DepEd Sec. Briones assures performance bonuses this November

MANILA - Education Secretary Leonor Magtolis Briones on Thursday assured public school teachers that their performance based bonus (PBB) will be released this November.

Briones noted that the PBB was supposed to be released last month but was moved to November after it was subjected to a thorough scrutiny by an inter-agency task force through Department of Budget.

"Some 722,000 persons are going to get their PBB. They are all rated good. There are guidelines and different rates," Briones said in a press conference during the Education Summit held at the SMX Convention Center, Mall of Asia Complex in Pasay City.

Briones said that the first batch is composed of Regions I, II, IV-A, V, IX, XI, XII CARAGA, and National Capital Region.

The paperwork for Regions X and VI still needed to be signed, while Regions VII and VIII are pending for checking.

On the other hand, Regions III, IV-B and CAR have yet to file their documents.

Depending on the teacher's performance, the PBB can range from P5,000 to P35,000.

Earlier, the Teachers' Dignity Coalition (TDC) appealed to the Department of Education (DepEd) to release the PBB that should have been given last October based on the DepEd timeline.

"This PBB has always been an object of criticism in the system because of the usual delays in its release since it started in fiscal year 2012." said Benjo Basas, TDC national chairperson.

PBB is part of the productivity based-incentive system (PBIS) under the Salary Standardization Law-3 enacted in 2009 but only implemented since 2012 under the Executive Order 80 signed by then President Benigno Aquino III.

The other bonus is the productivity enhancement incentive or PEI amounting to P5,000 and given to all the employees and officials of the government.

But Basas said his group wanted the government to scrap the policy and grant an across the board incentive which is fair and justifiable instead.
