COMELEC: Honoraria, Travel Allowance, Communication Allowance, Service Credits for poll 2019 workers


Because public school teachers are no longer required to do election duties, the Comelec can appoint volunteers to electoral boards of the May 13, 2019 general election.

The volunteers will be named by the Commission on Elections (COMELEC), through local election officers, and will be paid honoraria and covered by some benefits. They will watch over voting, manually count the ballots, and keep their precincts peaceful from 6 am on election day, May 13, up to when they deliver vote counts to the municipal board of canvassers in the evening.
Each electoral board has a chairperson, a poll clerk, and a member, further assisted by Department of Education Supervisor Officials (DESOs) and support staff.
Entitlement of Honoraria. Travel Allowance and Communication Allowance, Service Credits and Other Benefits.
A. Honoraria
The Chairperson and members of the EB, the DESO and the respective Support Staff shall be entitled to the corresponding honoraria.

  • Chairperson - P6,000
  • Members - P5,000
  • DESOs - P4,000
  • Support staff - P2,000

B. Travel Allowance 
The Chairman and members of the EB, the DESO and the respective support staff shall be entitled to a travel allowance of One Thousand Pesos P1,000 each.

C. Communication Allowance 
The DESO Technical Support Staff shall be entitled to a communication allowance of One Thousand Pesos (P1,000) each.

D. Service Credit
A minimum of five (5) days service credit shall accrue to all government officials and employees serving as EB, DESO and Support Staff.

The allowances need to be distributed within 15 days from the date of the election.
What does it take to be an electoral board member? The Comelec resolution does not name what kind of professionals can be appointed to the board in the absence of teachers.
