What is CPD and what is the CPD for Teachers? What’s in it for us Teachers? CPD (CPD for Teachers) is a mandatory requirement by PRC in the renewal of professional license under Section 10 of Republic Act No. 10912.
The Professional Regulation Commission (PRC) released the revised guidelines on the requirement for CPD for all registered and licensed professionals. This will be fully implemented in June 2017 after the effectivity of the Implementing Rules and Regulations (IRR) of R.A. 10912. READ LATEST PRC BULLETIN REGARDING CPD IMPLEMENTATION
R.A 10912, otherwise known as the CPD Law of 2016, is An Act Mandating and Strengthening the Continuing Professional Development (CPD) Program for all Regulated Profession (i.e. Professional Teachers), Creating the Continuing Professional Development Council, and Appropriating Funds and for Other Related Purposes.
The following are the key information that we (Teachers) need to know about CPD.

What is CPD (CPD for Teachers)?

Continuing Professional Development or CPD refers to the inculcation of advanced knowledge, skills and ethical values in a post-licensure specialization or in an inter- or multidisciplinary field of study, for assimilation into professional practice, self-directed research and/or lifelong learning.

Objectives of the CPD.

The overarching goals of the CPD shall be the promotion of the general welfare and interest of the public in the course of delivering professional services. Towards this end, CPD programs shall strive to:
  1. Continuously improve the quality of the country’s reservoir of registered professionals by updating them on the latest scientific / technological / ethical and other applicable trends in the local and global practice of the professions;
  2. Provide support to lifelong learning in the enhancement of competencies of Filipino professionals towards delivery of quality and ethical services both locally and globally; and
  3. Deliver quality continuing professional development (CPD) activities aligned with the Philippine Qualifications Framework (PQF) for national relevance and global comparability and competitiveness.

What is the required CPD Credit Units for Professional Teachers?

CPD Credit Unit refers to the value of an amount of learning that can be transferred to a qualification achieved from formal, informal or non-formal learning setting, wherein credits can be accumulated to predetermined levels for the award of a qualification.
Professional Teachers are required to complete 45 Credit Units for the renewal of PRC License. All registered and licensed professionals shall complete the required units every three (3) years as specified in Annex “A” (Credit Units Required per Profession) or as specified in their Professional Regulatory Law or as provided by the PRB and the Commission that may be issued. Credit units may be earned by professionals who participate in CPD Programs that emanate from the PRB for the development of the profession.
Any excess credit units earned shall not be carried over to the next three-year period except credit units earned for doctorate and master’s degrees or specialty trainings which shall only be credited once during the compliance period.

What are the CPD Programs to earn CPD credit units??

CPD Program refers to a set of learning activities accredited by the CPD Council which equip the professionals with advanced knowledge, skills and values in specialized or in an inter- or multidisciplinary field of study, self-directed research and/or lifelong learning. Examples of CPD Programs include:
  • Seminars
  • Workshops
  • Technical lectures
  • Subject matter meetings
  • Non-degree training lectures and scientific meetings
  • Modules
  • Tours and visits,

What are the natures of CPD Programs.

The CPD Programs consist of activities that range from structured to non-structured activities, which have learning processes and outcomes. These include, but are not limited to, the following:
  • Formal learning – refers to educational arrangements such as curricular qualifications and teaching-learning requirements that take place in education and training institutions recognized by relevant national authorities, and which lead to diplomas and qualifications;
  • Nonformal learning – refers to learning that has been acquired in addition or alternatively to formal learning, which may be structured and made more flexible according to educational and training arrangements.
  • Informal learning – refers to learning that occurs in daily life assessed, through the recognition, validation and accreditation process and which can contribute to a qualification;
  • Self-directed learning – refers to learning activities such as online training, local / international seminars/non-degree courses, institution/company-sponsored training programs, and the like, which did not undergo CPD accreditation but may be applied for and awarded CPD units by the respective CPD Council
  • Online learning activities – refer to structured or unstructured learning initiatives, which make use of the internet and other web-based Information and Communications Technology solutions;
  • Professional work experience.
