Government agencies have been directed to post online their freedom of information (FOI) manuals on or before October 2017 or risk losing eligibility for performance bonus.

What is Freedom of Information or FOIThe PCOO said non-compliance with any of the good governance conditions will render the entire agency ineligible for the performance based bonus. The PBB is a top-up bonus given to government workers in line with their performance in meeting their department targets.
“The FOI Manuals of agencies should be uploaded via the Transparency Seal page of the agency’s website,” it said.
So far, 174 FOI manuals have been submitted to the PCOO, the lead implementation agency of the FOI program in the executive branch. Only 32 FOI manuals are currently available to the public via www.foi.gov.ph/agencies.
