Is October 31, 2018 holiday in the Philippines?

As of posting time, there is no proclamation yet from the Malacañang whether October 31, 2018 is a special non-working holiday.
October 31 this year falls on a Wednesday, which means that if the date will be declared a holiday, Filipinos will enjoy a very long weekend.
Last year, October 31, which fell on a Tuesday, was declared an additional special non-working holiday through Proclamation No. 50 The declaration was to “strengthen family ties” and give the public more time to prepare for All Saints Day (observed in the Philippines as All Souls Day), as well as “promote domestic tourism.”

This year, however, October 31 was not included in the list of holidays declared by Malacañang. Instead, Proclamation No. 269 declares November 2 (Friday) as an additional special non-working holiday to “strengthen family ties by providing more time for the traditional All Saint’s Day and All Soul’s Day commemorative activities.”
