Revised rules on appointments take effect – CSC


The revised Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA)—a consolidation of rules pertaining to appointment, promotion, reassignment, separation, and other human resource actions in the civil service—took effect on Sunday, August 26, the Civil Service Commission (CSC) reported.
The previous version of the ORAOHRA was promulgated on June 16, 2017. In consideration of feedback from its stakeholders, the Commission amended the policy to ensure that its provisions are in accordance with other administrative issuances and pertinent laws.
Among the salient amendments is the shift in the role of a government agency’s Human Resource Merit Promotion and Selection Board (HRMPSB) from recommendatory to assistorial, stating that the HRMPSB should assist the appointing authority in the judicious and objective selection of candidates for appointment, in accordance with the agency’s CSC-approved Agency Merit Selection Plan. It should no longer be tasked with recommending the top-ranking candidates deemed most qualified for recruitment.
Moreover, the revised rules state that a reassigned employee who is restored to his/her original post pursuant to a decision of the Commission should not be reassigned within one year from the date of restoration to the original post. Otherwise, the appointing officer/authority or the authorized official who caused the subsequent reassignment within 1 year from the date of restoration may be cited for indirect contempt by the Commission.

House OKs paid 10-day incentive leave


MANILA - The House of Representatives has approved on third and final reading a bill seeking to require an annual 10-day incentive leave with pay for workers.
The final vote for House Bill No. 6770 came down to 203 voting for the measure, and no objections and abstentions.
The proposed amendment to the Labor Code provides that every employee who has rendered at least one year of service shall be entitled to a yearly service incentive leave of 10 days.

The provision shall not apply to those who are already enjoying such benefit, those enjoying a vacation leave of at least 10 days with pay, and those in establishments regularly employing less than 10 people or in those exempt from granting this benefit by the Labor Secretary after considering the viability or condition of such establishment.
Baguio City Rep. Mark Go, principal author of the bill, said the grant of paid leaves is beneficial for employees and economically advantageous for employers.
“The granting of such incentive boosts the morale and satisfaction of employees which is manifested in their increased productivity," he said.
"Leave credits also minimize the risks of health and safety issues among employees which may be even costlier for both employers and employees in the long run."

The Department of Education (DepEd) issues the enclosed Preventive Drug Education Program Policy for Curriculum and Instruction in support of the National Drug Education Program as provided in Section 43, Article IV of Republic Act No. 9165, hereunder quoted as follows:
Instruction on drug abuse prevention and control shall be integrated in the elementary, secondary and tertiary curricula of all public and private schools, whether general, technical, vocational or agro-industrial as well as in nonformal, informal and indigenous learning systems. Such instructions shall include: (1) Adverse effects of the abuse and misuse of dangerous drugs on the person, the family, the school and the community; (2) Preventive measures against drug abuse; (3) Health, socio-cultural, psychological, legal and economic dimensions and implications of the drug problem; (4) Steps to take when intervention on behalf of a drug dependent needed, as well as the services available for the treatment and rehabilitation of drug dependents; and (5) Misconceptions about the use of dangerous drugs such as, but not limited to, the importance and safety of dangerous drugs for medical and therapeutic use as well as the differentiation between medical patients and drug dependents in order to avoid confusion and accidental stigmatization in the consciousness of the students otherwise known as the Comprehensive Dangerous Drugs Act of 2001.
Likewise, as stated in the Political Declaration and Plan of Action of the United Nations Office of Drugs and Crime (UNODC) of which the Philippines is a member, the worlds drug problem remains a common and shared responsibility that requires effective and increased international cooperation that demands an integrated, multidisciplinary, and balanced approach to supply and demand reduction strategies.

The policy aims to:
  • Strengthen the implementation of the PDEP in schools and CLCs through curriculum integration across all learning areas;
  • Provide capability for DepEd personnel in the implementation of the
  • PDEP;
  • Ensure that PDEP services are available and accessible to all learners, teaching and non-teaching personnel;
  • Create strong partnership with various stakeholders in promoting the PDEPl
  • Encourage PDE research for evidence-based decision-making and policy formulation;
  • Establish a strategic and systematic monitoring, evaluation and feedback mechanism to ensure continuity of the program; and
  • Ensure allocation of funds for program sustainability.

President Rodrigo Duterte has signed into law a measure that will establish a single national identification system in the country.

The president said that a single and streamlined national identification system would reduce corruption, avoid fraudulent transactions and enhance governance.

The president doused concerns on possible violations of privacy and security, saying there is no basis for apprehension in the new ID system as the Philippine Statistics Authority would work closely with the Department of Information and Communications Technology and other concerned agencies.
The bill’s author and sponsor Sen. Panfilo Lacson welcomed the signing of the measure.

“At long last, we now have a law that break the formidable barriers between government and the downtrodden and the poor due to the lack of identification,” Lacson said.
The law established the Philippine ID System or PhilSys—the government’s central identification platform on all residents and resident aliens in the country.
The ID card will contain the bearer’s identification system number, full name, facial image, date of birth, address and fingerprints.
The initial application and issuance, as well as the renewal of PhilSys ID for Filipino citizens, will be free of charge.

    'Strongest to hit PH this year': Mangkhut intensifies further as it nears PAR

    MANILA - (UPDATED) Typhoon Mangkhut continues to gain strength as it approaches the Philippine area of responsibility, the state weather bureau said Wednesday.
    In its 11:00 a.m. advisory, PAGASA said Mangkhut has intensified further, packing 205 kph winds and gusts of up to 255 kph.

    "Ito na ang so far ang pinakamalakas na bagyo na dumadaan sa ating bansa ngayong taon. Sikapin po natin na ito ay paghandaan nang mabuti," said Department of Science and Technology Undersecretary Renato Solidum in a press conference. 
    (This is by far the strongest typhoon to hit the country this year. Let us prepare for this.)
    PAGASA said the typhoon, which was last spotted 1,190 km east of Guiuan, Eastern Samar, is expected to enter PAR Wednesday afternoon. It will be named Ompong once it enters PAR. 
    Senior weather specialist Chris Perez warned of "very strong winds" and 6-meter high storm surges in coastal areas in the path of the typhoon, particularly in Cagayan and Isabela, by Friday and Saturday.
    He said the state weather bureau may begin raising cyclone warning signals over the affected areas on Wednesday afternoon.

    TYPHOON "OMPONG" INCREASES ITS THREAT OVER NORTHERN LUZON AS IT MOVES CLOSER.
    Occasional rains and gusty winds will be experienced over the areas under TCWS #1.
    Stormy weather is expected over areas under TCWS#2 and TCWS#3.
    TY "OMPONG" is expected to make landfall in Cagayan-Isabela area tomorrow early morning (Saturday,15 September).
    The Southwest Monsoon (Habagat) enhanced by the typhoon will bring moderate to occasionally heavy rains over Visayas while scattered light to moderate to at times heavy rains over Palawan, Zamboanga Peninsula, Northern Mindanao and Caraga. Residents in these areas, especially those living near river channels, in low-lying areas and in mountainous areas, are advised to take appropriate actions against possible flooding and landslides, coordinate with local disaster risk reduction and management offices, and to continue monitoring for updates.
    Fisherfolks and those with small seacrafts are advised not to venture out over the seaboards of areas with TCWS and the eastern seaboards of Visayas and of Mindanao.

    President Rodrigo Duterte has signed into law a measure that will establish a single national identification system in the country.

    The Philippine Identification System Act was signed by Duterte Monday afternoon on the same day of the ceremonial signing of the Bangsamoro Organic Law.

    The president said that a single and streamlined national identification system would reduce corruption, avoid fraudulent transactions and enhance governance.

    The president doused concerns on possible violations of privacy and security, saying there is no basis for apprehension in the new ID system as the Philippine Statistics Authority would work closely with the Department of Information and Communications Technology and other concerned agencies.
    The bill’s author and sponsor Sen. Panfilo Lacson welcomed the signing of the measure.

    “At long last, we now have a law that break the formidable barriers between government and the downtrodden and the poor due to the lack of identification,” Lacson said.
    The law established the Philippine ID System or PhilSys—the government’s central identification platform on all residents and resident aliens in the country.
    The ID card will contain the bearer’s identification system number, full name, facial image, date of birth, address and fingerprints.
    The initial application and issuance, as well as the renewal of PhilSys ID for Filipino citizens, will be free of charge.

    GSIS heeds members’ appeal for more time to settle loans; rewards members with good credit standing

    Heeding the appeal of the Department of Education (DepEd), the Government Service Insurance System (GSIS) extends the deadline for all GSIS members to settle past due loan accounts to one more month or until October 31, 2018.

    “We extended the deadline to give more time for DepEd employees as well as other members with overdue accounts to benefit from the condoned penalties and surcharges of the Enhanced Consolidated Loan Program. At the same time, we are advocating responsible borrowing by rewarding members who have good credit standing. Members with updated loan accounts as of September 30, 2018 will get a chance to win big prizes to be raffled off soon,” GSIS President and General Manager Jesus Clint Aranas explained.

    “We appreciate DepEd’s conscious efforts to assist us in addressing their predicament after Secretary Leonor Briones wrote us to request an extension of the deadline. We fully understand the plight of members,” he added.

    At present, GSIS does not impose penalties and surcharges for delinquent loan accounts of members in the active service. However, the pension fund will lift this ‘automatic waiver’ for penalties and surcharges by November 1, 2018 to step up its call for members’ responsible borrowing, while stressing the rewards of paying loans on time.

    “Although we have given a one-month extension, we remain steadfast in reminding our members that slacking on loan payments may cost you your entire benefits in the future. If your loan balances go unchecked for a longer period, your obligations will continue to add up, which may severely impair the benefits due you or your family in due course,” he said.

    Statement on calls to fully implement the six-hour workday


    PASIG CITY, September 24, 2018 – As a response to the concerns pertaining to the working hours of public school teachers, the Department of Education (DepEd) clarified that teachers are not exempted from the eight-hour workday in government, as resolved in the Civil Service Commission (CSC) Resolution No. 080096 issued in 2008
    Under the CSC Resolution, teachers are required to render six hours of actual classroom teaching per day within the school premises, while the remaining two hours may be utilized to doing teaching-related tasks outside the school premises.

    Due to the continuing clamor to strictly implement the six-hour workday for teachers, DepEd will release a DepEd Memorandum (DM) reiterating provisions stated in DM No. 291 s. 2008 and DepEd Order (DO) No. 16, s. 2009, with specific instructions that:
    • Teachers who choose to render the remaining two hours of work outside the school premises must not be subjected to salary deductions
    • Teachers should not be required to submit means of verification (MOVs) as proof of services completed during the remaining two hours of work rendered outside the school premises.
    The said DM will also direct key offices to monitor the strict and uniform execution of this policy.
