public school teachers.

By yearend, public school teachers are expected to receive bonuses ranging from P34,000 to P64,000, double what they got in the previous year, according to Teachers’ Dignity Coalition (TDC).
A teacher with a basic salary of P19,077 awaits the following perks: a minimum of P5,000 in performance-based bonus (PBB); a year-end bonus worth P19,077; P5,000 in cash gift and another P5,000 as productivity enhancement incentive (PEI), according to TDC chair Benjo Basas.
But teachers, who stand to receive the maximum amount of P35,000 in PBB, can get the maximum amount of P64,077.

“This is an unprecedented amount,” Basas said, attributing the increase in part to the significant increase in teachers’ basic salaries.

“The PBB, year-end bonus and cash gift will all be released this month while the PEI will be given in December,” he noted.

The PBB is part of the productivity-based incentive system under the Salary Standardization Law-3 in which teachers and other employees stand to receive a bonus ranging from P5,000 to P35,000 depending on the performance of their respective schools and personnel for a specific fiscal year.
Basas said only about 2 percent of the Department of Education’s (DepEd’s) teaching force could get the maximum amount of PBB. “It’s hard to get a PBB higher than P5,000,” he noted.

Teachers and other DepEd employees and officials who received national awards last year from the Civil Service Commission, Metrobank Foundation and the National Literacy Awards will automatically receive the bonus in full at P35,000, according to DepEd rules.

Last year, an entry-level teacher got P16,774 in bonuses while about a small percentage of teachers received the maximum amount of P46,744, Basas said.

Resulta ng action dialogue ng ACT sa DBM tungkol sa update ng PBB

Nagtungo ang Alliance of Concerned Teachers-NCR, ACT Philippines at Manila Public School Teachers’ Association (MPSTA) para sa isang dialogue tungkol sa Performance-Based Bonus (PBB) sa Department of Budget and Management (DBM). Nakausap ang Office of the Secretary, Organization Position Classification and Compensation Bureau (PCCB) na si Dir. Ryan Lita. Narito ang resulta ng dialogue:

  • Novembe 7 lamang nakapagpasa ng huling requirement ang DepEd Central sa DBM;
  • Dahil nahuli ang pagpasa ng DepEd, isasalang pa ito sa validation ng Presidential Management Staff (PMS);
  • Hindi tiyak kung kailan matatapos ang nasabing validation kaya hindi rin makapagbigay ang DBM ng eksaktong araw ng computation para sa release of payment ng PBB;
  • Tiniyak ng DBM na kapag nasa kanila na ang ating papeles ay agad nila itong ipoproseso;
  • Mauunang i-release ang Year-End Bonus (equivalent to 1 month Salary) at Cash Gift na P5,000 simula November 15;
  • Sinabi rin ng DBM na mayroon ring matatanggap na Productivity Enhancement Incentives (PEI) na P5,000 bago sumapit ang pasko.

Dadaan pa ito sa mahabang proseso dahil pinagpapasa-pasahan tayo ng DepED at DBM at dagdag pa rito ang pagsasalang pa sa Presidential Management Staff.
Kung hindi tayo kikibo at kikilos ay malamang na hindi pa natin ito matanggap ngayong Nobyembre. Kaugnay nito, inaanyayahan ang lahat na dumalo sa sama-samang pagkilos ng mga guro sa buong National Capital Region sa November 29, 2016 sa 2pm sa Gate 4 ng Malacanang upang makipagdayalogo kay Presidente Rodrigo Duterte. Kasabay nito ay idudulog at ipapanawagan rin natin ang matagal na nating kahilingang dagdag na sahod.

DepEd statement on teachers’ year-end bonuses and PBB

The Department of Education (DepEd) would like to shed light on reports regarding the “unprecedented amount” of bonuses allotted for public school teachers before 2016 ends.

DepEd teachers have long been receiving a year-end bonus equivalent to one month salary, as mandated by Republic Act 6686 and Republic Act 8441. This was further strengthened by Executive Order 201, series 2016.

An annual additional cash gift worth P5,000 was also mandated by EO 201, and is set to be given in November – along with the year-end bonus.

The performance-based bonus (PBB) for 2015, (Department Order 56, series of 2016) is scheduled to be released also in November this year, following DepEd’s submission of requirements to the Department of Budget and Management (DMB). The value of PBB ranges from P5,000 to P35,000 – depending on the teacher’s ranking, performance, or contribution to the accomplishments of the Department’s overall targets.

Beginning this year, a productivity enhancement incentive (PEI) amounting to P5,000 will also be received by teachers in December. Per Section 6 of EO 201, all qualified government employees are entitled to the said amount.

The aforementioned figures are standard to the mandates of the Department, and consistent to the incentives received and still to be received by our teachers.

MANILA, Philippines – The Department of Education (DepEd) is looking into the possibility of increasing the salary of public school teachers to P39,000 a month, an amount that will add P200 billion to the national budget.
Education Secretary Leonor Briones said the proposed hike is being reviewed by financial managers to ensure that it would not create a huge gap between the salaries of other government workers.
“My impression during Cabinet meetings is that the President wants to keep his (election) promise...our budget right now is one-third of the entire national budget. And we will be adding 200 billion minimum to be able to fulfill that promise. So, perhaps to fulfill that promise, without creating an even wider gap with the policemen, nurses, clerks, janitors, drivers and so on, this has to be carefully planned in terms of the financial requirements,” Briones said in a briefing in Malacañang Friday.
“I’m not saying that they should not be done. I’m just saying what the magnitudes are because we are asked to make a very quick computation,” she added.
The starting salary of public school teachers is at P19,000 per month but may total P23,000 when the benefits or allowances are included.
Briones compared it to the policeman’s P14,000 salary and a nurse’s P19,000 salary.
Although she is sold on the idea of giving the increase, she stressed that this may not be given in one swoop. When approved, the increases would also be dependent on the teaching field. Science and math teachers and their rankings may be considered.
Briones said there is also a need to consider the plight of private school teachers when giving out the increases. She cited the exodus of educators to the public teaching sector.
One private school in Isabela province, she cited, pays its entry-level teachers only P8,000 per month.
“There are an increasing number of private schools which are now closing because they cannot retain their teachers who are migrating to the public sector. So even as you take care of the public school teachers, as is currently demanded, you have to look also at the situation of the private school teachers, particularly those teaching kindergarten and the volunteers,” Briones explained.
She did not say when the proposal would be approved for implementation, but she remains hopeful that it would be done before President Duterte’s six-year term ends in 2022.

List of Passers: LET Results September 2016 teachers board exam

Those awaiting results of September 25, 2016 LET (Licensure Examination for Teachers) or known as Teachers Board Exam can find here the full list of passers, top 10 (topnotchers), top performing schools and performance of schools as the Professional Regulation Commission (PRC) and the Board for Professional Teachers (BPT) will release official results expected on November 28-29 or in 44-45 working days after the exam.

The PRC administered the LET board exam to more than 100,000 takers in at least 22 test locations nationwide: Manila, Antique, Bacolod, Baguio, Catarman, Cebu, Davao, General Santos City, Iloilo, Laoag, Legazpi, Lucena, Marinduque, Masbate, Mindoro, Pagadian, Palawan, Romblon, Rosales, Tacloban, Tuguegarao and Zamboanga.


October 1, 2016 Update: A total of 16,432 examinees took the LET board exam in three (3) examination areas supervised by the Baguio Regional Office. Administered to 10,779 in Baguio, 4,172 Rosales and 1,481 in Laoag, the BLEPT is the biggest licensure examination coordinated by the Baguio Regional Office.


The BPT who gave the licensure exam is composed of Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members.

The Department of Education (DepEd) issues the Electronic Class Record (ECR) and Form 137 for Senior High School (SHS), which are tools to manage and organize the learner's academic records. The ECR was designed to help subject teachers compute the grades of SHS learners per quarter and semester while the Form 137 contains the historical academic and co-curricular records of learners in SHS.


To ensure ease of use and lessen technical difficulties, the ECR and Form 137 were created using a basic spreadsheet file. SHS teachers can download it for free from the DepEd official website or from the link below:

GUIDELINES ON THE ENCODING OF SENIOR HIGH SCHOOL ENROLMENT FOR SECOND SEMESTER IN THE LEARNER INFORMATION SYSTEM FOR SCHOOL YEAR 2016-2017

  1. The Department of Education (DepEd) issues the enclosed Guidelines on the Encoding of Senior High, School (SHS) Enrolment for Second Semester in the Learner Information System (LIS) for School Year (SY) 2016-2017 in the pursuit of establishing systematic data collection, to obtain accurate and relevant education statistics, particularly on the implementation of the SHS.
  2. The said guidelines provide the qualifications and procedures for enrolment, transfer, and program shift of SHS learners for the second semester in all public and private schools, state universities and colleges (SUCs) and local universities and colleges (WCs), and higher education institutions (HEIs) offering SHS in the Learner Information System (LIS).     
  3. The schools division offices shall extend technical assistance to all public and private schools, SUCs and WCs, and other HEIs offering SHS.
  4. The Department of Education (DepEd) maintained that teachers will receive their bonuses before the year closes.

Following the submission of all required documents to the Inter-Agency Task Force, DepEd and its personnel are now eligible to receive the performance-based bonus (PBB) for Fiscal Year 2015. The ranking reports of schools, which will be the basis of the amount of PBB to be released per school personnel, are already submitted to the Department of Budget and Management (DBM) for evaluation and processing of payment.

The PBB to be received by DepEd teaching and non-teaching employees ranges from P5,000 to P35,000. The amounts cited in the Department Order No. 56, series 2016 (DO 56, s. 2016) are determined by the personnel’s performance or contribution to the achievement of education targets and commitments. The grant of PBB is to recognize the exemplary performance of teachers, to further motivate higher performance and greater accountability, and to foster the value of meritocracy in the Department.
Not earlier than December 15, our teachers, along with all qualified government employees, are also entitled to receive an annual productivity-enhancement incentive (PEI) worth P5,000 beginning Fiscal Year 2016 – the date, qualification, and amount mandated by Executive Order No. 201, series 2016 (EO 201, s. 2016).
The year-end bonuses comprise the benefits and allowances received by teachers on top of their basic salaries. On an average, a public school teacher with entry-level salary of P19,000 may receive a total of P23,000 per month – a far cry from the average starting salary received by a teacher in a regular provincial private school at P8,000. The disparity has even caused more private school teachers to migrate to public schools.
Aside from PBB and PEI, the year-end bonus equivalent to one month salary (Republic Act 6686 and Republic Act 8441) and the annual additional cash gift worth P5,000 (EO 201, s. 2016) were already given to all DepEd personnel.
The President’s promise of increasing the salaries of 763,000 teachers nationwide is being duly recognized and considered by the Department, but not without considerations. Given the widening salary gap with private schools and with other service sectors, the inflationary impact, the premium on teachers in Science and Math and senior teachers, and the huge Department population, DepEd must ensure that the fulfillment of this promise is carefully planned in terms of policy and financial requirements.
