Taguig public schools take home medals from int’l science expo

Students from three public schools in Taguig City bagged gold and silver medals at the 2016 Kaohsiung International Invention and Design Expo in Taiwan for developing low-cost and eco-friendly products from recycled materials.

At the international event organized by the World Invention Intellectual Property Associations (WIIPA) from December 9 to 12, the team from Taguig Integrated School (Grade 5 students Jaisa Julene L. Mataac, Kenth Andrew F. Gallardo, and Ken B. Benavente) and the team from Taguig Science High School (Grade 10 students Jerome A. Sombilon and Anna Beatriz A. Suavengco) both won gold medals.

Ruth Paula P. Buhion, Ma. Erin Daphne D. Raton, Adrian Klein T. Comia, and Kevin Brian C. Orge from Sen. Renato Compañero Cayetano Memorial Science and Technology High School (SRCCMSTHS) won a silver medal.
The science teams, which are part of a science training program for Taguig public schools, competed against over 500 other entries from more than 20 countries.

Taguig Integrated School's winning piece was an antibacterial and antifungal bath soap made from PLC (Papaya, Lemon and Coconut Oil) for the Life Science category, while  SRCCMSTHS invented a correction fluid which uses egg whites as raw material called “Alburase” for the Office Category product.

Meanwhile, Taguig Science High School won a gold medal with their “Remediation of Heavy Metal Ions in Synthetic Contaminated Effluent by Calcium Carbonate found in Asiatic Clams or Tulya Clams” proposal for the Biotechnology category.

The students' research, aided by their advisers, has been in development for one to two years.

“This international competition showcases the exceptional skills of our students and their interest to expand their capabilities in the field of Science. This success is a concrete testament of the improved quality education in the public school system of our city,” Taguig City Mayor Lani Cayetano said.

According to Taguig Integrated School principal Dr. Joselito Mataac, the school has already received invitations from other countries for similar competitions, including one in Hong Kong this January, one in Japan in July, and one in Canada in August.

Last month, groups of public school students from Taguig City won several gold, silver and bronze medals at international mathematics competitions held in Thailand, Singapore and India as part of the city's intensive mathematics training program for public schools.  Bianca Rose Dabu/BM, GMA News

"No PhilHealth ID, No Benefits" policy scrapped

Senate Minority Leader Ralph Recto said the scrapping of the "No PhilHealth ID, No benefits" policy is one of the many provisions that the Senate had crafted to guarantee universal health coverage.

The Senate has included a provision in the 2017 national budget cancelling the need for patients seeking treatment in hospitals to present a PhilHealth card as a condition to avail of benefits from the state health insurer.

Senate Minority Leader Ralph Recto said the scrapping of the "No PhilHealth ID, No benefits" policy is one of the many provisions that the Senate had crafted to guarantee universal health coverage.

Recto sponsored the budget provision which states that "in the attainment of universal coverage, no Filipino, whether a PhilHealth member or not, shall be denied of PhilHealth benefits. PhilHealth identification card is not necessary in the availment of benefits."

The said provision forms part of the 2017 General Appropriations Bill that President Duterte is expected to sign before the end of the month.

But the major PhilHealth-related initiative, Recto said, was the one pushed by Senator Loren Legarda, which appropriated P3 billion to pay for the insurance premiums of an estimated "last 8 million uninsured Filipinos."
This backlog was discovered in the course of budget deliberations, Recto said. "Because the Senate did its job, the discrepancy was found."

The P3 billion Senate infusion sponsored by Legarda "will close the last mile in health insurance," Recto said.
"This is the culmination of a long work process through successive administrations. In 2001, at the start of GMA's term, the number of sponsored beneficiaries was just 200,000 urban poor families," he said.

"Then the number of the sponsored increased yearly. By 2010, the individuals covered, including self-paying, numbered 78 million. President Aquino added 20 million new enrollees, increased the paying members to about 45 million, plus retained the previous grantees and expanded the benefits," he said.

As a result of the Senate augmentation, funding for PhilHealth social insurance program had been raised to P53.2 billion.

This will cover 15.4 million indigent families, 3.3 to 5.5 million senior citizens, and 48,000 individuals under the government peace and reconciliation 'PAMANA' program, and the last 8 million uninsured individuals.

Recto said the inclusion of senior citizens "under the medicare umbrella" was made pursuant to Republic Act 10645, the 2014 Recto-authored law mandating automatic PhilHealth coverage for 60 year olds and above.
He said the "No ID" rule in RA 10645 for seniors seeking medical services is being expanded to cover all.
Government's subsidy to PhilHealth is booked separately from the Department of Health budget.

The DOH appropriations for 2017 is P96.33 billion.

Recto said "valuable and insightful inputs" in the crafting of "health care-for-all provisions" in the budget came from Senate health committee chairman Risa Hontiveros and Sen. Sonny Angara who defended the DOH budget in plenary.

What is the SALN? 
 It is the statement of assets, liabilities and net worth, and the disclosure of financial connections or business interests and identification of relatives within the fourth degree of consanguinity or affinity. Further, it also requires the declarant to name his/her bilas, balae and inso who are in government service.   
What is the purpose of the SALN?  
To enjoin all public officers and employees to declare and submit an annual true, detailed and sworn statement of their assets, liabilities and net worth, including disclosure of business interests and financial connections, and to declare to the best of their knowledge their relatives in the government service. 
Who are required to file the SALN?  
All officials and employees of government are required to file the SALN. The government pertains to the national and local governments, including state universities and colleges, and governmentowned and controlled corporations (GOCC) and their subsidiaries, with or without original charter. 
Who are exempted from filing the SALN Form?  
1) Those serving in honorary capacity - persons who are working in the government without service credit and without pay. 2) Those whose position title is laborer - persons whose work depends on mere physical power to perform ordinary manual labor, and not one engaged in services consisting mainly of work requiring mental skill or business capacity, and involving the exercise of intellectual faculties. 3) Those who are casual or temporary workers - persons hired to do work outside what is considered necessary for the usual operations of the employer's business. 
When should the SALN be filed? The SALN should be filed: 
1) within thirty (30) days after assumption of office, statements of which must be reckoned as of his first day of service; 
2) on or before April 30 of every year thereafter, statements of which must be reckoned as of the end of the preceding year; or 
3) within thirty (30) days after separation from the service, statements of which must be reckoned as of his last day of office. 
 What law governs the filing of the SALN Form?  
Republic Act No. 6713 otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees

  1. Inclosed is a copy of CSC-DBM Joint Circular NO. 2-97 dated June 25, 1997 promulgating and adopting rules and regulations to amend Rules IV and VI of Joint CSC-DBM Circular No» 1, s„ 1991, governing the monetization of leave credits of government officials and employees.
     
  2. Under this Circular, government officials and employees shall now be allowed to monetize a maximum of thirty (30) days vacation leave/service credits, subject to the following conditions:
    1. There shall remain five (5) days vacation leave/service credits after monetization; and
    2. Said official or employee has accumulated no less than fifteen (15) days vacation leave/service credits, in which case he can monetize no more than ten (10) days.

    LET passers to affix LPT in their names as honorary title of professional teachers

    Board for Professional Teachers of the Professional Regulation Commission Vice President Dr. Paz Lucido said during the oathtaking ceremony of new professional teachers on December 22 that the Board passed a resolution that the honorary title of professional teachers is now Licensed Professional Teachers or LPT. 

    They can append such title after their name. Dr. Lucido meanwhile reminded that persons who have not passed the licensure examination for teachers but have used such title, shall be charged with a penalty.

    As of the writing of this article, news is circulating in social media that PRC released a resolution stating that all LET Passers may now affix the acronym LPT (Licensed Professional Teacher) in our names as signification of our dear profession.
