Brigada Eskwela 2019 Manual, Forms and Banner for Tarp

Over the years, the Brigada Eskwela effort has evolved from a week-long cleaning-up and beautification exercise to a festive coming together of students, teachers, school officials, parents, community members, local government officials, non-government organizations, church groups and the private sector.

It, too, has become one of DepEd’s major initiatives in enjoining local communities to respond to the needs of public schools and be part of a nationwide effort towards improving Philippine basic education.

This was made possible by the hard work and determination of school heads in finding innovative ways to bring children to school, keep them there, and ensure that they will learn. Brigada Eskwela will not be what it is today, if it were not for the strong leadership in our public schools.

The following forms will be used in the implementation of Brigada Eskwela 2019: BE Form 1 - Physical Facilities and Maintenance Needs Assessment Form, BE Form 2 - School Work Plan, BE Form 3 - Resource Mobilization Form, BE Form 4 - Daily Attendance of Volunteers, BE Form 5 - Records of Donations Received, BE Form 6 - Daily Accomplishment Report and BE Form 7 - School Accomplishment Report.

DepEd rolls out enhanced curriculum for ALS

The Department of Education (DepEd) will soon roll out the enhanced Alternative Learning System (ALS) curriculum. This is in line with its efforts to improve the quality of non-formal education in the country,
Education Secretary Leonor Briones/PIA
Education Secretary Leonor Briones announced the roll out of the “ALS Version 2.0” which will be “substantially different from the existing ALS Program through , in DepEd Order No. 003, 2019.

Briones also announced the creation of the ALS Task Force and its members led by DepEd Assistant Secretary G.H. Ambat with Dr. Marillete Almayda as the Task Force Head.

DepEd noted that a “strengthened and expanded” ALS is identified “as one of the major enhancements” to the K to 12 Basic Education Program of the government. It is also included in the 10-point agenda of DepEd under Briones’ leadership entitled “Quality, Accessible, Relevant and Liberating Basic Education for All” which was released in November 2016.

Briones noted that the “starting point” of “strengthening” the ALS is the development of the ALS K to 12 Basic Education Curriculum aligned to the formal K to 12 curriculum. “As the blueprint for the design of the ALS programming, the new ALS curriculum requires substantive changes to the other system components of ALS,” she explained.

These changes will also be applied to the learning materials, learning delivery system, learning environment, and learner assessment and certification system. Briones explained that there will also be changes in the system support components of ALS which include capacity building, financial management, advocacy, social mobilization, and partnership strategy.

Currently, Briones said that DepEd “is now engaged in rolling out” a new version of the ALS curriculum. Apart from this, she noted that “a comprehensive five-year ALS Roadmap has been developed” under the supervision of Ambat, who has been assigned to oversee the ALS Program.

Sir,

Greetings!

I have the honor to request for transfer to any National High School nearest to my residence for proximity and economic reason.

I am a family man and I have two children. My eldest child is already in Third Year College. The distance from our residence to my present station is about forty kilometers. I spent so much for my transportation and allowance and my salary is no longer enough to support the needs of my family. My wife doesn’t have an occupation. So I need to transfer so as to lessen my expenses. Please consider my request.

I would appreciate an opportunity to discuss my background in greater detail with you. If you have any question in the meantime, please call me at 09xxxxxxx.

Thank you for your consideration. I look forward in the possibility of meeting with you.

Very truly yours,

School Forms Checking Report (SFCRs) Form

New Form for Checking of Forms 2018-2019

School Form Checking Report (SFCR) per Adviser will be used or filled up by the School Checking Committee (SCC) for consolidation and to determine level of accuracy of the adviser and school and by the DCC for the final and official level of accuracy of the school.

It is the SCC who will use or fill up the SFCR per adviser and not the adviser. Advisers are not going to prepare SFCR. The school will print SFCR for adviser to be used and filled up by the SCC to be consolidated in SFCR1 annexed to DO11,s.2018.

Paano Gamitin ang School Form Checking Report (SFCRs)– Deped Order 11, s.2018
School Forms Checking Report (SFCRs) Form

School Checking Committee

Sundin ang suggested minium no.s of classes per category or ang percentage estimate which ever is higher.

DepEd eyes insurance for teachers, learners in public, private schools nationwide

The Department of Education (DepEd) is looking at the possibility of providing year-round insurance to learners and teachers in all public and private schools nationwide.
Education Secretary Leonor Briones/MANILA BULLETIN

Education Secretary Leonor Briones noted the death of five learners – one Grade 7 and four Grade 11 students – of Basay National High School in a vehicular mishap last March 1 in Zamboanguita, Negros Oriental, as well as the brutal killing of a Grade 9 learner of Maribago High School in Lapu-Lapu, Cebu.

“If we cannot protect them from the society where they fall as victims and if we cannot convince our vehicle operators to enforce circulars on the safety of children, then all the children in both public and private schools would have to be insured,” Briones said.

DepEd Undersecretary Annalyn Sevilla explained that given the student population in all schools – around 23 million in public schools and over four million in private schools – around two to three billion pesos (Php 2-3 billion) would be needed for insurance in a year to cover about 27 million children who are in school.

Initially, Sevilla said that the DepEd is “looking at accident insurance” but remains “open to offers and better proposals.” In the coming months, DepEd will meet with experts and other members of the community to get better feedback on the proposed insurance which will not only cover learners but teachers as well.

Briones said that the funds for insurance ‏of learners and teachers will be included in the 2020 budget proposal of DepEd to the Department of Budget and Management (DBM). Based on the outcome of the meeting with various stakeholders, she noted that the proposed insurance may cover not only school-related activities but also to aid learners and teachers who might be victims of “horrific crimes” as well as those who are involved in “accidents beyond our control.”

Briones continued to appeal for donation to the survivors of the so-called “Basay11.”

Based on latest report, DepEd said that four learners involved in the accident greatly need medical attention. The victims also need continued medication, physical rehabilitation, surgery or replacement of body parts, and psycho-social intervention, among many others – which all “entail exorbitant amount.”

As soon as news on the Basay11 broke out, Briones said that many members of the DepEd community – members of the existing organizations and cooperatives –immediately responded to the DepEd’s call for assistance through voluntary contributions. “So far, the fund campaign generated P1.5 million, all proceeds went to the hospital bills of the survivors,” DepEd said.

DepEd noted that that the projected cost of hospitalization and rehabilitation for the survivors “will likely reach the P10-million mark” thus, the agency continues to appeal for support and donations. Earlier, Briones visited the survivors personally at the Silliman University Medical Center and Negros Oriental Provincial Hospital.

Duterte issues order to fund gov't workers' pay hike as 2019 budget remains pending

President Rodrigo Duterte has issued an executive order that would ensure government workers would get the last and fourth tranche of their salary hike despite the stalled 2019 national budget.

EO No. 76, which Duterte signed on March 15, amends a portion of EO No. 201 to state that the funding requirements for the compensation adjustment for this year shall be charged against “any available appropriations” under the 2018 budget, pending the enactment of the 2019 budget.

Under EO No. 201, issued by former president Benigno Aquino III, government workers were supposed to have started receiving the fourth and last tranche of the salary increase in January.

“There is a need to identify an appropriate funding source to cover the requirements for the implementation of the fourth tranche compensation adjustment for civilian government personnel scheduled in 2019 under EO No. 201,” the EO reads.

The impasse between the House of Representatives and the Senate have delayed the passage of the 2019 national budget.

The government is now on its third month operating on a reenacted budget.

DBM: 4th Tranche Salary Adjustment Gets Go Signal

On March 15, Friday, President Rodrigo R. Duterte signed Executive Order No. 76, which authorizes the fourth tranche of compensation adjustments to be charged against any available appropriations under the reenacted budget this year.

Executive Order No. 76 amended Section 15(a) of Executive Order No. 201, series of 2016, thereby modifying the funding source of the compensation adjustment in fiscal year 2019.

Section 1(a) of Executive Order No. 76 expressly states that: “pending the enactment of the FY 2019 GAA, the funding requirements for the compensation adjustment for FY 2019 shall be charged against any available appropriations under the FY 2018 GAA, as reenacted, to be determined by the DBM, subject to existing budgeting, accounting and auditing rules and regulations.”

This Executive Order was issued to resolve the funding requirements of the compensation adjustment that cannot be met due to the continued budget impasse in Congress. This serves as an interim measure to release the fourth tranche of compensation adjustment to government personnel, pending the passage of the 2019 GAA.

With this EO, national government agencies may already start processing the salary differentials of eligible employees. In addition, the DBM will issue guidelines governing the grant of salary differentials and the continued implementation of the fourth tranche of compensation adjustment.

The series of compensation adjustments, culminating in the fourth tranche for FY 2019, intends to provide equitable compensation to government employees. This is in accordance with the principle of equal pay for work of equal value, as well as to enable the government to attract, retain, and motivate competent civil servants.

DepEd ‘stretching’ resources to pay new teachers’ salaries

The Department of Education (DepEd) is “stretching” available resources to ensure that the salaries of newly-hired teachers are paid and the operational costs of newly-established public schools will be covered despite the stalled 2019 budget.

READ: DepEd Teachers Salary for the SSL 4th Tranche (2019)

DepEd Undersecretary Annalyn Sevilla said that the salaries of newly-hired teachers –those that were hired after May 2018 – are covered by the 2019 General Appropriations Act (GAA). “The 2019 budget has a cut-off of salaries and allowances for teachers that are hired even before May 30, 2018 but because there is no change in the 2019 [budget], we are constrained to use the budget of 2018 which does not include the newly-created positions after May last year,” she explained.

Due to the ongoing budget impasse, Sevilla said that there is no funding available for the salaries of these teachers. However, she noted that the DepEd – in coordination with its regional offices – are making “internal arrangements” to help ensure that the salaries of newly-hired teachers are paid.

“DepEd is using its 2018 budget for the salaries and allowances for newly-created teacher items,” she explained. Such internal arrangements, said added, include using funds for “items that are not yet due.”

READ: DBM: 4th Tranche Salary Adjustment Gets Go Signal

Based on the latest data gathered by DepEd, there are at least 74 newly-hired teachers in Region 7 and CARAGA “which remained to be unpaid” in the duration of January to March. However, Sevilla clarified that this is not because of lack of funds but mainly due to incomplete requirements – particularly problem in their appointments.

“When we validated, they have just submitted their appointment to the Civil Service Commission (CSC),” she explained. “So even if we want to pay them, DepEd is not allowed because they don’t have their appointments approved yet,” she added.

Sevilla explained that DepEd covers 17 regions and over 200 school divisions, thus, the Central Office leaves the monitoring of salaries in the level of school, division, and region.

DepEd’s local offices, Sevilla said, continue to monitor reported cases of teachers that are not yet compensated. “As soon are they had their documentary requirements fulfilled, DepEd will pay them,” she said.

Meanwhile, she noted that at least 100,000 newly-hired teachers have been paid despite the delayed approval of the 2019 budget. “Those who are starting to teach – even without funding – we’re able to pay them because we have internal arrangement,” she explained.

Earlier, the Alliance of Concerned Teachers (ACT) slammed the continuing 2019 budget impasse and claimed this has resulted in the non-compensation of public school teachers hired after May last year due to “insufficiency of funds from the reenacted 2018 budget.” The group said the number of reported cases continued to increase in at least four regions.

SEC. 6. Teachers’ Leave. – Teachers shall not be entitled to the usual vacation and sick leave credits but to proportional vacation pay (PVP) of 70 days of summer vacation plus 14 days of Christmas vacation. A teacher who has rendered continuous service in a school year without incurring absences without pay of not more than 1 ½ days is entitled to 84 days of proportional vacation pay

DepEd also made it clear that there is really no enrollment this year (referring to school year break), as the students are automatically enrolled that is why teachers are encouraged to post the list of the names of students during the ‘Brigada Eskwela’ period.

Regarding the scheduling of enrollment period, teachers also are not required because there's no enrollment period included in our calendar. "Wala naman talagang schedule of enrollment ngayong summer. Tingnan niyo ang School Calendar natin. "

Members of the Social Security System (SSS) who will lose their jobs could apply for unemployment assistance under Republic Act 11199 (Social Security Act of 2019), which was signed by President Duterte into law last week, Senator Richard J. Gordon said Tuesday.

10K monthly unemployment benefits now available under new SSS law

Gordon, author of the law, said the landmark legislation now provides for unemployment insurance or involuntary separation benefits for the state pension fund’s members which could help tide them over while they are looking for another employment.

“For the first time in the country’s history, meron na ngayong (there is now an) unemployment insurance. It will start with two months, at least meron kang P10,000 a month if you had been paying contributions under the maximum salary credit. For two months, makakapaghanap ka ng trabaho (while looking for work),” he said.

Under Section 14-B of RA 11199, a member who finds himself involuntarily unemployed can claim unemployment benefit equivalent to 50 percent of his average monthly salary credit for a maximum of two months.

The member should not be more than 60 years of age and has paid at least 36 months contributions, twelve months of which should be within the 18-month period prior to the involuntary unemployment or separation. A member can only claim unemployment benefits once every three years.

"It will allow you to look for another job. While hindi ka pwedeng magrelax at kailangang maghanap ka agad ng trabaho (You have to find work fast) because you can only get a maximum of two months, you will have something for your expenses,” Gordon, chairman of the Committee on Government Corporations and Public Enterprises, stressed.

The Implementing Rules and Regulations (IRR) for the expanded maternity leave law may be released on May 1, according to the Social Security System (SSS) on Tuesday.
From 60 days, working women will now have 105 days of maternity leave with full pay and the option to extend for another 30 days without pay while solo mothers will get 15 days of additional leave.

Expanded Maternity Leave Law IRR to be released in May

Interviewed on Unang Balita, SSS media affairs department acting head May Rose Francisco said various agencies such as the Department of Labor and Employment (DOLE) and the Civil Service Commission (CSC) are working with SSS in creating the IRR.

"Sa aming pagkakaalam, ang target release nito ay sa May 1 kasi po hindi lang po SSS ang gumagawa ng IRR. In fact ang lead po dito ay DOLE. Ang DOLE, ang Civil Service at SSS nagmi-meet po 'yan para mabuo po 'yung IRR," Francisco said.

From 60 days, working women will now have 105 days of maternity leave with full pay and the option to extend for another 30 days without pay while solo mothers will get 15 days of additional leave.

Expanded Maternity Leave Law Is Retroactive

The EML was published on the Official Gazette on February 21, 2019, which means that all Filipino women who gave birth from March 7, 2019 onwards will be eligible to receive the new law's provisions, as follows:
    • 105 paid leave days to all working new mothers, both in the government and private sector, regardless of the number of pregnancies they've had or how they gave birth, and irrespective of marital status.
    • For cases of miscarriage or emergency termination of pregnancy, the female employee is eligible to receive 60 days of maternity leave with full pay.
    • Seven days out of the 105 paid maternity leave days may be transferred to new fathers, which is in addition to new dads' week-long paternity leave that's already mandated by Republic Act No. 8187, or the Paternity Leave Act if its conditions apply to them.
    • Solo moms who qualify under the Solo Parents' Welfare Act, or Republic Act No. 8972, also get an additional 15-day paid maternity leave days.
    • All new moms have the option to extend their maternity leave for 30 more days but without pay under the new law, provided they give due notice 45 days before their maternity leave ends.
SSS Acting President and Chief Executive Officer (CEO) Aurora Cruz-Ignacio said that they are trying to look for sources to be able to fund the higher EML leave benefit for their members, a news report published by the Philippine News Agency (PNA) said.
